vicinity
map,
the
project
is
located
along
eckerd
road
and
the
boise
river
adjacent
to
the
north
and
east
are
residential
neighborhoods,
which
are
located
within
the
harris
ranch.
Pacific
plan
also
note
that
the
idaho
power
power
corridor
separates
the
subject
property
from
the
mill
district,
residential
neighborhood
to
the
east.

This
plan
shows
the
master
plan
for
the
alta
harris
park.
As
you
can
see
from
the
site
plan.
The
park
area
is
located
outside
of
the
approximate
300
foot
conservation,
easement
and
away
from
the
boise
river.
Since
the
historic
use
of
the
subject,
property
was
for
cattle
grazing,
the
site
is
considered
class
b
lands.
The
park
improvements
will
mitigate
and
enhance
the
natural
resource,
functions
and
values
of
these
class
b
lands.
Cultural
and
recreational
activities
are
considered
important
resource
functions
and
values
of
the
boise
river.

In
addition,
the
applicant
will
remove
non-native
vegetation
from
the
idaho
power
corridor
and
replant
the
area
with
native
shrubs
and
grasses.
This
habitat
enhancement
activity
will
mitigate
the
development
of
the
class
b
lands
within
the
proposed
park.
The
site
plan
also
excludes
the
large
area,
as
noted
the
300
foot
buffer
along
the
boise
river
from
this
project.
As
such,
there
are
no
class
a
lands
or
eagle
habitat
within
the
community
park.
Any
future
park
improvements
within
this
exclusion
area
along
the
river
will
require
a
separate
river
system
permit
and
flood
plain
approval.

project
is
consistent
with
the
goals
of
the
river
system,
ordinance.
It
will
allow
for
the
conveyance
of
100
year
flood
waters
while
protecting
and
enhancing
wildlife
diversity
and
providing
amenity
a
community
park
for
the
adjacent
residential
neighborhood
and
the
city.
The
planning
team
received
a
letter
from
the
boise
river
enhancement
network,
commenting
on
the
application
they
expressed
their
support
with
locating
the
park
improvements
outside
of
the
eagle
setback
and
the
class
a
lands
along
the
river.

also
note
that
these
are
draft
documents
that
achd
and
parks
are
still
working
the
details
out
on.
So
it's
a
little
bit
of
a
work
in
progress,
but
this
is
what
is
being
proposed
along
eckerd
road
and
this
kind
of
shows
the
site
plan
and
just
for
a
little
more
detail.
These
are
the
the
cross
sections
of
the
road
improvements
and,
as
you
can
see,
they
they
do
show
the
sidewalks
and
the
five
foot
bike
lanes.

in
conclusion,
the
planning
team
recommends
approval
of
the
boys
river
system
permit.

actually
I

make
one
more
note,
so
I
forgot

leave

out

As
for
the
parking
on
the
site,
the
site
does
comply
with
the
required
requirements
of
the
development
code
for
providing
the
correct
amount
of
parking
for
a
park.

since
it
complies
with
all
the
required
finding

code

a

that
planning
zoning
makes
the

these

approval

break
ground
on
the
alpha
harris
community
park.
David
moser
did
a
really
good
job
of
pointing
out
the
the
future
plans
of
the
park,
and
the
master
plan
was
approved
by
the
parks
commission
in
october
for
this
final
design.

pointed
out
the
the
conservation
easements
that
are
shown
on
the
master
plan,
no
work
is
taking
place
within
that
area.
So
that
is
not
part
of
this
river
system.
Permit
application.

could
see
that
slight
portions
of

stormwater
pond
the
paved
pathway,
portions
of
the
sports
fields
and
then
trees
and
manicured
vegetation
will
be
within
the
floodplain
within
the
park
site.
So
that's

we're
seeking
approval

this
application

then
just
to
speak.
It
may
not
be
your
main
to
your
consideration
of
this
permit,
but
I
just
wanted
to
say
that
the
boise
parks
and
recreation
excuse

department
remains
committed
to
working
with
the
barber
valley,
neighborhood
association,
to
address
their
concerns
about
this
area,
specifically
the
the
boise
river
floater
traffic,
that
kind
of
flocks
to
the
area
during
the
summer
season.

mosher
pointed
out,
the
ada
county
highway
district
is
under
review
of
right-of-way
plans
for
pedestrian
and
bicycle
improvements
along
eckert
road
frontage
there
through
the
power
corridor.

report

minimum
that
we
should
make
improvements
along
the
frontage
of
the
park
site
only,

we
just
decided
that
we

go
ahead
and
extend

those
facilities

match

work
with
the
neighborhood
association
to
address
their
concerns,

comments

we've

few
concerns
and
it
sounds
like
most
of
them
have
been
worked
out.

talked
with
trevor
and
and
david
as
well
about
many
of
the
concerns
that
we
have
and
we're
fairly
fairly
confident
everything's
working
out
well,
and
we
were
just
left
in
the
dark
a
bit
on
some
of
this,
but
in
general,
we'd
really
like
to
commend
the
park
staff
for
the
interaction
they
gave
to
the
neighborhood,
which
began
in
early
last
year.

Out
here
has
had
really
tough
time
negotiating
that
those
kind
of
agreements
to
work
some
kind
of
amenities,
neighborhood
amenities
into
the
power
corridor,
there's
a
broad
neighborhood
consensus
on
the
plan.
We
testified
that
to
the
box
commission
back
in
october,
but
we
did
also
identified
significant.
You
know
concerns
about
the
floater
parking
issue
which
hasn't
been
resolved.

Another
thing
is
when
we
testified
at
the
parks
commission.
Back
in
october,
we
asked
them
to
direct
some
kind
of
stakeholder
solutions,
or
at
least
discussions
between
the
county
and
the
city
and
all
the
stakeholders
because
of
the
floater
activity
was
highest
ever
last
summer.
It's
not
going
to
settle
down
and
this
the
eckert
road
streetscape
is
going
to
be
directly
impacting
to
what
happens
with
people
that
don't
park
in
barber
park
and
overflow
onto
eckert
road,
which
is
currently
a
problem,
and
it's
going
to
continue
to
be
a
problem.

So
our
public
are
our
the
the
documentation
that's
available
online
in
our
written
testimony
summarizes
our
concerns,
which
is
all
of
them,
are
emanating
from
the
achd
project
report
that
the
park
is
great
to
emphasize.
We
commend
the
park
staff
for
the
alta
harris
plan.
Our
concerns
are
related
to
the
public
infrastructure
and
the
right
of
way
on
eckhart
road
we've
got
the
sidewalk
gap,
which
is
seems
to
be
working
for
the
eckerd
road
parking
issue,
bike
facilities
and
the
crossing.

to
get
this
right
and
it
seems
to
that.
This
is
the
last
opportunity
for
the
public
to
engage
with
this
application
as
to
what
the
street
space
is
going
to
look
like,
and
I
don't
know
we're
kind
of
confused
about
where
that's
going.

summary,
we're
concerned
that
this
application
is
the
final
opportunity
that
there
are
two
significant
unresolved
issues:
the
sidewalk
gap,
as
both
david
and
trevor
mentioned.
Those
are
those
are
draft
construction
documents.
Those
aren't
fully
approved,
there's
no
easement.

understand
it's
not
fully
on
board
yet
so
we're
concerned
the
accurate
parking
you
know,
that's
going

be
a
continue
to
be
a
problem

we'd
like
to
see
some
kind
of
effort

mitigate

summer
parking

the
overflow
into
the
barber
junction
neighborhood
across
the
street
and
the
middle
district
to
the
east
is
an
adverse
continued
to
be
adversely
impacted,
and
I
think
I'm
probably
close
to
my

approval
criteria

intent

goals

system
ordinance

really
designed
to
protect
wildlife
habitat
and
to
mitigate

enhance
the
class
a
b
and
c
lands
along
along
the
river.
It
doesn't
really
allow
for
much
opportunity
to
get
into
street
design
or
traffic
impacts.

look
at
parking
only
just
to
make
sure
that
it's
providing
adequate
parking
as
per
code.
This
site
is
doing
that
in
the
sense
that
our
zoning
ordinance
doesn't
actually
set
a
specific
standard
for
public
parks
on
parking.

we
fall
back
onto
the
park
experts
on
how
much
a
park
at
this
site
wouldn't
the
size
with
me
for
the
number
of
spaces
such
as
I
as
such,
I
defaulted
back
to
parks
and
all
the
work
they've
done
into
creating
this
master
plan.

are

skate
scooter

surprised

saw
the
design
and
it
did
not
include
my
suggestion.

memo

parks

rec

That
modifications
were
made
to
change
the
number
of
pickleball
courts
from

to
12
after
accounting
for
the
number
of
retirees

the
area.
It
seems
like
this
parks
activities
are
focused
on
little
kids
and
older
people
and
are
missing
on
out
on
activities
for
people
from
ages,
12
to
30..
The
latest
barber
valley
census
had
the
13
to
30
age
group
at
around
20
percent
of
total
citizens
that
occupied
the
barber
valley.

why

hoping

include
the
skate
park
to
also
first
park
design.
Benefits
of
a
skate
park
include
providing
a
safe
place
to
recreate
healthy
outdoor
activity
and
is
safer
than
skating
in
streets.

closest
skate
park

harris
ranch
is
located
at
for
boise,
and
it
is
too
far
for
most
non-driving
teenagers
to
travel
to
this
skate
park
will
benefit
all
the
surrounding
neighborhoods
and
it
will
help
out
the
businesses
in
harris
ranch
because
they
won't
have
a
bunch
of
teenagers
hanging
around
their
business
riding
skateboards
and
scooters.

going

19th

thought
too
that
these
kinds

issues
would
have
been
addressed

part

master
plan
review

the
park's

staff

making
good
progress

terms

the
curb
gutter

approved

parks
commission
in

october,
and
this
was
actually
the
second
iteration
of
that
master
plan.

having
gone
out

public
and
asking
what
kind
of
amenities
mix
that
they
would
have
chose,
I
will
tell
ethan
that
we
are
working
on
the
future
design
and
future
development
of
bowler
park,
which
is
essentially
just
up
the
road
from
this
park
and
across
the
river,
and
that
part
will
include
a
skate
park
feature.

it
won't
be
long
ethan
and
then
two
just
in
responding
to
john
and
the
other
gentleman
from
the
the
barber
valley,
neighborhood
association,
we're
we're
building
the
frontage
of
alta
harris
park
and
the
the
right
of
way

area

effort
road

corridor
and
on
the
frontage
of
the
park
based
on
all
of
the
street
typology
recommendations
that
were
set
forth
in

spo2
plans
when
they
were
originally
approved.

wide

bike
lanes

our
plans

consideration

strip
and
a

working
very
hard
to
try
to
address
those
concerns
as
far

parking-

right-of-way
would
cause
the
need
for
an
amendment
to
the

spo2
street
typologies

were
approved
within
those
special
plans,
but

again
we're
working
with
achd

submitted

push
pretty
hard
to
get

standard
policy

parking

arterial

speed

miles

hour

the
comfort
of
pedestrian
and
cyclists
facility
along
effort

this
area
continues
to
grow.

to
the
placement
of
that

all
the
requirements

receive
approval
from
the
planning

be
pretty
hard
to
operate
in
