So,
just
a
little
bit
of
a
background
on
this
request.
We
originally
got
this
request
last
year
in
the
middle
of
cobid,
and
when
we
were
approached
by
the
neighbors,
there
was
some
concern
with
so
many
people
being
homebound
who
have
pets
that
they
didn't
have
the
opportunity
to
run
their
dogs
in
the
winter
months.

So
we
initially
delayed
the
request
until
we
got
back
in
person
and
then
internally
we
did
a
a
good
bit
of
research
on
our
sports
teams
that
use
sunset
park.
It's
a
10
acre
park
in
north
in
the
north
end.
E
It
is
a
highly
used
park,
it's
very
popular,
so
we
researched
all
of
the
sports
teams
that
we
get
out
there
and
we
worked
with
the
requester
to
narrow
the
scope
just
a
little
bit
of
the
request,
and
so
from
that
we
we're
really
looking
at
the
october
15
to
march
15
time
frame
and
it
would
be
3
p.m.
To
sunset,.

So
the
park
has
been.
This
was
one
of
our
original
pilot
sites
that
came
as
a
result
of
the
2011
comprehensive
plan,
and
the
area
in
green
here
is
the
area
where
dogs
are
free
to
roam
off
leash
postcards
were
mailed
to
all
residents
within
half
a
mile
of
the
site,
and
we
received
a
total
of
51
comments
regarding
the
proposal.

were
supportive.
I
think
we
got
four
that
were
actually
directly
from
dogs
and
their
humans
wrote
letters
on
their
behalves,
which
is
always
fun
to
read,
and
so
we
tabulated
all
of
those
results,
and
then
this
is
actually
a
public
hearing.
So
the
commission
has
three
kind
of
options.
As
far
as
this
request
approved
deny
or
if
you
wanted
to
modify
the
request,
there
was
one
letter
that
had
suggested
a
modification
to
the
request
that
you
guys
are
free
to
do
with
what
you
want,
and
with
that
I
will
stand
for
questions.

park

we
share
a
boundary
with
the
parks
matter
of
fact,
the
soccer
teams
use
our
fence
to
put

goals

so
I've
been
a
member
of
this
community
for
10
years
and
I
never
got
to
know
it
really.
Well
until
I
got
a
dog
and
I
got
a
dog
and
it's
been
so
amazing-
getting
to
meet
all
the
wonderful
people
in
the
neighborhood.
This
dog
park
is
a
really
different
dog
park.

People
are
very
respectful
people,
there's
not
dog
fights,
there's
not
crazy
stuff,
I
mean
the
owners
are
wonderful
and
I've
been
taking
my
puppy
there,
since
she
was
a
little
thing
and
so
it's
just
it's
a
wonderful
community
place
for
everyone
to
come
together
and-
and
I
think
it
it
strengthens
the
neighborhood
honestly.
So
yeah
I
mean
it's
just
been
a
wonderful
thing.
I've
been
there
for
10
years
and
I
I
look
out
at
that
park
every
day
and
there's
not
a
lot
going
on
from
october
to
march.

live
in
sunset.
I
am

board

sunset
neighborhood
association,
that
do
not
speak
for
the
board,

we
have

voted

We
did
have
a
neighbor
from
the
collister
neighborhood,
who
came
and
spoke
with
us,
I'm
going
to
say
about
two
years
ago
after
he
had
received
a
ticket
in
the
park,
for
I
think
I
can
give
out
his
name.

Steve
stubner
came,
and
you
know,
he's
been
exercising
his
dog
a
very
good
dog
after
hours
in
the
afternoon
when
he
got
off
work
when
it
was
still
light
outside
and
you
know,
got
an
81
ticket
and
was
pretty
unhappy
with
kind
of,
not
realizing
that
you
know
the
dog
park.
Hours
were
so
restrictive
and
especially
restrictive
about.
You
know
basically
have
fun
working
folks,
because
you
have
to
be
at
work
at
eighth
in
the
winter
time.

It
means
that
you're
walking
your
dog
in
the
dark
which
is
illegal
in
the
morning
hours,
and
then
you
know
you
can't
have
your
dog
out
there
in
the
afternoon.
So,
just
from
that
perspective
and
I'm
I'm
a
daily
user
of
the
park
with
my
dog,
I
have
an
annoying
hound
dog
that
needs
to
run
so
I
bring
her
over
in
a
truck
and
let
her
run
in
the
morning
and
he's
faithful.

I
think
where
we
are
good
people
who
pick
up
our
pickup
pack
airpods,
and
I
just
want
to
say
I'm
so
glad
that
parks
and
raqqa
recognized
that
winter
months
needing
to
have
a
place
in
the
neighborhood
to
run
your
dogs
without
fear
of
a
ticket
is
a
wonderful
thing.

commission

by
the
department

this
particular
item

compliment

research
talk

user
groups?
Part
of
the
reason
why
we
had
some
of
the
restrictions
in
this
park
is
it
is
utilized
by
soccer
organizations
for
practice
and
they
felt
comfortable
that
that
that
would
not
have
any
issues
during
this
time
period.
We're
always
very
flexible.
I
So
if,
for
some
reason
this
doesn't
work,
we
can
always
revisit
it
with
the
commission
and
if
it
really
does
work
they're
we're
always
open
to
looking
at
other
alternatives
as
well,
and
so
this
came
to
us
by
a
resident
in
that
area.
I
To
take
a
look
at
it
and
again
we
did
our
due
diligence,
but
we're
not
coming
to
you
with
a
specific
recommendation,
we're
coming
to
you
with
a
list
of
options
that
I
think
jennifer
had
on
the
very
first
slide,
which
was
the
recommendation
approved,
deny
or
modified
the
request
as
it
deems
appropriate.
So
that's
what's
before
the
commission
this
afternoon.

just
in
further
discussion-
I
you
know
certainly
open
to
hearing
from
from
everybody,
but
you
know
just
looking
at
the
you
know
within
the
packet
that
was
provided,
I
mean
back
in
2011.
We
we
did
a
pilot
that
was
very
successful
in
fact
that
the
surveys
there
supported
dog
off
leash.

course,
that
was
probably
when
we
did
the
sunrise
to
10,
perhaps
and
then
after
the
pilot
you
know,
looking
at
the
2012
was
still
very
supportive
of
dog
off
leash
and
now
looking
at
51
emails,
46
people
kind
of
an
overwhelming
response
to
say
adding
the
three
o'clock
to
let's
see.
I
don't
want
to
see
this
in
a,
but
is
it
three
o'clock
to
sunset?
Am
I
saying
that
right
so
adding
that
to
that
sunrise
to
10
a.m?

there
just
isn't
much
opposition
again.

don't
want

certainly
love
to
hear

others

the
commission
how
they're
feeling

it

behoove
us
to
approve

haven't
explored
that
generally
in
the
winter,
though,
it
doesn't
get
a
ton
of
daytime
use,
as
you
heard
from
some
of
the
neighbors.
So
I
mean
if
we
wanted
to
explore
extending
the
hours
even
further.
We
have
kind
of
three
different
programs
in
our
off-leash
portfolio.

So
it's
you
know
like
seasonal
sunrise
to
sun,
sun
sunrise
to
sunset,
and
then
we
have
time
specific
ones
like
this
one,
but
we
do
have
other
parks
where
it's
just
april
through
october,
it's
just
off
leash
and
that's
what
we
have
at
optimist
and
anne
morrison-
that
in
that
case,
we're
usually
using
that
as
a
method
of
like
getting
the
geese
to
go
away.
So
they'll
leave
our
turf
alone,
but
that's
something
we
could
consider
here
as
well.

it
just
doesn't
seem
like
there'd,
be
much
activity
in
the
park
during
this
schedule
of
october
to
march,
and
so
I
would
hate
for
someone
to
get
a
ticket
at
11
o'clock
or
12
o'clock
when
there's
no
one

the
park-
and
you
know
they're
just
extending
their
hours
to
some
warmer
times
of
the
day.
That
would
seem
reasonable
to
me.
I
would
be
in
favor
of
that.

point

clarity
on
the
rules
of
when
you're
allowed
to
be
there
or
not
if
it
was
to
be
all
day

that
seasonal.

that

be
sure
that
we
don't
kind
of
spontaneously
do
something

folks
didn't

a
chance

comment

recognize
the
comments
and
what
support
kind
of
the
proposal
is
before
us,

before
we
modify
things,
I'd
want
to
be
sure,
because
maybe
folks
declined
to
oppose
because
they
could
deal
with
the
specific
proposal,
so
I
think
yeah
I
think
staff's
done
a
good
job.
They
vetted
this
proposal,
we've
publicly
participated,
which
is
wonderful
and
I
would
be
in
favor
of
the
proposal.
That's
before
us.
I
Madam
president,
commission
members
so
jennifer,
it
seems
as
though
there
is
some
interest.
I
think
we
had
one
testified
to
see
more
afternoon
hours.
I
I
I
I
know
our
animal
enforcement
team
would
probably
be
more
happier
with
that,
because
they're
not
making
two
trips
out
to
check
on
folks
that,
just
during
that
short
period
of
time
in
the
middle-
and
I
know
this
is
a
model
we've
used
elsewhere.
I
think
winstead
is
very
similar
to
this
as
well,
so
that's
kind
of
for
consistency
purposes.
I
It
makes
sense
to
try
to
stay
in
the
model
that
we've
been
using
totally
get
that
it
also
creates
an
opportunity
for
other
park
dog
users
to
now
see
what
happens
at
sunset
and
say:
hey
we're
interested
in
that
now
and
I'm
going
to
use
winstead
as
an
example,
because
I
it's
very
similar-
and
so
I'm
just
not
sure
where
we're
at
with
our
team
on
why
we
wouldn't
look
at
doing
something
like
that.
There's
no
soccer
going
on
during
these
months,
and
so
it
really
is
just
general
park
users
at
that
time.

director
holloway,
so
it
would
be
much
more
straightforward
from
an
enforcement
perspective.
If
we
did
just
go
to
sunrise
to
sunset,
we
do
often
hear
from
users
and
I'll
reference
cyprus,
which
you
guys
saw
in
front
of
you
a
few
months
ago.
Sometimes
we
find
neighbors
feel
like
we
for
lack
of
a
better
word,
turned
it
over
to
the
dogs,
and
we
do
get
people
who
complain
that
the
parks
aren't
for
kids
anymore,
the
counter
argument
to
that
being
these
hours
or
when
they're
in
school
right.

So
it
would
really
be
like
small
children
that
would
be
mostly
affected
that
are
users
of
the
park
during
the
day.
That
being
said
at
cyprus,
what
we
did
was,
we
said,
no
dogs
on
the
playground,
and
that
seems
to
be
working
fairly.
Well
we're
not
getting
a
lot
of
complaints
from
that
park,
so
I
mean
I
would
probably
echo
what
commissioner
carter
said.
You
know.

Maybe
an
option
would
be
to
approve
it,
as
it's
been
requested,
send
out
another
notification
to
the
neighbors
and
say
kind
of
in
the
due
course
of
hearing
this
item.
We
have
heard
that
there
is
interest
in
doing
it
all
day
long,
and
then
we
could
do
almost
a
survey
on
that
one
to
find
out
what
people's
thoughts
are
on
that
bring
that
back
before
you
and
if
it
seems
like
that's,
not
an
issue,
and
it
has
the
same
level
of
support,
then
we
can
move
forward
with
something
like
that.

you
prove
where
we're
at
today
with
the
direction
to
look
to
work
with
the
neighborhood
on
the
possibility
of.

there
an
opportunity
to
expand
the
hours
during
those
months
only
and
then
we
could
go
out
and
do
that
and
and
then,
depending
on
what
feedback
we
get,
you
could
give
us
the
authority
to
be
able
to
move
forward.
We
would
just
we
would
let
you
know
hey
we
got.
This
is
what
we
got
we'd,
get
you
that
information
at
a
commission
meeting
and
maybe
enact
moving
forward
with
additional
hours.

the
wishes
of
the
neighborhood

our
agenda,
that
looks
like
a

have
quite
the
mixed
bag
of
super
fun,
things
that
I
get
to
work
on.
We
work
on
all
the
planning
and
design
for
new
park
development
and
construction.
We
execute
all
of
our
major
repairs
and
maintenance
projects.
We
work
on
long-term
planning
for
the
department,
comprehensive
planning
on
the
operations
side.
We
oversee
sports
fields,
cemeteries,
custodials
and
downtown
maintenance.

We
have
a
horticulture
unit
that
maintains
96
parks,
and
then
we
have
community
forestry
and
right-of-way,
so
within
our
community
forestry
department,
we're
responsible
for
about
55
000
trees,
and
then
we
have
another
37
additional
right-of-ways
that
we
are
responsible
for
the
picture
in
this.
This
picture
was
the
christmas
tree
yesterday
morning
in
its
original
intact
state,
before
it
was
placed
on
the
grove
plaza
once
it
was
placed
on
the
grove
plaza,
the
top
of
it
snapped
off.
So
it's
been
in
the
news.
E
A
little
bit
lately,
we
do
take
full
responsibility
for
the
christmas
tree
on
the
grove
every
year
and
every
tragedy
that
has
befallen
it.
This
year
is
no
exception,
as
this
is
in
fact
our
second
tree.
We
moved
one
in
on
monday
and
then
it
also
broke.
So
we
were
training
some
new
crane
operators
a
little
bit
unsuccessfully,
but
I
think
they
figured
out
what
they
were
doing.
Finally,
and
we
now
have
a
top
back
on
that
tree.

In
addition
to
that,
we
we
run
all
of
our
volunteer
programs
in
the
city
and
while
2021
was
a
coveted
year,
we
did
have
about
35
000
hours
of
volunteer
time.
E
I
cannot
overstate
enough
how
incredible
our
volunteers
are
and
what
a
wonderful
job
that
they
do
on
our
park
system.
We
have
various
different
programs.
One
of
our
newest
ones,
is
our
pollinator
posse,
so
they
go
out
and
plant
a
bunch
of
pollinator
gardens
in
a
lot
of
our
bark
beds
and
our
in
our
parks
in
kind
of
a
water
wise
fashion.

So
some
of
the
projects
that
we've
been
working
on
this
is
molinar
park.
This
is
my
new
favorite
playground,
and
apparently
everybody
loves
it,
which
is
just
really
fantastic
to
hear.
I
don't
know
if
you
guys
have
been
on
it
yet,
but
it
is
really
fun.
I
highly
recommend
going
out
and
racing
on
the
zip
lines,
because
there
are
two
of
them.
This
is
probably
our
best
effort
to
date
at
really
designing
as
inclusive
of
a
playground
as
we
possibly
can
can.

So
this
is
for
kids
of
all
abilities
and
there's
something
in
there
for
everyone.
This
kind
of
highlights
our
transition
from
our
old
playground
style
that
had
like
wood
chip
bark
as
the
fall
material
that
is
not
terribly
accessible
for
kids,
who
are
in
chairs.
So
we've
really
made
an
effort
over
the
last
three
years
to
start
transitioning,
our
playgrounds
to
a
solid
poured
in
place
rubber
surface.
So
this
one
just
opened
two
weeks
ago,
it
will
have
a
splash
pad
component
of
it.
E
E
This
has
been
a
gigantic
inconvenience
for
the
traveling
public,
who
we
very
much
appreciate
their
patience
as
we
have
worked
through
labor
shortages,
followed
by
concrete
shortages,
followed
again
by
labor
shortages,
and
this
project
was
originally
supposed
to
take
about
five
months
and
I
think,
we're
into
month
nine.
But
we
are
wrapping
up
our
last
section
and
our
green
belt
is
in
such
great
condition
and
while
my
kids
enjoyed
going
over
all
of
the
bumpy
parts
because
of
all
of
the
root
damage,
this
is
much
better
for
the
majority
of
our
users.

So
we
have
25
miles
of
green
belt
in
the
city
that
we
are
responsible
for,
and
I
think
now
we
have
about
12
to
15
miles,
we're
still
working
on
replacing
the
old
asphalt
into
concrete,
and
then
this
is
a
project.
That's
coming
up
very
soon.
We
just
awarded
bids
on
franklin
park,
franklin
park's,
a
three
acre
park,
that's
located
at
orchard
and
franklin
and
it's
being
developed
in
concert
with
a
housing
project
over
there.

This
tower,
I'm
very
excited
about
this,
because
I'm
sort
of
competitive
as
most
of
us
are
in
the
parks
department,
but
this
tower
is
the
first
one
of
its
kind
that
will
be
installed
in
the
country.
It's
about
a
20-foot
climber.
To
get
up
to
that
thing.
It
looks
moderately
terrifying,
but
most
kids
would
very
much
gravitate
towards
it
very
quickly
and
it
is
incredibly
safe
because
the
netting
on
it
is
is
really
intricate.
E
So
this
actually
just
got
delivered
to
our
yard
yesterday
in
a
million
pieces,
and
that
will
start
construction.
I
want
to
say
next
month
and
we
hope
for
a
spring
opening
on
that.
One
franklin
park
will
have
full
build
out
of
all
amenities,
so
we'll
not
just
have
the
playground,
but
we'll
get
bocce
courts
we're
doing
a
misting
station
there,
and
then
we
have
exercise
equipment
going
in.

And
then
just
a
couple
of
projects
that
we've
wrapped
up
this
year,
we
opened
bowler
park.
That
is
our
first
installation
of
what
we're
calling
a
skate
spot.
E
So
this
is
a
it's
a
modified
approach
to
a
skate
park
where
we
put
small
features
into
neighborhood
and
community
parks,
so
that
folks
can
really
start
to
learn
how
to
skate
and
become
active
in
the
sport
and
then
graduate
to
some
of
our
larger
scarier
facilities,
like
rhodes,
with
maybe
a
step
at
fort
boise
in
between,
but
this
is
really
where
people
can
get
comfortable
in
the
sport.
It's
been
very,
very
popular
as
well.

That
park
also
has
a
dog
park
bocce
like
adult
exercise,
equipment
and
we're
doing
that
at
a
lot
of
places
now
and
then
a
playground
and
a
couple
of
other
amenities,
sheree
buckner,
webb
park
opened
this
year.
This
one's
been
pretty
exciting
and
a
giant
pink
tree
that
people
actually
wait
to
swing
on,
and
it's
not
even
like
that
great
of
like
it's,
not
it's
not
like
a
swing
swing
right.
It's
like
a
gentle
swing.

It's
a
gentle
breeze
of
a
swing,
but
it
is
so
popular
and
we
are
really
excited
about
this
park.
This
site
was
selected
as
our
tree
mitigation
site
for
the
lander
street
tree
removal
project,
so
we
were
able
to
take
the
funding.
The
city
had
from
removing
a
ton
of
canopy
over
at
the
lander
street
wastewater
facility.
Put
it
into
this
site,
we
were
able
to
get
gigantic
trees
and
silver
cells
all
over
the
place.

So
this
one
is
going
to
be
really
impactful
as
it
grows
out,
and
then
we
finished
up
bernadine
quinn
park,
which
is
a
small
green
space
next
to
quinn's
pond,
and
this
year
we
also
installed
a
new,
very
large
pipe
from
the
boise
river
into
quinn's,
to
hopefully
start
to
address
our
water
quality
issues
at
esther
sim
plot
park,
where
we're
able
to
pull
a
lot
more
water
off
of
the
river.
I
will
say
that
one
has
been
quite
successful.

think
of
that,
for
a
moment
in
basically
a
week's
time
from
when
we
took
the
fence
down
and
and
allowed
use
of
it,

playgrounds
that
people
are
going

actually
go
drive
to
that's

pretty

jennifer
fought
long

hard

playground.

and

she

get

creative

find
money
and
fight

and

everyone

that

was

to

and

parks
and
rec
and
the
boise
schools
school
district
is

just
within
this
department
alone

is
amazing

really
grateful

we
have.
You

some

your
department.
You
know
ken
reeves,
for
example,
is
just
man.
He
is
just
such
a
a
joy
to
work
with
and
helps
in
so
many
ways
and
many
others.

corridor

fairview
and
state,
that
whole
section

mean
it's
just
like
completely
changed
and
I'd
like
to
say,
people
are
moving
in
because
of
this
really
nice
school,
but
they're
really
moving
in
for
whitewater
park,
because
it's
such
a
fun
park
to
to
interact
with
right
and
people,
love
that
the
water
and
all
of
that
it
you
know
what
they
can
do,
but
really
together.

everything

if
we
do
it
together

we
kind
of
be
intentional,
look
how
much
good
for
that
neighborhood
and
just
it
has
just
taken
off
and
it's
really
exciting

everybody
wants

not
done
something
like
that.

neighborhood
would
look

volunteer

opportunity

work
with
them
and
a
lot
of

times

they
are
just
excellent.

breadth

opportunities
that
are
available
to
the

we're

weeds
or
planting
native
plants
there's
lots
of
great
ways

engaged

so
it's
pretty
incredible
work
that
we're
doing,
but
it
shows
the
community
support
for
people
like
yourself,
a
commissioner
and
others
that
want
to
volunteer
their
time,

so
it's
really
a
you
know.
It's
it's
a
really
big
effort
between
you
know
the
community
wanting
to
be
involved,
and
they
have
that
kind
of
of
of
commitment
to
seeing
a
system
that
is
top
notch,
a
plus.

and
that's
really
what
has
been
created
here.
