we

we

I'm

to
ask

people
refrain
from
speculation

that
you
do
everything
you
can
to
respect
the
privacy

those
that
suffered

privacy

While
this

truth
of
the
matter
comes
out,
I
know
that
many
boiseans
want
to
do
all
they
can
to
support
those
in
our
community
that

hurting
right

know
that
there
will
be
opportunities
to
support
those
who
have
been
hurt
to
make
clear
the
the
importance
of
coming
together
and
to
honor
what
was
lost
and
then
focus
on
how
we
move
forward
as
a
community.

feelings

boise
native-
and
this
is
certainly
not
something
that
you

would
think
would
happen

your
hometown.

boiseans-
is
that
they
do
care
about
each
other
and
they
do
care
for
each
other
and
in
the
coming
days.

think
that's,
where
we'll
find
our
strength
and
our
solace
and
this
terrible
event.

everyone
in
our
community
who
mourns
the
loss
of
life
that
we
experienced
yesterday
and,
in
some
ways
the
loss
of
our
innocence
about
what
it
means
to
live
in
this
modern
era
where
guns

that
moving
forward
that
we
engage
deeper
with
our
community
to
do
whatever
we
can
to
ensure
that
this
is
the
last
time
that
our
community
has
to
contend
with
such
a
painful
incident.

childhood

child
care
changes
proposed
child
care,
licensing
changes
and
just
to
tee
this
up.

know
it's
really
interesting
in
early
2020,
a
the
economic
development
committee
that
provided
recommendations
for
this,
the
city
and
my
administration
tagged
child
care
as
an
issue
that
really
needed
to
be
addressed.
That
hadn't
been
elevated
in
economic
development.
A
You
know
in
appropriate
spots
in
partnership
with
others,
and
then
because
of
that,
we
called
together
a
child
care
task
force
to
make
real
and
kind
of
put
on
paper
the
steps
that
could
be
taken
by
a
city
to
support
the
need
for
access
to
affordable
child
care
to
enough
child
care.
What
have
you
for
this
community?
A
As
we
look
at
how
we
ensure
that
the
foundation
is
there
for
a
strong
economy
and
that's
really
about
making
sure
that
we've
got
strong
families
with
the
right
opportunities
for
their
kids
and
so
jalen
is
here
to
report
on
the
task
force.
But
importantly,
the
next
steps
that
we
can
take
to
get
your
feedback
and
then
we'll
bring
some
of
those
things
back
to
make
them
official
great.

mayor
members
of
the
past
of
the
council,
my
name
is
jelena
finnegan,
I'm
the
director
of
strategic
initiatives
here
in
the
mayor's
office,
and
I
am
really
pleased
to
be
in
front
of
you
today
to
share
with
you
the
task
force,
recommendations
for
direct
action
and
our
plans
to
proceed
and
seek
your
affirmative
direction.

In
doing
so,
as
the
mayor
has
mentioned,
the
city
of
boise
has
a
track
record
of
taking
significant
steps
to
protect
the
health
and
safety
of
children
and
be
responsible,
responsive
to
the
child
care
industry
needs
and
it's
clear
that
action
is
again
needed.
The
industry
was
already
under
strain
and
the
coven
19
pandemic
has
made
the
situation
worse.
K
They
developed
recommendations,
direct
actions,
a
city
could
take
opportunities
that
for
community
collaboration
that
the
city
could
lead
and
then
actions
that
the
business
community
could
engage
in
with
city
support.
So
this
presentation
will
focus
on
the
recommendations
for
the
direct
city
action
and
look
forward
to
your
feedback
on
those
plans.

So,
on
the
first
request
again,
this
goal
was
really
to
reduce
the
time
between
application
and
the
ability
to
work,
because
this
really
we
heard
from
the
industry,
this
impacts
their
ability
to
recruit
and
retain
employees,
because
that
gap
can
mean
you
know,
they're
not
earning,
and
they
can
go
find
a
job
in
a
neighboring
city
or
with
another
industry
and
they're,
not
waiting.
So
it
does
have
a
significant
impact.
K
I
spent
a
good
deal
of
time
trying
to
understand
what
kind
of
impact
this
would
have,
but
the
reality
is,
our
system
is
a
multi-step
process
and
our
system
doesn't
allow
us
to
really
accurately
assess
like
if
we
made
this
change.
What
exactly
would
the
impact
be,
but
we
know
it
will
have
impact
for
some
workers
and
particularly
right
now,
where
every
person
counts
it
is
of
high
value.

It
was
rare,
basically
not
a
current
for
the
child
protection
registry,
which
is
the
only
step
that
would
be
on
hold,
while
in
a
temporary
license
or
in
process
during
a
temporary
license,
but
that
registry
check
finds
additional
offenses,
but
I
do
want
to
point
out
that
we
can't
guarantee
no
risk.
That
would
be
an
unfair
statement,
so
our
recommendation
is
that
we
do
change
the
code
to
allow
for
temporary
license
when
all
the
other
requirements
except
the
child
protection
registry
are
complete,
and
that
is
what
is
allowed
by
federal
law.

We
would
request
that
temporary
license
holders
do
count
towards
staff
child
ratio
requirements.
We
heard
really
clearly
from
the
industry
that
particularly
small
business
owners
owners
would
really
suffer
if
we
did
not
have
this
measure
and
we
would
like
the
licenses
to
look
very
distinguishable
from
a
regular
license
so
that
parents
providers
and
our
own
enforcement
offers
officers
can
easily
identify
temporary
workers.

The
second
recommendation
that
they
had
was
to
waive
all
fees
for
new
and
renewal
again
to
reduce
the
financial
barrier
as
childcare
workers
are
typically
typically
low.
Wage
workers
and
every
dollar
can
be
a
barrier.
K
Our
recommendation
is
that
we
do
proceed
with
this
with
some
caveats,
we'd
like
to
first
focus
on
new
applications,
that
is
on
average,
about
over
600
applicants
each
year,
and
we
do
this
on
a
temporary
basis.
So
we
can
better
gauge
impact
and
sustainability
of
this
change
and
primarily
the
use
of
if
we
can
use
arpa
to
make
this
funding
happen
that
we
we
seek
those
dollars.
First
and
we've
are
working
with
legal
and
with
our
federal
grants,
folks
to
see
how
we
might
be
able
to
to
make
that
work.

The
cost
is
estimated
somewhere
between
about
fifty
six
thousand
dollars,
because
it's
eighty
one
point
or
eight
eighty
one
dollars
and
seventy
five
cents
per
application
between
fees
and
and
other
processing
fees.
K
For
someone
to
complete
these
trainings,
our
recommendation
is
we
actually
just
address
the
financial
impact
directly
and
instead
of
the
city,
providing
that
service
and
perhaps
being
in
potential
competition
with
a
private
market
that
we
instead
partner
with
private
and
public
providers,
either
through
a
scholarship
or
subsidy
or
some
other
mechanism,
and
then,
if
that's
not
moving
forward
quick
enough,
that
we
look
at
direct
city
provision
as
a
backup
plan,
but
first
proceed
with
trying
to
just
direct
directly
address
the
financial
barrier.

In
addition,
the
clerk's
office
identified
additional
improvements
to
customer
service
that
I
think
are
are
really
exceptional
and
I
was
really
excited
to
share
with
you.
I
think
these
will
actually
make
significant
improvements,
as
we've
learned
from
our
data
collection
that
many
times
the
delay
in
receiving
and
completing
the
process
is
somebody
simply
not
completing
all
the
steps.

And
so
the
first
thing
we'd
like
to
do
is
to
create
a
handout
handout
as
a
checklist
with
the
next
star
steps
clearly
marked
and
a
staff
name
written
down,
so
that
that
person
knows
who
to
contact
for
assistance.
So
just
a
an
easier
and
clearer
pathway
for
folks,
we'd
like
to
make
some
website
and
portal
improvements
to
make
information
a
little
more
intuitive
and
accessible
for
everyone
involved.

then,
in
the
next
year
continued
to
investigate.
There
was
about
43
percent
of
the
new
applicants
that
we
looked
at
in
22
about
2020
that
took
11
to
30
days
to
process
and
we'd
like
to
examine
what
exactly
happened
with
those
folks.
So
we
can
really
continue
to
make
those
improvements,
and
then
we're
really
excited
about
a
potential
partnership
with
the
state
to
improve
the
coordination
between
the
city
and
the
state
and
other
cities
that
have
similar
licensing
requirements.

next
steps
with
your
approval
would
be
to
draft
out
the
ordinance
to
allow
for
the
temporary
licenses
to
create
those
mechanisms
to
reduce
the
financial
barriers
and
then
to
implement
the
customer
service
improvements.

new

child
care
providers
in
boise,
and
a
lot
of
them
are
through
genesis,
eo
program

help
them
get
started.

do
think
we
have
some
great
partners
to
work
with
in
getting
that
information
out
there,
because
any
changes
in
communication,
especially
things
that
are
temporary
things
that
are
going
to
be
done
for
two
years
and
then
maybe
changed
and
adjusted
that
ongoing
communication
is
super
super
important,
especially
in
those
communities.

support
the
recommendations
brought
before
us
that
we
direct
staff
to
move
forward
on
making
any
changes
that
they
need

potential

workers

is
a
second
language
and
that
we
direct
staff
to
prepare
the
code
language
and
set
it
for
a

it's
really
clear

conversations

other
outreach
with
constituents
that
this
is
a
incredibly
important
issue
right
now
that
finding
child
care
is
very
difficult
and
whatever
we
can
do
to
ensure
that
there
are
enough
child
care
workers
to
help
with
that
is
going
to
be
very
important
at
the
same
time,
recognizing
that,
while
there
is
a
very
small
risk
with
these
temporary
licenses,
we
now
have
processes
in
place
to
ensure
that
even
the
holders
of
those
temporary
licenses
have
gone
through
a
quite
rigorous
process
to
ensure
that
they're
both
capable
and
have
no
restrictions.

myself
am
a
survivor
of
childhood
sex
abuse
because
of
that,
and
so
I
know
firsthand
the
value
of
having
this
put
in
place
and,
as
you
said,
no
risk,
you
can't
guarantee
that,
but
you
very
much
lessen
the
risk
of
having
a
family
be
harmed
in
doing
the
best
that
they
can
when
they
don't
have
the
support
from
their
community,
so
you
are
doing
really
great
work.
