residential
subdivision
that
includes
eight
buildable
and
two
common
lots.
The
just
under
two
acre
site
is
located
at
the
southwest
corner
of
franklin
and
five
mile
roads
in
an
lod
or
limited
office
with
design
review
zone.

the
project
includes
eight
buildable
lots.
One
of
the
lots
will
support
a
detached
single-family
home.
While
the
remaining
will
be
occupied
by
attached
dwellings
parking
for
each.
It
will
be
provided
in
enclosed
garages
with
enclosed,
with
additional
guest
parking
provided
towards
the
back
back
of
the
site.

Access
to
that
parking
will
be
provided
from
a
single
service
drive
and
then
two
other
existing
service
drives
along
franklin.
Road
will
be
will
be
closed,
there's
really
no
opportunity
for
connectivity.
Given
the
constraints
of
the
site.
The
adjacent
property
was
already
developed
and
the
arrangement
there
won't
accommodate
a
connection.

note
that
the
applicant
is
required
by
condition

widen
a
narrow,
narrow
segment
of
sidewalk
along
the
eastern
portion

the
site.

believe
most
of
the
sidewalk
along
franklin
is
seven,
a
seven
foot

good
shape
attached
facility,
it
tapers
to
five
feet
over
towards
the
eastern
corner
and
the
applicant
will
be
required
to
widen
that
sidewalk.

I
would
note
that
the
site
is
really
void
of
significant
veg
vegetation,
so
there
are
really
no
concerns
from
that
perspective.

itself
is
part
of
a
community
activity
center
and
then
about
a
third
of
a
mile
from
existing
transit
services,
so
certainly
a
good
location
for
some
additional
housing
it'll
provide
a
transition
from
the
single
family
homes
up
the
hill
into

south
and
then
the
idaho
power
facility.

to
the
north.

with
regard
I
had,
of
course,
I
have
extensive
experience
with
the
irrigation
district
napa
meridian.
I
have
a
have
a
close
working
relationship
with
them
for
my
my
time
as
the
city
of
meridians
pathways
project
manager
handling
the
pathway
of
regards
to
city
marine,
their
pathway
plan.

The
conversation
that
I
had
with
the
the
district's
superintendent
and
and
his
second
command
reinforced.
What
I
was
was
beat
into
my
head
as
as
a
project
manager
for
pathways
and
meridian,
was
that
the
issue
with
with
pathways
along
the
canals
themselves,
because
they're
they're
swift
water?
Typically
there
are-
there
are
sections
that
are
that
are
concreted
so
they're
slippery.

It
is
it
is.
It
has
a
current.
They
do
allow
pathways
along
canals,
but
what
the,
what
they
would
encourage
is
to
maintain
their
their
service
road,
not
not
impeded
by
a
pathway
or
a
pathway
on
the
service.
Road
makes
perfect
sense
for,
for
you
know,
a
dual
use,
but
in
this
regard
it's
all
developed
on
the
south
side,
so
we
only
have
and
as
you
as
a
city
only
have
the
opportunity
on
the
north
side,
the
problem
that
the
underlying
issue
is
a
safety
issue
and
part
of
it
is-
is
irrigation.

District
staff,
their
their
major
objection
is
that
as
soon
as
they
allow
a
pathway
on
their
service
drive
and
what
it
turns
into
anytime
that
their
district
employees
are
out
there
to
maintain
the
the
pathway
or
or
excuse
me,
the
the
canal
itself
or
any
other
waterway,
the
the
public
kind
of
takes
ownership
of
the
pathway,
and
then
it
can
get
ugly.
I've
seen
it
get
ugly
personally.

The
public
just
then
raises
a
fit
over
the
the
maintenance
concern
for
the
canal
and
that's
troublesome.
The
district
doesn't
want
to
put
their
employees
in
that
situation.
It
happens,
but
from
our
development
standpoint
we
don't
have
an
issue
with
providing
an
easement,
but
we
don't
want
to
be
a
part
of
the
pathway
project
at
current.
Until
you
know
such
time
as
the
city
has
come
together.

I
know
that
the
city
is,
is
they're,
exploring
an
opportunity
to
come
up
with
a
pathway
plan
similar.
You
know
there
are
other
cities
that
have
kind
of
gone
down
that
road
from
meridian
too.
I
can
tell
you
from
meridian's
perspective
when
they
set
out
to
adopt
their
create
a
pathways
plan.
Several
years
ago.

They
brought
the
irrigation
districts,
they
brought
landowners
and
a
whole
lot
of
stakeholders
to
the
table
and
worked
out
an
agreement
with
the
irrigation
district
for
a
way
that
to
involve
the
irrigation
district
in
the
decisions
that
the
city
would
make.
As
far
as
those
pathway
and
and
meridian's
plan
is
a
spaghetti,
clan
they're,
they're
everywhere.

The
only
issue
with
their
plan
is
that
in
areas
that
are
undeveloped
and
they
have
a
they
have
beta
canal-
usually
the
the
laterals
or
or
drains
specifically,
the
pathway
plan
shows
a
line
on
either
side
on
both
sides.
The
irrigation
district
is
only
going
to
allow
a
pathway
on
one
side
and
typically,
they
would
like
it
not
to
be
the
the
maintenance
road
itself,
but
they
have
acquiesced
to
a
point
in
that
regard
too.

They
will
what
they
did,
so
they
set
up
a
process,
though,
in
that,
if
you
want
to
build
a
pathway
on
their
from
a
development
perspective,
there's
a
timeline.
You
need
to
approach
them
the
city
anytime.

was
trying
to
build
a
pathway.

have
an
easement
from
the
underlying
landowner
and
when
the
maintenance
company
or
the
irrigation
district
comes
in
and
mucks
out,
the

ditch
or
drain
they're
allowed

put

spoils

bad

them

think
the
applicant

describe.
All
of
the
uses
are
proposed
on
a
1.4
acre
site.
That's
located
at
the
intersection
of
kootenai
and
federal
way
in
an
lod
or
limited
office
with
design
review
zone,
the
commission
heard
the
application
and
did
recommend
approval
back
in
august.

Finally,
they're
seeking
approval
to
provide
accommodation
for
food
trucks
on
the
property
and
it's
the
food
truck
component
on
a
on
an
annual
basis
or
a
yearly
basis.
That's
not
allowed
in
the
office
zone.
Thus
the
special
exception.
That's
before
you
to
grant
a
special
exception.
As
you
know,
the
use
needs
to
be
found
to
be
of
an
equal
or
lesser
impact
than
permitted
uses
in
the
zone
and,
like
other
conditional
use,
permits
that
the
proposed
used
to
be
compatible
with
the
surrounding
area
and
that
it
won't
generate
negative
impacts.

We
also
need
to
find
that
proper
zoning
is
not
available
in
the
immediate
general
neighborhood.
As
you
can
see,
looking
at
the
zoning
map,
it
is
quite
a
distance
to
any
commercial
zoning
that
would
be
necessary
for
this
sort
of
use.
Again,
the
special
exception
is
only
needed
for
the
food
truck
component
of
the
proposal.

I
would
note
that
we
actually
can
and
do
permit
this
sort
of
thing
in
various
locations
around
the
city
on
a
temporary
basis,
they're,
actually
quite
popular
and
haven't
to
this
point,
really
generated
much
in
the
way
of
complaints
and
for
what
it's
worth.
A
lot
of
the
modern
codes
actually
allow
this
sort
of
thing
by
right
in
proximity
to
some
of
the
residential
neighborhoods
at
a
scale
like
this.
I
think
the
fact
that
it's
on
a
corner
lot
at
the
edge
of
the
neighborhood,
mitigates
a
lot
of
impacts.

Now
one
individual
did
speak
at
the
planning
and
zoning
commission
heary.
While
they
expressed
general
support.
They
did
question
the
amount
of
parking
as
it
relates
to
occupancy
and
potential
for
noise
impacts.
Ultimately,
the
commission
did
find
that
the
design
of
the
site
and
orientation
would
mitigate
many
of
the
impacts
as
it
relates
to
parking.
All
of
the
requirements
are
met
and
again,
the
site
site
is
quite
accessible
from
transit
and
pedestrian
facilities.

Now
I
would
just
note
briefly,
our
original
recommendation
was
to
close
all
access
from
federal
way.
We
suggested
that
the
access
to
the
site
come
from
pico
street
at
the
back.
There
was
quite
a
bit
of
back
and
forth
at
the
hearing,
and
ultimately
the
commission
did
allow
one
write-in
right
out
to
be
retained
along
federal
way
for
access
to
that
medical
office.

with
that
that
does
wrap
up
my
comments
consistent
with
the
commission's
action,
we
are
recommending
approval
of
the
application
this
evening.

note
that
you
should
have
received
in
late
correspondence
a
letter
of
support
for
the
application

had
purchased
this

corner
lot,
and
if
anybody
in
the

familiar
with
this,
you
know
that
in
between
thanksgiving
and
christmas,
is
the
christmas
tree
lot
the
rest
of
time
of
the
year.
There's
various
things
show
up.
There
was
a
guy
that
was
selling
yard
yard,
art
from
mexico
and
there's
just
a
really
been
kind
of
an
opportunity
waiting
waiting
to
happen.

Mr
dr
brandenburg
has
an
extensive
collection
of
cactus
plants
and
no
place
to
put
them.
So
that's
where
the
conservatory
started,
as
was
a
place
for
him
to
to
show
off
his
plants
and
use
it
as
a
educational
facility.

evolved
a
little
bit
into
kind
of
an
event
center
so
that,
because
everybody
kept
saying
well
gee,
how
neat
would
it
be
to
have
a
wedding
or
have
a
party
or
do
something
here?
So
it
is
that's!
That's
where
it
it
it
is.

It
sits
right
now,
with
some
offices
in
the
event
area
upstairs
on
the
other
on
the
west
corner,
is
where
we're
having
an
outdoor
pavilion,
which
is
going
to
be
an
accessory
to
the
food
trucks
we
are
going
to.

We
are
calling
this
a
plaza
which
under
state
law,
allows
us
to
serve
beer
and
wine,
and
have
people
circulate
with
the
drinks
in
their
hands
thanks
to
the
city
of
caldwell,
that
became
a
state
law
about
three
or
four
years
ago,
so
they
could
do
that
downtown
and
we've
talked
to
the
to
the
state
police
about
it,
and
as
long
as
we
designate
an
area
which
we
will
internally
that'll
take
advantage
of
that
the
location
we
think
is
ideal
for
pedestrian
people
on
bicycles.

really
isn't
anything
like
this
in
the
area
there.
As
you
know,
there
are
tons
of
apartments
going
up
along
federal
way.
I
expect
there's
going
to
be
more
there's
apartments
across
the
tracks
from
this
that
big
triangle
of
land,
owned
by
the
day
family
is
is
under
under
discussion
for
development,
we're
right
up
the
hill
from
the
university,
so
I
could
see
on
game
night.

before
and
after
people
coming
up
and
having
a
good
time
we
designed
the
site
so
that
the
conservatory
would
act
as
a
buffer
between
the
residents
on
pico
street
and
the
interior
activity
zone.
We
don't
intend
on
being
open
until
two
o'clock
in
the
morning.
That's
not
the
intent,
but
on
game
night
I
could
see
us
being
open.
You
know
until
9
10,
maybe
even
11
o'clock.

If
the
games
start
the
games
late
like
they
did
last
week
and
and
we
could
see
as
a
buffer,
we've
had
quite
a
bit
of
input
from
the
people
of
people
on
pico
and

it's
all
been
positive.
They

understand
that
that
lost

ripe
for
development,
and
they
understand
that
if
they
wanted
to
do
something
they
could
have
bought
it
and
preserved
it.
But
they
understand
that
we
have
the
right
and
the
desire
and
we're
doing
that
we've
met
with
them
and
what
we
put
together.
What
we
think
is
a
very
quality
project.

The
pavilion
is
going
to
be
two
stories
we're
going
to
set
it
up.
We
want
to
take
advantage
of
the
views
of
the
foothills.
If
you
get
up
high
enough,
you
can
almost
see
lucky
peak,
you
can
see
downtown
and
you
can
see
the
see
the
university
in
the
foothills
inside
interior
we're
going
to
have
public
restrooms
we're
going
to
convert
the
garage
to
public
restrooms
in
a
storage
area.

The
existing
parking
along
the
north
side
of
the
property
is
existing,
we're
maintaining
that
the
access
points
to
clarify
are
going
to
be
at
the
extreme
north
east
corner
of
the
property
and
then
on
pico
street.
We're
then
going
to
pave
a
little
access
down
to
the
doctor's
clinic,
so
his
patients
will
be
able
to
find
him
and
then
one
entrance
at
the
bottom,
where
the
fire
lane
is,
is
going
to
be
closed,
but
we're
going
to
have
bollards
there
so,
and
this
is
a

emergency
fire
access.

clarify
that
the
homes
both
north
and
south
of
the
east-west
road
of
the
project
will
have
shared
driveways,
so
there'll
be
five
curb
cuts
on
both
the
north
and
south
side,
but
that
will
allow
for
a
lot
more
opportunity
for
on-street
parking
for
guests
of
this
development,
and
the
trees
that
are
coming
out
primarily
are
large,
mature,
I
think
they're,
austrian
pines,
which
wouldn't
technically
or
be
allowed
within
the
planter
strips
that
achd
wants
us
to
put,
but
we
are
doing
a
detached
sidewalk
with
additional
street
trees,
and
then

buffer
