This
week
on
inside
Boulder
news
after
a
month
of
enforcement,
the
bear
protection
ordinance
is
proving
successful.
The
community
ditched
trail
under
passed
beneath
highway.
93
opens
and
temporary
off
trail
closures,
aid
in
a
final
effort
to
relocate
prairie
dogs
around
foothills
trail
to
more
compatible
ecosystems,
south
of
folder.
A
Welcome
to
inside
Boulder
news,
I'm,
Ashley,
Pro
boulders
bear
protection,
ordinance
adopted
by
City,
Council
and
March
requires
trash
and
compost
be
secured
from
bears
at
all
times
and
so
collected
by
a
waste
hauler
on
October.
First,
the
city
began
enforcing
the
ordinance
in
the
first
of
two
implementation
zones.
It's.
B
Been
really
amazing
and
it
looks
like
we've
seen
a
lot
of
change
in
the
way
the
alleys
look
and
the
bear
activity
in
town
where
we've
implemented
the
new
ordinance.
So
for
the
first
month
we've
issued
or
code
enforcement
has
issued
162
warnings,
and
that
is
just
a
sign
of
the
effort.
That's
been
made
to
contact
people
who
are
not
in
compliance
and
better
understand
what
the
challenge
is,
because
what
we're
trying
to
effect
a
shift,
a
culture
shift
and
a
different
behavior
and
the
way
people
manage
their
trash
before.
B
Walking
through
an
alley,
especially
in
fall,
you
could
see
you
know
it
was
trash
can
after
trash
can
just
knocked
over,
so
bears
were
walking
through
the
alleys
and
just
knocking
them
down
and
strewing
them.
So
it
was.
It
was
really
unfortunate
for
the
Bears
and
having
this
unnatural
food
source,
but
also
aesthetically
and
for
sanitary
reasons
to
have
this
trash
throughout.
The
alleys
was
really
unfortunate
and
looking
through
the
alleys.
Now,
when
you
walk
down
this
fall,
it
does.
It
seems
like
a
different
place.
I
mean
it's
much
more
tidy.
B
A
B
Initially,
with
the
implementation,
we
really
wanted
to
make
sure
people
got
there
very
resistant
courts
or
enclosure,
and
that's
been
really
successful.
Now
the
message
that
we
want
to
get
out
based
on
observations,
we're
making
it
this
juncture
is
the
cards
have
to
be
latched,
so
we're
seeing
residences
that
you
know
they
have
the
cart.
There's
a
little
bit
of
overflowing,
they're,
not
closed
and
so
they're
not
effective.
A
For
not
complying
with
the
bear
protection
ordinance
begin
at
two
hundred
fifty
dollars
for
a
first
offense
five
hundred
dollars
for
a
second
offense
and
one
thousand
dollars
for
a
third
violation.
The
second
phase
of
enforcement
is
expected
to
begin
in
the
spring,
but
the
official
date
hasn't
been
announced

C
Are
are
really
appreciative
that
it's
been
done.
It
was
a
collaborative
effort
between
us,
the
city,
the
county
and
seedot,
so
the
state
and
they're
just
happy
that
that
it
finally
got
done
they're
out

to

the
views,
it's
a
fantastic
view
through
the
the
underpass
itself.
Fortunately,
we've
got
some
nice
weather
today.
Basically,
what
this
underpass
does.
It
connects
about
21
miles

the

with
21
miles
of
trail
on
the
west
side
of
93.
