open
space
and
clean
water
advisory
committee.
I

we

first
order
of
business
under
new
business
is
to
approve
the
minutes

may
5th
2021
meeting.

our
discussion
in
may.
Madam
chair
committee
members,
we
had
before
us
an
application
for
an
improvement
project
that
was
submitted
by
the
golden
eagle,
audubon
society.
Hopefully,
you've
all
had
a
chance
at
this
point
to
look
through
it.
We
discussed
it
back
in
may
and
have
left
it
where
you
know
sean
finn
and
the
applicant
liz
littman
are
here.
They
both
were
at
the
last
meeting
as
well.
At
that
time
we
had
opened
it
up
for
questions.
There
were
a
few,
but
not
many.

guess
I
was
confused.
I
thought
it
was
a
checkup
on
something
that
we
had
already.
No,
we
did
not
make
not
chair
committee
members,
we
did
not.
I
would
get
a
recommendation
from
the
committee
at
that
time,
so
just
as
a
quick
overview,
this
is
restoration
project
along
the
boise
river,
within
public
properties
owned
by
a
few
different
entities,
they're
requesting
three
thousand
dollars,
mainly
for
materials
and
supplies
at
the
last
meeting,
although.

Yeah,
that's
my
recollection
as
well,
and
I
believe
the
total
budget-
and
I
I
think
you
might
have
said
it,
but
it
kind
of
caught
up
in
the
connection
here
was,
I
think,
48
thousand
dollars
and
it's
it's
almost
entire.
I
mean
just
tons
and
tons
of
volunteer
labor
and
it's
like
it's
just
it's
a
huge
area
around
the
river
that
they
are
hoping
to
be
able
to
restore.

feel
I
feel
good
about
this
project,
so
I
you
know,
I'm
I'm
in
support
of
it
and
I'm
I'm
interested.
You
know
I'm
interested
in
hearing.
If
any
other
committee
members
have
questions
or
concerns

there's

it
or
if
the
committee
would
like
to
move
forward
with
the
vote.

say
it's
one
of
the
most
well
thought
out:
proposals
we've
ever
had
and
the
amount
of
work
that
went
into
this.
It's
a
lot
and
especially
get
all
these
different
stakeholders
involved
in
the
area
that
it
covers.

impressed
because
we've
seen
other
proposals
there,
just
things
this
is.
This
is
really
well
well
thought
out
and
I
would
add
that
they've
done
a
lot
of
pilot.

improvement
projects
that
we
have
recommended
funding
and
have
been
approved
for
funding
haven't
been
spent.
Yet
so
8.6
is
a
good
recommender
estimation
of
available
books.

so
just
to
refresh
my
memory,
we
started
out
with
10
million.
I
mean
that
was
the.
That
was
the
second
vote
that
was
approved
by
by
the
folks
of
boise,
and
so
we
we've
not
spent
we've
not
spent
a
lot
of
it.

Wanted
to
take
a
moment,
as
you
know,
we've
been
implementing
a
pilot
program
on
the
richter
rivers
trail
system.
It
has
been
successful
in
that
we
have
gotten
some
new
experience
with
new
management
options
on
the
trail
system,
gotten
good
feedback
via
email
and
our
thought
all
along
was
you
know
these
pilot
management
strategies
and
these
at
these
specific
locations
were
based
off
of
the
feedback
that
we
received
from
about.
You
know:

you'll
see
some
hopefully
you'll
see
some
media
coverage
of
that
you'll
see
signs
at
the
trailheads
we'll
keep
that
survey
open
for
two
or
three
weeks,
depending
on
how
much
engagement
we
get.
Obviously,
we
want
to
keep
it
open
and
and
have
as
many
people
participate
as
possible
and
then
that
information
will
help
to
inform
how
we
move
forward
through
the
next
phase
of
the
pilot
program
and
then
following
up
once
it's
over
and
it
ends.

we've
gotten
a
lot
of
positive
feedback.
Obviously
some
folks
are
just
you
know,
not
supportive
of
changing
the
management
on
trails
they've
been
using
for
a
long
time.
We've
had
some
instances
of
people
just
straight
up,
ignoring
the
management
program,
that's
in
place
with
the
pilot,
but
for
the
most
part
we've
received
pretty
positive
feedback.

of
broad
data
and
get
some
some
more
general
general
feelings
from
users
rather
than
just
folks
who
feel
compelled
to
email
us,
but
in
general
I
think
I
think
it's
been
a
good
thing
and
I'll
be
interested
to
see.

the
survey
tells
us
about
user
experiences.

bikers

are
thrilled

to
worry

scrambling
up
on
the
side
to
get
out
of
the
way,
and
certainly
you
know
not
not
wanting
to
like
hit
hikers
or
runners.
It's

been.
It's
been
really
positive
among
the
you
know
possibly
received
among
the
folks
that
I
that
I
talk
to
so
it'll,
be.

that
that
lines
up
with
the
survey
results
we
get
back.

management
situation,
as
you
all
are,

you

we've
been
managing
this
ever-expanding
trail
system
the
same
way
for
30
years,
and
I
do
think
it's
a
success
in
and
of
itself
that
we've
tried
out
different
management
strategies.
Even
if
we
decide
as
a
community,
we
don't
want
to
do
them.
I
do
think
it's
good
that
we're
testing
these
things
and
determining
you
know
what
we
want
the
trail
system
to
look
like
for
the
next
10
years.
So,
okay,
that's

say
about
that.

team
member
brooke

Her
her

committee
chairmanship
has
earned
chairmanship.

has
expired

she

not
purdue
it
based
on
her
ever
growing
responsibilities
within
the
legislature.
It's
just
taking
too
much
time.
So
we
are
excited
to
see
her
go.
We
will
be
sending
her
a
thank
you
note
and
a
plaque,
and
I
think
if
you
can
I'd
like
to
bring
the
thank
you
note
to
the
group,
so
everybody
can
sign
it.

a
revised
improvement
project
application
due
to
the
estimated
cost
of
engineering
and
construction,
the
levy
funds
that
were
used
were
just
to
create
final
construction
documents.
So
I
think
that's
96
000
you,
you
had
originally
approved
them
for
200,
000
and
so
had
council.
But
given
that
that
was
not
going
to
be
enough
to
get
the
project
done,
we
did
we
salvaged
the
best.
We
could
at
the
project,
got
construction
documents,
and
now
the
applicant
is
seeking
additional
grant
funds
to
come
back
and
ask
for
additional
funding.
