Description
1-14-21 Boulder Police Town Hall - En Español
A
A
Who
are
experiencing
housing
problems
and
those
who
are
experiencing
housing
problems?
So
we
are
going
to
talk
a
little
bit
about
the
homeless
this
morning
and
we
will
also
be
highlighting
this
topic
in
the
city
council
next
Tuesday
at
6pm.
There
will
be
updates
as
to
the
processes
and
methods
and
the
many
issues
and
ways
we
are
handling
these
issues
and
be
sure
to
check
with
the
city
council
for
ideas
on
how
to
proceed
in
2021.
So
we
invite
you
to
attend
that
meeting.
A
You
can
also
see
it
at
t
through
the
city's
youtube
channel
or
through
channel
8.
So
we
encourage
everyone
and
invite
you
to
join
online
through
the
city
of
boulder
colorado,
dotcom
website
and
to
view
the
city
council
agenda
for
that
meeting
and
to
learn
more
about
what's
going
to
happen
that
night.
So
with
all
of
that
being
said,
we're
going
to
jump
right
into
the
questions
that
we've
gotten
from
a
lot
of
you
and
once
we've
answered
your
questions.
If
there
are
any
additional
questions,
We
invite
you.
A
A
If
you
look
at
the
bottom
of
your
screen
with
your
cursor,
you
will
be
able
to
see
some
bubbles
that
they
say
the
words
they
use
in
and
please
insert
your
questions
there,
either
in
English
or
in
Spanish.
So
we
are
going
to
start
with
questions,
as
I
mentioned
earlier
about
our
analysis.,
his
of
the
people
who
are
particularly
homeless
and
who
have
different
camps
and
locations
around
the
city.
There
are
different
articles
on
our
news
channels
that
refer
to
the
way
we
dismantle
these
camps
and
clean
them
up
and
that
I
hope.
A
The
chief
officer,
mena
He,
told
us
about
the
difference
between
these
and
the
terms.
Sweeping
suite
and
cleaning
for
my
suite
cleaning
is
something
that
was
done
as
part
of
the
police
in
the
early
70's,
80's
and
90's,
and
it
was
where
problems
were
troubled
communities.
The
police
would
come
and
go
to
solve
specific
crimes,
and
in
those
times
it
was
to
arrest
as
many
people
as
possible
and
move
or
displace
people
and
most
of
the
time
this
was
done
with
good
intentions.
A
This
type
of
and
helping
with
this
type
of
behavior
was
really
devastating
for
the
communities,
especially
for
these
communities
so
sweeping
this
is
unnecessary
because
for
the
safety
of
the
public
and
if
we
don't
act
on
it,
if
we
don't
clean
up,
the
community
would
really
be
facing
serious
safety
issues
and
not
I
know
if
any
of
us
would
like
to
add,
but
I
would
like
to
deviate
about
the
term
sweep
it's
terminology.
That
is
not
correct
in
me
for
me
and
I
think
we
generally
like
to
use
the
term
clean
vs.
A
sweep
specifically
because
it's
really
cleanups
that
we
do.
The
police
department
doesn't
take
the
leadership
role
in
these
camps
because
cleaning
up
the
camps
really
can't
be
implemented,
and
if
there
aren't
certain
laws
that
say,
you
can't
obstruct
certain
public
places
and
they
really
are
safety
and
health
problems
and
the
police
really
have
a
role
to
provide
security.
And
while
they
see
the
vehicle
It's
in
those
areas
with
uniforms
that
we're
really
keeping
the
peace
while
removing
some
health
hazards
and
those
types
of
individuals
in
those
encampments.
That.
A
A
Could
you
talk
a
bit
about
the
process
of
reinforcing
and
the
prohibition
of
camps
and
the
ways
in
which
you
implement
these
prohibitions
and
the
cleaning
process
as
a
whole?
How
is
this
process
clear
that,
yes,
from
my
perspective
from
a
legal
perspective
and
then
thread,
can
talk
about
the
steps
that
are
followed,
but
for
me
three
things
must
be
completed.
A
One
must
be
a
type
of
notification
that
is
presented
in
l
to
the
location
that
we
are
going
to
clean,
and
then
there
must
be
a
type
of
services
that
must
be
offered
to
make
sure
that
people
understand.
Where
are
the
services
that
they
can
access
and
number
three
to
reinforce
the
prohibition
of
camping,
as
indicated
the
cleaning
services
are
their
supplied
and
I?
Don't
know
if
many
people
in
the
community,
but
it
is
important
to
say
that,
due
to
the
biological
and
health
safety
hazards,
it
really
allows
us
to
do
this
type
of
work..
A
Most
of
the
departments
involved
do
regular,
clean
ups
to
remove
trash
if
people
are
warned
that
it
is
not
acceptable
for
them
to
be
doing
this
and
they
are
given
a
verbal
notification
that
they
want
to
correct
and
mitigate
these
issues
and
make
it
less
intrusive.
So
they
are
given
notifications
and
then
they
are
removed
and
a
coordinated
effort
between
police,
other
city
departments
and
our
first
direct
contract
that
it's
basically
what
we
do.
A
We
have
several
questions
that
are
coming
in
about
the
time
it
takes
from
the
time
a
camp
is
formed
until
the
clean
up
is
done
so
the
passes
you
just
described
I
imagine
have
a
lot
to
do
with
this
time.
Is
there
anything
else
you
'd
like
to
share
about
what
happens
from
the
time
you
report
a
camp
and
the
cleanup
and
the
cleanup
process.
Yes,
thank
you
garment.
A
1,
the
amount
of
city
resources
needed
to
clean
these
up
camps
is
really
quite
a
lot
and
when
it
is
the
notification,
we
are
going
to
talk
about
that
on
the
19th
at
about
72
hours
of
notification
that
they
are
given
the
ration
so
that
they
are
given
72
hours,
and
that
has
to
do
with
what
Due
to
the
cases
of
the
law,
the
decisions
that
come
from
Denver
and
we
are
going
to
discuss.
Perhaps
how
this
time
can
be
shortened,.
But
there
is
really
a
risk
when
we
do
this,.
A
But
a
lot
of
this
is
coordinated
with
others
against
other
organizations
and
other
departments
of
the
city.
And
then,
when
the
camps
grow,
the
resources
of
the
police
are
needed
to
provide
security
and
in
all
senses,
and
it
is
r
It,
really
is
quite
a
complicated
effort
to
coordinate,
which
requires
a
lot
of
city
services
to
clean
up.
These
encampments
I
really
do
share
the
input
that
the
community
has,
but
that
is
the
reality
of
the
situation.
A
And
I
would
really
like
to
add
something
to
this.
First
of
all,
one
of
the
reasons
The
reason
we
are
having
meetings
with
the
municipal
council
is
to
discuss
strategies
and
share
ideas,
because
we
know
that
the
process
is
not
perfect,.
We
are
aware
of
that,
and
we
know
that
we
are
not
doing
everything
100%
perfect,
and
we
know
that
there
are
things
that
can
be
done.
A
adjust,
but
there
are
also
legal
frameworks
and
chronologies
and
resources
that
are
sometimes
not
there
and
another
thing
I
want
to
draw
attention
to
is
that,
since
we
are
trying
to
find
a
greater
number
of
solutions
and
this
we
are
always
moving
the
same
people
and
they
do
not
use
the
resources.
Sometimes
what
happens?
Is
the
police
department
cleans
up
an
area
with
along
with
parks
or
utilities
or
transportation,
and
someone
else
sees
that
this
area
is
clean
and
then
they
move
in
there.
A
So
it
looks
like
it's
a
super,
persistent
encampment,
and
but
it's
not
the
same
people
that
are
there
all
at
the
same
time
consistently
they
may
have
been
removed
and
someone
new
comes
and
sets
up
their
camp.
There
and
I
know
this
isn't
perfect,
but
sometimes
there
is
very
little
time
between
the
occupation
of
an
area
and
the
camp,
and
it
seems
like
the
camp
has
persisted
for
an
extraordinary
time,
but
they
really
are
different
people
that
are
there
for
different
lengths
of
time.
A
So,
generally
speaking,
the
larger
camps
take
more
time
to
coordinate
than
that
very
quickly,
and
it
takes
the
police
department
and
police
departments
much
longer
to
get
to
them
in
the
smaller
encampments
can
be
removed
more
quickly,
but
we
are
trying
to
make
sure
everything.
Let
the
world
know
that
they
can't.
They
can't
be
there.
What
services
are
available
and
our
outreach
team
has
provided,
and
we
don't
want
to
be
subject
to
civil
rights
as
a
result
of
the
things
we
do.
We
want
to
give
opportunities
and
chances
to
the
people.
A
A
Think
there
are
resources
in
the
city
and
in
the
county,
for
people
experiencing
stand
are
unemployed
and
homeless,
and
I
want
to
give
you
a
little
bit
of
some
of
the
services
that
are
provided.
If
you
want
to
queue
the
homeless
page
of
the
city
of
boulder.
Here
you
will
see
operations
in
general,
but
when
you
hear
all
this
and
it
seems
that
it
was
very
complicated
and
confusing
how
we
are
able
to
connect
with
all
this.
A
A
Everyone
knows
about
the
border
center
for
the
homeless,
such
as
providing
housing
for
extreme
weather
and
also
some
services
in
the
morning
for
food
and
for
showers,
and
it
has-
and
there
is
also
a
refrigerator
for
people,
sorry
to
a
refrigerator.
There
are
other
organizations
that
come
together
to
work,
to
provide
housing
in
a
sustainable
way.
They
give
food
resources
and
other
things
they
also
give
people
to
women
to
people
who
are
transcending
and
also
There
are
care
homes
for
the
elderly,.
A
There
are
also
places
for
the
youth,,
which
includes,
is
also
in
fa,,
which
provides
supplies
for
the
service
to
families,
lunches,,
and
also
assistance
with
food
for
people
who
are
in
marginalized
housing
and
who
have
remains
of
housing.
That
kind
of
thing.
There
are
also
many
services
of
the
faith
community
that
offers
my
clothing
and
health
clinics,
and
they
also
provide
a
lot
of
psychological
services
and
they
wonder
how
to
access
these
services.
A
Most
organizations
have
an
outreach
department.
The
police,
of
course,
and
boulder
county
also
have
all
kinds
of
institutions
and
programs
that
transfer
housing
and
human
services
also
have
experimental
professionals
and
a
new
program.
That
is
starting
to
live
there
with
partners
that
are
also
trying
to
help
and
affiliate
in
affiliate
or
collaboration
with
the
city.
This
is
just,
but
there
are
many
more
numbers
of
services,
individuals
and
families,
whatever
the
circumstances
that
they
have.
A
Thank
you
very
much,
thank
you
and
with
that
we
have
a
question
that
made
it
to
the
question
and
answer
box
that
is
relevant
to
this,
to
this
particular
topic,
which
is
about
interpreting
services
and
I.
Think
that
having
realized
this
today
in
day,
we
have
interpretation
for
city
meetings.
There
is
a
question
about
what
kind
of
language
access
is
being
provided
to
our
neighbors
housing.
Honestly,
you
could
tell
us
specifically
to
answer
this,
but
I
know
a
large
number
of
organizations
have
particularly
for
spanish
speakers.
Anyway,
there
are
managers.
A
And
that
they
have
these
non-speakers
the
police,
if
they
call
the
police
that
we
use
access
to
a
linguist
and
we
have
officers
who
can
interpret
so
that
if
someone
like
I,
don't
know
the
extent
of
the
translation
and
interpretation
services,
if
they
really
connect
with
the
team
of
homeless
outreach,
we
can
connect
you
with
interpretation
services
and
we
can
make
sure
you
have
a
link
to
an
organization
that
can
provide
these
services.
Thank
you.
A
A
What
to
offer
when
we
do
cleanings-
and
I
have
read
the
recommendations
of
the
cdc
health
department
public
to
be
complying
with
the
services
that
we
must
provide,
and
the
guidelines
are
quite
clear
in
that
they
do
not
want
the
camps
to
be
cleaned
and
there
are
no
other
services
that
can
be
provided
by
the
city..
I
heard
this
argument
many
times,
and
this
does
not
apply
to
go
back
at
all
s,
and
I'm
going
to
use
this.
That.
A
A
five
bird
document
said
regarding
the
campgrounds
and
pretty
good
this,
where
there
are
quite
a
few
I
always
know.
There
are
quite
a
few
concerns
about
how
we
clean
up
the
campsites,
but
following
the
guidelines
of
the
public
health
department
to
and
connect
them
with,
services
and
officials
and
I
think
the
city
is
doing
an
excellent
job,
staying
in
compliance
with
the
guidelines
of
the
public
health
department.
But
if
anyone
has
more
questions,
could
you
explain
this
in
more
detail
but
I
agree?
A
Thank
you.
I
want
to
emphasize
that
this
part
of
our
public
information
in
our
department
is
already
police
has
actually
put
the
link
here
in
chat
for
homeless
services
in
this
chat.
If
there
is
anyone
who
wants
to
learn
more
about
this
topic
there,
they
should
go
while
we
are
talking
about
cover
and
the
impact
it
has
had
on
their
practices.
Triana,
please
to
explain
how
jail
jail
limitations
have
can
actually
accept.
What
are
the
factors
when
officers
find
officers
in
camps
that
should
be
arrested
and
are
actually
actively
committing
crimes?
A
A
If.
We
talk
about
public
mental
health
services
and
services
after
being
in
pressure
and
court,.
They
have
been
completely
impacted
by
the
cover
so
that
the
jail
court
system
officers
can't
even
do
things
or
allow
things.
That
would
never
happen
in
normal
times,
like
citations
to
people
who
have
committed
crimes
and
there's
just
the
two
citations
to
people
who
have
stolen
cars.
For
example,
jails
have
very
limited
restrictions
currently
and
I.
Don't
think
this
is
going
to
improve
for
at
least
a
couple
of
months,
so
this
has
been
very
frustrating
for
the
community.
A
It
has
been
very
frustrating
for
the
officers
that
are
involved,
and
could
you
give
us
your
perspective,
someone
who
is
an
officer
and
who
talks
to
officers
and
does
this
is
a
constant
problem
that
has
caused
in
my
mind
as
the
leader
of
the
organization,
that
we
are
seeing
the
statistics
of
crimes
and
public
disorder
in
the
climate.
That
is
happening,
and
there
is
definitely
a
relationship
here
between
the
closures
of
the
jails
of
the
courts
and
of
the
mental
health
services
and
of
all
the
services
that
are
generally
open.
A
This
is
really
bringing
it
back
and
not
just
in
boulder,
but
across
the
country.
I'm,
really
glad
we
don't
have
a
problem
with
violence,
but
there
certainly
is
property
crime
against
property,
and
we're
really
going
to
have
a
complete
presentation
of
how
it
is
impacting.
But
ross
has
much
more
points
to
discuss
here.
Yes,
I
think,
as
the
chief
was
indicating,
this
is
very
frustrating
for
everyone.
A
Including
some
of
the
criminals
who
are
on
the
street
because
their
interactions
with
the
police
are
while
there
are
some
and
broader
issues
that
are
affecting
policing,
today.
Currently,
and
the
police
department
has
diminished
from
its
tool
that
it
has,
and
we
really
have
very
few
tools
currently
and
one
of
the
current
tools
that
we
have
is
jail,,
which
is
essentially
the
inability
to
train
criminals
so
that
they
can
no
longer
commit
crimes..
A
We
are
off
the
table
and
except
for
some
crimes
on
a
larger
scale,
against
people,
and
it
is
not
that
I
have
not
been,.
We
have
not
stopped
reinforcing
our
law
and
people
who
have
stolen
cars
or
who
are
entering
homes
or
businesses
to
steal.
We
really
have
more
limited
tools,
and
it
really
is
one
of
those
things
you
have
to
weigh
up.
A
Thank
you
very
much,
and
you
really
touched
on
it
a
little
bit
on
this,
but
I
want
to
share
this
question
because
I
think
there
is
a
lot
more.
We
can
say
here.
Please
could
you
talk
a
bit
more
about
best
practices
during
cover
and
outside
of
kobe?
Really?
What
is
it?
I
would
like
to
be
able
to
do
your
best
practices
in
reinforcing
the
strategies
to
really
have
these
problems
of
crimes
associated
with
campa
ments
and
perhaps
with
people
who
are
experiencing
homelessness
or
are
homeless.
Like
drug
dealing.
A
We
have
seen
an
increase
in
this
bike
theft,
public
health
issues,
as
you
have
said,
and
you
saw
trash
and
litter
issues.
Yes,
that
is
an
excellent
question
and
much
more
information
we
will
give
on
the
19th,
so
it
should
all
come
together,
but
there
is
definitely
a
relationship
between
camping
and
crime
in
bouldering.
A
So
when
you
see
a
party
to
a
crime,
more
serious
crimes
like
homicide,
robbery
aggravated
assault,
you
can
definitely
see
that
there
is
a
correlation
between
how
the
population
people
commit
crimes
in
these
categories
and
on
average
we
are
seeing
more
than
37%
of
involvement
between
the
known
crimes
and
the
people
who
are
committed.
So
this
is
a
large
group
of
information
in
a
way
that
we
have
to
really
or
carlos
officer.
Mainar
could
agree
with
me
with
all
crime.
There
is
a
small
percentage
of
these
criminals.
A
Committing
these
crimes
and
I
think
we
're
going
to
have
to
focus
on
these
small
numbers
that
we
think
are
involved
in
drug
dealing
and
bike
theft
and
the
bike
problem
that
I
have.
So
we
have
to
work
with
the
court
system
and
our
and
our
laws
to
make
sure
that
people
get
some
kind
of
consequences
now
from
fortune.
A
And
camps
that
are
involved
in
ac
Criminal
activity
of
some
of
these
are
very
serious
in
nature,
and
some
of
them
are
violent,.
So
I
am
confident
that,
looking
at
the
information
that
we
are
going
to
present
to
the
municipal
council,,
it
worries
us
a
lot
and
should
be
of
great
concern
to
the
community,,
so
that
a
strategy
has
to
involve
identifying
this
group
of
people
who
are
bringing
the
drugs
to
bowler
and
then
and
then
involving
others
who
are
engaging
in
other
types
of
criminal
activity.
A
These
people
should
be
arrested
by
the
court
system
and
there
be
consequences
to
the
end
of
the
day
if
the
consequences
are
partly
jail,
really
drug
treatment
rehab.
So
I
'm
going
to
let
officer
meiner
talk
to
us
a
little
bit
more
about
this,
because
he
doesn't
see
every
day
really
he's
out
there
every
day
and
you
see
it
every
day.
A
I
think
the
first
thing
is
why
we
have
municipal
councils,
and
we
have
these
assemblies
bleas,
and
the
first
thing
we
have
to
know
is
that
the
chief
of
the
police
is
doing
an
excellent
job
delineating
and
most
of
the
time
we
are
complaining
about
the
crime
for
the
homeless
still
homeless.
But
there
are
many
people
in
this
in
this
city
who
have
really
experienced
homelessness
and
really
have
the
time
to
look
into
the
service
if
they
are
really
interested
in
getting
out
of
homelessness.
A
A
My
partner,
jenny
and
I
pretty
much
really
have
to
say
the
names
of
every
single
person
that
is
actually
causing
these
problems
in
and
around
our
camps,
the
city
and
they
are
involved
in
criminal
activity
and
those
are
the
people
that
the
police
want
to
focus
on
and
I
really
think.
We
can
also
weigh
that.
We
all
know
that,
generally
speaking,
believe
more
crime
doesn't
pay
and
that's
why
a
lot
of
these
are
not
people
and
housing
are
criminals
and
living
like
this
results.
A
Drug
rehabilitation,
treatment,
mental
health
services
and,
to
be
honest,
I,
think
that
for
this
small
group
of
people,
it
will
require
a
criminal
justice
intervention
so
that
they
can
actually
in
to
get
into
a
mental
health
and
drug
rehab
program.
Because
that's
no
reason
why
they
can
take
any
personal
initiative
to
get
involved
in
these
services
and
I
assure
you.
We've
tried
hundreds
and
hundreds
of
times
with
many
of
them
to
get
them
to
go
and
voluntarily
and
receive
the
services.
But
they
don't
want
to.
A
And
I
understand
how
addiction
complicates
this
issue,
but
I
think
that
justice
and
the
response
to
this
criminal
activity
is
the
best
way
to
make
this
happen
and
I
know
that
the
chief,
the
chief
of
The
police,
may
have
a
lot
more
to
share
after
this
city
council
meeting.
But
in
my
experience
someone
we
genuinely.
A
Could
any
of
you
please
talk
about.
What
are
the
current
and
future
training
plans
for
police
officers
so
that
they
can
effectively
escalate
situations
and
if
they
are
not
experiences
that
an
officer
officiated,
or
his
bathtub,,
there
should
be
escalation
in
two
situations,,
especially
those
who
have
mental
problems,
obviously,.
A
In
my
mind,
is
one
one
of
the
greatest
major
strategies
to
download
from
stand
up
and
I
would
like
many
more
The
country's
wind
departments
could
adopt
it,
but
that
is
exactly
what
you
are
saying
is
to
value
the
sanctity
of
all
human
life
and
understand
that
they
are
meeting
people
at
their
worst
and
we
are
really
putting
human
life
at
the
center
of
all
decisions.
that
we
take,
and
if
we
really
think
about
it
logically
revise
the
model.
A
It's
very
hard
to
make
a
tactical
mistake
when
we're
putting
the
sanctity
of
a
human
life
at
the
center
of
our
practices
and
I
would
really
challenge
anyone
who
disagrees
with
this.
So
we
're
in
a
trail
with
the
police
department
to
make
sure
there's
training,
obviously
and
as
I
laid
out
earlier.
We
have
a
new
training
lesson.
That's
at
the
core
of
everything
that
their
trainings
and
not
just
training
as
individual
police,
but
it's
all
mixed
up
and
with
everything
we
do
and
what
you
make
official.
A
A
departments
that
have
little
staff
and
little
training,
and
we
have
many
unique
people
who
are
really
honestly
interested
in
developing
the
relationships
and
tools
that
we
started
with
great
staff.
Human
in
this
police
department,
and
we
have
a
large
number
of
police
officers
who
have
already
had
unique
training
in
crisis
training.
We
have
negotiators,
we
have.
A
That
really
is
another
layer
in
the
felicia
department
and
It's,
considered
best
practice
and
I've
personally
seen
them
escalate
with
officers.
So
I
have
a
focus.
how
holistic-
and
I
am
really
very
proud
of
the
pérez
and
men
of
art
police
method,
because
the
ros
you
are
right,
someone
in
the
east
of
our
country
does
not
have
the
tall,
they
do
not
have
the
talent-
and
this
is
a
very
well
educated
police
department
and
we
are
very
proud
to
be
associated
with
this
police
department.
A
And
this
really
is
a
great
piece
of
this
service
that
all
of
you
are
providing
here
in
the
city
and
taking
a
step
back
from
the
logistics.
How
much
money
is
spent
each
year
in
dismantling
the
camps
and
doing
the
cleaning
of
these
camps.
I
would
present
to
all
the
communities
of
community
members
who
really
join
the
municipal
council
on
the
19th
of
this
month
to
give
a
really
an
overview,
since
everyone
here
is
understand
of
that.
A
This
is
a
multiple
responsibility
of
the
city,
with
issues
that
really
create
or
generate
damage
to
the
community
in
such
a
way
that
the
resources
The
ones
that
have
been
used
are
many
and
to
give
something
in
context.
Here
we
respond
to
an
average
of
two
hundred
calls
for
services
each
month,
and
this
is
in
operational
issues
and
obviously,
and
it
really
takes
resources
away,
it
diverts
resources
from
wanting
to
be
focusing
on
the
problem
of
robberies
that
we
have
in
boda.
A
A
And
we
literally
had
to
put
a
dozen
officers
in
that
location
and,
if
you
think
about
this
on
a
monthly
basis
and
do
the
sum
we
are
talking
about
a
number
of
significant
resources,
this
is
not
only
from
the
police
in
parks
and
recreation,
health
services,
human
services,
we
have
against
private
contractors.
It
really
is
the
department
of
transportation-
and
this
is
we
started
to
add-
and
it's
really
a
significant
commitment
to
this
topic
ma
in
boulder.
A
So
we
all
have
to
find
solutions
as
a
community
as
a
city
to
determine
the
best
ways
to
combat
this
problem,
because
on
many
levels
the
damage
that
is
done
through
these
encampments
is
of
great
magnitude
in
our
city
and
I.
Think
the
19
to
provide
a
better
picture
about,
depending
on
the
number
that
we
have,
we
will
stay.
We
are
going
to
invest
a
lot
more
money
than
we
have
gone
before
in
really
dealing
with
this
problem
in
a
way
that
these
were
good,
we
are
not
going
to
give,
but
it.
A
Thank
you
and
then,
based
on
all
that,
they
have
said
that
considerations
regarding
the
patrolling
of
the
power
of
the
trail
in
what
way,
and
he
police,
department
and
homeless
outreach
team
have
considered
increasing
this
police
department,
walking,
presence
and
patrolling
this
trail.
This
is
an
excellent
question.
It
is
as
I
am
a
cyclist.
I
am
biking
a
lot
and
I
see
the
problems
that
are
in
the
trails.
I
feel
frustrated
on
the
bike
trails.
Like
other
members
of
the
community.
A
We
have,
we
have
a
bike
patrol
team.
We
have
to
walk
two
bike
trails
and
I
want
the
community
unit
to
know
that
we
have
orienta
mind.
I
have
24
fewer
police
officers
than
that,
currently
less
than
we
are
working
diligently
to
really
increase
our
numbers
to
where
it
was
when
I
arrived.
But
without
a
doubt,
the
police
crisis
in
our
country
has
really
impacted
recruiting
and
retention.
A
I
think
they
're
needed
and
I
most
certainly
want.
As
we
increase
the
numbers
of
officers
in
our
department.
There's
going
to
be
more
visibility
because,
to
be
honest
with
you
currently
with
the
closure
of
the
jail,
the
officers
and
the
community
have
to
work
together.
The
visibility
has
high
happiness
and
the
tools
that
the
police
have.
A
So
we
are
asking
the
officers
and
when
they
have
time
at
their
discretion,
to
go
out
for
a
walk
and
really
have
the
greater
visibility,
because
we
know
that
the
community
I
see
that
it
reduces
public
disorder,
and
we
are
also
asking
the
community
of
what
these
these
points
to.
Please
do
everything
possible
to
present
these
believe
me
that
they
happen.
A
We
have
a
certain
percentage
of
these
crimes
that
are
preventable,
like
not
putting
the
lock
on
it
to
your
bikes,
leaving
your
bikes
unlocked,
not
locking
your
doors,
leaving
your
garage
doors
open,
leaving
your
cars
running.
We
have
seen
a
huge
increase
like
the
rest
of
the
nation
in
car
theft,
so
leaving
your
keys
in
the
car
is
not
a
problem,
so
we
have
to
work
together.
We
ask
the
community
to
help
us
with
this,
because
we
don't
really
have
the
tools
that
we
usually
have
to
really
get
these
criminals
off
the
streets.
A
So
we
are
pushing
our
public
information
officer
to
prevent
it
and
help
prevent
crime
in
the
community,
but
I
really
ask
those
in
the
communities
and
really
the
prevention
of
crimes
and
use
the
tips
that
we
are
giving
you
to
prevent.
There
are
many
people
talking
right
now
who
are
looking
for
opportunities
to
commit
some.
We
have
no
doubts
so
we
have
to
deal.
If
you
see
your
neighbor's
garage
open,
well
tell
him
that
he
has
the
open
door
garage.
A
They
will
be
proactive
if
they
see
anything
suspicious,
call
911,
that's
what
we're
here
for,
and
it's
a
big
question
about
the
number
of
cops
we
have
out
there
to
satisfy
the
community
and
we'll
talk
more
about
this
on
10
19.
So
thank
you
very
much
for
this
question
and
yes
thank
you
because
this
leads
us
to
the
next
question.
A
There
have
been
two
of
catalytic
converters
and
other
cars
in
recent
called
more.
If
you
could
talk
a
bit
about
what
the
police
are
doing
in
regards
to
this
problem
and
suggest
what
people
with
these
types
of
vehicles
can
do
to
protect
themselves.
This
is
an
excellent
question.
A
few
years
ago,
catalytic
converters
when
I
was
walking
cincinnati
catalytic
converters
were
just
a
hot
commodity,
and
people
were
stealing
from
us
because
they
are
easy
to
beg.
The
ones
that
cut
under
the
car
is
really
catalytic.
Converters
are.
A
Great
great
price-
and
they
really
go
into
this
metals
market
and
for
years
we
have
steered
away
from
this
problem
of
people
who
have
been
stealing
the
catalytic
converters,
but
we
are
realizing
that
the
theft
of
these
converters
is
increasing.
Not
only
are
they
still
red
so
that
again,
this
is
crime,
prevention
and
understanding
what
the
p
people
do
and
how
they
do
it.
A
So
we
have
a
problem
that
we
have
seen
an
increase
in
these
robberies,
but
crime
really
happens
so
quickly
that
usually
people
do
see
someone
who
is
in
someone's
car
with
under
a
car
and
they
cut
them
off
the
catalytic
converter,
and
this
is
in
a
matter
of
less
than
20
seconds,
and
so
crime
is
very
fast.
So
if
you
see
someone
under
someone
else-
or
he
doesn't
look
good
or
he
doesn't
feel
good,
please
call
the
police,
because
we
are
currently
really
We-
are
putting
out
crime
bulletins
indicating
where
these
crimes
are
taking.
Place.
A
A
If
something
of
I
was
talking
to
some
colleagues
and
friends
about
this
kind
of
stuff-
and
I
really
want
to
let
everyone
know
that
it
's
po
r,
usually
this
type
of
and
what
category
of
crime
before
the
police
police
can
get
there,
because
it
really
takes
us
a
minute
to
recognize
the
tendency
to
send
resources
and
deal
with
crime.
But
I
can't
really
necessarily
speak
for
other
officers,
but
I
can
speak
by
the
police
department.
When
I
say
this,
sometimes
people
are.
A
Hesitant
when
they
see
something
suspicious
without
a
doubt,
if
they
call,
they
don't
want
to
profile
their
neighbors
that
kind
of
stuff,
but
I
suggest
you
use
your
common
sense
and
your
description
to
pick
up
the
phone
and
really
wonder
what
it
is.
That
is
making
you
suspicious
about
the
activity.
But
we
have
well
trained
competent
officers
who
can
really
what
I
know
they
are
going
to
treat
people
with
respect
if
they
are
going
to
act
professional
when
they
come
to
see
what
is
happening,
especially
in
areas
where
there
are
catalytic
converters?
A
If
they
see
people
who
s
If,
you
are
walking
through
a
neighborhood.
It
is
entirely
appropriate
to
call
the
police
to
come
check
in
general.
More
than
that,
it
is
not
the
best
tool
and
the
best
way
to
solve
crimes.
Is
our
citizens
alerting
and
not
just
taking
measures
to
manage
their
exposure
to
these
crimes,
but
also
to
pay
attention
is
to
know
your
neighbors
and
so
that
when
they
write
suspicious
activity,
they
can
call-
and
we
can
have
this
opportunity
to
come
to
the
area
and
talk
to
people
and
that
kind
of
interaction.
A
That
is
very
frustrating
to
really
know
blame
us
as
an
agency
for
why
you
have
not
responded
to
a
crime,
because
people
have
not
decided
not
to
call
because
you
are
busy
when
currently
we
really
could
have
had
some
good
leads
to
develop
and
pay
attention,
and
there
are
five
patrol
districts
in
the
city
and
not.
We
can
sometimes
send
enough
officers
to
send
for
the
good
of
criminals
of
this
type
of
issues
and
also
have
them
out
on
proactive
patrol,
but
we
certainly
can
have
an
officer
in
that
area
to
check
that
area.
A
If
you
know
there
is
something
going
on
there
at
a
certain
time.
There
are
also
a
number
of
other
things
that
we
do
proactively.
We
get
emails
emails
from
very
angry
people,
saying
this
and
this
and
then
we
go
and
check,
but
they
had
never
told
us
that
at
the
time
it
happened
and
we
really
want
to
help
them
and
make
a
difference.
But
we
also
need
the
community
to
help
us
give
us
another
one.
A
But
if
the
community
does
not
call
and
I
do
not
have
at
that
point
of
information,
then
I
don't
receive
is,
and
then
that
really
becomes
a
series
of
crime
patterns,
then
encouragement
to
the
community
that
when
they
see
something
that
doesn't
look
good,
that
doesn't
feel
good,
that
you
can't
explain
a
behavior
like,
for
example,
a
person
who
stands
on
a
platform
under
a
car.
They
have
something
in
their
hand.
Well,
this
is
a
behavior
that
definitely
call
the
police
because
it
makes
a
suspect
today.
A
If
you
could
talk
for
a
moment
about
what
kind
of
preparations
we
are
doing
to
here
in
boulder
to
make
sure
our
community
is
safe
from
today
until
the
presidential
inauguration
excellent
question
toast-
and
this
is
very
saddened
by
the
events
that
have
happened
recently
in
washington
dc-
it
is
tragic.
I
never
thought
I
would
see
anything
like
this
in
my
life,
but
I
can
tell
you
we
have
an
intelligence
officer
who
works
daily
with
federal
resources.
We
have
intelligence
that
and
we
know
that
we
could
have
problems
in
our
capital.
A
A
A
I
want
to
really
thank
you,
everyone
that
has
been
involved
brendan.
Thank
you
so
much
if
you
have
any
closing
words,
I
just
want
to
thank
the
community
for
their
patience,
and
I
share
your
frustration
with
all
my
heart
and
I
want
to
thank
everyone
who
has
joined
this
gathering
this
morning.
We
are
going
to
have
kind
of
different
times
of
the
day
once
a
month.
A
So
next
month
we
are
going
to
try
to
have
them
on
the
second
Thursday
of
each
month,
but
we
are
going
to
change
the
hours
so
that
other
types
of
people
can
attend
and
again,
thank
you
for
being
here
today
for
participating
in
the
questions
and
answers
page.
Obviously
we
can
never
cover
all
your
questions,
but
we
encourage
you
to
send
your
questions
between
now
and
mid-February
because
it
is
there
that
will
help
us
to
know
what
you
are
thinking
and
what
kind
of
topics
we
can
and
share.
