A
E
Okay,
no
worries
we'll
resume
on
to
our
new
business
this
evening.
Do
I
have
a
motion
for
approval
of
minutes.
D
F
E
G
H
There
we
go
good
afternoon,
commission
members.
Can
everyone
see
the
okay
great?
It's
just
not
on
the
screen
before
me.
There
we
go
okay,
excellent
thanks
for
having
me
I'm,
really
pleased
and
proud
to
present
to
you.
H
What
really
is
a
team
effort
for
this
Veterans
Memorial
Park
Master
Plan
update
the
folks
who
worked
hard
over
the
last
eight
months
to
bring
this
to
a
place
where
we
could
seek
your
approval:
Trevor
Kessner,
our
Parks
planner,
our
one-man
design,
team,
Jason
Miller
and
our
wonderful
Outreach
and
Communications
team,
Bonnie,
Shelton,
Sarah,
Collings
and
Chloe
salabanks.
So
the
work
that
you're
going
to
see
today
really
was
was
done
by
those
folks
in
a
good
faith
effort
to
update
a
master
plan
that
was
in
need
of
it.
H
Veterans
Memorial
Park
is
a
78
acre,
Park
you're,
probably
mostly
familiar
with
it.
It's
a
community
park
that
is
bounded
by
State
Street
on
the
North
East
Veterans
Memorial
Parkway,
which
is
also
36th
Street
on
the
west
and
then,
of
course,
the
Boise
River
on
the
south.
This
park
is
unique
in
that
it
is
not
owned
by
the
city
of
Boise.
H
The
land
that
the
park
sits
on
is
actually
owned
by
the
Idaho
Department
of
Parks
and
Recreation,
and
the
city
holds
a
lease
that
allows
us
to
manage
the
park
for
public
Recreation
and
public
use
and
part
of
the
terms
of
that
lease
require
that
we
update
the
master
plan
in
by
June
2023.
So
that's
why
we
are
before
you
today
with
a
final
product
for
you
to
consider.
Some
of
the
existing
amenities
are
on
this
slide,
showing
the
Patriot
walk,
the
shelter,
the
playground
and
some
of
the
nature
trails.
H
This
park
serves
multiple
functions,
one
of
which
is
providing
memorials
for
service
veterans.
There
are
three
memorials
on
site
and
the
lease
also
requires
that
we
collaborate
with
some
veterans
associations
and
so
I'll
kind
of
walk
you
through
that.
Now.
This
effort
again
started
in
October
about
seven
eight
months
ago,
and
it
really
kicked
off
with
meeting
with
our
key
stakeholders,
the
state
and
those
veterans
associations
to
kind
of
get
feedback
on
how
they
view
the
park
future
uses
of
the
park
and
what
they'd?
H
Like
to
see,
and
then
we
took
that
feedback
and
put
together
a
framework
for
public
input
and
in
January
and
February
of
this
year,
had
an
open
house
did
an
online
survey
really
did
our
best
to
reach
out,
through
mailers
social
media
and
signage,
to
get
the
most
engagement
that
we
could
get
to
help
inform
this
update.
As
you
can
see
on
the
timeline
here,
we're
before
you
here
in
May,
and
then
we
hope
to
have
the
ability
to
create
a
construction
schedule.
This
coming
fall
a
little
overview
of
our
public
engagement
efforts.
H
We
we
had
50
people
attend
the
open
house
and
they
voted
on
the
amenities
that
they
wanted
to
see
included
in
the
future
planning
for
the
park.
You'll
notice,
disc,
golf
nature
play
and
shaded
area
are
a
common
three
theme
throughout
the
public
feedback.
I
was
pretty
happy
with
the
engagement
that
we
got
on
our
online
survey.
H
Some
of
our
feedback
through
this
effort
was
folks
really
like
the
park.
I
mean
it's
great
that
when
you're
8
out
of
10
people
are
saying
this
is
a
wonderful
Park,
good
job
Commissioners
for
participating
in
this
process,
because
it
takes
a
village.
Most
people
are
visiting
the
park
monthly
and
some
of
the
considerations
that
we
heard
was
that
folks
wanted
to
see
some
improved
safety
features,
potentially
create
some
improved.
H
Greenbelt
access
improve
the
accessibility
of
the
pathways,
and
we
also
heard
a
lot
about
how
important
the
natural
areas
were
for
folks
who
enjoy
this
park.
How
much
they
wanted
to
maintain
those
kinds
of
interactions
with
wildlife
and
plant
life.
We
heard
a
lot
about
one
particular
box
elder
I,
don't
know
if
you
guys
are
familiar
with
it,
but
it's
a
very
unique
and
kind
of
gangly
tree,
that's
obviously
beloved
by
The,
Neighborhood
and
I
did
actually
reach
out
to
our
Forester.
H
It
might
be
some
thoughtful
placement
of
amenities
and
we'll
work
through
that
as
we
get
closer
to
building
out
a
design
like
I
said,
this
fall
just
a
note
here.
The
available
impact
fees
that
we
have
to
do
these
three
new
amenities
is
660
000.,
so
not
not
a
ton,
but
we
feel
like
we
can
accommodate
those
those
amenities
with
that
budget.
H
So
nature
play
here
are
some
example:
elements
again
we're
just
at
the
concept
phase:
we're
not
putting
pen
to
paper
with
regard
to
specific
features
and
specific
designs,
we're
thinking
through
things
that
might
fit
within
the
park
and
potentially
some
sort
of
climbing
wall
features
that
pay
tribute
to
the
natural
environment
you'd
find
here
in
Idaho
mountains
and
rivers
and
trees.
H
Obviously,
we
want
to
make
accessible
features
for
folks
of
varying
mobility,
mobilities
and
then
also,
you
know
just
provide
an
opportunity
for
folks
of
all
levels
to
engage
with
the
space
and
then
the
disc
golf
course
here
again
working
with
the
the
association
to
tweak
and
fine-tune
the
proposed
layout.
But
you
know
disc
golf
courses.
We
we
get
feedback
from
folks
that
they
like
to
have
them
a
little
flexible
so
that
they
can
change.
H
You
know
the
whole
designs
over
the
course
of
the
few
years
is
what
we
do
at
Ann,
Morrison
Park,
which
is
our
biggest
and
most
used
disc.
Golf
course,
and
I
want
to
point
out
here
future
building.
So
this
is
not
something
that
came
through
in
our
open
or
excuse
me,
our
open
house
or
our
online
survey
from
the
public
feedback.
But
this
was
key
stakeholder
feedback.
E
Great
we'll
move
on
to
the
public
hearing,
so
those
wishing
to
testify
must
sign
in
on
the
appropriate
sign-in
sheet.
Names
will
be
called
in
the
order
listed
on
the
sheets.
Age
participant
will
be
provided
three
minutes
to
testify.
Representatives
of
an
established,
neighborhood,
association
or
organization,
and
who
are
the
sole
representative
of
the
organization
will
be
given
10
minutes
to
testify.
When
called
to
testify.
Please
stand
at
the
front.
Podium
speak
into
the
microphone
state,
your
name
address
and
identify.
E
If
you
are
speaking
on
behalf
of
yourself
or
an
organization,
and
it
is
requested
that
only
new
information
is
presented,
shall
we
start
with
any
folks
online
waiting
to
testify.
F
I
E
I
see
here
so
to
go
in
order
we'll
go
in
the
room
first.
Does
that
work
all
right?
Let's
do
that.
The
first
name
on
the
list
is
Clarissa
Bingham
and
I
apologize
in
advance
if
I
misstate,
anyone's
name.
J
Thank
you.
My
name
is
Clarissa
Bingham
I
am
excited
to
be
here.
I
work
for
the
Boise
school
district
as
a
library
paraprofessional
at
Laboe,
junior,
high
and
I
actually
run
the
disc
golf
club.
There
I've
been
doing
that
for
the
past
couple
of
years
and
I
also
am
part
of
the
local
Disc
Golf
Community
and
been
doing
that
also
for
about
two
years.
I
participate
in
tournaments
here
in
the
Treasure
Valley
and
also
throughout
Idaho
and
I
am
super
excited
to
hear
about
this
plan.
J
Just
a
couple
of
things
at
the
moment,
Ann
Morrison
is
the
only
permanent
disc
golf
club
that
is
accessible
year
round
and
disc.
Golf
has
grown
throughout
the
world
and
the
United
States,
and
here
in
Boise
Idaho
as
well
I'm
excited
to
watch
that
growth,
but
there
are
challenges
because
of
that
fast
growth.
When
we
have
League
I
participate
in
Boise
women's
disc
golf
league,
as
well
as
the
Treasure,
Valley
or
I'm
sorry,
Gem,
State,
disc,
golf
club.
J
We
meet
Tuesdays
and
Thursdays
at
am
Morrison
and
every
week
all
the
holes
are
packed.
There
are
club
members
and
League
members,
but
also
just
casual
players.
There
are
actually
only
two
disc
golf
courses
that
are
nine
holes,
also
in
Boise
city,
and
one
of
them
is
owned
by
Columbia,
Village
homeowners
association.
So
there's
not
a
lot
of
opportunities,
city-wide
and.
J
In
the
junior
high
specifically
I
know
that
the
this
growth
is
going
to
continue.
Last
year
we
had
one
or
two
members
that
would
show
up
regularly
to
play
after
school,
and
this
year
the
number
of
students
has
grown
to
10..
So
that's
a
pretty
quick
growth
and
a
pretty
fast
turnaround
and
I
anticipate
that
continuing.
We
have
a
few
new
people
coming
every
week.
J
One
of
the
great
things
about
disc
golf
is
how
little
it
actually
disrupts
the
land.
You
need
a
basket,
you
need
a
tea
and
you
need
some
discs
and
it's
one
of
the
reasons
we
like
to
play
is
we
get
to
be
in
the
natural
environment
of
the
land.
J
Last
year,
last
summer,
I
was
able
to
travel
to
Madison
Wisconsin
to
play
at
the
U.S
women's
Disc
Golf
Championship
in
and
in
October
I
was
invited
to
play
the
national
amateur
Disc
Golf
Tour
Championship
in
Austin
Texas,
and
it
was
really
neat
to
see
how
those
cities
and
those
communities
are
providing
disc
golf
to
their
local
disc
golf
communities
in
different
ways
through
multi-city
use
parks
and
also
courses
that
are
dedicated
only
to
disc
golf
and
I
got
to
see
also
the
benefits
those
communities
got
from
having
those
multiple
courses
and
being
able
to
host
tournaments
of
that
size.
J
I
am
super
excited
to
see
this
course
come
about
to
play
at
it,
and
I
want
to
thank
Boise,
Parks
and
Rec
for
putting
the
time
and
funds
into
this
new
course
and
for
growing
Disc
Golf
in
our
city.
Thank
you.
Thank
you.
Would.
K
Foreign,
thank
you.
My
name
is
Doug
fodder.
Douglas
foot
I
live
at
656,
Pitkin
Lane
in
Eagle.
It's
right
off
Hatchery
near
the
Eagle
Island
State
Park
I
walk
my
dog
into
the
park
every
day,
which
is
really
nice
and
Doug.
Holloway
probably
remembers
me
from
years
ago,
I'm
still
doing
Professional,
Pet,
sitting
and
I
believe
I
took
care
of
your
animals.
A
few
years
ago,
I
represent
I'm
president
of
the
Ada
County
United
veterans
Council.
K
The
council
originally
started
up
in
1969
and
has
continued
on
to
this
day
we
meet
once
a
month
at
the
Sunrise
cafe
up
on
Fairview
used
to
be
Elmer's.
Presently
we've
got
around
20
different
veterans
organizations
that
come
to
that
meeting,
ranging
from
Marine
Corps
League
American
Legion
VFW
we've
got
everybody,
you
name
it.
We've
got
them
coming
there,
even
Blue
Star,
Mothers
d-a-r.
It
goes
on
and
on
and
on
so
it's
bro
represented.
What
we
do
is
we
get
in
information
from
the
VA
and
from
the
division
of
Veterans
Services.
K
They
report
to
us
and
we
disseminate
that
information
to
our
organizations
and
also
keep
track
of.
What's
going
on.
We
have
a
less
10-15
minutes
as
a
deal
where
we
get
everybody
can
chat
and
talk
and
promote
their
own
things
coming
down.
So
I'm
proud
to
be
in
that
personally
I'm
a
30-year
paid
up
for
life,
member
of
the
American
Legion
I
retired,
from
the
Idaho
Air
Guard
back
in
1996
and
I've
been
involved
with
this,
and
also
on
the
USS
Idaho
commissioning
committee.
K
Even
though
I'm
Air
Force
that's
kind
of
fun,
with
the
master
plan,
we've
seen
what
they've
done,
I
think
the
people
have
done
absolutely
marvelous
job
and
Trent,
and
some
of
these
have
been
absolutely
super
helping
us
with
our
plan
to
put
in
a
building
at
Veterans
Park.
This
was
mentioned
earlier.
That
building
will
be
approximately
50
feet
by
48
feet.
So
it's
a
little
bigger
than
a
Tucson
garage
it'll
be
divided
internally
into
different
sections.
K
One
half
will
be
a
meeting
room
and
the
way
it's
laid
out
you
could
handle
up
to
100
people.
Isn't
that
great
enemy
Windows
all
the
way
around
the
other
part
of
the
building
is
divided
into
two
sections.
One
will
be
where
we
park
the
model
of
the
USS
Boise
that'll,
be
in
the
parade
in
Caldwell,
and
this
Saturday
that
model,
along
with
a
model
of
the
USS
Idaho,
will
be
in
the
parade
in
Napa.
They
parade
America.
K
So
if
you
want
to
see
that
model
up
close
to
personal,
come
to
Napa
and
watch
the
parade,
America
and
we'll
Subs
will
be
in
their
nose
to
tail.
We
need
a
place.
We,
the
council
and
our
friends
with
the
sub
vets,
need
a
place
to
park
that
permanently
out
of
the
weather,
but
be
visible
to
whoever
wants
to
see
it
and
yet
accessible.
So
we
could
take
it
out
and
take
it
in
parades.
K
Take
it
to
shows
this
kind
of
thing,
but
some
place
where
it's
readily
available
in
the
middle
of
the
valley,
and
everybody
can
see
it
so
when
we
designed
the
building
where
that's
parked
will
be
bulletproof
or
basically
Vandal
Proof
windows
with
an
automatic
lighting
system,
we're
talking
about
even
push
a
button.
You
can
hear
a
little
three-minute
thing
about
the
submarine
and
so
forth.
Around
the
outside
of
the
building
will
be
a
tour
of
different
veterans,
organizations
and
Veterans
groups
and
so
forth.
K
The
way
the
building's
designed
they'll
have
a
overhead
door
to
pull
a
sub
in
and
out
and
another
overhead
door
at
the
other
ramp.
Why?
Two?
Originally?
It
was
going
to
be
a
pull
through,
but
because
of
the
new
location
that
the
director
of
parks,
Idaho,
Parks
and
Rec
wanted,
which
I
think
is
a
much
better
place.
We
won't
be
able
to
pull
through,
but
we're
leaving
an
Overhead
Doors
why
the
interior
walls
will
be
able
to
be
pulled
back.
K
I
K
So
anyway,
real
quick
get
this
over
with
that.
The
building
will
be
used
by
anyone
who
wants
to
use
it
and
also
a
home
for
the
Ada
County,
United
veterans,
Council
and
some
of
the
American
Legion
and
VFW
posts
that
need
a
home
to
meet
once
a
month.
The
rest
of
the
time
it's
available
controlled
by
Boise
Parks.
Anybody
can
use
the
building
for
all
kinds
of
things
which
will
increase
the
movement
of
people
into
that
Park
and
we're
even
going
to
have
security
lighting
and
cameras
around
the
building.
Thank.
A
E
Our
next
speaker
would
be
Phil
Shane.
Please.
L
Thank
you
for
your
service.
My
name
is
Phil
Shane
I
live
at
809,
West,
Linden,
Street
and
Off
Broadway,
so
I'm
not
used
to
this
I'll.
Try
and
do.
Are
you
familiar
with
what
disc
golf
is?
First
and
foremost,
okay,
I
was
originally
introduced
to
frisbee
golf
in
1976
across
the
street,
from
my
house
at
Hillcrest
Elementary.
These
guys
were
not
throwing
to
each
other,
so
it
intrigued
me
I,
hence
started
playing
and
when
I
moved
to
the
north
end,
my
friend
and
I
used
it
as
a
mode
of
locomotion.
L
L
Those
were
the
first
real
courses
that
I
got
to
play
in
in
1987
and
I
joined
What's
called
the
professional
Disc
Golf
Association.
My
number
now
is
6812..
If
you
join
tomorrow,
you're
in
the
250
000
bracket,
so
I've
had
the
opportunity
to
play
in
Australia,
Tasmania
New,
Zealand,
Japan,
Canada
and
seven
states.
I
went
to
the
National
amateur
disc
golf
championships
last
year.
L
This
sport
is
amazing
in
a
sense
that,
on
a
given
day
playing
in
a
public
park,
not
over
98
percent
of
the
parks,
14
000
throughout
the
world
are
free
to
play.
So
it's
accessible
to
everyone.
The
discs
are
five
to
twenty
five
dollars
a
piece.
So
you
can
you
know
anyone
can
play.
But
what
intrigues
me
one
of
the
most
about
it
is
I've.
L
Seen
the
young
people
become
so
amazingly
proficient
at
it
that
there's
like
16
18
year
old
kids
that
are
throwing
distances
in
a
tournament
on
a
given
day
that
is
equivalent
to
the
world
record
distance
for
the
first
25
years
that
I
ever
played,
so
we
need
more
in
Boise,
I
hope
you.
This
is
a
great
thing.
Thank
you.
Thank.
E
You
next
we
have
Walt
Becker.
M
My
name's
Walter
Becker
I
started
the
first
disc
golf
club
in
the
state
of
Idaho.
Could.
M
Now,
27
years
later,
the
Gypsy
disc
golfers,
some
of
them
are
here,
are
still
present
and
the
club
is
striving
over
the
years,
I
could
say:
we've
had
over
a
thousand
members.
I
wanted
you
guys
to
know.
I
was
here
27
years
ago
and
presented
to
the
park
commission
and
the
board.
At
that
time.
Jim
Hall
was
a
director
and
he
was
a
great
mentor
and
he
was
a
great
instrumental
in
getting
Anne
Morrison
approved
at
that
time.
Doug
Holloway,
you
were
there
too
now
you're
the
director.
So
it's
good
seeing
you
again.
M
This
is
coming
full
circle
again
in
27
years,
Boise
has
no
other
Park.
With
this
golf
we're
still,
you
know
playing
on
the
one
course
it's
27
years
old.
If
you
go,
we
got
lots
more
tennis
courts,
we've
got
pickleball,
we've
got
soccer
fields,
you
know
we're
expanding
and
everything
else.
Mountain
bike
up
the
ridge
to
Rivers
Trail
but
disc
golf
has
been
neglected.
We
need
to
get
another
course.
M
That
being
said,
I
wanted
to
just
go
off
a
couple
things
at
that
time:
gsdg
the
local
Club
raised
all
the
money,
materials
and
labor
to
install
the
18-hole
course
and
that
Martian
and
we
will
back
Veterans
Park
again
Ann
Morrison
at
any.
Given
time
in
the
park
you
can
attest
to
this,
Doug
has
350
or
more
players
on
any
given
weekend.
A
day
which
is
astronomical
is
showing
a
need,
that's
not
being
fulfilled.
We
need
to
disperse
and
Morrison
is
getting
impacted
and
getting
a
lot
of
overuse.
M
We
need
another
place
to
go
to
the
other
thing
is
18
holes.
We
can
shoot
and
have
72
players.
This
golf
course
costs.
Maybe
15
grand
tennis
court.
You
can
only
hold
eight
players,
they
cost
to
pave
it
a
40
and
grade
it.
The
grading
45
Grand
compared
to
cost
it's
you
know,
disc
golf
is
more
friendly.
We
do
not
put
asphalt
or
concrete
down.
We
do
not
kill
the
park.
We
live
with
the
nature.
We
will
keep
Veterans
Park
eco-friendly
keep
the
park
as
it
is.
M
F
M
You
and
since
that
we've
exp
expanded
one
last
thing.
E
N
I
N
N
I
am
Brett
Matthew
I
reside
at
4130
West
Plum
Street,
which
is
probably
about
six
to
eight
blocks
away
from
Veterans
Park
I've
lived
here
for
31
years.
At
my
location,
Veterans
Park
has
been
one
of
my
primary
areas
of
recreation,
I
would
say:
I
visited
every
week
for
multiple
purposes.
I
fished
there,
I
weighed
there
I
commune
with
nature.
There
I
volunteer
with
the
ever
Wild
horse
school.
N
There
I've
raised
my
children
playing
there
and
I've
participated
in
the
open
house
to
Callister
and
I've,
sent
in
comments
by
the
online
survey
and
I've
also
extended
a
more
extensive
email,
which
I
did
support,
nature
play
and
disc
golf.
So
I'm
really
pleased
that
those
two
are
the
primary
aspects
of
the
design
and
we
need
to
balance
those
features
which
is
a
delicate
Balancing
Act
to
find
Harmony.
N
My
primary
need
is
to
preserve
the
natural
features
of
Veterans
Park,
particularly
along
the
waterways,
and
also
to
preserve
the
family
friendly
quality
of
this
park,
particularly
I'm
pleased
that
we're
going
to
have
a
nature
play
I
advocated
for
that
every
Wild
Force
school
meets
in
this
park
weekly
at
the
tree
of
life
in
other
locations.
N
My
recommendation
specifically
would
be.
Is
we
need
to
find
a
balance
between
disc
golf
and
preserving
the
natural
aspect
of
this
park?
I
am
concerned
as
I
know.
Many
others
are
about
the
extensiveness
of
an
18
hole,
disc
golf
reviewing
comments,
I
would
say
it
would.
We
would
prefer
a
nine
disc,
nine,
all
Disco
and
if
we
could
keep
the
the
Halls
north
of
the
canal
and
away
from
the
Tree
of
Life
and
also
away
from
sort
of
the
Natural
Area
Hill
I,
don't
know
how
to
do
that
with
this
design.
N
But
that
would
be
my
recommendation.
Thank
you
for
this
opportunity
to
speak.
O
Yes
all
right,
sorry
about
that
good
afternoon
my
name
is
Jacob
Merton
I'm,
a
resident
who
lives
at
900,
North,
Riviera
Drive
about
two
blocks
from
Veterans
Park
I'm,
an
individual
who
recreates
in
the
space,
probably
daily
or
even
twice
daily
I'm
here
to
speak
with
you
tonight,
specifically
about
the
proposed
18-hole,
disc
golf
course
at
Veterans,
Memorial
Park,
as
opposed
to
as
it
has
been
mentioned
in
the
previous
speaker,
alternative
nine
hole
course,
and
perhaps
a
different
Community
amenity
in
this
location
or
an
aspects
of
this
location.
O
So,
while
I
understand
the
appeal
of
having
a
disc
golf
course
at
the
location
and
I
think
that
there
is
a
lot
of
Truth
to
that
and
that
you
need
more
access
to
that
sort
of
amenity,
I
believe
that
18-hole
course
is
absolutely
too
large
for
the
areas
of
permanent
Edition
and
it
was
evidently
pushed
pretty
heavily
as
opposed
to
a
reserved
course
plan.
If
you
look
at
the
Master
Plan
update,
it
would
be
more
appropriate
and
served
for
the
purpose
of
relieving
stress
on
the
18
hole.
O
Golf
course
at
disc
golf
course
at
Anne.
Morrison
but
provides
an
alternative,
disc
golf
location
while,
hopefully
increasing
yeah,
with
what
other
people
have
mentioned.
Park
attendance
and
interaction,
the
pros,
18
hole,
disc
golf
course
includes
holes
that
require
throwing
across
and
towards
commonly
used
public
Pathways
well
and
I
know.
O
You'd
said
this
will
potentially
change
while
having
to
walk
through
areas
that
generally
flood
during
spring
rains,
which
seems
needlessly
Reckless
and
provides
further
weight
to
my
first
point
that
it
just
doesn't
completely
fit
hit
the
area,
the
new
nature
play
area
and
potentially
increase
traffic
to
the
area.
It's
important
that
there's
a
safety
of
Park
users
as
a
priority.
O
Furthermore,
considering
the
survey
results
you
guys
put
out
in
January,
it's
important
to
be
cognizant
of
who
actually
uses
a
park
and
what
they
think
might
be
best,
as
well
as
enticing
future
involvement
in
the
space.
So
most
of
the
survey
respondents
enjoyed
aspects
of
the
park
that
would
be
decreased
in
quality,
with
a
packed
18
hole.
O
Disc
golf
course
added
into
the
mix
three
of
the
four
top
four
most
valued
amenities
were
Green,
Belt
access,
walking
trails
and
open
space
as
someone
who's
played
disc
golf
for
at
least
15
years,
I
know
it's
sometimes
even
experienced
players
can't
control
their
shots
and
that
could
be
dangerous
for
other
Park
users
over
a
75
of
the
respondents
used
it
monthly
or
less
and
I
think
that
a
lot
of
the
current
respondents
and
people
here
are
dog,
walkers,
Runners,
bikers
and
people.
O
That
would
be
using
it
for
that
access
and
walkability
I
think
that
it
would
be
more
valuable
to
have
a
nine
Hole,
Golf
Course
and
increase
diversity
of
amenities,
install
a
nine
hole.
Golf
course
that
does
not
proud
of
their
fasts
to
park,
while
perhaps
including
so
many
that
will
bring
further
value
to
the
community,
such
as
like
a
small
community
garden
in
that
Natural
Area
you're,
like
where
whole
10
is.
O
This
area
is
mode
all
summer
anyways.
So
it
would
provide
a
further
Community
involvement,
especially
as
we
see
many
more
potentially
moving
to
the
area
with
the
itd
campus
coming
up
for
sale.
That's
that's
about
it.
So
I
see
the
rest
of
my
time.
E
Thank
you,
I
believe
our
next
sign
up
on
Zoom
is
Katie.
P
P
I
E
Thank
you.
It
sounds
like
we
won't
be
able
to
do
the
share
screen
today,
but
you
have
our
attention.
P
I
have
some
photos
that
I
think
would
help.
Is
it
possible
to
skip
to
the
next
presenter
and
have
me
forward
you,
the
slideshow.
F
F
E
Okay,
so
we'll
go
move
on
to
Alex
is
that
okay,
okay,
great
coming
back
into
the
room,
we
would
invite
testimony
from
Alex
Owens.
Q
Hello,
everyone,
my
name,
is
Alex
Owens
I
live
at
10094,
West
red
Street
here
in
Boise
off
of
Victory
and
Five
Mile
Road
I
would
love
to
fit
this
into
three
minutes
as
much
as
I
can,
but
I
could
go
on
for
hours
about
this.
I
am
one
of
the
current
board
members
longtime
board
members
of
Gem
City
disc,
golf
club.
Q
We
run
events
all
over
the
valley,
some
in
other
cities
and
stuff,
like
that,
like
Nampa
I'd,
really
like
to
convey
that
the
growth
of
disc
golf
since
covet
hit
has
been
huge,
I
also
work
part-time
at
the
disc
golf
shop
here
in
Boise
we
used
to
see
you
know
just
the
regular
players
coming
in
constantly,
but
over
the
time
since
covet
hit,
I
have
seen
so
many
brand
new
players
that
have
never
thrown
a
disc
in
their
life
come
in
wanting
to
get
into
the
sport
wanting
to
go
out
and
have
cheap
family
fun
with
their
friends
and
family
and
go
somewhere.
Q
I
believe
myself
and
Jason
oxen
met
with
Doug
last
year
discussing
the
possibility
about
a
new
course
in
the
area
we
have
I
believe
the
Jacob
was
our
last
Zoom
speaker.
That
talked
he
mentioned.
Nine
holes
is
a
better
idea.
I
respectfully
have
to
disagree
with
that.
18
holes
is
an
option.
We
have
nine
hole
courses
all
over
the
valley
and
I've
played
probably
95
percent
of
them.
People
really
don't
like
them
too
much.
They
want
the
full
18
they
like
the
the
growth
of
it.
Q
A
lot
of
Championship,
tournaments
and
stuff
recommend
at
least
50
acres
give
or
take
for
a
championship
level
course
I
believe
you
guys
said
it's
72
Acres
on
Veterans,
some
something
like
that.
There
is
more
than
enough
room.
We
work
around
other
amenities.
We
we
can
take
caution
for
Pathways
or
green
belt,
or
nature
play
anything
like
that.
We
can
take
that
into
account
and
we
can
work
to
make
a
course
that
will
fit
around
all
of
those
amenities
and
make
it
safe
for
everyone.
We
put
up
signage.
Q
We
have
signs
that
we
can
put
up
anywhere
alerting
other
people.
A
lot
of
the
disc
golfers
around
here
are
very
considerate
and
they
pay
attention
to
what's
going
on
down
at
Ann
Morrison,
there's
lots
of
holes
that
play
across
paths
currently
around
busy
areas
around
roads
and
stuff.
Like
that
people
are
considerate,
they
wait
and
they
know
what's
going
on
before
they
throw
Jacob
mentioned.
People
have
bad
shots,
I
have
bad
shots,
everyone
has
bad
shots,
but
they
pay
attention.
What's
going
on,
they
weigh
let
pedestrians
go
first.
Pedestrians
always
have
right
away.
Q
Whenever
we're
doing
things.
I
run
two
League
nights
every
single
week
down
at
Ann
Morrison.
It
is
packed
consistently.
There
is
a
four
or
five
person
group
on
every
single
hole
every
week
down
there
and
it's
it's
getting
to
the
point
where
we
need
something
else
to
move
into.
I
would
love
to
have
leagues
at
another
18-hole
course,
but
the
next
nearest
one
is
out
at
Eagle
Island
and
that's
a
travel
for
everybody
from
Boise,
but
we
definitely
are
willing
to
work
with
whatever
we
can
to
make
this
happen.
Q
Jenna
State,
disc
golf
will
be
there
to
help
any
way.
We
need
to
plan
the
course
for
safety,
whatever
we
need
to
do,
we
will
be
down
there
and
make
this
make
this
a
possibility.
That's
what
we'd
really
like
to
do
so.
Thank
you.
Everyone
thank.
E
You
I
might
want
to
return
to
Katie
on
Zoom
I
believe,
unfortunately,
they're
not
going
to
be
able
to
assist
with
sharing
a
screen
or
the
photos
concurrently
right
now,
but
that
there
might
be
the
ability
to
share
that
presentation.
After
the
fact
we
do
still
want
to
make
sure
you
have
the
10
minutes
of
testimony,
since
you
were
representing
a
neighborhood
association.
If
you
would
like
it.
P
Okay,
thank
you
very
much,
so
my
name
is
Katie
Decker
I'm
speaking
as
the
president
of
the
Veterans
Park
neighborhood
association,
we
did
review
the
slide
that
was
distributed
or
the
map
that
was
distributed
at
our
last
monthly
meeting
with
our
members
to
get
some
of
their
input.
P
P
Play
area
in
particular,
has
been
something
we've
been
trying
to
get
a
capital
grant
for
it
for
a
few
years
now,
and
so
we're
very
excited
to
see
that,
and
we
really
welcome
the
disc
golf
course
as
activating
a
large
area
of
the
park
that
has
previously
been
underutily,
underutilized
and
comment
on
the
disc
golf
course,
though
we
do,
we
would
like
to
see
some
adjustment
of
some
of
the
whole
locations
to
help
preserve
some
of
the
natural
resources
that
exist,
especially
to
the
extent
that
they're
Gathering
locations
not
through
passages
so,
for
example,
hole,
17
and
18
on
the
south
end
of
the
course
South
of
the
canal
and
the
area
of
the
main
Greenbelt
path.
P
Those
ones,
I
think
are
neighborhood
association's
primary
concerns.
Hole
17
is
immediately
adjacent
to
the
gorgeous
boxelder
tree
that
you
heard
about
in
the
Parks
committee
presentation.
P
This
is
a
natural
Gathering
point
for
I
have
seen
both
children's
and
adults
I've
seen
a
lot
of
different
different
demographics,
using
it,
everwild
was
mentioned
before
I
know
that
they
meet
in
the
park
actually
on
a
daily
basis,
and
other
children's
groups
are
also
frequent
users
of
this
tree.
So,
while
the
main
Gatherings
tend
to
be
under
the
tree's
canopy,
which
in
fact
is
a
little
larger
than
is
shown
on
the
map,
there
is
a
lot
of
running
in
and
out
of
the
tree
by
small
children.
P
So
the
same
way
that
you
see
disc,
golf
disc,
golf
holes
adjacent
to
the
proposed
nature
play
area,
oriented
away
from
that
area,
we'd
like
to
see
no
no
whole
routes
going
along
adjacent
to
that
tree.
Where
there's
a
natural
children's
play.
Location
poll
18
is
a
little
bit
farther
from
the
Gathering
point,
which
is
a
a
bridge
over
the
canal.
P
That
leads
to
some
of
the
less
manicured
paths
that
are
really
valued
by
our
community
and
the
park
users,
but
it
is
still
immediately
adjacent
to
the
green
belt
and
pretty
close
to
that
Gathering
point,
and
so,
as
they've
talked
about
discs
being
thrown
awry
and
coming
back
to
the
hole
and
things
like
that,
it
seems
like
a
high
traffic
area.
It
could
be
problematic
if
there's
a
strong
intent
to
maintain
the
18-hole
course.
P
P
Similarly,
whole
10,
it's
labeled
as
Natural
Area
on
the
map.
This
is
actually
a
small
Boardwalk
that
cuts
off
from
the
from
the
paved
pathway
inside
the
park
and
there's
kind
of
a
swampy
area
and
Cattails
growing
and
stuff.
This
is
another
area
that
I
think
is
sort
of
frequented
by
play.
P
Groups
and
I
would
recommend
it
reorienting
whole
10,
so
it's
going
in
the
opposite
direction,
so
you're
not
throwing
towards
that
Boardwalk
where
slower
foot,
traffic
and
Gathering
is
encouraged,
and
finally,
I
would
just
welcome
a
process
for
public
input
to
be
provided
both
from
the
disc
golf
associations
and
from
people
interested
in
the
construction
of
the
nature
play
area.
P
I
would
like
to
see
a
way
to
talk
about
what
features
are
going
in
and
where,
as
it's
developed
as
it
sounds
like
there's
still
some
flexibility
in
this
plan
and
there's
no
specific
details
available.
Yet
those
are
all
the
comments
that
I
have
tonight.
So
I
can
see
the
rest
of
my
time
unless
there
are
questions
for
me.
E
Thank
you
very
much
for
your
time,
just
for
a
record
keeping.
Would
you
please
State
your
address
again
for
this
session
of
testimony.
E
I
believe,
that's
all
the
sign
ups.
We
have
for
public
testimony.
So
at
this
time,
I'd
like
to
close
the
public
hearing.
B
Meta
president,
commission
members,
I
would
just
speak
on
behalf
of
Sarah
and
our
superintendent
of
parks
and
her
design
team
and
also
the
Gem
State,
a
Golf
Association
that
we
will
go
back
and,
as
Sarah
mentioned
at
the
beginning
of
her
presentation
there,
this
is
laid
out
as
it's
laid
out,
but
there
is
some
tweaking
that
can
be
done,
and
so
we've
gotten
some
good
feedback
today.
B
So
we
will
take
that
back
and
per
Katie's
suggestion
after
we
work
with
the
gem
state
folks
we'll
look
at
how
we
can
tweak
some
of
her
ideas
and
then
Circle
back
with
them
and
make
sure
we're
trying
to
get
on
the
same
page.
We'll
do
everything
we
can.
B
We
do
believe
we
can
get
18
holes
here
safely
or
we
wouldn't
do
it
so
I
want
to
make
that
pretty
clear
and
I
appreciate
the
testimony
from
Jim
State
in
that
we
have
all
kinds
of
uses
going
on
in
Anne,
Morrison
Park
and
we've
had
very
little
of
any
any
major
conflicts
there.
This
will
be
a
little
more
compact
than
we
have
at
Ann.
Morrison
totally
recognize
that
and
that's
why
we
are
certainly
open
to
to
tweaking
some
of
the
holes,
so
I
just
wanted
to
get
that
out
there.
R
Yeah
I
have
a
few
comments:
okay,
first
off
just
want
to
say,
I
appreciate
the
respect
and
the
discussion
on
both
sides
of
this
issue.
R
You
know,
I
a
lot
of
people
put
a
lot
of
thought
into
it
and
a
lot
of
people
care,
and
we
can
get
things
done
when
people
are
reasonable
and
willing
to
listen
to
the
other
side
and
I
think
we
have
that
here.
I
do
think
that
the
course
will
need
some
adjustment
and,
in
my
opinion,
try
to
consolidate
some
of
those
holes
to
leave
some
more
green
space
available.
R
R
Do
we
need
a
full
18
holes,
I
play
golf
and
I
start
to
wear
out
around
14
or
15.,
so
I
think
a
15-hole
golf
course
is
a
great
idea,
but
yeah
you
know
if
it
if
it
needs
to
be
18
for
tournament
play,
then
I
think
we
have
the
room
to
get
it
in
there,
but
would
love
to
see
some
of
the
holes
Consolidated,
maybe
especially
around
the
first
second
and
third
hole
where
that
could
be.
R
You
know
great
Green
Space
for
people
that
do
wanna
not
have
to
deal
with
overhead
disc
flying,
but
again
with
your
comments
that
it
can
be
multiple
uses
in
the
same
area.
R
You
know
I
feel
confident
that
we
can
reach
a
great
compromise.
So
that's
it.
F
E
S
If
nobody
has
anything,
I
might
just
a
couple
comments.
One
I
really
appreciate
the
gentleman
and
the
veterans
organizations
working
together
on
this.
One
I
think
our
parks
department
always
does
such
a
great
job
at
fostering
these
collaborations
between
different
users
and
finding
that
Perfect
Harmony
of
how
it's
all
going
to
work
and
I'm
I'm,
always
just
so
impressed
I,
don't
know
how
anyone's
gonna
throw
a
disc
straight
enough
to
get
down
hole
too.
S
So
maybe
you
can
do
it.
Yeah
that'll
be
impressive
to
to
see
how
this
gets
used.
I'm
really
excited
about
the
nature
play
area,
I'm,
not
sure
how
many
folks
grew
up
in
Boise
and
who
used
to
play
on
this
part
before
there
was
a
term
nature
play.
There
was
a
bunch
of
splintery
logs
that
you
could
hop
around
on
them
on
this
park
and
try
to
somehow
navigate
without
you
know,
going
home
with
the
with
the
big
splinter
in
your
hands.
But
this
is
just
such
a
special
place.
S
I
would
encourage
the
the
disc
golf
organizations
to
when
we're
looking
at
that
Natural
Area
to
figure
out
ways
where
we
might
be
able
to
also
be
involved
with
with
planting
or
replanting
some
of
the
natural
habitat.
Just
since
there
are
going
to
be
some
people
on
that
path.
S
There's
probably
a
really
good
opportunity
to
address
some
invasive
species
and
getting
involved
in
that
aspect
and
I
know
that
your
folks
care
about
it
so
much
and
you've
got
numbers
that
can
help
out
with
some
of
that
stuff
as
well.
So
again,
I
just
appreciate
the
collaboration
all
the
way
around.
T
Apologize
for
being
late
to
the
meeting,
but
thank
you
for
your
Indulgence
I,
would
just
reiterate
some
of
the
comments
about
hole
17.
This
is
a
park
that
my
family
and
I
visit
a
lot
and
we
visit
that
area
around
that
box
elder
tree
a
lot
I,
don't
know
what
the
Parks
and
Rec
policy
position
is
on
geocaching,
but
I
will
just
out
myself
that
there
is
some
fun
Geocaching
in
that
area
and
that's
just
a
very,
very
special
place.
T
A
I,
basically
am
just
concurring
with
what
what
the
other
folks
have
been
saying
about
the
fact
that
this
it
sounds
like
there's
some
been
some
great
feedback
to
this
point
and
I
appreciate
the
willingness
of
all
sides
to
work
together
on
this
and
I.
I
do
agree
that
whole
17
and
18,
if
there's
a
way
to
move
those
to
help
protect
that
area
around
the
green
belt.
I
think
that
would
be
helpful
as
well.
I
just
wanted
to
kind
of
throw
in
that
specific
detail.
A
E
You
thank
you.
Okay
at
we
have
our
Motion
in
second,
so
I'm
gonna
ask
all
in
favor.
E
H
H
H
You
all
approved
a
proposal
by
The
Neighborhood
to
create
off-leash
dog
air,
an
off-leash
dog
area
pilot
program
during
the
hours
of
Sunrise
to
10
a.m
and
4
P.M
to
Sunset
to
basically
just
allow
folks.
You
know
on
the
bookends
of
their
work
day
to
take
their
pups
out.
There
aren't
a
lot
of
opportunities
nearby
for
off
leash
dog
activity,
so
the
neighborhood
came
forward.
Did
some
due
diligence
and
asked
us
and
asked
you
if
you
would
approve
a
nine-month
pilot
program
which
you
did
part
of?
H
Although
the
responses
were
lower,
the
feedback
was
more
positive
and
we
found
folks
not
only
enjoyed
the
pilot
program
but
wanted
to
continue
it.
So
a
couple
of
key
takeaways
from
the
survey
you
know
really.
H
The
main
request
for
for
creating
a
permanent
off-leash
program
at
this
park
was
to
add
an
additional
trash
can,
on
the
south
end
of
the
park,
which
we
are
more
than
happy
to
do,
and
our
team
actually
reached
out
to
the
animal
enforcement
team
to
see
if
you
know
they
had
what
was
their
experience
with
the
pilot
program
and
whether
or
not
this
had
been
successful
in
their
eyes
and
given
the
limited
number
of
infractions
and
really
kind
of
seeing
folks
adhering
to
the
pilot
program.
H
Rules
just
underscored
that
this
is
this
works
for
the
community
at
this
location.
H
So
our
recommendation
following
a
public
hearing
is
that
the
Parks
and
Recreation
Commission
adopt
these
awfully
showers
from
sunrise
to
10
a.m
and
from
4
pm
to
Sunset
daily,
effective
June,
1st
I
rolled
through
that
kind
of
quick
I'm.
Sorry,
if
you
have
any
questions,
feel
free
to
ask.
E
B
And
Madam
president
commission
members
I
just
wanted
to
reiterate
that
this
is
a
really
Innovative
way
to
use
our
Park
sites
and
work
closely
with
our
neighborhoods
and
finding
opportunities
to
have
these
off
leash
hours.
B
The
alternative
to
this
is
building
dog
parks
all
over
the
community
which
we're
not
opposed
to,
but
there's
that
creates
some
problematic
issues
when
it
comes
to
land
and
cost
and
those
kinds
of
things
we
already
have
a
park,
and
so
one
of
the
things
that
this
has
generated
for
us
is
the
trust
for
public
land.
B
Does
an
annual
Park
score
for
the
100
largest
cities
in
the
country
of
which
we
are
a
member
of
the
latest
score
just
came
out
and
once
again
for
the
third
straight
Year
we're
number
one
in
the
country
for
a
number
of
dog
parks
here
in
the
city
of
Boise,
and
we
are
because
we
have
taken
this
Innovative
practice
and
put
it
in
play
that
a
lot
of
other
cities
are
starting
to
follow
now,
but
we're
using
existing
Park
sites
creating
spaces
creating
times
around
those
spaces.
B
I
see
a
lot
more
of
this
occurring
and
appreciate
your
attention
to
the
neighborhoods
that
are
interested
in
seeing
this
it's
been
very
successful
in
all
the
parks
we
have
done
it
in.
B
It's
almost
becoming
second
nature
when
it
comes
up
to
do
it,
but
we'll
continue
to
bring
these
forward
we'll
continue
to
ask
the
neighborhood
to
see
what
kind
of
support
they
have
in
the
neighborhood
for
this
evening
coming
before
it
even
comes
forward
to
you
for
your
consideration,
but
I
think
I
can
speak
on
behalf
of
the
neighborhoods
that
that
we
have
these
off
leash
hours
in
that
they
love
them.
So
thank
you
for
working
with
the
with
the
neighborhoods
as
a
commission
on
that.
U
I
move:
we
approve
the
off
leash
hours
from
it's
Sunrise
to
10
a.m
and
4
P.M
to
Sunset
daily.
D
E
In
that
case,
I'll
call
for
all
in
favor.
R
I
E
Any
opposed
the
motion
passes.
Thank
you,
our
third,
no
a
business
item
this
evening
is
the
fiscal
year.
2024
Boise,
Parks
and
Recreation
Department
fees
and
charges
presented
by
superintendent,
Karen
Bledsoe
did
I
say
it
right.
I
think
welcome.
I
V
V
President
Urban
Commissioners
I'm
here
to
talk
to
you
about
FYE
24,
if
he's
in
charges,
so
in
FY,
24,
Parks
and
Recreation
is
predicted
to
bring
in
12.2
million
dollars
that
will
help
offset
our
44.7
million
dollar
expenditure
budget
during
this
process.
We're
going
to
ask
for
15
new
fees,
which
will
bring
our
total
fees
and
charges
up
to
549
fees
that
we
maintain
in
that
we're
asking
for
350
of
those
to
be
increased,
and
this
will
help
offset
our
expenditures
due
to
inflationary
cost.
V
Our
golf
courses
in
Idaho
ice
world
have
to
meet
100
recovery
of
their
programs
and
to
do
that
they're
going
to
need
to
increase
some
of
their
revenue
next
year,
so
at
the
golf
course
we're
going
to
increase
their
facility.
Rentals,
green
peas,
cart
fees
and
annual
passes
Idaho
ice
World
we're
going
to
increase
the
annual
passes
group
fees,
public
skate
and
show
admissions
with
their
net
profit.
These
two
businesses
have
to
actually
use
their
net
profit
to
purchase
any
equipment
as
new
Zamboni
any
golf
carts.
V
All
of
that
it
has
to
come
out
of
their
not
net
profit,
not
the
general
fund.
They
also
if
they
have
a
capital
project
or
any
major
r
m
projects.
Their
net
profit
will
actually
be
used
in
for
any
maintenance
repairs
or
anything
at
those
facilities.
So
so
the
golf
course
has
20
fees.
We
plan
on
increasing
14
of
those
20
fees.
You
will
see
a
high
percentage
of
when
and
that's
233.3
percent.
V
So
with
these
increased
fees
they
plan
on
bringing
in
in
an
additional
583
000,
but
one
of
the
fees
that
they
need
to
look
at
is
wedding
venues.
The
the
major
requests
that
they
get
is
can
we
have
our
reception
out
on
the
turf?
Well,
they
kept
on
getting
this
request,
so
the
the
manager
called
around
to
several
golf
courses
and
realized.
We
were
kind
of
lower
than
some
of
the
competitive
golf
courses,
so
that
is
why
the
driving
range
is
increasing.
V
Up
to
five
thousand
dollars
is
to
be
competitive
with
some
of
these
other
golf
courses
and
that's
the
fee
that
is
233
increase,
that
tent
will
actually
be
on
the
driving
range
and
so
and
that's
another
reason
for
the
increase.
Our
wedding
rentals
will
increase
our
banquet
room
rental,
along
with
the
green
peas,
cart
fees
annually
and
daily
will
increase
with
these
rentals
and
golf
fees,
increasing
we're
still
below
or
on
par
with.
V
Most
of
the
other
golf
courses
in
the
area
which
is
Affordable
for
others
to
play,
Idaho
ice
world
have
77
fees.
They
will
increase
the
46
of
them
they're
estimated
to
bring
in
an
additional
186
000,
with
their
increased
fees
they're
increasing
their
annual
passes,
their
group
fees
public
skate.
We
currently
have
two
agreements
at
Idaho
ice
world.
We
ran
out
rent
out
our
Pro
Shop,
and
so
we
received
twelve
thousand
dollars
annually
on
on
the
golf
shop
rental
that
agreement
expires
in
August
of
this
year.
V
V
foreign
we're
asking
is
malt
in
a
bag.
Currently
we
sell
mulch
by
the
yard,
but
we've
had
requests
to
sell
it
by
the
bank
so
and
we've
created
created
a
new
fee
of
5.50
for
mulch
by
the
bag
that
The
Forestry
Department
has
out
at
their
shop
currently.
Would
the
increase
be
we're
asking
for
for
multiple
by
the
yard
is
going
to
be
twenty
dollars
and
fifty
cents,
so
that
just
gives
you
an
idea
of
the
price
difference.
Also
our
Boise
Urban
Garden
School
outdoor
preschool.
V
We
currently
have
a
weekly
preschool
fee,
we're
changing
it
to
a
monthly
to
be
consistent
with
our
Foothills
Learning
Center
out
outdoor
preschool
program.
Some
of
the
other
fees,
we're
increasing,
is
the
garden
science
camp,
which
is
previously
half
day,
we're
changing
it
to
a
full
day
to
also
be
consistent
with
Foothills
Learning
Center.
V
Our
adventure
team
Camp
we're
trying
to
make
that
price
similar
to
our
plate
camp
fee,
which
is
109
dollars
so
Zoo
admission,
we
plan
on
increasing
to
50
cents
per
person
going
forward,
so
Parks
and
Recreation
is
proud
to
offer
scholarships
to
any
qualifying
youth
participant,
our
participant
with
the
disability,
sorry,
disability
and
older
adults
in
our
community
to
access
recreational
programs
and
activities
at
a
reduced
rate.
So
we
have
three
different
types
of
scholarships.
V
One
is
the
Christian
Armstrong,
which
is
for
any
went
under
18,
and
they
can
get
up
to
six
hundred
dollars
a
year.
The
adventure
scholarships
for
adults
with
disability
they
can
is
18
and
over,
so
they
can
get
up
to
300
and
their
silver
scholarship,
for
adults
is
for
adults,
62
or
older,
and
they
qualify
for
300
a
year
if
they
qualify.
V
V
We
base
our
scholarships
off
on
household
gross
income,
but
any
participant
or
household
experiencing
a
hardship
can
apply
for
scholarship
funds.
We
work
closely
with
the
Boise
school
district,
their
principals
counselors
and
teachers,
and
they
can
apply
on
behalf
of
the
student
and
understand
sorry
underserved
student,
and
so
they
can
then
pick
which
activities
they
would
like
to
participate
in
with
the
six
hundred
dollars
or
they
can
participate
in
the
play
camp
program
that
we
offer
all
year.
I
mean
in
the
summer
also
Zoo
admissions.
V
They
also
have
a
five
thousand
dollar
scholarship
in
their
budget
to
allow
discounts
into
the
zoo
or
free
admission
into
the
zoo,
with
their
scholarship
program
and
as
Francis
do
Boise
members
they
or
anyone
who
wants
to
participate
in
the
zoo
activities.
They
can
also
qualify
for
their
youth
scholarship
funds
that
we
offer.
F
E
D
I
E
We'll
do
this
we'll
have
to
open
the
public
hearing
for
the
fees
and
charges,
but
not
seeing
anyone
in
the
room
and
is
there
anyone
online
nope.
We
will
then
close
the
public
meeting
and
if
it's
okay,
we.
B
Madam
president
commission
members
I
just
this
is
my
chance
to
just
plug
how
sensitive
we
are
to
increasing
fees
and
and
and
Karen,
didn't
go
into
how
liberal
we
are
on
our
scholarship
program.
We
do
have
the
philosophy,
it's
the
same
philosophy.
The
Y
has
no
one
will
ever
be
turned
away
for
lack
of
ability
to
pay,
so
it
does
not
matter
even
if
they
don't
qualify
for
a
scholarship
and
come
to
us
and
they
have
are
experiencing
some
sort
of
hardship.
B
We
give
them
signatory
approval
on
scholarships,
so
they
literally
can
can
come
to
us
with
an
entire
family
and
and
and
they
we
take
that
signature
from
that
organization
and
get
that
family
involved
in
in
whatever
activities
they
want.
Their
children
involved
in
so
I
just
want
to
point
out
that,
even
though
you
see
some
increases,
they
are
required
increases,
unfortunately,
to
be
budgeted
expectations.
We
have
just
like
every
other
organization.
B
We
do
have
very
robust
scholarship
opportunities
in
golf
in
an
ice
world,
so
I
want
to
make
sure
I
make
that
clear
that,
even
though
we're
we're
running
those
like
a
a
profitable
business
like
profitable
business
entities,
we
still
offer
scholarship
opportunities
for
lessons
and
for
the
programs
that
we
have
at
both
of
those
locations.
So,
even
though
we're
approaching
it
like,
we
have
to
recover
100,
we
do
spend
money
there
as
well,
making
sure
that
we've
got
kids
that
want
to
learn
how
to
golf
and
want
to
play
golf.
B
Ice
world
and
I
was
happy
I'd
lost
track
of
when
the
rental
agreement
is
up
for
the
Coeur
d'alene
Academy
glad
to
see
it's
through
27.,
that's
90
000
a
year,
plus
they
rent
ice
from
us
at
all
the
dead
times
that
we
that
we
have
at
ice
world.
It's
a
Golden
Goose
for
us,
and
so
we
really
are
very
fortunate
to
have
that
organization
in
there.
So
nice
work
Karen
on
the
fees
and
charges.
B
This
then,
with
with
your
pending
approval,
goes,
will
go
as
part
of
the
budget
process
budget
hearing
process
to
City,
Council
of
which
we
will
be
participating
in
that
as
well.
So
again,
thank
you,
commission
for
your
support.
B
Yeah
Madam
president
commissioned
member
Stidham
I
can't,
but
we
can.
We
can
get
that
for
you.
We
actually
have
been
launching
some
new
and
Innovative
programs
because
we
weren't
getting
the
scholarship
hit.
We
we
really
would
like
to
see
in
those
two
areas
over
the
last
few
years,
so
we
have
made
a
concerted
effort
to
really
go
into
some
of
those
title,
one
schools
and
start
recruiting
kids
and
get
them
on
skates
at
ice
world.
We
did
several
sessions
this
past
year.
B
C
B
Madam
president,
commissioner
Stidham,
yes,
we're
going
to
continue
the
Outreach.
Our
biggest
is
our
play
camp
program.
That's
where
we
get
most
of
the
scholarships,
because
that's
our
version
of
the
summer
daycare
for
work
parents,
and
so
that's
our
largest
hit
on
that
and
everything
else
pales
in
comparison,
I.
Think
to
that,
because
that
is
really
a
big
one
for
us,
but
but
we're
going
to
continue
that
Outreach
in
those
two
areas
for
sure.
Thank
you
very
much.
U
Madam
president,
director
Holloway
I
have
a
question
for
you
as
well
concerning
those
scholarships
with
the
golf
and
ice
world.
Just
you
know,
seeing
as
a
rental
is
a
separate
entity
from
the
city
are,
do
we
have
a
program
to
provide
equipment
for
those
kids
in
those
programs.
B
Madam
president,
commissioner,
member
Johnson,
yes,
we
do.
We
provide
everything
and
we're
looking
at
even
going
further
once
we
teach
and
take
learn
to
skate,
for
example,
getting
kids
on
skates,
getting
them
at
the
ice
World,
getting
them
somewhat
proficient
to
stay
up
on
their
skates.
Then
we
want
to
provide
all
the
equipment
for
them
to
be
able
to
be
in
a
hockey.
For
example,
a
hockey
league.
B
B
A
group
class
setting
once
they
get
on
a
team.
It
becomes
a
little
more
problematic,
but
we've
got
to
tackle
that
because
we
want
the
future
of
how
both
of
those
facilities
do
are
really
reliant
on
us
getting
full
access
to
them.
Bye,
everybody.
E
Wonderful,
where
do
we
do
the
motion?
Okay,
thank
you
for
the
reminder
can
I
ask
for
who
is
in
favor
all
in
favor.
