From YouTube: Ethics Commission Meeting - May 2023
Description
Thursday, May 11, 2023 at 3:30 PM MST
A
I'd
like
to
call
the
meeting
to
order
this
is
the
time
and
place
set
for
the
May
11
2023
meeting
of
the
city
of
Boise
ethics.
Commission
clerk.
Can
we
get
a
roll
call?
Please
church.
A
C
After
the
announcement
of
commissioner
Zimmerman
to
the
commission,
it's
noted
that
no
comments
were
made
and
I
can't
remember
whether
that's
true
it
seems
like
we
probably
welcomed
him,
but
I
wonder
a
little
bit
about
what
that
might
imply
to
the
Casual
reader,
so
I
would
I
would
like
to
either
see
that
stricken
or
maybe
replaced
with
Commissioners
welcomed
Zimmerman
to
the
commission
or
something
like
that.
Does
anybody
remember
what
actually
happened.
C
Mr
chairman
I
move
to
approve
the
March
9th
minutes.
Striking
no
comments
were
made
under
special
business
item
three.
A
All
right,
we
have
a
updated
draft
opinion,
her
advisory
opinion,
23-03.
A
Or
zero
two:
was
there
any
additional
discussion
after
the
edits
made
that
were
requested
last
meeting.
C
Mr
chairman
my
copy:
yes,
on
page
two
in
the
opinion
section
in
the
numbered
block
indent
there,
we
have
two
numeral
threes
there,
so
I
think
we
need
to
change
the
second
three
to
a
four
and
the
four
to
five.
D
Sorry
I
can
make
the
edit
and
like
if
you
want
to
approve
it
with
based
on
me,
making
that
edit
I
think
we
can
do
that.
A
Entertain
a
motion
to
approve
that
draft
advisory
opinion,
as
amended
requested
by
commissioner
Rourke.
So.
C
C
A
Involving
employee
receipt
of
arpa
funds,
I
believe
Patrick
Sebastian
City
HR
rep
is
going
to
give
us
an
update
on
that
issue.
That's.
E
Correct,
thank
you,
commissioner.
Also
I
did
hear
back
from
Addison.
He
thought
today's
meeting
was
rescheduled
sounds
like
he
is
available.
Oh
no
he's
he's
on
the
road,
so
he
will
not
be
attending
by
Zoom
just
to
close
that
Loop.
As
for
the
employee
receipt
of
arpa
funds,
23-03.
E
Essentially,
immediately
after
the
last
meeting
that
employee
actually
resigned
from
the
city,
and
so
given
that,
pursuant
to
Boise
code,
section
2-12-2a,
which
says
a
current
officer,
official
appointee
or
employee
May
submit
a
written
request
to
the
ethics
commission
for
advisory
opinions
on
whether
any
conduct
by
that
person
would
constitute
a
violation
of
the
city
code
of
ethics.
E
Given
that,
since
that
requester
is
no
longer
a
city
employee,
essentially
given
that
was
a
very
unique
request,
very
specific
to
his
individual
circumstances,
the
staff
recommends
that
the
commission
declined
to
even
issue
an
opinion
on
the
request.
It's
it's.
In
our
perspective,
it's
moot.
C
E
D
I
think
the
subject
of
the
executive
session
is
probably
one
you
do.
You
will
want
to
go
in
on
so
I.
We
can
move
that
to
the
next
meeting
I.
Don't
this
one
I,
don't
believe
so.
A
So
our
next
item
for
discussion
was
to
move
into
executive
session.
We
only
have
a
quorum
here
today
which
which
doesn't
meet
our
minimum
requirements
to
go
into
executive
sessions.
So
I
would
entertain
a
motion
to
table
this
item
until
we
have
the
appropriate
number
of
Commissioners
available
for
an
executive
session.
C
D
Mr
chairman
Commissioners,
there
was
one
I
didn't
put
on
the
agenda.
It
was
23
advisory
opinion
2301
that
you
had
discussed
at
the
last
meeting
and
directed
some
and
it's
to
be
made
and
so
I.
Just
if
it's,
if
the
edits
are
all
right
with
everyone,
I
didn't
hear
back
that
there
was
any
negative
feedback,
but
I
just
wanted
to
be
sure,
and
then
we
can
publish
it.
C
D
Made
a
decision
on
it,
they
approved
it
subject
to
the
changes.
A
A
Which
one
okay
and
we
have
updated
draft
advisory
opinion
23-01,
which
contains
minor
changes,
as
requested
by
the
commission
at
the
last
meeting.
A
If
everyone's
had
a
chance
to
review
that
and
is
satisfied
with
the
changes
that
entertain
a
motion
to
approve
it.
As
drafted.
C
A
I
believe
we
are
on
to
special
business.
Do
we
have
a
update
from
staff
on
the
ethics,
commission,
email
and
hotline
activity
since
last
meeting
foreign.
E
Yes,
there
was
really
no
nothing
to
report
since
the
last
meeting.
Travel
requests,
a
handful
of
travel
requests
which
don't
implicate
the
ethics
code
and
one
or
two
obvious
spam
emails
that
don't
have
anything
to
do
with
the
ethics
commission
or
the
city
of
Boise
and
other
than
that.
Nothing
to
report
for
email
activity
and
same
goes
for
the
hotline
activity.
A
Looks
like
we
have
a
little
bit
of
a
scheduling
conflict
with
our
next
meeting
date,
given
kind
of
a
contentious
issue
being
scheduled
ahead
of
us
that
people
have
some
pretty
strong
opinions
on
we're.
Looking
at
moving
dates,
I,
don't
know
whether
we've
got
one
that
works
for
the
commission.
A
D
I
can
provide
some
other
dates
to
the
commission.
If
you
want,
we
have
that
one
date,
I
think
we
have.
We
have
one
definite,
no
I,
don't
know
if
we
have
four
definite
yeses
or
not
on
that
or
we
can
explore
further
dates.
If
you
want.
A
I
guess
it
wouldn't
hurt
to
entertain
a
motion
to
reschedule
to
the
27th
of
July
at
3
30
pm,
and
if
we
need
to
adjust
again,
we
can
but
to
set
that
for
now.
C
Just
a
question
before
we
move
forward
with
that
was:
did
you
happen
to
look
at
the
sixth
as
well
just
thinking
about
the
timeliness
of
our
review
of
the
inquiry
before
us.
E
A
Great
confirm
that,
with
the
other
commissioners
and
I
believe
that
wraps
up
our
agenda
for
the
day
unless
anybody
else
has
any
other
items
to
raise
I'd
entertain
a
motion
to
adjourn.
