bit
about
the
process
and
what

you
found
out.

it's
really
nice

you

So
today
we
are
going
to
be
going
over
a
proposal
for
some
changes
to
the
dog
off
leash
hours
at
Sunset
Park.

So
here
is
just
to
kind
of
Orient.
Everyone
here
is
Sunset
Park.
Hopefully,
can
you
see
the
presentation?
Okay,
it's
located
between
36th
Street
and
32nd
Street.
If
you've
driven
on
36,
it
kind
of
is
tucked
behind
the
Vertical
Church
there
with
a
nice
nice
pathway
that
you
can
see
from
36th
Street,
it's
a
nice
Community
Park.

It
has
tennis
courts
and
play
features
and
a
dog
off
leash
area,
obviously,
and
some
ball
fields.
So
it's
it's
one
of
our.
You
know
actively
used
park
within
it
in
a
neighborhood
back
in
2011,
the
neighbors
had
approached
the
city
to
offer
some
off-leash
dog
hours
in
the
morning.
It's
a
10
acre
Park
about
4.4
Acres
is
available
for
dog
off
leash
area.

It's
nice
and
kind
of
nestled
within
the
park
not
near
a
road,
it's
a
good
spot
to
to
have
a
potential
opportunity
for
dog
off
leash
use,
and
so,
since
2011
there
has
been
a
loud
dog
off
leashes
at
this
park
year
round,
from
sunrise
to
10
A.M,
and
if
any
of
you
have
had
kids
in
the
YMCA
soccer
program,
you
will
have
seen
those
dog
off
leash
hours
being
utilized.
It's
a
very
popular
location
in
2021.

October
15th
through
March,
15th
and
I,
can
repeat
that
if
I
need
to
I
had
to
read
through
it
a
few
times
myself
just
to
make
sure
I
understood
it
so
year-round,
Sunrise
to
10
A.M
in
the
months
October
15th
through
March
15th,
there's
a
second
opportunity
to
have
your
dogs
off
leash
at
this
park
between
3,
P.M
and
Sunset,
and
that's
been
very
successful
and
I.
Think,
due
to
that
success,
we
were
asked
to
entertain
in
November
of
last
year
an
opportunity
to
add
those
some.

The
department
sought
feedback
from
the
neighbors
from
the
community
to
extend
this
seasonal
off
leash
hour
again,
not
just
two
time
blocks,
but
for
the
whole
day,
sunrise
to
sunset,
we
sent
out
postcards
put
signs
up
at
the
park,
used
some
social
media
sites
to
get
the
word
out
and
received
pretty
good
feedback.
I
think
264.
Respondents
to
a
survey
like
this
or
an
opportunity
to
engage
like
this
is,
is
really
encouraging
and
the
vast
majority
of
survey
respondents
supported
the
extended
hours
between
Mark,
October
and
March
85
percent.

comments
I,
don't
know.
If
you
had
a
chance
to
read
through
the
comments
I
did,
it
was
delightful
there
were.
People
are
really
excited
to
have
an
opportunity
to
tell
us
what
they
think
and
in
looking
through
those
comments
they
brought
up
some
valid
concerns.
Is
this
going
to
cause
Turf
damage?
We
don't
want
to
have
a
mud
pit.
You
know
in
our
backyard
we.
D
There
was
also
some
concern
with
regard
to
the
overlap
with
those
Sports
Fields,
and
so
we
had
the
opportunity
to
talk
as
a
team
and
vet
some
of
those
concerns
and
identify
if
we're
seeing
any
of
them
now
and
my
team
is,
our
team
is
very
comfortable
with
the
quality
of
the
turf
they're
not
seeing
impacts
to
the
turf
with
the
existing
hours
and
we're
not
getting.
You
know,
negative
impacts
with
the
existing
Cooperative
use
between
the
sports
fields
and
the
dogs.

So
our
recommendation
is
to
move
forward
with
that
seasonal
dog
off
leash
hours
to
be
updated
to
sunrise,
to
sunset
from
October
15th
to
March
15th,
and
if
this
is
approved
it
would
go
into
effect.
October
15th
of
this
year
and
again
the
sunrise
to
10
a.m,
will
stay
in
effect
year
round
so
I'm
looking
forward

have

with
that

citation

there

many
incidences

location.

get
monthly
reports
from
our
Animal
Control
Officers,
who
cover
all
of
the
parks,
and
we
have
not
seen
a
spike
at
Sunset.
That
would
be
different
from
any
other
park
that
has
dog
off
leash
hours
and,
of
course,
those
animal
enforcement
officers
are
doing
their
best
to
educate
folks
first
and
especially,
given
that
a
lot
of
our
off-leash
regulations
aren't
the
same
across
our
Park
system,
they're,
pretty
pretty
good
about
trying
to
educate
first,
so
I
would
assume.

can't
recall,
commissioner

what
the
last
month
report
indicated
with
Sunset
Park.
It
doesn't
jump
off
the
page.
The
big
ones
are
like
Esther,
Elm
Grove.
You

of
the
more
in
inner
city
parks
that
we
spend
a
little
bit.
Our
enforcement
team
spends
a
little
more
time
at
because
of
concerns
in
those
Parks,
but.

one
but
we're
happy
to
we
could
actually
send
that
report
merlani
I'm,
looking
at
you,
we
could
do
that
even
monthly
to
you.
So
you
you
have,
because
you
are
the
approving
board,
the
improving
body
of
when
we
bring
these
off
leash
opportunities
to
you.
So
we
could

that
report
to

It's
pretty
extensive.
It
goes
through
as
Sarah
mentioned,
and
talks
about
the
actual
citations,
the
warnings
that
they
provide,
the
numbers
of
those
it
provides
the
park
sites
and
it
also
provides
what
the
citation
is.

it
off

it
failure
to
pick
up
those
kinds
of
things?

it's
good
information
for
you
to
have,
and
then,
when
one
of
these
comes
up
again,
you
could
quickly
refer
to
the
report
and
you

yourself
kind

what
the
history

issues
are
with
that
at
that
particular
park.

work

that

this
conversation

there

you

it's

desire

consistent

parks

important,
but
we
also

to
recognize-
and
you
just
said
it,

really
serve
neighborhoods
specifically
and
all
neighborhoods
are
different,

some
of
our
off
leash
hours
and
times
are
really
tailored
towards
what
the
neighborhood
would
like
to
see
and
I'd
like
us
to
try
to
continue
to
do
that.

there's

can
be
confusion,

what
we're
proposing

it's-

it
is,
you

you've
got
to
read
it
a
couple

times

say

sensitive

we
can
make
that

clear
as
possible,
both
for
our
animal
enforcement
folks
and
for
the
people
who
are
utilizing
the
park.

our
commissioners
and
their
business

Holland
heart
Law
Firm,
which
Commissioners
Stidham,
is

partner

celebrated
their
75th
Anniversary
as
a
firm
by
actually
having
a
service
day,
and
they
spent
their
service
day
doing
it
in
adopt
the
Greenbelt
project
by
doing
a
cleanup
on
the
green
belt,
and
so
I
just
wanted
to
acknowledge
we
how
much
we
appreciate.

why
Boise
is
such
a
special
place
to
live
and
why
we
have
a
such
a
special
Park
and
Recreation
system,
because
we
have
businesses
and
individuals
that
take
such
pride
in
ownership
of
the
things
that
we
have
here,
that
many
cities
don't

and
example
of
your
firm
today,
really
exemplifies
that
that
care
and
that
service
and
that
love
for
their
community.

just
wanted

you

team

out
there

Green
Belt.

we

something
particularly

backbone

a
quick
update
on
some
things
that
are
happening.
Some
of
these
you're
very
well
aware
of,
in
fact
some
of
you
Commissioners,
have
actually
attended
some
of
the
ribbon
Cuts.

We
have
had
on
a
couple
of
things
we'll
talk
about,
but
just
wanted
to
take
a
couple
of
minutes
and
just
run
through
some
of
the
projects
and
let
you
know
give
you
or
just
give
you
a
quick
update
on
where
we're
at
with
them.
So
this
is
our
the
infamous
Ann
Morrison,
Fountain
and
I
call
it
Infamous,
because
it's
taken
a
couple
of
years
for
us
to
get
a
design
and
get
product
and
get
a
contractor.
E
Everything
that
could
be
a
hindrance
to
getting
this
project
done
has
been
thrown
our
way,
but
we've
stuck
to
it
and
with
the
support
of
our
Council
and
continuing
to
provide
additional
funding
as
construction
costs
of
Sword
as
our
supply
chain
issues
arise,
they're
related
a
lot
not
only
to
not
being
able
to
get
product,
but
product
we
could
get
was
costing
way
more
more
than
what
original
bids
had
come
in
at
so
this
has
really
been
quite
an
undertaking
by
our
department,
but
the
light
is
there
at
the
end
of
the
tunnel.

We
have
all
everything
is
being
done
right
now.
All
products
are
in
line.
Contractor
is
working
on
this.
One
and
I'll
show
you
a
slide
at
molinar,
also
on
a
project
out
of
molinar.

So
if
they're
not
here,
doing
work
they're
out
there
doing
work
and
they're
just
jumping
back
and
forth
between
the
two
sites,
Our
Hope
was
this
was
going
to
be
open
before
or
around
Memorial,
then
Fourth
of
July,
and
then
right
now
we're
just
hoping
that
it
gets
open
before
it
freezes
which
we
think
it
should
based
upon
feedback
from
the
contractor.
So
our
hope
is,
we
can
get
it
open.
It
may
not
be
conducive
for
kids
to
be
engaging
and
running
through
it
and
playing
in
it
this
year.

That
may
have
to
wait
until
next
year,
but
at
least
we
could
get
it
up
and
running
before
we
winterize
it
and
and
and
at
least
let
our
public
have
an
opportunity
to
to
see
what
the
fountain's
all
about.
So
anyway,
that's
your
update
on
the
fountain
again
hoping
within
the
next
month
that
that
we
will
have
of
construction
completed
and
be
able
to
at
least
get
it
open
and
and
people
to
be
able
to
have
an
opportunity
to
see
how
cool
it
is.

there
is
a
lot
of
construction
happening
over
there,
we're
redoing
the
a
section
of
the
green
belt
and
but
the
biggest
part
of
this
project
that
is
so
important
to
this
part
of
the
park.
Is
that
we're
adding
a
shelter
or
what
we
refer
to
refer
to
as
a
pavilion
and
a
restroom
at
that
location?
And
if
you're
familiar
with
the
AG
Pavilion
near
the
zoo
on
the
I,
guess
it
would
be
the
the
Southwest
end
of
the
park
in
front
of
the
zoo.
E
That
is
really
a
duplicate
of
what
you
will
see
on
the
East
end
now.
So
there
will
be
quite
a
large
Plaza
area.
It
will
be
very
conducive
and
open
to
engaging
groups
for
reservations
in
that
part,
and
also
now
we'll
open
up
the
East
End
and
again,
if
you're
familiar
with
it,
where
the
cancer
survivor
Plaza
is
and
Trevor's
Trek
are
next
to
each
other
that
are
on
the
pond.
E
There's
no
restrooms
on
that
side
and
there's
no
shelters
on
that
side,
and
so
there's
really
no
opportunity
for
us
to
put
that
whole
East
End
of
the
park
into
our
special
event
portfolio,
and
so
once
we're
done
with
these
upgrades,
we
will
actually
now
be
able
to
do
that,
and
it's
very
important
to
point
that
out,
because
the
West
End
of
the
park
is
really
overrun
with
with
Park
events
constantly,
and
so
this
gives
us
an
opportunity
now
to
not
only
take
on
some
new
events
in
the
park,
but
maybe
even
push
some
of
our
Legacy
events
that
we
have
on
the
east
side.
E
Excuse
me
on
the
west
side
over
to
the
the
east
side
of
the
park,
so
we
anticipate
all
this
happening
and
getting
completed
before
winter
and
so
molinar
park.
I
had
mentioned
that
the
contractor
doing
the
Ann
Morrison
found
is
also
doing
the
splash
pad
that
we
will
be
putting
in
that
we're
putting
in
at
molinar
Park
again
under
construction,
probably
won't
be
completed
in
time
for
anyone
to
enjoy
it
before
the
winner
hits,
but
that
neighborhood
is
real
excited
to
have.
E
This
amenity
is
added
to
the
park,
and
this
has
been
the
city
council's
one
of
their
a
project
near
and
dear
to
City
council's
heart
because
they
wanted
to
see
this
get
developed
in
Southwest
Boise.
We
don't
have
a
lot
of
opportunities
for
our
Southwest
residents
in
that
part
of
our
community,
and
so
we
did
Green
this
park
up
a
few
years
back.
I
should
have
the
date
for
you,
but
it's
been
at
least
five
years,
I
believe
since
we've
greened
it
up.
E
We
have
some
soccer
fields
there
and
that
pretty
much
was
was
all
we
had
there,
but
recognizing
council,
member
Sanchez
and
her
peers
on
the
council.
They
were
adamant.
They
wanted
to
use
general
fund
dollars,
Capital
dollars,
not
impact
fees
but
actual
Capital
dollars
to
go
into
the
park
and
start
adding
some
amenities
to
it,
which
included
the
restroom
and
the
splash
pad
and
the
shelter
as
well.
E
So
the
the
playground
was
completed
this
past
year
and
is
arguably
one
of
the
most
visited
playgrounds
in
the
entire
Treasure
Valley,
and
so
once
we
add
the
splash
pad
component
to
that,
this
is
going
to
be
the
park
to
for
people
to
want
to
go
to
so
it
it
hit
the
note
on
what
council,
Sanchez
and
her
peers
wanted
to
see
happen,
and
that
was
provided,
provided
an
amazing
amenity
for
those
residents
in
Southwest
Boise,
so
Pine
Grove
is
a
park
we
have
that
is
adjacent
to
the
right
adjacent
to
the
freeway.
E
The
road
is
escaping
me
right
now,
but
it
is
be
just
beyond
the
mall
on
the
south
side
of
of
Franklin
Road
and
it's
right
where
Franklin
right,
where
I
want
to
say
it.
Maybe
it
is
five
mile
or
Maple
Grove,
where
it
intersects
with
the
overpass
to
go
over
the
overpass.
This
little
Park
sits
just
off
to
the
left
or
the
east
side
of
and
and
then
north
of
the
freeway.
When
it
was
this,
land
was
purchased.
E

It
was
a
couple
of
barns
when
we
bought
it
purchased
it
decades
ago,
and
now
this
park
is
completely
shrouded
in
houses
and
in
multi-family
units
I
think
it's
completely
built
out
around
the
park
and
so
a
great
vision
to
have
bought
this
plot
of
land,
because
now
it
provided
that
critical,
open
space
to
an
area
that
has
grown
tremendously
over
the
last
five
to
eight
years,
so
we're
just
completing
some
of
the
amenities
at
this
park
we
greened
it
up
again,
I
believe
it
was
about
four
years
ago.
E
It
does
have
a
dog
off
leash
area
and
then
green
space,
and
that
pretty
much
was
it
so
now
we're
adding
shelters
and
playgrounds
and
restroom
to
this
location
and
so
Franklin
Park.
We
just
cut
the
ribbon
on
the
new
play
feature
and
the
outdoor
gym
a
couple
of
weeks
ago,
and
this
is
really
a
unique
and
cool
structure.

It
is
unique
in
that
we're
back
to
the
old
style
of
metal
slides
which
caught
people
off
guard,
because
their
first
response
and
reaction
was.
This
is
going
to
be
really
super
hot
on
kids
and
that's
why
we
got
away
from
those
several
decades
ago,
but
this
is
a
special
reflective
medal
that
actually
makes
a
cool
temperature
inside
that
tube,
and
so
there's
it
is.
It
is
I'm
not
I
won't
refer
to
it
as
heat
resistant,
but
it
does
reflect
the
sun
and
does
not
cause
any
addition.

It
does
not
cause
heat
inside
there.
In
fact,
it's
less
of
a
heat
issue
than
what
our
typical
plastic
play
facilities
are.
This
one
also
does
not
have
a
ladder
up
to

it

adds
a
new
component
to
a
play
feature
where
there's
certainly
a
little
bit
of
a
of
a
physical
exertion
to
go
up
a
ladder
to
a
slide.

This
is
this
is
our
first
all
accessible
play
feature
that
we
have
in
our
system
and-
and
it
won't
be
our
last
I'll
tell
you
that
right
now,
commission
members,
we
have
been
receiving
tremendous
positive
response
on
this.
From
parents
that
have
children
that
in
a
lot
of
our
playgrounds,
they
have
access
to
some
of
the
features,
but
they
don't
have
access
to
all
of
them,
and
this
playground
creates
that
access
for
all
children,
regardless
of
their
ability
or
Mobility
considerations.

And
so
we
want
to
create
Play
features
that
are
available
at
least
to
some
extent
to
everyone.
But
I
think
we
can
even
get
more
creative
and
create
Play
features
like
this
and
then
add
a
whole
nother
feature
to
it
for
challenges
for
other
children
that
do
not
have
mobile
mobility
issues,
but
they
all
can
utilize
the
same
same
playground,
but
not
the
same.
Play
features
and
so
another
precludes
all
children
from
using
display
feature
at
the
end
of
the
day.

And
then
we
have
a
couple
of
exciting
Trail
accessibility
improvements
that
we
actually
are
taking
to
Council
in
a
quick
presentation
on
Tuesday
and
also
asking
council
at
the
Tuesday
city
council
meeting
to
approve
funding
from
the
clean
water
and
from
the
open
space
and
clean
water
advisory
committee
fund,
and
these
two
Trails
will
be
fully
accessible
to
all
who,
regardless
of
their
Mobility
considerations,
one
will
be
in
the
hulls,
Gulch
area,
where
we'll
be
adding
just
a
the
the
trail.

This
goes
to
the
city
council
on
the
20th
and
we
we're
doing
the
presentation
to
council,
because
when
the
mayor's
vision
is
to
create
a
city
for
everyone
and
and
obviously
that
includes
making
certain
that
anything,
we're
building
or
anything
that
we
have,
that
we're
doing
everything
we
possibly
can
to
make
it
accessible
to
everybody.
And
so
we
do
have
a
number
of
trails
in
the
system
right
now
that
are
fully
accessible
and
they're,
primarily
those
that
are
on
all
weather
Trails
because
of
the
compacted
material
we
use.

It
does
allow
for
those
with
Mobility
considerations
to
be
able
to
use
those
Trails.
These
do
not
have
that
completely
have
that
accessibility
and
that
will
be
provided
in
the
construction
and
funding
provided
through
our
open
space
and
clean
water
fund,
and
so
those
will
be
moving
forward
and
then
I
think.
Finally,
last
but
not
least,
we're
extremely
excited
about
Opening
Our
latest
Boise
school
district,
school-based,
kids,
City
Community
Center
after
school
Community
Center
we've
been
wanting
to
add
Hillcrest
for
a
number
of
years.

We
finally
it
finally
came
to
fruition
with
funding.
Thank
you,
council,
member
Sanchez
and
Council
Pro
tem
woodings
our
commit
after
school
community
centers
are
very
near
and
dear
to
her
heart
and
she
has
pushed
hard
to
get
Hillcrest
added.
E
Unfortunately,
during
the
pandemic,
we
couldn't
get
it
done
and
then
last
year,
because
the
Staffing
shortage
we
still
weren't
able
to
get
it
open,
and
so
we
were
hoping
to
get
it
open
around
the
first
of
October
and
we're
still
working
through
some
staffing
considerations
to
get
enough
Staffing
aboard
to
be
able
to
get
this
open,
but
we're
confident
it
will
happen
at
some
point.
This
fall
and
we're
just
excited
to
be
able
to
serve
the
children
that
attend
Hillcrest
and
there's
a
high
need
at
this
school
I'm.

Sure
president
reziska
could
could
speak
more
to
that.
But
there
are
a
lot
a
lot
of
children
in
this
neighborhood
that
do
not
have
good
access
to
after
school
Services.

Nor
have
the
the
financial
means
to
access
some
of
the
services
that
would
be
available,
and
so
this
will
be
a
great
addition
to
our
portfolio
and
I
think
this
gets
us
up
to
12

total
after
school
school-based
community
centers
of
which
10
of
those
are
in
the
Boise
school
district
and
one
is
in
West
ADA,
School
District,
so
I
will
pause
there.

one

Parks
is
one
of
them
they're,
so
nice
and
there's
you
know
many
of
them

like
the
splash
pad
at
molinar

having
water
features
at
our
Parks
is,
is
so
good
for
our
kids,
especially
how
many
100
plus
Degree
Days
did
we
have
right
and
so
just
having
the
kids
be
able
to
get
outside
and
and
do
that
so
really
well
done
a
lot,
a
lot
of
exciting
stuff
there.
So

accessibility,
because
I
can
picture

children
enjoying

wheelchair

that
as
well
and
when
we
were
at
the

ribbon
cutting
for

think
it
was
to
the
Franklin
Park.

We
had
I
think
a
mom
show
up
with

a
dog
and
she
enjoyed
the
misters
as
we
were
there,
because
it
was
a
hot
day
and
it's
just
it's
been
really
neat
just
to
see,
especially
after
the
last
couple
years,
as
we've
recognized
exactly
how
much
having
those
amenities
available
to
our
residents
really
has
paid
off.

mean
none
of
us
anticipated.

How
much
folks
would
take
to
the
Trails
or
really
make
themselves
at
home
in
the
Parks,
but
I
mean
that
in
itself
is
a
vote
of
confidence,
I
think
from
the
public
of
how
much
we
need
those
and
need
to
expand
them
and
I
am
so
excited
for
our
folks
in
the
southwest
part
of
our
city
to
enjoy
that
built
out
Park
of
molinar
as
well.
