A
Will
you
please
call
the
roll
agent
here,
Holly
Burton
sure,
hey
Nicky,
here
Ash
here?
Well,
it's
here,
weddings
here
all
presents.
Thank
you,
and
next
up,
we've
got
a
request
for
approval.
The
minutes
from
May,
2nd
Madam
mayor
I,
move
that
we
approve
the
minutes
of
the
city
council
work
session
and
regular
evening
meeting
from
May
2nd
2023..
Second,
we
have
a
motion,
a
second
clerk.
Will
you
call
the
roll
Dash?
A
Yes?
Will
it?
Yes,
weddings?
Yes
agent?
Yes,
Holly
Burton!
Yes,
yes,
all
in
favor
motion
carries
thanks
and
now
we've
got
quite
a
few
items
on
special
business
Let's
see
we
have
three
folks
all
with
the
same
term,
so
I'll
take
these
at
the
same
time
and
I
appreciate
the
willingness
to
serve
another
term,
so
I
I
am
proposing
that
we
reappoint
Colleen
fellows
Tony,
pory
and
Michael
Ellis
to
our
development
impact
fee
advisory
committee
for
four-year
terms.
That
would
end
in
May,
2027.
A
A
E
A
All
right,
I'd
like
to
thank
Preston
as
well
for
his
continued
service
to
the
parks
and
rec
commission.
E
Amen,
yes,
I've
had
the
the
honor
to
work
with
Preston
Carter,
as
the
council
liaison
to
the
parks
and
rec
commission
for
a
number
of
years
now
and
both
when
he
was
chairing
the
commission
and
and
now
just
as
a
regular
member
him
and
other
folks
that
are
appointed
today,
I
just
I
always
find
it
so
inspiring
I
kind
of
call
them
volunteers,
although
they're,
actually
Commissioners
or
committee
members,
but
they're
volunteering,
their
own
time,
oftentimes
doing
some
of
the
harder
work
that
takes
like
a
really
high
level
of
expertise
that
not
all
of
us
have
and
not
very
many
people
in
the
community
have
so
it's
just
a
really
valuable
asset
that
they
give
and
I
want
to.
E
E
So
I
appreciate
that
the
chief
is
here
to
deliver
this
proclamation
to
City,
Hall
West
and
then
I
want
to
point
out
I'm
going
to
call
you
Sergeant,
but
I
actually
don't
know
if
you've
been
officially
promoted
yet
I'll
give
you
Sarge
are
one
of
our
newest
sergeants
who's.
Also
here
to
celebrate
the
retirement
of
his
dog,
but
Sergeant
Miller
is.
E
Well
so
I
should
put
just
put
these
back
on,
whereas
National
Police
Week
occurs
every
May
and
pays
special
recognition
to
those
officers
who
have
lost
their
lives
in
the
line
of
duty
for
the
safety
and
protection
of
others,
and
whereas
in
1962
President
Kennedy
proclaimed
May
15th
as
the
national
Peace
Officers,
Memorial
Day
and
the
week
in
which
May
15th
Falls
is
National.
E
Police
Week
and
in
2023
National
Police
Week
will
be
observed
from
May
14th
to
May,
20th
and
whereas
Mark
Stahl
is
the
only
Boise
police
officer
known
to
have
been
killed
in
the
line
of
duty
in
the
history
of
the
department.
He
lost
his
life
early
in
the
morning
of
Saturday
September
20th
1997
when
he
was
shot
and
killed
during
a
traffic.
Stop
that
turned
violent
and
whereas
each
year
during
Police,
Week
officer
Stahl,
along
with
other
Fallen
Idaho
peace
officers,
are
remembered.
E
A
By
naming
a
West
Boise
Strait
in
his
honor
and
Mark
stall,
Place
runs
south
from
West
Emerald
Street
to
Boise
City,
Hall,
West,
the
address
for
Boise
Police
and
Fire
administrative
offices,
and
whereas
this
week
we
thank
and
honor
officer
Stahl
and
all
those
who
have
sacrificed
their
lives
in
the
service
to
their
Community.
Now,
therefore,
I
Lauren
McLean
mayor
Boise,
hereby
Proclaim
May
14th
to
20th
as
National
Police
Week
in
Boise
and
now
I
will
sign
this
and
then
deliver
this
proclamation
to
the
chief.
D
D
And
then,
oh
and
I
should
say
now
officer
Moreno's
in
here,
if
you
weren't
in
here
when
I
pointed
out
the
officers
that
were
with
us
thanks
for
being
here
again
tonight.
Next
up,
we
have
a
reconsideration
request
of
PUD
22-63,
and
so,
as
is
normal,
we'll
hear
from
Sabrina
on
the
request
and
then,
if
counsel
decides
to
take
action,
a
motion
will
need
to
be
made.
Otherwise,
if
there's
no
motion,
the
request
is
considered
denied.
D
Thank
you.
Madam
mayor
City.
Council
on
April
4th
2023
city
council
heard
an
appeal
of
the
Planning
and
Zoning
commission's
approval
of
PUD
22-63.
The
application
was
a
conditional
use
permit
for
Planned
residential
development,
comprised
of
96
multi-family
units
located
at
8133,
North
Bogart,
Lane
Council
denied
the
appeal
and
the
written
decision
was
issued
on
April
6th
on
April
21st.
D
I
won't
be
making
a
motion
to
reconsider,
but
I
know
that
I
read
through
the
entire
request.
I
think
other
council
members
read
through
the
entire
request
as
well,
while
I
do
appreciate
some
of
the
concerns
and
I
think
there's
some
things
with
our
Pathways
master
plan
that
we
can
address.
Some
of
these
concerns
with
I
didn't
see
any
information
in.
A
There
that
I
thought
wasn't
discussed
adequately
during
our
our
meeting,
so
I
won't
be
making
the
motion.
A
F
I,
don't
see
emotion
being
made,
and
so
with
that
the
re,
the
request
is
considered
denied
now
we'll
move
into
the
consent
agenda.
All
items
with
an
asterisk
are
considered
to
be
routine
by
the
council
will
be
enacted
by
one
motion.
There'll
be
no
separate
discussion
on
these
items
unless
a
council,
member
or
citizen
so
requests,
in
which
case
the
item
will
be
removed
from
the
general
order
of
business
and
considered
in
its
normal
sequence,
a
move
that
we
approve
the
consent
agenda
as
presented.
Second,
we
have
a
motion,
a
second
discussion.
A
There's
a
couple
things
that
I'd
like
to
point
out
and
are
we
are
we
going
to
do
a
you're
here?
Are
you?
Are
we
planning
on
doing
a
picture
with
a
retiring
dog?
Okay?
If
the
council
is
willing,
there
are
a
couple
things
on
this.
G
Consent
agenda
once
this
is
completed
first
off
in
no
particular
order.
We
do
have
Edo
here
with
us
tonight.
He
is,
is
one
of
our
police
canines.
He
is
retiring.
G
I
learned
tonight,
partly
because
Tad
Miller
is
now
one
of
our
new
sergeants
and
so
Ito
will
I
think
go
to
just
live
the
life
of
a
normal
dog
in
retirement
with
Sergeant
Miller,
and
so
that
is
a
resolution
that
we
have
to
have
on
the
council
agenda
to
retire
Edo
and
and
hand
him
over
to
his
Handler
and
thank
both
Ito
and
his
Handler
for
the
service
they've
provided
and
then
today
in
work
session.
A
We
covered
the
State
and
Arthur
interim
budget
change.
City
funds,
City
Home
funds
will
be
moved
with
a
resolution
on
this
tonight.
D
G
Continue
the
state
and
Arthur
project
that
we
have-
and
this
is
these-
are
funds
that
we
can
use
federal
funds
that
we
can
use
for,
affordable
housing
and
I
just
wanted
to
point
this
out,
because
this
means,
once
this
is
completed
in
about
a
year
and
a
half
a
hundred
new
homes
at
Boise
budgets,
10
of
which
are
being
dedicated
to
to
folks
currently
experiencing
homelessness.
So
there
are
homes
that
will
be
dedicated.
G
A
G
To
with
our
vision
of
a
land
trust
we've,
this
developers
using
the
housing
bonus
ordinance
that
provides
incentives
to
affordable
housing
developments,
of
which
this
is
one.
The
federal
funds
that
we
have
for
affordable
housing
become
another
part
of
this,
and
then
it's
also
a
partnership
with
our
path
home
to
end
family
homelessness.
So.
A
A
great
example
of
long-term
Solutions
made
possible
by
the
policies
and
budget
decisions
that
this
Council
has
made
and
I
want
to
thank
Caleb
Roop
and
his
wife
is
actually
one
of
the
chairs.
Andrea
is
one
of
the
chairs
of
the
campaign
to
end
family
homelessness,
so
a
great
partnership,
and
then
thanks
also
to
the
United
Way
on
this.
F
You'll
see
a
resolution
that
allows
something
we
talked
about
at
work
session
to
move
more
more
funds,
the
United
Way,
to
provide
more
grants
to
more
small
businesses
in
our
community.
It
was
part
of
our
our
coveted
recovery
work
that
we
at
the
city
did
with
that.
Those
are
the
things
I
wanted
to
point
out.
F
There's
no
further
discussion,
we'll
go
ahead
and
have
the
clerk
call
the
roll
and
then,
if
you
don't
mind,
we'll
I'll
come
on
down
and
take
a
picture
great
Dash.
Yes,
will
it
yes,
weddings?
Yes
agent?
Yes,
Halle
Burton,
yes,
Amy
Keith!
Yes,
all
in
favor
motion
carries
thank
you
all
right,
we'll
break
for
just
a
quick.
F
C
E
D
We
will
now
move
into
ordinances,
which
there
are
none.
Okay,
we
will
move
into
new
business.
First,
we
have
a
public
hearing
on
the
burgundy
view,
subdivision
SUV,
2269,
so
Sabrina's
here
for
the
city.
Penelope
is
here
for
Riley
planning,
East
End.
We
don't
expect
the
East
end,
but
I
want
to
make
sure
that
I,
don't
I,
know
Greg's
not
here,
but
is
any
nope
nobody's
here,
and
is
anybody
here
to
testify
on
this
all
right?
Well
and
Penelope?
D
You
know
the
drill,
if
you're
in
agreement
with
terms
and
conditions
of
Staff
report,
you
can
also
let
us
know,
but
just
after
after
the
staff
presentation
but
go
ahead.
Thank
you,
madam
mayor
members
of
the
council.
The
item
before
you
is
a
request
for
approval
of
the
preliminary
plot
of
burgundy
view
subdivision
the
subject:
property
is
located
within
the
Foothills
management
area
and
currently
functions
the
vineyard.
The
surrounding
area
is
comprised
of
open
spaces
and
single-family
homes
on
large
Lots.
D
The
applicant
proposes
to
subdivide
the
existing
5.03
acre
property
to
create
five
new
residential
lots,
Each
of
which
will
contain
a
custom
designed
single-family
home
a
30-foot,
defensible
space.
Easement
will
be
provided
along
the
southern
boundary
of
the
subdivision,
in
compliance
with
the
wui
requirements,
and
access
to
the
subdivision
will
be
provided
by
a
20-foot
wide
common
driveway
from
Benny.
H
Commission,
the
applicant
is
required
to
install
curb
Gutter
and
detached
sidewalks
with
landscape
buffers
containing
Street
trees
along
the
site's
Frontage
on
Benny
Postal
Place
and
along
both
sides
of
the
common
driveway.
The
commission
also
required
access
to
the
common
driveway
to
remain
unrestricted.
H
H
There
are
a
few
existing
trees
on
the
site,
most
of
which
we
preserve
during
construction.
A
revised
re-vegetation
plan
submitted
by
the
applicant
this
afternoon
is
shown
on
this
slide
and
proposes
to
plant
35
new
2-inch
caliper
trees.
The
new
trees
are
anticipated
to
exceed
the
mitigation
requirement
for
any
existing
trees
that
we
removed.
However,.
A
B
Madam,
mayor
council
members
Penelope
constant
hikes
representing
Marquis
development,
post
office
box,
405
Boise,
Idaho
83701.
We
do
concur
with
the
staff
report.
The
findings
and
conditions
I
have
a
short
presentation,
but
silence
is
always
nice.
So
unless
you
need
me
to
talk
about
anything
in
particular,
there's
no
need
for
me
to
if
anyone
has
questions
nope
very
good
thing.
Thank
you.
Now.
H
A
Place
adjacent
to
the
burgundy
view
subdivision
and
just
want
to
make
it
clear
that
the
we
setback
requirement
that
has
been
granted
and
the
easement
is
that
trail
is
to
be
maintained
by
bridge
to
Rivers
trail
system.
At
some
point
it
was
said
that
the
HOA
of
Terra
nativa
maintains
that
trail
and
that's
not
accurate.
If
you
read
the
easement
when
it
was
granted
by
the
city,
the
grantee
is
to
maintain
that
trail.
So
the
terramatibe
homeowners
association
does
not
want
to
be
responsible
for
maintaining
that
trail.
A
Okay,
great
and
I'll
actually
ask
a
question
of
Staff
as
a
follow-up
to
that
related
to
it
is.
Is
there?
Is
there
Clarity
in
the
expectations
that
Ridge
to
Rivers
maintains
that
trail
mademer?
Yes,
they
they
have
not
to
this
point
and
all
of
the
time
that
I've
lived
there,
our
HOA
has,
as
far
as
doing
a
setback
from
the
houses
along
Alfresco
for
a
buffer
for
fire
and
we've
just
had
our
own
maintenance.
People
do
that.
Okay,
but
right
now,
Ridge
to
Rivers
has
not
been
maintaining
that
trail.
A
Okay,
I
will
actually,
let's
flag
this,
to
talk
with
parks
department
about
as
a
follow-up
I
appreciate
it.
It's
I'm
having
trouble
picked
because
I
haven't
been
able
to
run
on
the
trails
this
spring
I'm
having
trouble
picturing,
which
trail
from
that
area.
A
So
is
it
the
one
up
on
kind
of
on
top
of
it
short,
it
goes
from
Benny
posto
place,
so
it's
adjacent
to
the
burgundy
view
subdivision,
and
it
is
part
of
the
land
that
was
sold
to
them
and
there's
an
easement
that
was
granted
from
the
city
of
Boise
back
in
1999
for
that
trail
system
to
go
to
Ridge
to
Rivers,
okay
and
we'll
ask
the
applicant
about
that
too
great.
Thank
you
very
much.
A
A
It
plat,
when
it
was
recorded,
actually
stipulates
that
the
lot
is
owned
and
maintained
by
the
homeless,
Owners
Association
and
the
commitment
may
not
be
dissolved
without
the
express
consent
of
Boise
City.
So
that
comes
off
the
plot
for
Tara
nativa.
It
would
have
been
the
first
phase,
so
maybe
the
city
would
want
to
take
action
to
solve
that
responsibility
and
and
get
the
rich
Rivers
folks
to
step
up
and
do
what
apparently,
they
agreed
to
do,
but
haven't
done
thus
far.
A
A
So
Boise
city
is
in
charge
of
being
able
to
dissolve
that
great
thanks
to
that,
and
then
I
just
ask
that
staff
as
a
follow-up
to
this
pull
that
up
and
then
begin
conversations
with
parks
to
determine
who's
doing
what,
where
okay,
any
other
questions.
Thank
you
all
right,
I
will
go
ahead
and
close
the
public
hearing
metamere.
Yes,
I,
move
that
we
approve
SUV,
22-69
burgundy
view
subdivision
Boise,
City,
preliminary
Platt
Riley
planning
services
at
248,
North
Bennett,
posto
place.
A
We
have
a
motion,
a
second
discussion.
Sorry
I
just
got
lectured
about
meth.
Turning
my
mic
on
so
I
turned
it
on
and
said
it
again:
I'm
I'm
a
kind
of
a
newer
resident
of
the
East
Foothills
and
I.
A
Remember
a
couple
of
years
back
when
one
of
my
neighbors
said:
oh
yeah,
you
know
by
The,
Vineyard
I
was
like
a
Vineyard
in
the
foot
like
where
is
this
place,
and
so
I
too
went
and
checked
out
the
trail
and
looked
at
the
vineyard,
and
it's
just
it
was
such
an
interesting
thing
to
have
in
the
neighborhood,
but
I
think
that
having
more
people
living
here
is
also
a
really
beneficial
use.
So
thank
you
for
bringing
this
up
division
all
right
clerk.
Will
you
please
call
them?
A
Oh
sorry,
yeah
I'll
definitely
be
so
voting
in
support
of
the
motion.
I
do
think
that
maybe
there's
a
little
bit
of
unclarity
on
whether
or
not
Ridge
to
Rivers
is
responsible
or
Terra
nativa
is
responsible.
I.
Don't
think
that
that
has
anything
to
do
with
this
particular
application,
but
I
do
think
that
we
need
to
go
and
follow
up
afterwards,
which
you've
already
directed
but
I.
Don't
the
reason
why
I
didn't?
A
Second
it
or
jump
in
you
know
quicker
was
because
I
was
trying
to
figure
out
if,
if
that
was
tied
to
this
or
not
I,
don't
think
that
it
is.
But
it
sounds
like
there
is
some
confusion,
yeah
all
right,
Clerk
Nash!
Yes!
Well,
it's
yes,
weddings!
Yes
agent!
Yes,
Allie
Burton!
Yes!
Yes,
all
in
favor
motion
carries
all
right.
A
Is
anybody
here
to
testify
on
this
item
all
right
great?
Go
ahead!
Madam,
mayor
members
of
the
council?
The
item
before
you
is
a
request
for
approval
of
the
preliminary
and
final
plots
of
Glory
subdivision
the
subject.
Property
is
located
approximately
a
third
of
a
mile
Northwest
of
the
intersection
of
Ustick
and
Maple
Grove
roads
and
the
surrounding
areas
primarily
comprised
of
detached
single-family
homes
and
duplexes
on
a
variety
of
lot
sizes.
A
The
applicant
proposes
to
retain
the
existing
single-family
home
on
the
site
and
demolish
the
existing
detached
accessory
structures.
In
order
to
accommodate
the
proposed
development,
the
applicant
proposes
to
split
the
parcel
to
create
a
total
of
six
residential
lots
and
access
to
the
subdivision
will
be
provided
by
a
20-foot
wide
common
driveway
from
Jackie
Lane.
The
applicant
proposes
to
install
curb
Gutter
and
attach
sidewalk
along
the
site's
Frontage
on
Jackie
Lane,
while
detached
sidewalks
are
typically
preferred.
A
The
Planning
and
Zoning
commission
recommended
approval
of
the
proposal
to
construct
a
touch
sidewalks
in
this
location
due
to
the
location
of
the
existing
home
and
mature
trees
on
the
site
and
the
recent
construction
of
similar
improvements
on
other
properties
along
Jackie
Lane.
The
applicant
also
proposes
to
construct
a
touch
sidewalk
along
the
southern
side
of
the
common
driveway,
and
a
condition
of
approval
requires
the
applicant
to
provide
a
delineated
pedestrian
Crossing
across
the
common
Drive.
A
In
order
to
promote
safe
pedestrian
travel
through
the
subdivision,
one
existing
tree
will
be
removed
from
the
site
to
accommodate
the
development,
and
three
new
trees
will
be
planted
to
mitigate
the
loss
of
the
existing
tree.
The
proposed
Lots
will
comply
with
the
dimensional
standards
of
the
r1c
zone
and
will
be
oriented
to
provide
setbacks
that
are
compatible
with
adjacent
properties.
A
There's
some
mature,
beautiful
trees
that
we're
trying
to
save,
and
we
don't
have
any
proposals
to
remove
any
of
the
of
the
large
glorious
trees
and
so
I
just
want
to
thank
you
for
your
time
and
I'd
be
happy
to
answer
any
questions
if
there
are
any
but
I
hope
that
the
the
site
is
simple
enough
and
straightforward
enough
and
fits
well
into
the
fabric
of
the
city.
So
thank
you
thanks
Jaden
questions
for
the
applicant
all
right.
A
Thank
you
very
much
and
I
just
want
to
confirm
nobody's
here
for
this
all
right,
I'll
go
ahead
and
close
the
public
hearing
the
mayor.
Yes,
I,
move
approval
of
SUV
23-5
Glory,
subdivision,
3770,
North,
Jackie,
Lane
preliminary
and
final
plat
for
a
residential
subdivision,
comprised
of
six
buildable
Lots
on
0.88
acres
in
an
r1c
Zone.
Second,
the
motion,
a
second
discussion,
Madam
mayor
I-
would
be
remiss
if
I
didn't
thank
the
applicant
for
calling
the
trees
glorious.
A
I
know
that
council
member
Clegg
is
no
longer
with
us
at
the
diocese,
but
I
really
felt
that
her
spirit
of
public
service
was
being
honored
and
I
really
appreciate
that
and
I
do
appreciate
the
effort
to
keep
mature
trees
on
the
lot
you
just
can't
replace
them
with
rent
New
trees.
There's
just
no
comparison.
So
thank
you
for
that
all
right
clerk.
We
call
the
roll
Nash
yes.
Well,
it's
yes,
weddings,
yes
agent!
Yes,
yes,
all
in
favor
motion
carries
thank
you.
There's
nothing
else
before
us,
Madame
mayor,
a
move
that
we
adjourn.
