It's
about
the
retirement
of
one
of
our
canine
dogs
scout
and
I
just
wanted
to
bring
some
extra
attention
and
celebration
to
the
retirement
of
scout.
I've
had
the
opportunity
to
meet
him
several
times.

Scout's
a
dog
from
the
humane
society,
was
trained
at
the
idaho
department
of
corrections.
I've
met
him
and
officer
nickerson
his
trainer
several
different
times
and
the
work
that
they've
done.
It's
not
your
typical
canine
dog,
it's
a
wire
hair
pointer
and
it's
more
for
building
community
relations
and
the
work
that
the
two
of
them
have
done
in
schools.

seen
them
at
all
sorts
of
different
community
events.
I
hear
that
they're
a
big
hit
at
the
retirement
centers
in
the
hospital.
I
think
it's
just
something
that
deserves
a
little
bit
of
extra
attention.

don't

know

I

to

that
off.

think
that
we
can
leave
it
on

but
I
wanted

make
sure
that
there
was
an
opportunity

celebrate
the
service
of
scout

his
handler

budget,

we're

airport

not
continuing

project

employee
parking
garage
at
this
time,
that's
going
to
be
delayed

next
year.

is
another
revenue
neutral
item
that
is
moving
funds
from
the
microsoft
migration
project
into
the
hr
security
project,
to
get
a
project
manager
for
that
project,
just
to
speed
it
along
and
finally
get
it
to
completion

final
thing

we
moving
a
position
from
the
fire
department
into
police
for
public
safety
and
there's
a
corresponding
savings
that
will

recorded
in

from
real
re-categorizing,

our
efforts
it's
been
communicated.
This
is
a
mayor
and
council
priority.
We
have
overall
efforts
to
update
city
code,
it's
not
only
in
on
the
building
side
of
things,
but
with
planning
and
cody's
been
making
great
efforts
on
the
zoning
side
of
things.
There's
you
know
one
area
in
effect,
now
that's
been
changed
in
another
area.
That's
in
progress,
so
part
of
the
building,
we're
we're
improving
sustainable
practices
in
our
proposal.
I
And
just
to
give
you
some
context
on
demolition
permits
annually,
we
issue
about
120
demolition
permits
in
the
city
of
boise,
it's
about
10
a
month
and
approximately
it's
about
70
percent
of
those
are
residential
in
nature,
and
it
doesn't
necessarily
mean
they're
all
homes.
We
do
a
lot
of
garages
out
buildings
as
well
and
then
about
30
percent
of
those
are
commercial.
I
They
have
provided
such
valuable
input,
so
it's
representatives
from
reuse
stores
and
companies,
recycling
companies,
demolition
contractors,
ada
county
landfill
republic
services
and,
of
course,
public
works
has
been
a
great
partner
in
our
legal
department
as
well
along
with
pds,
and
they
and
these
folks
have
provided
great
input
and
they've,
really
guided
where
we're
at
to
where
we
are
at
today
and
they've
also
just
communicated
how
thankful
they
are
the
city's,
taking
this
on
and
kind
of,
coordinating
it
and
having
this
communication
so
that
the
part
of
city
code
we're
talking
about
is
title
9,
chapter
12
of
city
code.
I
Currently
it's
the
moving
and
demolition
of
buildings,
ordinance
we're
changing
that
to
moving
deconstruction
or
demolition
of
buildings.
I
I
The
goal
is
obviously
to
divert
more
materials
from
the
landfill
as
waste,
and
I
say
from
the
landfill
as
waste
because
actually
at
the
landfill
they're
doing
a
lot
more
recycling
up
there
and
in
talking
with
the
landfill
representative,
they
have
even
more
programs
proposed
in
the
future,
maybe
as
early
as
this
spring
or
early
summer,
and
we
wanted
to
create
a
process
with
documentation
and
that
could
easily
be
verified.
We
want
some
verification
of
the
recycling
reuse
going
on
with
these
permits.

We
also
wanted
to
create
a
process
that
can
be
flexible.
You
know
we
can
adapt
and
be
built
upon.
You
know
we
have
to
start
somewhere
and
this
the
market
of,
recycle
and
reuse
is
continually
changing.
There's
new
companies,
new
markets,
all
the
time
and
a
big
one
again,
is
enhancing
the
communication
among
stakeholders,
and
that
again
has
been
reiterated
to
me,
people
being
very
thankful
that
we're
communicating
on
this
and
then,
of
course,
just
general
cleanup
and
formatting
of
our
existing
code.

So
with
the
task
force,
you
know,
updating
the
city
code
is
one
thing,
but
we
also
have
to
come
up
with
a
process
to
carry
out
that
work
in
line
with
the
ordinance
so
I'll
touch
on
those
on
a
high
level
here,
but
obviously
obtaining
planning
approval
before
demolition.
Permit
is
a
big
change.
We
haven't
had
that
in
city
code
and
that
aligns
with
those
planning,
zoning
code
changes
and
additionally,
when
they
submit
for
a
permit.
I
Then
they
would
apply
for
the
permit
and
what
we
are
requiring
is
a
material
and
waste
management
plan
and
we
want
an
estimation
proposal
up
front
when
they
apply
so
they're.
Looking
at
the
job
thinking
about
what
can
be
recycled
or
reused,
it's
it's
an
estimate
of
materials,
it's
an
estimate
of
maybe
weight
or
cubic
yards
where
the
destination
will
be
and
then
also
the
hauling
method.

The
remainder
of
the
project
work
is
completed,
the
building
you
know
removed,
then
at
the
end
the
contractor
would
submit
another
material
and
waste
management
plan,
which
is
the
actual
diversion
report.
This
is
what
really
happened,
what
what
could
they
recycle
and
reuse
and
get
actual
weights
actual
locations,
destinations
and
again
the
hauling
method?

So
the
task
force
believes
we've
worked
as
we've
had
several
meetings
from
october
through
december,
and
they
just
really
feel
we're
in
a
place
where
we
should
bring
it.

know
forward
and
try
it.
So
our
next
steps
are,
you
know
a
lot
of
our
building
code.
Stuff
goes
through
our
city
building
code
board
and
we
have
a
meeting
scheduled.

on
in
that
comment
period,

our
hope
is,
we

bring
this
forward
to
council
for
readings
and
in
approximately
mid-march,
maybe
mid
late
march
and
move
forward
with
that,
and
the
group
is
really

this

wants

refine

build
upon
this

questions

constituents
wondering
why
we're
hauling
re
construction
waste
and,
in
this
case
now
recycled
waste
to
the
landfill
and
then
hauling
it
back
out
to
reuse
companies
or
the
recycled
places
wherever
they
may
be,
and
I
wondered
if
the
task
force
had
also
talked
about
that.
Of
course.

In
this
case,
there
won't
be
a
trip
to
the
landfill,
with
anything
that's
going
directly
to
a
reused
company,
so
that
will
help
some,
but
I
think,
with
the
new
construction
waste
that
you
mentioned,
there
probably
is
an
opportunity
both
to
reduce
the
carbon
footprint
of
the
hauling
and
also
take
some
of
that
truck
traffic
off
the
those
neighborhood
roads
up
there
and
just
wondered
if
you
talked
about
that
at
all.
