police

police

police
week

every

special
recognition
to
those
officers
who
have
lost
their
lives
in
the
line
of
duty
for

safety
and
protection

others,

kennedy
proclaimed

national
peace
officers
memorial
day
and
the
week
in
which

15th
falls
as
national
police
week
and
in

national
police
week
is
being

stahl,

boise
police
officer
known

been
killed
in
the
line

duty

history

lost
his
life
in

morning
of

1997

traffic.

each
year
during
police

all

fallen
idaho

officers
is
remembered
at
a

My
name
is
steve
burgos.
I'm
the
public
works
director
for
the
city,
and
I
want
to
give
you
a
brief
overview
of
the
water
renewal
bond
series,
2022
proposal,
and
there
are
two
ordinances
on
agenda
that
you'll
see
at
the
end
of
the
council
meeting
and
I'll
give
you
a
brief
overview
of
what
those
are
going
to
be
representative
of
and
just
real,
quick
before
we
jump
in
the
presentation.
This
is
very
similar
to
the
airport
process
that
you
all
went
through
recently.

The
airport
passed
the
bond
very
similar
process,
same
types
of
approaches
on
the
master,
bond,
ordinance,
etc.
So
just
want
to
reassure
you
that
this
has
happened
recently
and
we're
following
that
process.
Just
a
quick
background.
Back
in
october
of
2020
council
passed
the
utility
plan
which
set
the
strategic
direction
for
the
utility,
and
then
we
went
about
trying
to
figure
out
the
best
way
to
fund
the
utility
plan,
and
that
resulted
in
an
election.

it's
it's

I
think
it's
a
slide
you've
seen
before.
So
we
had
the
bond
election
in
november
of
21.,
we
had
an
80
80
percent
plus
approval
of
the
bond
and
now
we're
moving
into
execution
of
the
utility
plan.
Now,
with
the
bond
financing.

so
the
next
slide
just
talks
about
the
which
projects
we're
focusing
on
using
bond
financing
for
and
so
in,
the
life
of
a
project
within
public
works
and
across
the
city.
There's
a
pre-discovery,
a
discovery
phase
which
is
really
the
conceptual
phase
of
a
project,
and
then
we
get
into
design
and
construction.

that
one
series?

the

10-year
cip
laid
out
and
it's
showing
that
this
spending
on
annual
basis.
Again
we
have
those
broken
out
by
the
the
discovery,
pre-discovery
design

construction

there
are
two
bond
opportunities
that
we're
going
to
pursue.
We
have
a
market
issuance
that
we're
going
to
pursue
here
in
the
near
term.
We
also
have
our
wifi
alone
that
we've
been
invited
to
apply
for
the
market
issuance
that
we're
looking
at
is
of
of
the
up
to
570
million
dollars
that
we
have
been
authorized
to
borrow
from
the
voters,
we're
going
to
use
approximately
171
million
for
the
market
issuance
we've
been
working
with
epa
over
the
last
several
months.

They
have
increased
the
amount
that
we
can
borrow
via
wifi
from
272.
It's
looking
like,
we
might
be
able
to
get
up
to
399
million
through
wifi,
which
is
great
news,
we're
working
with
epa
to
try
to
lock
in
that
interest
rate
here
in
the
near
term.
But
that's
that's
really
good
news
for
ratepayers
as
well,
because
we
have
that
long-term
lower
rate
that
gets
locked
in
and
we
are
allowed
to
renegotiate
that
at
one
time
during
the
wifi
alone.

And
the
projects
are
are
spread
out
across
the
utility.
We
have
several
west
boise
projects,
two
primary
lander
street
projects
and
then
pipeline
replacement
projects
up
totaling
about
80
million
dollars.
So
just
want
to
give
you
a
sense
for
the
types
of
things
we're
going
to
be
spending
money
on
and
then
the
next
steps
we
have
our
master
ordinance
approval
today,
as
well
as
well
as
the
series
2022
bond
ordinance
approval
today,
we'll
be
getting
our
bond
rating
from
moody's
and
fitch.

Hopefully,
in
late
may
we
had
our
first
interview
with
fitch
on
monday.
Yesterday,
yes,
and
then
tomorrow
we
have
moody's
our
interview
with
moody's
to
get
our
bond
rating
set.
The
official
statement
is
released
late.
May
we
anticipate
pricing,
locking
in
our
interest
rate,
probably
mid-june,
and
then
issuing
anticipating
our
closure
on
the
on
the
bonds
on
june
30th,
I
have
our
expert
team
here,

our
bond
council,
our
financial
advisor
internal
staff-

you
have

rates
are
going
up.
I
think
we
all
know
that
when
we've
been
working
with

city
on
their
long
term
on
the
long-term
model
to
how
to
pay
for
all
this,
we
have
been
using
rates
plus
a
full
percent
cushion,
and
those
rates
were
that
those
were
most
recently
updated
at
the
end
of
april.
We
haven't
blown
through
that.
Yet
so
yes
rates
have
gone
up.

know
the
fed
continues
to
telegraph
that
they're
going
to
continue
to
raise
rates,
but
these
longer-term
bond
rates
that
we
are
able
to
execute
in
the
market
have
already
anticipated
that
what
the
fed's
going
to
do
for
the
next
two
years,
really
in
terms
of
raising
rates,
so
yes
rates,
continue
to
drift
up
and
that's
part
of
the
reason
why
we
want
to
go
ahead
and
get
this
done
and
locked
in
as
soon
as
we
can
to
protect
against
rates
continuing
to
rise.

the
wifi

larger
