the
project
itself,
hopefully
wasn't
a
surprise.
We
had
been
talking
about
this,
knowing
that
it
was
going
to
be
needing
support
and
so
I'll
just
do
a
quick
overview.
I
think
chloe
has
a
point
we
can
share
so
I'll.
Wait
for
that
for
a
minute,
but
hawkins
range
reserve
you'll
recall,
is
a
combination
of
three
different
property
purchases
that
were
done
in
2015
and
maybe
finalized
in
2016..

And
just
moved
right
into
it.
Thank

the
berry
property,
the
humane
society
properties
and
then
the
hawkins
properties,
total
of
close
to
400
acres.
It's
right
off
those
focus
basin
road,
the
property
was
purchased
in
2015.,
the
properties
were
purchased
in
2015
and
we
spent
about
a
year
sort
of
getting
to
know
it.
We
did
some
biological
assessments,
we
talked
with
fish
and
game
about
the
property
and
and
tried
to
just
get
a
good
sense
of
how
we
might
open
it.

responsible
and
sustainable
way,
and
then
in
2019,
actually,
would
you
mind
forwarding
this

Our
trails
manager
began
to
plan
for
the
construction
of
this
loop
and
that
included
applying
for
a
grant
of
the
idaho
department
of
parks
and
recreation
and
utilizing
the
city
funding
that
we
had
available
at
that
time
to
match
the
grant
and
at
the
time
we
were
planning
on
placing
the
trailhead
on
what
was
the
old
berry
property
and
so
utilizing
that
plan.

way
to
scope
out
the
cost
and
unfortunately
that
location
was
not
available
due
to
deed
restrictions.
So
that's
part
of
the
reason
why
the
cost
went
up
and
so
I'll
show
you
the
design
here
for
the
trailhead
bogus
basin
road.
There
is
on
the
east,
that
is
a
quarter
mile
road.
We
have
an
access
easement
with
the
neighboring
property
owner
to
be
able
to
utilize
an
existing
idaho
power
access
road
for
trailhead
access,
obviously,
construction
of
that
road
increased
the
cost
of
the
trailhead
as
well
as
materials
and
labor.

road
dips
south
and
then
comes
back
up
the
where
the
inn
on
north
vegas
bogus
basin
road
is
that's
where
we
will
kind
of
peel
off
this

inaccurate,

that's
okay,
that's
where
we'll
kind
of
peel
off
and
the
access
road
will
dip
up
to
the
normal
dip
into
the
northern
property
owner's
property
and
then
head
over
to
where
the
the
loop
meets.

design
includes
horse
trailer
parking.
This
was
one
of
the
items
of
feedback
we
received
during
the
rich
to
rivers.
10-Year
management
plan.
Public
engagement
process
is
that
we
need
to
continue
to
provide
more
horse
trailer
opportunities.
So
the
horse
trailer
parking
is
what
would
look
like
a
little
roundabout.

space,
I
think
wendy
can
correct
me,
but
I
believe,
there's
space
for
two
large
horse
trailers
and
they
don't
have
to
back
up.
They
can
just
pull
in
and
pull
out
and
then
most
folks
on
their
vehicles
will
drive
past
the
horse,
trailer
parking
and
park
in
the
dirt
parking
lot
up
there,
which
will
include
a
bathrooms
there's
some
existing
trees.
It's
actually
kind
of
a
very
nice
place
at
the
end
of
the
day
in
looking
at.

trailhead

given
that
it's
almost
eight
miles
up
logan
basin
road
and
it's
a
fairly
you
know
large
loop
folks-
may
want
to
make
a
day
of
it
and
picnic
here
and
we'll
have
facilities
for
them

do
that.

the
conservation
criteria-
that's
highlighted
through
this
project,
that's
associated
with
the
work
you
all
did
to
determine
project
availability
eligibility.
Excuse

Obviously,
this
provides
high
quality
trail
opportunities
for
folks
in
an
area.
That's
not
currently
open
to
public
access.

seasonal
closures
to
protect
critical
wildlife
habitat
that
was
part
of
our
biological
assessment
and
consultation
with
fish
and
game,
because
portions
of
the
trail
also
go
on
to
blm
land.
So
we
we're
coordinating
with
our
partners
to
make
that
trail.

Pretty
good
intact
habitat,
which.

Why
we
went
with
a
larger
loop
longer
loop,
it
will
be
directional
that
came
out
of
the
pilot
program.
Folks
asked
to
be
directional,
and
and
due
to
that
we
are
considering
a
smaller
route.

smaller
loop,
that's
nested
within
so
folks
who
don't
want
to
go
5.7
miles,
have
an
opportunity
to
enjoy
enjoy
the
space.

To
provide
a
little
context
and
doug-
maybe
you
can
help
me
out
here-
we
are
seeing
significant
increases
up
to
you,
know
twice
as
much
in
our
materials
and
labor
costs
and
that
is
for
sure
factoring
into
the
cost
of
this
trailhead.

We
started
trail
construction
last
spring
and
unfortunately
had
to
find
a
new
trail
contractor,
because
the
contractor
we
had
could
not
cover
his
costs,
with
the
bid
that
he
had
provided
us,
and
so
he
walked
away
from
the
project.

We
have
currently
195
000
of
city
funding
available
as
match
to
a
grant
that
was
about
74
000.
I
believe,
and
as
this
project
continues
to
gain
legs,
hopefully,
and
if
you
determine
to
recommend
funding
up
to
820,
we
believe
that
we
can
secure
a
substantial
private
donation
potentially
up
to
100
000.
So
that's
why
the
wording
is
up
to
eight
hundred
and
twenty
thousand,
because
your
recommendation
followed
with
you
know,
council's
approval
will
potentially
reduce
the
amount
to
about
seven
hundred
and
twenty
thousand
dollars.

Yeah,
so
the
city
funding
is
195,
and
then
we
do
have
a
donor.
That's
specifically
interested
in
this
project,
but
wants
to
see
the
fact
the
project
is
actually
going
to
occur
before
they
commit
the
funding.
It's
a
memorial
fund
that
that
they
just
they
want
to
make
certain
that
the
project
is
going
to
move
forward.
So
if
there
was
any
question
that
would
occur,
they
would
they
would
find
another
potential
something
else
in
the
city
and
potentially
not
even
with
us
and
what
sarah
said
and
wendy's
on
this
call
too.

won't
drag
her
into
it,
but
we
just
have
a
conversation
today
about
construction
and
I
think
even
wendy
made
the
comment.
We're
lucky
right
now.
If
we
find
projects
at
a
hundred
percent
over
construction
costs,
they're
running
at
110,
120
significantly
more.
So
if
something
was
five
hundred
thousand
dollars
six
months
ago,
it's
more
like
a
million
one
or
a
million
two
today,
and
so
that's
part
of
this,
our
philosophy
right
now
hasn't
been
to
take
these
projects
and
just
put
them
on
the
back
burner
and
say
we're
not
gonna.

only
thing
we're
really
doing
on
some
of
the
projects
is
fudging,
and
if
it's
going
to
be
in
this
spring
summer
time
that
we're
looking
at
bids
we're
seeing,
can
we
hold
off
until
late
fall
or
winter,
but
right
now,
all
the
contractors
that
are
bidding
on
projects
for
us
and
generally
most
of
them
are
getting
like
one
is
all
even
the
ones
we
know
that
could
bid.

these
projects
are
talents.

think,

itself
to
a
trailhead
that
sarah's
described
to
you
that
is
befitting
of
what
this
reserve
is
going
to
the
attraction
this
reserve's
going
to
bring
when
we
get
that
loop
done,
but
also
this
is
a
good
improvement
project
for
the
levy
so
where
we
have
been
looking
mostly
at
acquisition
still
trying
to
find
some,
you
know
encourage
the
applications
to
get
some
good
projects
on
the
table
that
we
can
use
the
improvement
side
of
that.
It's
all.

really
is
a
good,
I
think,
from
the
mayor's
office
perspective
that
supports
this,
and
they
do
support
this.
I
think
they're,
looking
at
a
number
of
reasons
like
hey,
we
we
we're
doing
we're
spending
money,
we
need
to
spend
money
on
the
level
it
does
need.
Projects
need
to
occur
and
acquisitions
still
need
to
occur
and
we
want
to
still
see.

does
not
include
one
acquisition
that
you
all
are
aware
of,
that
is
still
working
through
the
purchase
sale
process
that
one
would
be
about
1.5
million,
and
at
this
point
there's
even
though
we've
brought
others
to
you,
there's
nothing

table
right

is
definitively
moving
forward,
and
so
you
know
I
just
want
to
create
the
context
that,
in
the
scheme
of
things
this
may
seem
like
a
large
amount
for
an
improvement
project.
But
in
the
scheme
of
things
of
the
amount

money
we
have.

solid.

placed
this
project
out
to
bid,
and-
and
so
this
we
have
someone
who
had
one
part-
one
contracting
company
who
has
bid
on
the
project-
and
these
numbers
are
coming
from
that

see
it
real,
quick,
so
yeah,
so
that
those
bids,
this
number
that
we
have
in
front
of
us
today
is
guaranteed
for
90
days.

purchasing

trail

at
the

Clearly,
the
majority
of
the
cost
is
coming

we
were
to
add
more,

trail
that
obviously
the
cost
would
go
up.

that
also
be
included,
probably
not
in
these
numbers,
so
would
that
come
from
this
fund
then,
or
would
that
come
from
parks
and
rec
or
where

that
money
be
coming
from
if
we
were
to
add
additional
trail.

absorb
that
cost

property

we

engaged

that

owner
to
connect
this
loop
down
to
peggy's
and
sweep
connie
so
that
we
could
then
connect
over
to
hidden,
springs
and
polecat
and
then
also
up
to
stack
rock
those
discussions.

ready

time

enter
into

agreement,
but
it
is,
it
is
on
our
radar
and

their
radar,

we
hope
to
make
that
connection
in
the
