public
works
on
the
climate
roadmap
yeah.

Absolutely
nice
to
see
you
all
tonight,
I'm
steve
hubbell,
I'm
the
climate
action
manager
with
the
department
of
public
works
planning
and
development
services
staff
asked
us
to
go
around
and
do
a
brief
introduction
of
the
city's
climate
action
road
map
to
the
various
commissions.
So
we
met
with
planning
and
zoning
commission
monday
night,
you
all
tonight
and
then
the
historic
preservation
commission
next
month,
I'm
going
to
roll
through
the
slides
pretty
quickly.
So
we
can
try
to
reserve
some
time
for
questions
at
the
end.

There's
a
general
awareness
of
the
city's
involvement
and
climate
action
and
sustainability
activities
in
recent
years,
but
we're
certainly
starting
to
see
the
impacts
of
of
climate
change
occur
in
the
region.
This
is
a
picture
here
of
last
summer's
fires.
Unfortunately,
I
could
probably
start
to
replace
it
with
a
map
from
this
year,
given
current
events
in
the
top
right,
air
quality
impacts
from
those
same
fires
and
then
in
the
bottom
right.

The
regional
drought
impact
maps
from
a
couple
months
ago,
which
unfortunately
have
gotten
more
red
and
and
the
impacts
that
we're
seeing,
tie
really
well
to
some
work
that
the
city
did
with
a
climate
adaptation
assessment
back
in
2016
and
and
what
we
did
was
take
a
look
at
climate
models
and
project
potential
impacts,
and
you
can
see
those
listed
on
the
slide
there.

I
spend
a
lot
of
time
in
the
technical
world,
so
this
always
helps
bring
me
back
to
the
the
the
core
reasons
of
why
we're
doing
this.
Climate
work
for
people,
health
and
jobs
and
and
you'll
see
those
themes
a
little
bit
as
we
go
through
the
remainder
of
the
content.

We
have
had
a
long
history
of
sustainability
initiatives,
as
I
mentioned,
with
our
geothermal
system.
We've
actually
been
doing
clean
energy
for
well
over
100
years
now,
so
that's
pretty
cool
when
you
have
a
chance
to
think
about
that.
Also
with
energy
and
buildings,
the
city
set
clean
energy
goals
back
in
2019
I'll,
explain
in
a
few
slides
how
those
integrate
and
with
the
climate
work
that
we
completed
this
year
and
then
also
a
number
of
innovative
energy
projects
in
our
own
facilities.

The
picture
at
the
top
right
is
a
building
out
at
the
20-mile
south
farm,
which
is
the
city's
wastewater,
biosolids
application
site.
It's
the
first
commercial
net,
zero
energy
building
in
the
state
of
idaho
and
with
the
solar
panels
that
you
see
there
on
the
roof
on
average
across
the
year,
it
generates
more
electricity
than
it
uses,
which
is
which
is
really
exciting
and
has
performed
really
well.
The
downtown
police
station
that
was
opened
this
year
was
a
remodel,
and
that
was
a
pilot
test
on
an
all-electric
building.

So
we're
monitoring
that
and
determining
how
electricity
works
as
a
substitute
for
eating
where
we've
traditionally
used
natural
gas
and
then
obviously
throughout
the
city.
A
number
of
green
building
projects
which
the
planning
and
development
services
department
administers
a
green
construction
code,
tree
planning,
open
space
initiatives
in
numerous
forms
throughout
the
city
and
then
all
of
that
rolling
up
into
the
creation
of
a
climate
action
division
last
summer,
which
I'm
proud
to
get
to
work.
On
with
my
team,
we
assembled
a
handful
of
staff
that
were
here
working
on
these
issues
into
a
cohesive
group.

Issues
we
started
last
fall
to
develop
a
climate
action
roadmap
roadmap
is
code
word
for
plan.
It
implies
kind
of
an
expedited
planning
process
with
a
focus
on
implementation.

We
looked
with
that
document
to
organize
a
lot
of
our
existing
and
future
initiatives,
some
of
which
I
had
a
chance
to
speak
to
the
key
purpose.
There
being,
though,
the
opportunity
to
identify
climate
action
goals
for
the
city
and
then
prioritize,
near-term
and
long-term
opportunities,
and
then
just
to
note
that
we
are
considering
the
road
map
a
living
evolving
document.

There
are
numerous,
almost
daily
changes
in
this
space
and
we
will
keep
the
ability
to
update
this
as
we
need
to
based
on
technology
policy
changes
or
increased
community
or
changing
community
needs
I'll
walk
through
quickly.
The
outline
of
the
document
it
starts
with
vision
and
goals.
It
builds
on
the
city's
vision
to
create
a
city
for
everyone
and
then
establishes
two
types
of
goals.
The
two
that
you
see
in
the
middle
are
what
we
call
mitigation
focus.

So
what
we're
trying
to
do
there
is
reduce
greenhouse
gas
emissions
and
we've
set
two
goals:
one
for
our
municipal
operations.
Essentially,
the
facilities
and
buildings
that
the
city
operates
to
be
carbon
neutral
by
2035
and
one
that
applies
broadly
to
the
community
carbon
neutral
by
2050
and
then
on
the
right.
We
also
established
a
goal
around
resiliency
and
adaptation,
just
recognizing
that
there
may
be
some
changes
coming.
That
will
will
come
regardless
of
the
efforts
that
we're
able
to
make
in
mitigation
from
there.

We
did
some
analysis
to
support
that
timeline
for
2050
and
a
couple
quick
take
homes
here.
It
certainly
takes
a
combination
of
actions
to
get
to
the
goal.
There's
not
one
particular
solution.

We
need
new
technology,
an
example
of
that
would
be
jet
fuel.
We
don't
have
a
fossil
free
replacement
for
for
jet
fuel
for
air
travel.
At
this
point,
so
that's
an
innovation.
That'll
need
to
come
and
ties
back
to
that
economic
aspect
of
the
work
for
hoping
we
can
find
some
of
that
information
or
innovation
here
and
allow
some
business
and
industry
to
thrive
or
or
come
to
support
us
in
that
effort.

We're
often
asked
just
closing
slide
here.
We're
often
asked
what
does
this
mean
to
the
average
resident
or
the
average
business,
and
certainly
with
over
200
000
of
us?
That's
a
different
answer
for
for
each
of
us,
we'll
all
have
our
own
path
that
we'll
take
going
forward.
So
what
we've
shared
here
is
some
potential
outcomes
that
might
come
from
a
carbon
neutral
future
starting
up
in
the
top
right
locally
produced
renewable
energy.

We
source
a
lot
of
our
fossil
fuels
and,
for
example,
generate
a
lot
of
our
fossil
fuel
electricity
out
of
state
right
now.
We'd
certainly
like
to
see
the
the
clean
sources
of
energy
and
the
jobs
that
come
along
with
that
come
to
the
valley
or
come
to
more
local
areas,
moving
counterclockwise
the
electric
vehicles.
Obviously
emissions-free
transportation
has
the
opportunity
to
improve
local
air
quality,
reduce
those
mobile
sources
of
emission
that
we're
driving
around
everywhere
in
our
vehicles
and
then
clean
water
river
improvements.
Certainly,
water
is
a
big
part
of
this.

I
didn't
have
a
chance
to
touch
on
that
in
detail
and
then
also
potentially
opportunities
to
support
local
agriculture
and
food
production,
as
you
saw
back
to
some
of
the
priorities
there.
So
with
that,
I
know
that's
a
mouthful
and
I
will
be
glad
to
answer
any
questions.
Forgive
me
for
running
through
that
so
fast,
but
wanted
to
make
sure
we
had
a
little
time
at
the
end.

a

Obviously,
a
lot
of
ground
cover
and
a
lot
of
ground
yet
to
go.
How
does
how
does
boise
interact
with
our
neighboring
communities
in
this
type
of
looking
forward?
As
far
as
the
environment
and
climate?
Are
there
similar
programs
going
on
in
those
communities.

Sure,
chair
committee
member,
we
are
beginning
to
see
more
interaction
with
our
peers
across
the
state
in
local
government
right
next
door.
The
city
of
meridians
set
a
clean
electricity
goal.
We
were
really
excited
to
see
that
happen
there,
and
certainly
at
the
staff
level,
particularly
at
the
municipal
facility
level.

We
often
interact
on
things
like
energy
efficiency
or
electric
vehicles,
or
things
that
we're
working
on
specific
to
our
organization
and
then
statewide
we're
starting
to
see
a
lot
of
discussion
around
climate
action
in
the
wood
river
valley
and
then
also
the
city
of
pocatello's,
set
some
clean
energy
goals.
So
there
there's
beginning
to
become
some
momentum
beyond
boise
and
then
certainly
seeing
a
lot
of
this
discussed
in
cities
across
the
region
and
across
the
country.

discussions

guidelines
or
changes
to
zoning
for
residential
uses
based
on
the
desired
goals.

One
of
our
near-term
projects
is
supporting
planning
and
development
services
on
the
development
code,
rewrite
so
we're
looking
into
various
options
around
some
of
the
areas
that
you
mentioned
as
the
city
works
through
that
process.

then
two
other
things
that
I've
just
read
about
that
are
happening
nationwide
and
was
wondering
if
you're
looking
at
them
here.
One
is
I've
read
about
a
few
cities
that
are
starting
to
paint
their
streets
white
and
it
significantly
lowers
the
temperature
of
that
area.
I
was
wondering
if
that's
something
that
you're
looking
at
as
well
as
golf
courses
and
the
amount
of
water
they
take
up
and
are
we
looking
at
you
know,
looking
at
our
municipal
golf
courses
and
prosperity
into
artificial.

done
some
analysis
on
urban
heat
island
across
the
city
to
start
to
identify
where
that's
more
of
an
issue.
Some
of
that's
tying
in
to
the
to
the
tree
initiative
that
the
one
slide
spoke
to
haven't
looked

conservation
