meeting
with
an

that
will
be

with
a

and
then

city

contribute

entire

retired

military

moved
here

one

my

goals,

try
to
get
involved
with
civic
service
because
it's

tough

moving

lot
in
the
military.
So
I
was
well
trained
out
in
the
barber
valley
and
and
had
a
lot
of
issues
that
we
dealt
with
over
the
years.
But
thank

very

I

watch

service

He
does
a
really
good
job,
always

prepared

knows

what's
happening

it

little
bit

I

hear
myself

I'm
had
accepted
the
idea
of
being
reappointed
because
I
think
there's
a
number
of
things
that
still
need
to
be
finished
and
there's
basically,
three
things
I'm
looking
at
one
two
of
them
have
been
going
on,
since
I
was
city
treasurer
and
long
before
I
retired
from
that.

First
is
getting
something
done
with
the
moore
street
property,
either
get
something
built
or
move
on,
and
and
do
it
so
that
it's
not
just
a
one
and
done
that
we
have
a
route
to
provide
us
the
the
means
of
carrying
on
and
doing
other
projects
to
help
with
the
housing
shortages,
particularly
rental
housing
shortages
here
and
the
costs.

Second,
is
another
one:
that's
been
going
on
for
probably
20
years
as
the
alamba
project
and
the
land
there
and
getting
a
place
for
the
people
who
are
coming
out
of
the
treatment
programs
there
to
move
on
to
some
interim
housing.
Through
my
church,
I
volunteer
out
at
the
prison
and
that's
certainly
one
of
the
things
we
see
with
people,
particularly
when
they
have
substance,
abuse
troubles
or
other
things.
Having
a
place
where
they
can
go,
everybody
says
yeah
somebody.

Side
has
just
sort
of
been
what
the
dynamics
have
been
and
while
I
haven't
met
her,
I've
heard
a
lot
of
good
things
about
maureen
and
about
some
of
the
things
that
deanna
watson
from
the
housing
authority
and
maureen
and
others
have
been
talking
about
and
working
on,
and
I
think
it's
very
good.
But
those
are
really
my
three
priorities
and
I'd
stand
for
questions.

anybody
has

known

years

I've
served
and
it's
been
a
real
honor

see
you

You've
done
so
much
already
and
to
take
this

again

just
experience
alone
that
that
in
itself
would
be
a
reason
to
have
you
back,

issues

discouraging

times,
and
it
is
uplifting

people

willing

continue
bringing
that
experience

that
hopefulness

that
positivity

the

staying

with

Dealing
with
some
of
these
particular
needs
groups,
whether
it's
immigrants,
whether
it's
people
with
handicaps,
whether
all
of
these
different
groups
need
to
be
dealt
with
and
and
not
just
in
one
area
of
town.
You
know,
I
don't
know
how
many
of
you
walk
through
the
projects
in
new
york,
but
I
have,
and
you
don't
want
to
slam
everything
into
one
place.
You
want
to
have
it
so
people
are
part
of
the
community.

Be
happy
to-
and
I
think
that's
an
important
thing
is
that
in
the
past,
when
I
as
I've
been
on
the
board,
the
communication
between
me
and
the
board
hasn't
re
in
the
council
hasn't
really
been
there
that
we've
needed
to,
and
so
sometimes
I've
been
guessing
at
what
the
council
needs
and
wants
by
what
I
read
in
the
newspaper
or
here
on
the
10
o'clock
news
and
whether
it's
meeting
with
some
of
you
or
all
of
you
or
meeting
with
the
mayor
or
whomever,
as
well
as
the
housing
department,
I'm
happy
to
do
that
anytime.

don't
know

you
remember
this,
but
I
was
a
very
little
kid.
I
think
the
first
time
that
we
ever
met
my
stepmom
sally
worked
down
in
parking
control
for

city

many
many
years,
so
it's
just
it's
so
cool
to
make
that
connection.
Now,
as
a
member
of
city
council
that
we
met
back
in
the
80s
in
city
hall
and
remembering
what
it
was
like,
then
it's
so
great
to
see
you
again
and
thank
you
for
your
continued.

I
worked
with
your
husband
some
through
some
of
the
work
I've
done
after
this
city
when
he
was
with
ccdc.

times

housing
and
having
experienced
housing.

is
going

very
helpful.

we
don't

another
piece

special
business
listed,
but
I'm
going
to
use
a
point
of
personal
privilege
and
create
one
more
little
piece
of
special
business,
because
we
have
some
very
special
business
tonight.
Cody
riddle
for
those
of
you
who
don't
know
him
is
our
current
planning
director
and
he's
leaving
us,
and
I
would
say
he
was
a
traitor,
but
for
someone
who
loves
the
university
of
idaho
vandals
and
moscow
as
much
as
he
does,
I
really
can't
say
that,
but
cody
is
taking
an
opportunity
to
move
to
moscow.

Ultimately,
I
suspect
he's
going
to
be
the
city
administrator,
which
is
a
really
plum
job
in
a
really
plum
place
in
the
state
of
idaho.
So
I
can't
blame
him,
but
gosh
I'm
going
to
miss
him.
I
met
cody
for
the
first
time
when
he
was
working
on
the
urban
ag
ordinance
and
I
was
so
impressed
with
how
easily
he
was
able
to
work
to
bring
together.

All
of
the
interests
here
all
of
the
different
sides
and
come
up
with
a
solution
in
our
new
urban
ag
ordinance
that
met
all
of
the
concerns
that
we
heard,
and
it
did
not
surprise
me
to
see
him
then
move
up
the
ranks
from
a
beginning
planner
to
where
he
is
today.
He's
served
the
city
awfully
well,
I'm
going
to
miss
him
terribly,
I'm
lucky
enough
to
work
a
little
bit
with
moscow
in
my
day
job
so,
hopefully
I'll
get
to
see
him
again,
but
cody.

The
line
cody
first
there
you
know,
there's
not
much.
I
can
say
that
I
didn't
already
say
to
you
last
week
and
and
in
the
letter
but
you're
someone
who
I
really
think
is
is
a
multiplier.
You
make
everybody
else
around
you
better
at
what
they
do,
and
one
of
the
things
that
I
wrote
to
you
in
my
letter
was
that
you
more
than
anyone
else.

think,
really
helped
welcome
me
into
my
role
on
city
council
and
understand
how
to
navigate
this
wide
world
of
code
that
we
try
to
do
every
single
week.
But
the
other
thing
that
I've
really
learned
from
you
is
how
you
amplify
the
skills
of
your
teammates.
So
not
only
have
you
made
me
a
better
council
member
here.
I
I
We
then
went
to
work
together
on
the
urban
ag
ordinance
which,
which
was
a
fantastic
experience
thanks
to
cody's
diplomacy
and
patience
and
willingness
to
really
bring
a
diverse
group
together
and
frankly,
willingness
to
say
oops,
I
messed
up.
Let's
make
sure
that
we
actually
have
everyone
in
the
room
that
we
need
and
kind
of
you
know,
take
a
few
steps
back
and
make
sure
that
we
did
it
right.
So
I
really
admire
that
a
lot.
I
I
think
I'm
a
little
sad,
because
I
was
hoping
that
we
were
going
to
be
able
to
see
through
the
codification
of
all
of
our
work,
making
blueprint
boise
together
and
raise
a
glass
at
the
end,
but
maybe
I'll
have
to
pop
up
to
moscow
when
we
can
raise
a
glass
up
there,
but
thank
you
so
much
for
all
your
hard
work.
Cody
you've
shaped
this
city
in
innumerable
ways,
and
you
have
a
lot
to
be
proud
of.

I
don't
have
a
previous
relationship
with
you
in
in
the
work
of
the
city
of
boise,
and
what
I
appreciate
about
you
is
that
you
never
held

think,

there's
anything
that
we

affirm
about
our
constituents,
is
they
don't
like
being
talked
down
to
they
like
being
treated
with
dignity
and
respect
they
like
having
their
questions
answered?

want
to
feel
bad
for
being
brave
and
reaching
out
to
us
to
ask
questions
and
I'd
say:
that's
something
that
you
excel
at.
You
treat
everybody
with
so
much
dignity
and
respect.
You
don't
talk
down
to
people,
you
take
the
time
to
make
sure
that
they
understand
the
process
and
I'm
really
jealous
of
the
new
community.

have
that,

also
feel
that
you
have
also
given
us
our
directive
of
that's
also
a
skill
that
we
need
to
be
looking
for,
not
just
somebody
who
has
a
technical
acumen
for
this
work,
but
that's
somebody

sacred
heart

public
service,

so
I
wish
you
the

growth

resistance

we
continuously
encounter
for
good
reason

always
do
it

smile,

know

time

there's
been
a
decision
I'll
hear
from
a
constituent
saying
you
know,
I
disagreed
with
the
final
decision.
But
cody
was
second
and
on
unbelievable
to
work
with,
and
I

I
thank
him
and
made
it
a
great
experience
so
that
that's
not
easy
line
to
walk.

moscow
tonight

can
report
that
phase
one
of
the
operation
went
well.

was
able
to
remove
my

license
plates
and
sneak
up
into
north
idaho
under
the
cover

go

well.
However,
as
per
the
operations
plan,
I
was
to
slip
into
city
hall
and
disseminate
information
indicating
that
mr
cody
riddle
was
leaving
boise
under
a
cloud
of
allegations
involving
life.

the

can

They've
met
mr
riddle
in
person
and
they've
seen
his
integrity,
his
character,
his
good
will
and
his
desire
to
be
a
strong
member

holds

going

keep
them

matter
mayor
I'll
continue
with
the
efforts
here,
but
it
looks
like
we
should
treat.

played

big
part
of

again

just

few
miles

we

change

session
and
we
found

there

reason

we

there's

like

that
we
approve
resolution

mayor,
I
heard
from
a
couple
of
constituents
today
who
were
who
showed
some
concern
about
the
amount
of
this
investment
and
the
specific
performance.
That's
going
to
be
required
to
make
good
on
this
investment
for
the
city
of
boise,
and
I
just
want
to
reflect
that.
I
We
have
an
incredible
airport
director
and
I
know
that
she
does
not
make
these
decisions
lightly
when
we're
making
these
kind
of
investments
which
are
not
taxpayer
dollars
for
the
record.
They're
part
of
our
enterprise
fund
for
the
airport
and
she
runs
a
tight
ship
and
she
would
not
make
this
investment
if
she
didn't
think
that
the
residents
of
boise
through
the
economic
vibrancy
that
our
airport
provides,
would
be
repaid
in
full.
I
On
a
personal
philosophical
note,
though,
it's
it's
interesting
to
me
when
we
have
large
companies
like
amazon
coming
into
our
community,
because
my
first
career
was
in
retail,
brick
and
mortar
retail,
and
I
look
at
the
ways
that
warehouse
and
delivery
truck
have
fundamentally
changed
the
way
that
we
interact
with
our
community
through
shopping
through
the
way
we
spend
our
money
through
the
way
we
spend
our
money
with
local
businesses,
where
90
of
that
stays
in
our
community,
and
I
just
want
to
as
we're
going
into
the
holiday
season,
invite
the
rest
of
boise
to
reflect
on
that
and
reflect
on
where
we
put
our
money
and
our
priorities.
I
This
is
nothing
against
amazon.
I
think
that
they
provide
a
tremendous
service,
but
just
to
call
for
folks
to
really
be
thoughtful
as
we
go
about
our
business
and
our
daily
lives.
So
thank
you.

think
there's
some
misunderstanding:
that
that
access
is
only
going
to
serve
amazon
and
it's
not.
It
is
a
big
investment,
but
it's
a
investment
that
will
serve
not
just
amazon
other
users
in
that
end
of
the
airport
and
ultimately,
we'll
serve
the
taxiway
bridge
that
will
go
to
the
south
of
gillen
road
and
offer
the
opportunity
for
more
industrial
land
that
has
runway
access
and,
in
the
very,
very
long
run
third
runway.
So
I
I
hope
that
citizens
understand
that
this
is
the
kind
of
investment
in
the
long-term
future
of
the
airport.

It's
a
really
important
message
and
small
business
saturday
is
the
saturday
after
thanksgiving,
so
the
city
and
others
will
be
encouraging
residents
to
shop
local,
regardless
every
neighborhood
in
our
great
city
has
wonderful
shops
owned
by
local
residents,
that
provide
great
opportunities
for
holiday
shopping,
and
so
thank
you,
councilmember
whittings
for
saying
that
and
then
madame
mayor
thanks
for
going
into
the
explanation
of
how
this
works.

think
the
airport
has
done
a
great
job,
as
councilmember
wooding
said
at
looking
at
how
the

large
amenity
kind
of
on
the
greenbelt
side,
knowing
this
location,
of
course,
really
beefing
up
the
bike:
amenities
at
that
location
with
storage.

know
fixed
stations,
water,
bottle,
fill
stations
and
really
just
bike
improvement
amenities
along
along
that
frontage.

we
go
up
in
the
building,
you
can
kind
of
see
those
blocks.

really
just
represent
kind

a
diversified
unit
mix,
as
was
mentioned,
you
know
fifty
percent
small
format
units
really
to
make
sure
we're

whole
mix

transit

great

asset

preferred
for
green
vehicles
as

making
sure
we're
looking

strategy

strain
on
the

the
neighborhood

district

idea
for
each
one
of
these
blocks
of
what
that's
supposed

look
like,

that
is
indeed
not
meeting
that,
that
would
be
a
requirement
of
that
application.

a
rezone,
I

since
it
is
a
rezone

sometimes
dialing
down

that
level

wider

has
the
patio

find

already

given

reusing
that
existing

paper

come
by-

we
analyze
it
in
quite
a
few
different
ways,
just
with
the
site
configuration
and
the
site
constraints
about
how
to
work
around
it

still

did
not
seem
achievable
to
do
in
a
in
a
mixed
new
development
and
all
development
there
we
didn't
really.
We
couldn't
really
find
any
synergies
to
to
work
with
that
building.

really.

purpose-built

parking

if
maybe
it
was
a
larger
building
or
it
had
more
opportunities.
We
have
done
adaptive
reuse
on
on
different
projects,
but
this
one
it
really
didn't

work

the
second
part

it

me
was
going
to
be,
if
you
do
end
up
taking
this
building

talking

team

all

that

that's
a
little
bit
beyond

expertise
about
how
you
know
where,
where
stuff
gets
recycled
and
how
that's
done,
but
certainly
we

program

a
spec
that
we
conform
to
as
part
of
our
sustainability
initiative
and
our
ourselves
and
our
partners.

all
have
all
these
goals
in
mind
to
make
sure
we're
we're
achieving
them
and
acting

a
responsible
way
with
the

presence,
as
well
as
kind

the
bike.
Shop,
maintenance,
stop
and-

those
are
always
kind

cool
too,
where
you

kind

see
through
the
glass
and

people
working
on
bikes

everything

that
within
the

really
residential,
focused
use,
but
still
active
uses
on
that
on
that
frontage.

significant
usage
of
this
route
on
my
commute
between

two
greenbelt
entrances
in
our
neighborhood.

is
heavily
used
and
we're
concerned
for
the
safety
of
bicyclists
and
pedestrians
interviewing

traffic
coming
from
this
project,
not
just
a
vehicular
traffic
coming
in
and
out
of
the
project,
but
we
recognize

lot
of
the
services
will
also
be
on
that
street,
including
trash
fire
delivery.

have

we've
asked
them
to
see
if
they
could
work
with
the
nearby
apartment,
complex
greenleaf
apartments,
to
utilize
their
parking
lot
entrance,

they
were
unable
to
do
so.

that

options

compromise
due
to

hope
to
see
significant
signage
potential

humps,

spots
from
entering

exiting
the
