project

This
is
for
the
construction
of
a
proposed
multi-tenant
building.
The
project
did
receive
prior
conditional
use
approval
for
a
parking
reduction
from
the
planning
and
zoning
commission.
It
also
has
an
approved
rezone
from
c1d
to
pcda,
which
is
our
pedestrian
commercial,
with
a
design
review
overlay
and
its
hash
development
agreement.

The
conditional
use
permit
and
the
development
agreement
are
restricting
the
uses
to
restaurant
retail
and
office.
So
again,
the
rezone
the
use
and
the
parking
reduction
have
already
been
approved
by
the
planning
and
zoning
commission
and
city
council,
and
they
are
not
items
up
for
discussion
tonight.
The
design
review
committee
does
not
have
jurisdiction
to
overrule
or
otherwise
modify
those
prior
approvals.

context,
here's
an

the

the
property
is
located
at

corner

bound
way
in
east
park.
Center
boulevard
is
located
in
the
bound
crossing
activity
center.
We
have
a
medical
office
to
the
west
as
well
as

library
directly
to
the
south.
We
have
a
multi-tenant
retail
in
office
use
and
then
across
the
street
we
have
some
residential
and
retail
uses.

the
proposed
renderings.
I
also

the
flat
elevations

the

If
the
design
review
committee
wishes

staff
is
generally

the

The
main
conditions
of
approval
involve
the
elevation
facing
park
center,
which
looks
to
exceed
the
55
percent
stucco
maximum,
as
well
as
the
blank
walls
are
located
facing
the
parking
lot,
as
well
as
the
interior
pathway.

elements
have
been
required
on
those
blank
walls.
They
can
be
windows,
trellis
some
mural
anything
at
pedestrian
scale
that
will
add
design
interest
to
meet
the
design
review
guidelines
to
avoid
those
blank
walls.
There
public
comments
have
been
received
about
this
project
and
have
been
forwarded
to
the
design
review
committee.
Some
of
the
comments
are
in
support
and
some
have
raised
some
concerns.
One
of
the
concerns
is
the
height
of
the
proposed
structure.

As
you
can
see,
the
building
is
proposed
as
a
single
story
structure,
but
it
has
does
have
a
somewhat
taller
parapet.
It's
not
the
minimum
height
required
for
a
single
story,
commercial
structure.
The
concern
is
that
existing
single
story,
structures
and
bound
crossing
are
shorter
than
that
and
that
the
architecture
doesn't
quite
match.
So
in
this
zone,
the
maximum
height
is
35
feet,
and
this
proposed
structure
is
at
20
feet,
which
is
below
the
maximum
height.

The
boise
city
zone
code
doesn't
have
any
height
requirements
per
floor,
so
it's
not
x
amount
of
feet
for
the
first
story
and
x
amount
of
feet
for
the
second
story.
It's
just
a
blanket
can't
exceed
35
feet,
which
is
being
met.
The
bound
crossing
activity
center
does
not
have
design
standards
that
would
dictate
what
architectural
style
needs
to
be
built
in
the
area
and
for
design
review.
We're
not
really
intended
to
regulate
architectural
style.
What
we're
looking
at
is
massing
materials,
design,
details,
we're
looking
at
general
compatibility
with
the
area.

if
we
can
go
back
to
the
photos
directly
to
the
south,
again

that
multi-tenant
building,
which
you
can
see
over
here

the
top
according
to
building
permits
the
maximum
height
of
that
building
is
44
feet,
which
I
believe
is
just

the
tower
section
over
here,
which
would
mean
the
general
height
of
the
building
would
be
more
about
30

feet
and
then
across
bound
way.
We
see
two-story
as
well
as
a
three-story
structure,
with
that
third
story
deck,
so
the
massing
of
it
is
compatible.

overwhelming
the
corner.

fact,
it's
adding
a
bit
of
a
transition,
so
we're
coming
in
at

feet
above
the

feet
of
that
multi
tilde
having

bit
of
transition
from
that
corner,

staff
believes

massing
is
appropriate
for
the
area
and
is
not
supportive
of
adding
conditions
to
modify
the
height.
However,
that
may
be

point

discussion

between
the
committee

site
plan,

approved

the
conditional
use.
Permit
parking
reduction.

are
proposed
on
site,
there's
no
direct
access
onto
bound
way
or
park
center
boulevard.
Instead,
we
have
cross
access
agreements
to
the
medical
office
to
the
west
and
the
multi-tenant
building
to
the
south
generally,
the
building
is
located
where
we
want
it
to
be.
It's
pushed
as
far
to
the
corner
as
possible,
acknowledging
the
existing
easement
and
drainage
issue
that
prevents
pushing
it
further
towards
park
center.

pedestrian
pathway
system
is
also
appropriate
again
acknowledging
the
easement
and
drainage
that
prevents
direct
pathways
to
the
sidewalk
along
park
center.
The
main
condition
of
approval
for
the
site
involves
accessible
parking.

make
sure
that
the
accessile
is
on
the
passenger
side,
so
we
have
an
appropriate
van,

on
site.

think
it'll

properly

issue

that
they're,

park
center
boulevard,
the
north,

north
side
of
our
site,
the
entire
north
side
of
our

almost

large
drainage,
swale

it

can't
crouch
upon
that
or
landscape
it
or
do
stuff
in
it.

kind
of
is

addressing

design

back
story

history

that

we

intended

kind

match
some
of
the
existing
bound
crossing
buildings.

master

which
is

a
conglomerate.

homeowners

the

owners

oversee

bound
crossing,
and
they
have
a
designer
view
process,

presented
a
design.

wanted
something
that
went
that
matched
more
of
what
was
going
on
in
bound
crossing.
So
we
revised
the
building
design.

came
back
with
what
we
have.
We
took
them.
Color
samples
went
through
the
process
and
ultimately
received
approval
from
them
on
this,
and
so
to
be
quite
honest,
they
steered
us
more
in
the
direction
of
what
is
outbound
crossing.
So
I
guess
I
gotta
disagree
a
little
bit
in
that
it
doesn't
match,
because
I
think
it
does
a
little
bit
more
so
than
what
we
had
previous
and
then.

tenant
clientele
that
we're
looking
for
generally
looks
for
a

clear,

foot,

ceiling
space
within
the

allows
them
to
put
a
drop
ceiling

the

address
any
duct

must
be
screened.

something
that
has
staying
power

can't

eliminated

decoration

boulevard

visible

the
reasons

choices

detracting

character

roofline

As
a
landowner,
that's
been
working
on
building
this
neighborhood
as
a
family
for
the
past
50
years.
What
our
thinking
is
about
this
particular
site,
because
it
is
unusual
in
so
many
respects
very
small
next
to
the
alley
sandwiched
between
old
and
not
in
the
district,
but
certainly
a
part
of
the
district.

So
the
the
things
that
really
strike
me
as
the
owner
and
what
I
wanted
to
accomplish
is
one
just
standard.
Efficiency
of
land
use
land
is
so
difficult
to
find
downtown
and
here's
a
little
postage
stamp.
That
really
can
become
something.
That's
that's
worthwhile
for
the
neighborhood,
so
one,
let's
just
use
the
land
instead
of
have
a
little
green
space,
because
there's
a
park
right
across
the
street.

Two
mixed
use
is
very
important
for
all
neighborhoods
and
developing
office
today,
particularly
because
of
the
pandemic
is
very
challenging,
and
this
building
has
occupants
prescribed
so
we'll
introduce
office
space
into
a
mostly
bar
and
and
restaurant
and
entertainment
district
with
some
retail,
so
that
office
use
is
very
important
for
the
balance
of
the
neighborhood.

Thirdly,
that
building
will,
rather
than
looking
at
small
plant
plantings
and
grass
and
looking
at
basically
a
parking
lot.
So
we
have
parking
behind
the
apartment
project.
That's
on
grove
street.
This
will
shield
the
pedestrian
the
right
away
from
looking
at
parking,
and
I
think
it
will
be
a
much
more
attractive
view
than
looking
at
a
parking
lot
and
also
diversity
in
architecture.
You
know
I
was
a
historic
preservation,
commissioner,
for
about
six
years,
I
know
the
guidelines
very
well
and
new
development,
and
particularly
rehab
development.

isn't
rehab,
but
new
development
really
should
should
not
try
to
mimic
the
past.
It
should
stand
out
and
be
compatible
but
distinct
and
recognized
as
contemporary,
and
I
think
this
does
a
very
good
job
of
that
and
I
think
the
wood
trim
brings
some
of
nature
into
it
and
local
materials
and
then
scale,

think,
is
important.

small

It's
a
skinny
building,
that's
got

height
and
the
district
has
several
buildings
similar

difference
in

bar
is

small

make

area
that
our
firm
has
been
actively
involved
with
and
some
of
the
planning
for
a
number
of
years,

we're

quite

out
is
the
stepping
of
the
massing
and
the
transition

The
proposed
project
is
roughly
half,
maybe
a
little
less
than
half
of
the
new
buildings
that
are
under
construction.

As
the

side
facing
fifth
street,
so
in
this
view,
you're
looking
through
fifth
street
and
toward
c.w
moore
park,
as
was
explained
three
floors,
but
an
in
an
important
part
of
the
design
was
to
create
as
much
open,
flexible
and
efficient
use
of
this
variable
site.

So
a
great
deal
of
the
planning
has
gone
into
also
making
sure
that
we
have
this
unencumbered
open
floor
plan.

So
real
quickly
to
talk
about
some
of
our
design
goals,
it's
very
much
about
integrating
the
building
into
the
urban
fabric.
We
believe,
as
as
was
indicated
by
clay
that
we're
not.
We
don't
think
it's
the
right
thing
to
do,
to
try
to
recreate
an
historic
building,
but
we
do
believe
in
creating
a
form
and
an
urban
texture
and
some
details
that
reference,
the
surrounding
neighborhood
and
the
transition
from
old
to
new,
but
within
a
contemporary
building.
That's
of
its
time.

Creating
an
active
alley
facade
as
as
the
project
turns
the
corner
into
the
alley,
was
very
important
and
expressing
a
connection
of
the
inside
to
outside
I'll.
Come
back
to
that
in
a
minute,
but
again
part
of
creating
a
contemporary
building
to
make
that
successful
is
creating
high
quality
materials
and
detailing
and
again
reinforcing
the
the
goal
to
have
a
a
light
filled
space
with
natural
ventilation
and
an
open,
flexible
floor
plan.
That's
going
to
be
very
attractive
to
employees
and
tenants.
O

The
proportions
of
the
building
are
very
much
what's
typical
in
a
traditional
urban
fabric,
it
doesn't
really,
and
we
felt
that
keeping
the
building
con
restrained
and
disciplined
kept.
It
keeps
it
from
competing
with
other
buildings,
both
the
larger
ones
and
the
smaller
ones
in
the
surrounding
area,
because
we're
fitting
right
in
between.

So,
in
keeping
with
simple
and
disciplined
form
overall,
we
we
then
needed
to
make
it
very
interesting.
Add
some
detail
and
richness
of
both
texture
and
materials
and
color
to
that
facade
with
a
simple
rhythm
that
moves
across
the
side
of
the
building,
a
very
urban
traditional
form
in
making
a
building
with
a
large
ground
floor
opening
onto
into
the
pedestrian
realm
and
a
small
setback
area
for
the
office
tenant
entry
and
again,
as
those
windows
turn
the
corner
into
the
alley.
O
And
here
we're
looking
at
a
view
back
down
the
alley
toward
fifth
street
and
toward
the
park
so
to
address
some
of
these
material,
the
the
questions
about
the
materials
and
and
I'll
deal
with
that.
It
was
very
important
that
the
materials
were
both
distinctive
and
restrained,
not
busy
we're
proposing
a
a
corrugated
metal
panel.
O
In
a
charcoal
finish,
with
a
light
metallic
fleck
to
answer
the
question
that
it
was
asked,
it
will
not
change
color
over
time.
It's
a
durable,
baked
on
finish
the
edges.
We
do
not
have
an
action,
although
we've
looked
at
several
different
products
to
specify-
and
I
believe
the
dimension
of
the
ridges
is
two
inches
from
peak
to
valley.
So
it's
a
fairly
it's
quite
a
tight
dimension.

It's
it's
not
a
very
broad
dimension
that
helps
with
the
rigidity
of
it
and
because
of
because
the
concern
often
is
with
the
metal
product
that
you
get
oil
canning,
you
get
bending
you
get
warping
the
tight
spacing
along
with
the
limited
lengths
of
runs
a
solid
substate
substrate
and
a
sufficient
gauge
will
will
avoid
those
problems.

One
other
thing
that
we're
paying
attention
to
often
with
a
metal
product
like
this
is
that
sometimes
the
fasteners
can
end
up
in
odd
locations,
but
we
will
be
locating
those
in
as
part
of
the
overall
pattern
and
not
interrupting
the
the
design
pattern,
as
we
detail
that
these
wood
inset
panels
here
are
part
of
an
idea
about
carving
away
into
the
building,
because
while
we
have
a
very
crisp
and
contemporary
form
and
expression
to
the
exterior
architecture
on
the
interior,
we're
using
a
very
traditional
and
warm
structural
system
and
that's
going
to
be
very
visible
from
the
outside
and
so
we're
playing
off
of
an
idea
of
carving
into
the
building,
so
that
you
see
an
expression
of
that
wood
on
the
exterior
leading
your
eye
into
the
warmth
of
the
exposed
wood
on
the
interior.

Again,
one
of
the
other
comments
that
had
been
made
by
staff
was
about
the
concrete
base.
We
are
providing
a
12
inch
concrete
base
to
provide
for
to
protect
the
edge
and
provide
for
snow,
build
up,
and
things
like
that,
we
believe
12
inches
is
sufficient
and
it
also
works
with
the
proportions
of
the
building.

So
here
are
some
examples
of
some
of
those
same
materials
in
similar
ins
installations.
Some
of
these
projects
are
ones
that
our
office
has
designed
and
some
are
not,
but
you
can
see
a
very
similar
metal
panel
installation
with
with
similar
detailings
the
detailing
that
frames
around
the
windows.

These
are
some
examples
of
the
kebabini
siding
that
we
would
use
in
a
similar
fashion.
Here
are
a
couple
of
other
examples
again
contrasting
that
sort
of
dark
charcoal
slightly
metallic
finish
with
the
warmth
of
wood
adjacent
to
it.
We
think
it
really
creates
quite
a
lovely
feel
to
the
building,
and
that
sense
of
expressing
the
warmth
through
the
the
contemporary
facade
is
is
really
quite
successful.
You
can
also
see
in
both
of
these
examples
where
they've
added
these
transition
fin
detail,
edges
and
that
helps
with
keeping
the
material
solid
and
sturdy.

So
in
the
application,
as
it's
used
on
our
proposal
here,
you
can
see
that
from
a
distance,
the
rhythm
of
the
windows
takes
over.
But,
as
you
get
close,
you
do
start
to
read
the
a
finer
grain
and
you
start
to
read
a
sense
of
detail
and
texture
to
the
side
of
the
building,
which
we
think
gives
it
a
lot
of
interest.

One
of
the
things
you
know
that
I've
mentioned
that
was
really
important
to
us-
was
connecting
the
inside
of
the
building
to
the
outside
visually
and
both
for
people
inside
the
building
working
and
from
people
in
the
public
realm.
Looking
in
so
you
can
see
the
the
proposed
structural
system
that
we
have
here
with
the
exposed,
wood
and
the
warm
natural
color
to
that,
and
also
we've
been
successful
in
creating
a
fully
open
office
space
through
there.

So
this
view
here
is
a
rendering
of
the
interior
office
space,
and
you
can
see
that
one
of
the
benefits
here
too,
is
that
it
creates
an
eyes
on
the
park,
sensibility
and
the
view
from
down
below.
Looking
up,
you
get
that
view
into
the
more
traditional
warm
structural
system.
That's
in
there
with
that,
I
will
turn
it
over
to
my
colleague
mark
sindel
to
speak
a
little
bit
about
the
green
roof
and
the
landscape.

Yes,
for
the

So
briefly,
the
landscape
draws
inspiration
from
boise
as
a
place
with
natural
references
of
the
foothills
and
the
river.
This
is
a
limited
but
very
visible
landscape,
for,
as
sean
mentioned,
quite
an
urban
project
with
several
public
sides,
including
the
roof
as
a
public
side,
and
to
to
quote
boise
dev
bescu
to
the
rescue.

We
also
have
raised
planters
along
the
alley
with
a
similar
approach
in
planting
and
then.
Lastly,
the
limited
amount
of
frontage
on
fifth
includes
street
trees
and
sidewalks
per
city
standards,
consistent
with
the
remainder
of
the
new
streetscape,
the
new
streetscape,
that's
going
in
with
the
lucy
project
or
the
the
fifth
and
grove
project.

So,
following
up
on
what
mark
just
illustrated,
then
the
last
point
that
I
wanted
to
address
was
the
question
about
the
roof
line.
And
again
we
didn't
want
this
roof
line
to
be
in
competition
with
some
of
the
other
forms
around
there.
So
what
we've
designed
will
be
a
an
additional
thin
edge
with
a
slight
reveal
along
that
the
top
of
the
parapet.

developing

believe
it's

east
southwest
corner

roof,
there's
a
mechanical
room
and
from
that
mechanical
room
there
will
be
a
roof
hatch
with
a
ladder
access
onto
it.

the
mechanical
systems
that

didn't
see
located
any
exterior
condensing
units
or
mechanical
equipment
of
any

haven't

finished
the
design

that
system,
but
we
are
in

It's
likely
that
we'll
have
two

heat
pump
units

fan
units

be
screened,

spec

the
material
for
the
unit
itself,
but
they're.

expect
that
they're,
probably
about
three
feet
square
and
maybe
screened
by
a
two
foot
screen
that

blend

texture

us

type
of
material
being
used.

it's

comes
from
us
in
terra,
cotta,
there's
a
lot
of
buildings
that
have
this
ribbon
effect,

it

an
old
terra,
cotta
building

from
the

is
one
of

do
it,

rather
think
it's
smartly
done
and
the
devil's
in
the
details.
As
we
all
know,
if
that
metal
is

substantial
enough
gauge
and
has
a

good
permanent
finish

it,

think
it's
a
nice
product
project
and
I
don't
have
any
problem
with
how
the
building
tops
out.
I
think
if
you
try
to
contrive
some
sort
of
a
cornice
or
something
more
dramatic
at
the
top,
it
would
diminish
the
attractiveness
of
the
small
box
they've
created
here.

with

personally
believe
there's
any
need
for
addressing
the
roof
line

corrugated
metal

always
just
a

of

slippery

a
nice
high
quality

and

think
this
material
is
beautiful
and
I'm
excited
to
see
something
that
isn't
repeated,
just
repeating
something:
that's
next
door
and
it's
not
more
stucco
there,

developers

the
architect
is
introducing
a
material
that
we
haven't
seen
in
our
downtown
and
it
looks
to
be
a
very
high
quality
and
I
love
the
effect
of
seeing
the
wood
next
to
it
that
it's
somewhat
cold
next
to
very
warm
and
that
all
of
that
seen
through
the
really
large
windows.

think
it's
going
to
fit
in
really
well
with
the
neighborhood

I'm
a

architectural
magazine
fanatic

I
see
all
over
the
place,
especially
in
europe,
these
stone
buildings
that
look
somewhat
like
the
belgravia
that
you

If
someone
builds
something
next
door,
it's
always
glass
and
steel,
and
the
idea
is
not
to
replicate

old
but
to
compliment
it,
and

think
this
does
that
perfectly.

think
we

ask
for

better
