I

a

29th,

heard
a
somewhat
complicated
application
or
appeal
of
the
historic
preservation
commission
decision.
It
included
the
removal
of
trees,
relocation
of
a
canal
and
then
proposed
demolition
of
a
non-contributing
home.

Ultimately,
council
did
overturn
the
decision
of
the
historic
preservation
commission
and,
in
doing
so,
asked
us
to
return
with
findings
and
conditions.
Those
are
included
in
your
packet.
It
includes
mitigation,
a
mitigation
plan
with
seven
four
inch,
trees
on
the
parcel,
as
well
as
five
new
two
and
a
half
inch
trees
in
the
public
right
of
way,
essentially
with
the
new
home.

That's
really
about
all
you
could
fit
on
the
site,
also
there's
a
condition
or
requirement
that
canal
remain
uncovered,
and
I
finally
note
that
the
applicant
has
already
donated
1200
to
the
city
of
trees.

a
preliminary
plat
for
a
residential
subdivision
that
includes
16
buildable
lots
on
roughly
three-quarter
acre
parcel.
The
property
is
addressed
at
1514,
south
south
shoshone
street
and
an
lod
or
a
limited
office
with
design
review
zone.
As
you
can
see
here,
the
property
is,
more
generally
located
a
few
blocks
west
of
the
overland
and
vista
intersection,
a
community
activity
center.

The
subdivision
was
heard
in
conjunction
with
planned
unit
development
by
the
commission
earlier
this
year.
The
decision
on
that
pud
was
not
appealed,
so
it
is
only
the
subdivision
before
you
this
evening.
The
project
includes
15
new
homes,
as
well
as
a
historic
home
that
was
built
in
1935
that
had
been
converted
to
an
office.
It
will
be
converted
back
to
a
single
family,
home
and
retained
in
this
project.

We
work
carefully
with
the
applicant
to
preserve
that
single-family
home,
which
wasn't
included
in
the
re
in
the
original
proposal.
So
I
think
this
is
a
great
example
of
just
how
we
can
accommodate
infill
and
still
maintain
these
important
pieces
of
neighborhood
character.
That's
neat
that
we
don't
always
see
this
and
so
we're
very
grateful
for
the
applicant
and
their
willingness
to
work
with
us.

Those
pathways
will
connect
to
a
required
detached
sidewalk
along
each
street
frontage,
while
it
is
only
the
subdivision
before
us
this
evening.
I
do
want
to
briefly
touch
on
some
of
the
concerns
that
we
heard
at
the
commission.
Comments
were
focused
primarily
on
traffic
and
design
as
it
relates
to
traffic.
Achd
did
approve
the
project
back
in
may
and
confirmed
that
the
immediately
impacted
roadways
would
continue
to
operate
at
an
acceptable
level
of
service.

I'd
also
note
that
this
site
is
on
an
existing
transit
route
and
the
applicant
is
required
to
provide
an
easement
install
concrete
pad
in
support
of
a
future
shelter
for
brt.
I
would
also
remind
you
again:
that's
only
a
few
blocks
away
from
a
community
activity
center.
That
center
includes
a
number
of
services,
including
a
major
grocer
already,
so
in
short,
the
kind
of
trip
capture
and
from
a
transportation
perspective.

Finally,
as
it
relates
to
design
again,
the
applicant
was
originally
trying
to
retain
more
trees,
as
we
worked
with
them
on
the
revised
design
and
specifically
the
effort
to
save
that
historic
home.
The
trade-off
was
a
loss
of
trees,
but
they
will
be
providing
71
new
trees
or
a
total
of,
I
believe,
177.5
caliber
inches
that
doesn't
quite
replace
the
200
inches
that
will
be
removed.

Also,
as
you
can
see
here,
the
preliminary
plat
drawings
for
something
like
this
can
actually
be
kind
of
kind
of
boring
to
to
look
at.
That
being
said,
the
commission
found
the
project
to
be
in
compliance
with
the
applicable
sections
of
the
development
code
and
consistent
with
their
action.
We
are
recommending
approval
of
the
preliminary
plat
this
evening.

I
appreciate
what
our
cody's
presentation
on
the
project.
I
think
he
did
a
great
job,
encapsulating
the
process
that
we've
gone
through
so
far,
including
the
redesign
to
retain
the
existing
structure
on
the
site
for
conversion
back
to
a
single
family
home
we
did
have.
I
did
have
one
thing
I
wanted
to
discuss
regarding
the
sidewalks.
I
We
are
in
agreement
with
the
staff
report,
including
detached
sidewalks
along
shoshone.
There
is
a
condition
with
overland,
we're
detaching
the
sidewalks
and
I'm
glad
that
he
left
this
image
up
here
on
the
screen.
As
you
can
see,
we've
got
extensive
trees
between
what
we're
showing
is
a
seven
foot
attached,
not
detached
sidewalk,
and
it
allows
us
to
plant
a
lot
of
trees
as
well
as
some
foundation
plantings
along
these
buildings.
I
It
does
create,
in
our
opinion,
a
negative
situation
with
the
redevelopment
it
would,
while
it
would
provide
an
eight
foot
planner
strip
between
the
curb
and
and
the
detached
sidewalk.
It
would
reduce
that
planting
strip
between
the
homes
and
the
sidewalk
to
approximately
two
to
three
feet,
which
would
then
only
allow
us
to
plant
trees
and
turf
in
the
planter
strip
and
then
some
very
limited,
small,
perennials
and
shrubs
between
the
homes
and
the
back
of
sidewalk.
I
It
creates
a
better
street
presence
for
the
the
project
in
and
of
itself
again
it
provides
for
a
better
buffer
there
between
the
sidewalk
and
the
homes,
and
I
also
wanted
to
bring
to
the
attention
of
sorry.
My
office
light
is
on
an
auto
timer
that
there
is
no
detached
sidewalk
on
the
entirety
of
overland
between
vista
and
coal,
road
on
north
and
south
sides
of
the
street.
Other
than
at
the
new
iccu,
that's
on
the
south
side
of
overland,
approximately
two
and
a
half
miles
away
to
the
west.
I
Everything
else
is
attached
that
includes
the
new
fire
station
number,
eight
that
was
built
on
the
south
side
of
overland.
That's
only
about
between
a
quarter
and
a
half
mile
away
to
the
west
again
we're
in
agreement
with
detaching
the
sidewalks
on
shoshone
there's
plenty
of
room
there,
but
we
feel
like
attaching
the
sidewalks
as
well
as
expanding
that
area
at
the
corner
for
the
future
bus
shelter
there
and
achd
is
working
on
a
new
intersection
design
at
that
corner.
I
There's
a
traffic
light
at
this
intersection
of
shoshone
and
overland,
and
so
we'll
be
able
to
accommodate
some
additional
space.
For
that
bus.
Stop
the
shelter
we
have
to
replace
a
cabinet
for
the
controls
on
that
traffic
light
as
well
as
pedestrian
crossings.
We
just
feel
that
that's
more
appropriate
for
the
project,
as
well
as
for
the
comfort
of
the
future
residents,
and
it
would
still
provide
for
that
pedestrian
thoroughfare
that
was
is
typical
of
attached
sidewalks
at
seven
feet
wide
again.
I
The
five
foot
detach
just
severely
reduces
that
and
we
feel
like
it
would
be
a
negative
for
the
overall
project,
touching
on
just
real
quickly
on
the
trees
on
the
site,
while
we're
not
getting
to
that
200
caliber
inches.
There
are
multiple
trees
on
the
site
that
I've
discussed
with
the
woodworkers
guild
here
in
town
that
works
real
closely
with
the
treasure
valley,
canopy
network.
They
will
be
salvaging
multiple
oaks
and
I
believe,
a
walnut
tree
that
are
very
mature
on
the
site.
I
I
That's
really
all
I
had
to
to
discuss,
and
so
I
I
would
definitely
stand
for
questions.

buildings
aren't
in
front
of
us

room

bike
parking

site

Shoshone
is
a
designated
bikeway,

anticipate

project

allow

not
only
the
bus
route
but
biking
to
and
from
downtown.

ideal

up
and
down
overland,
it's
what's
there.

think
that
having
an
attached
sidewalk
would
be
contiguous
with
already
existing
conditions,
and
so
I
I
mean
I,
I
guess
I
kind
of
see
it.

like
it
would

really
nice
to
have
detached
sidewalks
with
trees,
and
you
know
that's
what
we
like
to
see
in
new
places
and
that's
what
we
would
eventually
like

along
overland

existing
condition
and
the
neighboring
properties
are
likely
to
not
redevelop.

mixed

bag
along
overland
honestly
with

quite
a
few
smaller
parcels,

consolidating
those
parcels
and
getting
a

significant
stretch

continuous
detached
sidewalk

prove
to
be
difficult.

applicant
is
right
that
it
would

nicer
for
the
residents.
The
future
pedestrian
users
who
aren't
here
to
talk
tonight
would

right.
If
they
were
here
and
said
well,
it
will
be
a
lot
more
comfortable

walk

sidewalk
that
was
buffered
from
the
street
in
some
way.
So,
like
council,
member
weddings,
I
really
can't
see
this
going
either
way.

difficulty
of
patching
it
together

the
kind
of
subjective
unpleasantness
of
having
to
zigzag
as
you
try
to
walk
like
that,
and
then
the
other
thing

applicant

said,

more
options
and
better
infrastructure
for
public
transit
on
that
corner,
as
he
redoes
the
cabinet
and
having

sidewalk
adjacent

includes
removal

improvement

intersection

bus

think

biggest
need
and
the
problem
on
that
stretch
of
the
street.

one
acre
located
again

north
linda
vista
lane,
from

r1c.
The
r1b
zone
allows
4.8
units
an
acre,
whereas
the
r1c
allows
eight
units
an
acre
for
those
unfamiliar
with
the
area.
It's
roughly
halfway
between
five
mile
and
maple
grove
and
then
eustic
in
fairview
in
west
boise.

The
rezone
was
heard
in
conjunction
with
an
eight-unit
plan
unit
development
by
the
commission.
In
july,
the
commission
recommended
approval
of
the
rezone
at
that
time
and
did
approve
the
plan
unit
development
that
plan
unit
development
similar
to
the
project
earlier
this
evening
includes
the
retention
of
an
existing
building.
It
will
be
converted
to
to
a
duplex,
and
then
it
includes
the
construction
of
three
new
duplexes.

project
includes
parking,
that's
located
internal
to
the
site
and
includes
a
connected.
Sidewall
connects
to
detached
sidewalk
along
the
street
frontage.
The
decision
on
that
pud
was
not
appealed,
so
it
is
only
the
rezone

you
this
evening.
The
property
is
located
in
a
residential,
predominantly
residential
neighborhood,
with
a
variety
of
product
type
and
residential
densities.

there's
a
mix
of
both
the
r1b
and
r1c
zoning,
both
of
which
are
supported
by
the
suburban
land
use
designation,
and
then
you
do
have
r1c
zoning
immediately
adjacent
to
the
west
and,

the
zoning
map,
the
area
is
has
slowly
been
transitioning
over
the
years
to
that
r1c
zoning
testimony
at
the
hearing
was
actually
quite
limited,
but
did
focus
largely
on
parking.

project
actually
exceeds
the
parking
requirements
and
included
a
condition
that
basically
capped
it
to
avoid
exceeding
the
maximum
parking
requirements.

it
is
only

question

the
change
in
zoning

supported
by
the
comprehensive

area

redeveloping
