partnered

boulder
county
public

seem
to
get

handle

that,

tricky

tie

a
specific

a
crime
happens
in
one

it's
hard
to

weight

we
are
able
to
identify
it.,
it's
a
rarely
used
criteria
because
it's

difficult
to
pin
down
locationally.

looking

voluntary

compassionate
and

thoughtful

respectful
about

they
do
the

hard
