a
two-week

now,
boulder
county
is
looking
at
76.3
cases
per
100.

the
disease,
which
includes

basic
health

the
boulder
water
resource
recovery
facility,
treats
over
13
million
gallons
of
water
a
day,
disinfecting
harmful
bacteria
and
viruses,
so
it
could
be
returned
to
boulder
creek
over
the
last
couple
of
months.
The
facility
has
been
serving
another
purpose
as
well
as
it
has
been
analyzing
samples
of
raw
wastewater
entering
the
facility
to
help
detect
covet
19
indicators
in
our
community.

So
right
now
we
are
in
the
laboratory
at
the
water
resource
recovery
facility
and
what
we
do
in
this
lab
is.
We
do
analyses
to
make
sure
we
are
properly
treating
our
waste
water.
We
take
all
the
water
that
comes
down
the
drains,
the
toilets
for
the
entire
city
of
boater.
It
comes
here
and
we
treat
it
to
a
very,
very
clean
water
and
then
discharge
it
to
boulder
creek.

So
we
started
analyzing
wastewater
for
covet,
19,
mid,
mid-may
of
2020
and
we've
been
analyzing
at
least
weekly
since
then,
so
wastewater
testing
historically
had
a
very
different
purpose.
My
lab,
lab
primarily
in
the
past,
was
focused
on
testing
what
we're
putting
out
so
what
we're
discharging
to
the
creek
so
now
we're
testing
what
comes
in
and
seeing
what
we
can
learn
from
the
actual
influence
coming
in.
We
don't
actually
test
do
the
actual
testing
here
at
our
lab.
We
are
part
of
a
collaborative
and
colorado
state
university
is
doing
the
testing
for
us.

It
is
a
pcr
test,
so
basically
we're
looking
at
viral
rna.
Whenever
someone
is
infected
with
covid,
they
begin
shedding
that
rna
in
their
stool,
and
so
we
can
test
that
in
in
the
wastewater.
Currently,
the
results
are
being
monitored
by
the
colorado
department
of
public
health
and
the
environment.
This
data
will
be
going
to
a
dashboard
where
public
health
officials
will
be
looking
at
it
to
identify
any
areas
that
we
need
to
make
further
decisions.

We
partnered,
like
I
said,
with
the
state
of
colorado
and
18
other
municipalities
and
between
the
19
municipalities
that
are
testing.
We
represent
52
percent
of
the
population
of
colorado
and
all
of
our
samples
are
going
either
to
colorado,
state,
university
or
metropolitan
state
university
for
testing.

Late
last
week,
boulder
city
manager,
jane
bradgam,
released
the
city's
proposed
2021
budget
city
council
received
a
presentation
on
the
budget
during
the
september
8th
study
session.
The
plan
reflects
strategic
reductions
and
significant
staffing
and
service
impacts
due
to
covet
19..
The
total
proposed
budget
for
2021
is
341.1
million
dollars.
This
represents
a
7.7
decrease
over
the
adopted
2020
budget.
The
decrease
reflects
an
estimated
16
percent
drop
in
sales
and
use
tax
revenue
in
2020.
A
sales
and
use
taxes
are
the
key
source
for
funding
core
government
functions.
The
proposed
budget
will
allow
the
city
to
reform
critical
public
safety
functions,
reinforce
its
commitment
to
basic
human
needs,
continue
implementing
vision,
zero
safety
improvements,
among
others
in
2020,
the
city
of
boulder
furloughed,
741
employees
and
laid
off
148..

Our
remaining
employees,
not
in
public
safety
roles,
took
pay
cuts
through
six
frillo
days,
which
resulted
in
1.7
million
dollars
in
cost
savings
in
2021.
The
proposed
budget
reduces
the
number
of
furlough
days
to
two
and
eliminates
merit
increases
for
the
year.
Public
hearings
on
the
budget
will
be
held
on
october,
6th
and
20th.

In
an
effort
to
help
businesses
during
the
covet
19
crisis
and
further
zero-waste
goals,
the
city
of
boulder
is
funding
a
sustainable
takeout
item
subsidy.
The
subsidy
supports
the
purchase
of
recyclable
and
compostable
take-out
containers
and
is
available
to
boulder
restaurants
on
a
first-come,
first-served
basis.
The
takeout
subsidy
is
part
of
circular
boulder,
which
will
support
initiatives
designed
to
help
the
community
create
less
waste
by
keeping
materials
in
circulation
longer
and
finding
opportunities
to
prevent
waste.

Any
restaurants
with
the
city
of
boulder
can
receive
up
to
one
thousand
dollars
worth
of
compostable
and
recyclable
food
service
for
items
to
be
paid
by
the
city.
The
items
are
priced
at
a
specialty
negotiated
rate.
Restaurants
are
eligible
for
the
same
book
pricing
if
additional
items
are
purchased
by
the
restaurant
directly
during
the
same
transaction,
to
learn
more
about
the
program
and
to
participate
visit.
