ends

Drew's

I
want
to
thank
him
for
his
willingness
to
serve,
but
also
thank
him
for
all
the
work
that
he's
done
in
partnership
with
us
and
whether
it
be
looking
at
the
lust
streak
area
or
as
a
member
of
the
modern
zoning
code.

committee
and
you've
been
actively
involved
in
City
work
as
a
resident
and
volunteer
and
I
really
appreciate
it,
and
then,
with
that
I
put
this
nomination
before
Council.

class

van

downtown
and
saw
the
type
of
work
that
that
tool
can

I
remember,
thinking

myself,
I

love

be
close
to
that
type
of
work

lot

decade

commission

term

June

This
is
a
student
position
and
so
during
covid,
because
students
weren't
going
into
school,
we
paused
some
of
these,
and
now
there
are
commissions
that
are
reopening
the
student
positions.
Miles
is
a
student
at
Boise
hi
and
as
a
pilot
himself
among
many
other
things,
I
have
a
feeling
he's
at
school,
so
he's
not
here,
and
but
it
I'd
like
to
put
miles
up
in
front
of
council.

mayor
mentioned

you

that
declaration
that's
been
signed
by
the
clerk
consent
over
to
the
county,
declaring
the
election
of
council
member
Willits
and
council
president
Hallie
Burton

their
respective
seats
as
way
of
background
in
history
in
2020,
the
legislature
passed
a
bill
that
covered
a
couple
circumstances
under
which
city
council
elections
would
not
be
held
in
the
way
they
normally
are,
and
one
such
circumstances
when
there's
only
one
candidate
that
either
filed
a
declaration
of
candidacy
or
declared
that
they
were
to
be
a
write-in
candidate,
and
we
have
that
circumstance
in
two
of
our
six
districts
this
year
and
when
those
circumstances
are
met
under
that
2020
law.

the
city's
role
is
through
the
city
clerk
and
they
must
declare
that
single
candidate
elected
for
the
seat.
So
what
that
means
for
this
year's
election
is
voters
in
districts.

district
6
will
not
see
Council
candidates
on
their
ballot.
So
you
won't
see
council
president
Hallie,
Burton's
name,
you
won't
see.
Council
member
will
its
name
on
the
ballot.
You
will
see
a
couple
of
non-city
related
items
as
well
as
candidates
for
mayor
and
those
in
those
two
districts
for
voters
and
then
for
districts.

through
five.

January
at
our

process

think
that
that
would
be
sort
of
a
jerk
thing
to
do
for
a
couple

other
council
members

running

office

like

switch
positions
if
they
are
able
to
but
I'm
not
super
excited
for
the
voters
of
the
city
to
go
to
The
Ballot
Box
on
Election
Day
and
be
confused
about.
Why?

it's
important
to
be
able
to
fill
in
a
bubble
or
not
fill
in
a
bubble
and
I
do
think
that
this
does
a
disservice
to
our
community
and
it's
very,
very
confusing
for
folks
who
are
going
to
go
in
there

sudden
be
expecting
to
vote
for
a
city
council
person
or
at
least
expect
to
see
a
name
on
about
and
not
see
it
there.
So

think
that
this
is
great
for
our
community,
but
again
I'm
not
going

think
a
lot

folks
were
surprised
about
this
law.
It
is
recent
and
I
just
like
to

that
I
think
it's
going
to
cause
some
confusion,
because
folks
are
expecting
to
go
and
vote
for
city
council
and
it's
not
going
to
be
there,
particularly
when
there's
other
races
that
they
want
their
voice
heard
in
so
I'm,
not
sure
what
the
legislature
intended
with
this
but
I
think
given
that
this
has
happened.

five
interim
budget
changes
for
your
consideration
this
afternoon,
four
of
which
are
impacting
fiscal
year
23
and
one
impacting
fiscal
year
24..
So
we'll
lead
off
with
the
fiscal
year
23
items
the
first
one
is
a
revenue
neutral
appropriation
increase
covering
higher
than
budgeted
mno
expenses
out
at
the
airport.

fee
revenues
at
the
airport
have
exceeded
the
FY
23
budgeted
levels,
so
the
expenditure
increase
will
be
offset
by
additional
Revenue
mno.
Expenses
are
higher
than
planned
for
parking
management
costs,
Professional
Services
for
airport
expansion,
related
costs
and
Public
Safety
costs,
as
well
associated
with
our
police
and
fire
Services.
Finally,
depreciation
expenses
for
completed
Capital
expenses
are
higher.

Finally,
we
have
a
fiscal
year,
24
item:
it's
a
6.7
million
dollar
investment
to
provide
investment
financing
in
and
towards
the
Denton
Street,
affordable
housing
project.

The
funds
being
utilized
for
this
were
received
from
the
federal
government
as
part
of
the
emergency
rental
assistance
program
and
will
be
subgranted
to
the
Idaho
Housing
and
financing
Idaho
Housing
and
finance
Association
to
be
used
towards
construction
of
a
new
193
unit.
Apartment
project,
at
least
68
of
those
units
in
varying
sizes,
would
serve
households,
earning
50
or
below
the
area.
Medium
median
income
with
the
remaining
units
serving
households
less
than
60
per
60
or
80
percent
of
the
area
median
income,
and
with
that
I'd
be
happy
to
stand
for
any
questions.

fair
housing
law.
However,
part

our
agreement
with
the
Denton
Street
project
is
that
they
will
reserve

certain
amount

units

certainly
that

include
families
that
are
currently
Sheltering
at
the
Red
Lion
Okay.

to
follow

on
that

so
at
the
Red
Lion.

That's
as
we
talked
about
that's
a
short-term
solution,
while
we
work
on
the
long-term
Solutions,
so
particularly
those
families
will
then
also
have

opportunity

apply

live
at
the
Park
Apartments
and
which
we
purchased
from
Boise
State
designated
for
families
exiting
homelessness
as
well
as
work
through
the
pipeline
of
this
and
other
homes
that
are
being
built
with
Eunice
dedicated
to
families,
exiting
homelessness.

remaining
allocation
of
hours
are
for
individual
projects
that
we
will
schedule
during
the
year
as
part
of
the
process.
We
complete
a
risk
assessment
each
year
to
assign
risk
grades
to
divisions
across

city.

led

following
proposed
projects
that
were
taken
to
audit
committee
on
August
15th
for
review
and
discussion.

last
project
on
the
list
control
narrative
program.
This
is
still
a
developing
process,
as
we
continue
to
mine
prior
audits
for
key
controls
to
test.
With
our
current
testing
approach.
We
can
go
five
to
ten
years
between
audits,
but
this
initiative
is
to
break
out
the
key
processes
within
each
area
and
develop
a
testing
schedule
where
we
can
perform
more
frequent
touch
points.

think
something
that's
sort
of
been
a
long
time
coming.

This
was
one
of
the
first
ordinances
that
I
brought
forward
in
front
of
the
mayor's
office
when
I
first
started
on
city
council,
and
it
was
really
an
issue
that
I
was
noticing
with
a
lot
of
the
folks
that
I
was
working
with
that,
were
trying
to
exit
homelessness
and
trying
to
go
to
doors
and
trying
to
find
a
place
to
rent
and
had
a
Housing
Voucher
in
hand,
but
be
we're
being
turned
away
time
and
time
again,
because
somebody
wasn't
going
to
accept
that
as
a
viable
form
of
payment,
and
it
was
always
really
hard
to
see,
because
these
were
people
who
were
desperately
trying
to
get
back
on
their
feet,
who
were
actively
employed
and
just
fine
trying
to
find
a
place
to
to
stay
that
we're
facing
this
additional
barrier
and
I
saw
how
demoralizing
it
was
for
them
and
how
difficult
it
was,
and
I
also
saw
them
moving
further
and
further
away
from
areas
of
the
community
that
were
really
going
to
serve
their
their
better
needs.

And
so
I
started.
Talking
with
folks
about
this
and
originally
began
with
Wyatt
Schroeder,
who
was
both
a
catch
at
one
point
and
then
also
at
the
city
of
Boise
folks
from
Jessie
tree
catches,
new
director,
Stephanie
day
and
folks
from
the
housing
authority,
and
it
really
became
clear
that
this
was
a
problem
that
folks
were
seeing
on
a
regular
basis.

Amazing
folks,
who
have
the
ability
to
contribute
in
our
community
that
were
being
turned
away
and,
in
some
cases,
discriminated
against
based
off
of
their
source
of
income.
This
was
also
something
that
came
in
front
of
council
at
a
few
different
work
sessions
and-
and
we
definitely
I
think,
put
it
through
the
ringer
and
put
our
staff
through
the
ringer
a
little
bit
and
I
think
we
got
to
a
spot
where
we
were
all.

know
happy
with
how
it's
going
to
be
one
of
those
things
being
that
we
have
a
exemption
for
some
smaller
landlords
who
maybe
don't
have
as
many
resources
to
navigate
the
process
of
using
some
of
these
vouchers
and
My.
Hope.

That's
coming
in
that
has
the
ability
to
to
pay
for
rent
and
I
hope
that
folks
find
a
way
to
to
do
the
right
thing
and
to
work
with
the
Housing
Authority
work
with
the
city
of
Boise
to
make
sure
that
they
don't
see
this
as
a
barrier,
but
actually
an
asset
for
a
predictable
and
a
great
tenant.
Who
has
the
ability
to
contribute
to
our
community
and
I?
Guess
just
the
last
thing.
I
want
to
thank
all
the
the
folks
who
participated
in
our
community
conversations
who
reached
out
our
renters
our
landlords.

Our
different
agencies,
who
are
part
of
this
conversation
I,
think
helped.
Us
educate,
helped,
educate
a
lot
of
us
about
their
own
personal
experience
and
professional
experience
and
I
think
what
we
ended
up
with
was
something
you
know
stronger
than
it
started
out.
So
thank
you
for
everyone
who
was
involved.

few
comments
and
I
I
appreciate
where
the
council
president's
coming
from
my
concern
with
this
is
that
it
sounds
good,
but
it
may
not
do
good
and
it
further
isolates
Boise
policy
wise
as
an
island
in
this,
and
it
may
cause
rental
prices
to
actually
increase
as
folks
try
to
game
this,
and
at
the
end
of
the
day,
it
could
even
lower
the
housing
inventory
because
folks
are
going
to
sell
if
they
don't
want
to
deal
with
this
because
of
all
of
the
bureaucracy
that
that
they
it
can
entail
and-
and
some
may
feel,
that
this
is
actually
a
violation
of
their
of
their
private
property
rights
that
they
don't
get
to
have
a
say.

Madam
mayor,
yes,
I,
just
want
to
restate
some
things
that
I
said
a
few
weeks
ago.
When
we
first
considered
this,
there
was
a
model
for
public
housing
for
a
long
time,
and
a
lot
of
people
didn't
like
that.
Concentrating
poverty
in
places
is
not
a
successful
model,
so
in
the
1980s,
when
vouchers
started
to
take
off
under
the
Reagan
Administration,
there
was
a
promise
associated
with
that.

When
you
get
a
voucher,
you're
not
going
to
be
tied
and
concentrated
in
an
area
where
you,
your
social
network,
your
school
and
all
those
things,
all
those
socioeconomic
factors
are
they're
not
going
to
have
the
same
effect.
If
you
can
choose
where
you
live,
that
only
works
that
only
works
when
people
accept
those
vouchers,
and
we
have
a
problem
now
where
voucher
recipients
are
being
concentrated
again
in
areas
of
poverty
and
those
social
issues
are
compounding
so.

People
I
don't
expect
to
be
voting
on
this
one,
but
I
want
to
say
thank
you
to
council
president
Hallie
Burton
for
bringing
this
to
our
attention,
I'm
so
early
on
in
your
tenure
and
to
everybody
that
did
testify
on
this
and
I
I
appreciate
and
the
concerns
that
were
raised
and
But
ultimately
believe
that
the
solutions
that
this
Council
has
proposed
and
the
reasons
behind
them
are
sound,
and
this
is
yet
another
instance
of
our
work
to
ensure
that
folks
in
Boise
can
find
a
home
that
they
can
afford
that
we
do
all
we
can
to
prevent,
as
we
are
an
increase
in
homelessness
and
that
we
care
for
folks
by
providing
them
with
tools
that
acknowledge
the
rights
they
have.

While
acknowledging
private
property
rights
and
recognizing
that
it's
not
just
vouchers,
it
could
be
child
support
payments.
It
could
be
some
payment
from
your
grandparents
from
your
parents.
What
have
you
as
a
source
of
income
in
this
case
and
and
it
matters
it's
the
difference
between
potentially
finding
a
home
and
staying
off
the
streets
and
not
and
so
appreciate
the
work
that
went
into
this,
to
ensure
that
you
know
that
we've
taken
a
different
approach,
enough
I
should
say
an
additional
approach
to
meeting
our
goals
of
ensuring
there's
a
home
for
everyone.
