Commission
through
a
PUD
and
last
night,
the
City
Council
heard
the
rezone
and
they
voted

rezoning
is
an
agreement
with
all

believe
we
do
have
the
Northwest
Neighborhood
Association
and
possibly
some
other
residents
president
who
would
like
to
discuss
the
project.

is
a
nearby
elementary
school
and
then
how
school
buses
are
going
to
load
and
do
unloading
on
the
site
and
both
those
issues
that
come
up
at
City
Council
last
night
they
did
point
out
a
route
to
the
nearest
elementary
school
that
involved
pathways
from
sidewalks
within
a
mile
that
they
felt
was
sufficient,
but
maybe
not
ideal
and
I.
Think
the
applicant
also
discussed
possible
bus
loading
area
on
the
site,
so
the
applicant
is
present
and
might
be
able
to
look
at
that
further.

overall
layout
of
this
project
was
approved
by
Planning
and
Zoning.
So
again,
we're
really
looking
at
the
design
which
I
haven't
heard
any
concerns
about,

then
I
guess,
internal
pathways.
They
are
including
sidewalks

development
and
they
are
providing
a
pathway
with
an
easement
along

west
of
the
site
for
potential
future
connection
to
the
north
and
I
guess.

the

application,

it
was
this
property,
was
previously
annexed
into
the
city
in
2004
tonight,
2014
I
was
approved
every
ten
by
Beansie
Commission
and
last
night,
the
City
Council
approved
the
rezone.
We
have
16
townhouse
apartments,
we
have
30
over
30
percent
of
open
space
and
we've
got.
We
show
gushing
connections
that
are
adjacent
to
we
have
we
have
irrigation
infrastructure
that
fronts
the
property
on
State
Street,
on
the
west
property
line
between
us
and
Duncan
Duncan
subdivision.

We
also
have
the
handout.
We
also
have
a
drainage,
ditch
that
runs
the
east-northeast
property
line
and
across
the
north
property
line.
Then
it
flows
to
the
west
under
the
jurisdiction
of
drainage
district
number
number
two.
So
we
have
sixty
units
in
nine
buildings.
There
are
three
eight
unit
buildings
and
the
rest
of
six
unit
buildings.
There
are
townhouse
style
apartments,
meaning
that
the
bedrooms
two
and
three-bedroom
Apartments
on
the
second.

The
second
floor
has
two
bedrooms:
first
floors
living
space,
kitchen
area
each
unit
opens
up
into
common
open
space
and
the
ones
along
the
north.
We
have
worked
with
the
area
tour,
the
drainage
district
number
two.
They
want
their
their
existing
open
drain,
ditch
tiled
and
we've
committed
to
do
that
and
an
effort
also
to
provide
them
access
to
and
along
the
new
pipe
waterway.

There
will
be
16
foot
wide,
compacted,
gravel
access,
roads,
/,
public
pedestrian
pathway,
there's
also
the
live
irrigation,
ditch
under
on
the
west
property
line
that
flows
out
of
the
canal
along
State,
Street,
the
flows
to
the
north.
It's
open
along
the
length
of
our
property
through
inner
peace
56
feet,
at
which
time
then
it
goes
into
a
tile
to
the
north
and
I'm,
not
sure,
to
the
extent
that
it
has
been
tiled
to
the
north.
But
and
we
we
met
with
the
irrigation
just
ditch
company
early
on.
I
They
expressed
a
desire
to
tile
that
ditch
because
it's
tiled
northa
outside
of
our
property,
and
they
would
like
to
reduce
our
maintenance
as
well.
That's
the
city's
request
to
provide
pedestrian
pathway
to
the
north
that
would
allow
us
to
they
would
they
would
take
a
lesser
easement
in
width
and
allow
us
room
to
actually
put
a
pathway
to
the
north
and
that's
not
a
problem.

it's
three
lanes
wide,
so
we
have
space
along
the
entry
road
we'll
we
can
certainly
address
that
and
provide
a
bus.
Stop
and
and
our
circulation
route
is
a
loop
back
to
stay
straight
through
the
development.
So
they
can
forget
that
the
school
bus
turned
around
and
the
other
comment
that
the
additional
it
had
was
regarding.

know
safe
routes
to
school
and
and
providing
adequate
access
to
get
kids
out
of
our
property
or
beyond
our
property
through
our
property
to
be
able
to
get
to
a
school
Duncan
Lane
has
has
a
sidewalk
a
public
sidewalk
on
the
backside
of
the
canal
in
their
common
area.
That
dead
ends
at
our
property
line
on
the
west,
and
our
plan
is,
of
course,
to
extend
that
pathway
sidewalk
across
our
State
Street
frontage.

you
know-
and
we
have
sidewalks
connecting
off
of
that
main
pedestrian
way
to
the
north
on
both
ends
internal
to
the
site
through
the
side
between
buildings,
they
they're
all
very
interconnected,
so
you
know
we
feel
really
comfortable
about
our
pedestrian
and
bicycle
access.
From
that
standpoint,
we
have
no
issue
with
the
comments
from
the
school
district
and
for
sure
he'll
hear
more
about
that
later.
I
But
we're
here
to
talk
about,
you
know,
massing
building
dollars,
building
materials
and
landscape
treatment,
and
so
we've
we've,
provided
we
hired
a
graphic
artist
to
create
some
some
interesting.
You
know
some
some
typical
elevations
from
different
points
within
the
property.
This
first
set
there
there's
a
queue
map
in
the
corner.
That
shows
word.
You
know
what
direction
we're
on
we're
on
site.
This
particular
elevation
exists
and,
and
it's
it's
a
plethora
of
there's
you
know-
we've
got,
we've
got
buildings
that
come
view
between
them,
which
just
reenacts
s.
I
As
you
can
see,
we
have,
we
have
a
lot
of
landscape
freezing
all
the
islands,
it
needs
city
code.
We
have
a
clubhouse
that
has
an
internal
workout
room
rental
office
as
well,
less
public.
You
know
the
resident
open
space
it
has.
It
has
a
fireplace
gathering
area
inside.
We
also
have
an
area
outside
off
patio,
that's
covered
and
there
will
be
barbecues
in
this
area
and
other
things
for
use
by
the
residents.

note
in
your
packet
that
the
wood
post
and
beam
at
the
entries
on
the
very
top
of
the
sheet
and
what
was
submitted
to
you
was
was
a
wrapped
product.
It
was
a
faux
beam
just
wrapped.
It
looked
like
wood.
We
have
since
changed
that
that
is
actually
a
wood
post
and
beam
real
wood.
So
you
can
see
we
have
modulation.
We
have
a
variety
of
colors,
textures,
stucco,
sideboard
everything.
So
you
know
we
really
tried
to
to
have
an
upscale
product
and
I'll
stand
for
any

it's
stressful

days

that
being

one
of
the
most
important
things
tonight
is
that
this
letter,
which
let
me
jump
to
it
from
the
school
district,
was
not
in
the
planning
and
zoning
Commission's
packet

the
record.
It
was
not
in
the
City
Council's
packet
or
the
record.
Therefore,
it
was
not
included
in
the
staff,
dick
reports
that
are
prepared
for
these
hearings
and
those
are
heavily
relied
on
for
decision-making.

if
you
look
at
a
bird's
eye
view
of
what
we're
looking
at,
we
already
have
a
lot
of
public
safety
infrastructure
issues
which
I
know
you
are
not
to
be
discussing
tonight.
But
I
think
it's
good
for
you
to
see
that
we
have
lots
of
missing
sidewalks
already
for
kids
to
safely
walk
to
school.
Therefore,
the
alternative
and
the
school
district
has
to
offer.
This
is
the
bus
service,
because
they're
not
going
to
want
to
put
these
children
at
risk
to
walk
down.

when
they
have
lots
of
safety
issues,
but
the
one
that
you
can
consider
tonight
is
the
school
district.
Like
I
said
this
was
not
part
of
the
approval
process
for
the
Planning
and
Zoning
Commission
or
City
Council.
It
wasn't
part
of
the
record
and
technically,
that's
probably
not
following
procedure.

a
school
bus
legally
allowed
to
stop
and
load
students
on
a
state
highway
with
a
posted,
50
mile
per
hour,
speed
limit
and
if
any
other
alternatives
are
even
possible,
such
as
obtaining
a
legal
easement
on
an
adjacent
parcel?
Is
this
required
in
order
to
approve
a
project
so
to
ensure
the
safety
and
protection
of
the
schoolchildren?
This
is
what
it
looks
like
on
that
road.

would
have
heard
at
the
dinner
table
if
this
was
my
family-
is
that
the
bus
is
gonna
have
a
hard
time
slowing
down
in
50
mile
per
hour
traffic,
that
takes
time
you
can't
whip
a
90-degree
corner
to
turn
into
the
parking
area.
Pick
up
the
children
come
back
out
and
just
gun
it
and
get
back
on
the
State
Street
with
50
plus
miles
per
hour
traffic
and
believe
me,
they
don't
go
50
on
that
section.
They
probably
go
60
on
a
regular
basis.

it's
a
perilous
situation
and
it
deserves
real,
close
particular
consideration,
because
multifamily
projects
along
State
Street
have
not
been
very
common
and
they're,
certainly
not
with
one
access
point.
Only
I
believe
that
is
everything
I
wanted

cover,
and
thank

your

amenities

good
amenities,

children
it
really
leaves
them

nothing.

likes

natural
materials,

the
stucco
fits
in
well,

that's

positive

we
shouldn't
lose
track
of

intimately
familiar
with
a
property
that
irrigation,
lateral
number

to
be
the
traditional
walking
route
for
kids
from
the
north
side,
going
down
to
that
property.

friends
there
as
a
kid
I
used
to
play
along
well
in
that
whole
area.
It's
unfortunate
that
the
ditch
company
Boise
Valley
irrigation,
ditch
company
claims
they
have
a
50-foot
easement
along
there.
There
is
no
written
easement,
they
do
claim
a
50-foot
easement
on
the
Boise
Valley
canal,
along
State
Street.
The
reason
this
is
a
problem.
They
only
actually
use
a
15-foot
easement.

There
isn't
an
Incan
kind
of
strong-armed
property
owners
and
developers,
and
it's
something
that
the
design
review
committee
should
be
aware
of
in
terms
of
how
you
can
approve
developments
by
barring
this
irrigation
lateral,
we
are
losing
a
real
chance.
The
key
some
flowing
water,
which
was
part
of
the
State
Street
corridor
plan,
keep
canals
day,
lighted
losing
pollinator
habitat,
losing
songbird
habitats.
That's
unfortunate,
I,
don't
know
if
there's
anything
you
do
about
that
or
not
now,
but
by
reference.

The
farmer
is
eating
now,
which
carries
a
hundred
times
or
water
purchased
a
50
foot
easement
through
our
family
property
back
in
the
1890s.
So
it's
just
unreasonable
to
expect
they
would
have
a
50/50
summit
on
that
small
lateral
other
than
that.
I
would
also
emphasize
the
importance
if
you
can
find
a
way
of
maintaining
some
of
the
natural
habitat
along
the
drain.
Ditch
that
also
is,
and
a
lateral,
even
if
you're
going
bury
the
lateral.
That
is
a
natural
wildlife,
a
kind
of
landscape
corridor
at
this
point
use
beef
or
deer
and
larger
animals.

At
this
point,
it's
probably
more
for
songbirds
and
pollinators,
but
still
critical,
and
these
are
really
important
elements
for
our
neighborhood.
We
express
this
in
our
neighbor
and
plan
that
we
ratified
in
February
20th
2020,
but
it
hasn't
made
it
through
the
process
yet
because
of
the
pandemic.
But
again
we
appreciate
the
movement
towards
more
natural
materials
and
hope
that
can
be
carried
through
in
the
landscaping
and
and
the
external
landscaping
along
those
those
easements
as
much
as
possible.

the

school
district
letter
was
wasn't.
It
entered
into
the
record
last
night
I
there
were.
There
were
two
letters

came
differing
from.
One
was
the
school
district
that
we
didn't
have
before,
and
it
was
just
you
know
submitted
for
from
them
for
dr,
and
there
was
also
a
letter
from
the
Boise
Valley
irrigation,
ditch
company.
I
That
differed
from
the
original
comments
that
they
made
in
December
for
the
PD
and
the
reason
I
sent
that
to
city
staff
so
that
it
could
be
included
in
the
record
last
night.
So
it
was
part
of
a
discussion
we
too
are
concerned
with,
with
you
know
our
our
resident
safety
in
the
long
run,
and
we
certainly
pledge
that
we
will
be
working
with
the
school
district
going
forward
to
make
sure
that
you
know
I
think
that
we
can.
We
can
actually
address
their
comments
as
it
is.
I
If
not,
you
know,
we're
gonna
work
until
if
the
law
says
different,
then
we'll
make
arrangements
for
that.
But
you
know
it's
one
of
those.
One
of
those
agencies
that
that
we're
concerned
with
with
satisfying
their
needs,
as
well
as
best
we
can
on
you,
know
our
our
acreage

appreciate
Richard
comments
as
far
as
as
the
development
itself,
and
certainly
we
we
will
be
going
forward
with
whatever
happens,
to
the
ditch
on
the
west.
As
we
pointed
out
it's

it's

Valley,
irrigation,

company
has
been
adamant
that
we,

can't
put
a
pathway
inside
their
easement

work

them

define
that

they're
thinking

what
it
ends
up
being
ten
feet,
15
feet
or
whatever
our
buildings
are
set
back
from
the
25
foot,
easement
that
they
asserted
prescriptively
in
the
beginning,
so
we're
safe
there
regardless.

we
can
negotiate
additional
room,
we'll
certainly
take
care
of
that.

from

school

busy
streets

policies
