This week on Inside Boulder News: Phase 4 of the Main Library Renovation project is almost complete; City Council unanimously decides to expand the current smoking ban; and time is almost up for the temporary University Hill Moratorium.

excited
about
it
can't
wait
for
folks
to
be
able
to
use
our
regular
parking
lot
come
in
the
main
entrance
and
see
the
beautiful
new
renovation.
It
is
now
a
bit
narrower
of
an
entrance
when
you
first
walk
in
the
doors
and
there
will
be
LCD
screens
and
other
kinds
of
displaced
to
tell
you
what
is
happening
in
this
very
large
building
that
day.
Additionally,
this
will
be
the
first
floor
will
have
all
of
the
fiction
collection,
the
holds
the
media,
like
the
dvds
and
cds,
the
children's
library,
I'm
looking
at
it
right
now.

should
be
able
to
see
it
right
when
you
walk
in
the
entrance.
It
has
a
bright
orange
marker
here,
and
that
has
a
tunnel
that
funnels
right
into
the
children's
library,
so
kids
can
immediately
spot
where
they
want
a
head
to.
We
have
this
beautiful
mountain
neatest
room
that
leads
up
into
the
children's
library.
This
whole
area
should
be
more
open,
you'll,
be
able
to
see
on
windows
to
see
our
gorgeous
outside
views.
We're
just
really
excited
about.

phase
5,
the
final
phase
of
the
project
will
be
the
new
creation
of
a
bridge
cafe.
Seas.
Cafe
will
be
run
by
the
Builder
farmers
market
and
is
expected
to
open
at
the
end
of
March.
The
community
is
invited
to
celebrate
the
completion
of
the
entire
main
library
renovation
on
saturday
april,
eleventh
for

City
Council
voted
unanimously
to
expand
the
current
smoking
ban
to
include
e-cigarettes
and
much
more
of
the
city.

Past
boulders
been
a
leader
for
smoke-free
efforts.
You
know
the
Surgeon
General
came
out
50
years
ago
and
said
that
smoking
was
bad
for
your
health
well,
just
shortly
after
that,
both
are
enacted,
one
of
the
first
smoke-free
ordinances
in
the
country,
so
we've
really
been
a
leader.
Boulder
is
known
for
being
a
healthy
community,
and
this
ordinance
just
sort
of
gets
us
back
on
par
and
keeps
our
ordinance
relevant
and
comprehensive.
Although.

new
ordinance
will
officially
take
effect
in
March.
Police
won't
start
writing
tickets
until
May.
First,
in
between
that
time,
the
city
will
post
signs,
give
out
warnings
and
work
with
Boulder,
County
Public
Health
to
do
education
and
outreach
for
visitors
and
community
members.
The
temporary
University
Hill
moratorium
expires
on
marsh
18th
and
city
staff
is
preparing
to
make
a
recommendation
about
how
to
move
forward,
hoping
to
hit
pause
and
take
some
time
to
explore
solutions.
City
Council
approved
a
temporary
moratorium
to
adding
residential
space
to
the
University
Hill
commercial
district
in
August.

up
with
our
recommendation,
which
is
to
change
the
zoning
code
to
restrict
new
residential
housing,
except
for
permanently
of
either
housing
it's
permanently
affordable,
which
is
typically
what
we
would
call
workforce
housing
so
that
could
be

professors
and
faculty
and
staff,
University
and
others
or
for
senior
housing
which
sometimes
in
it's
unlikely
to
happen
in
the
short
term.

there
are
other
universities
that
have
that
sort
of
alumni
has
enclosed
in,
but
primarily
again
looking
at
ways

provide
more
office
uses.

plan

space
in
mountain
parks.

out
burning
piles
that
were
created
over
the
last
two
years,
as
we
were
out
here
doing
fire
mitigation
to
really
be
able
to
protect
the
noloyd
subdivision
in
the
city
of
Boulder
to
our
East.
Here
we've
been
thinning
out
the
trees
and
the
area
up
here
is
very
difficult
to
get
the
material
out.
So
we've
been
had
some
piles
up
here
and
been
letting
him
cure
for
the
last
few
years.
In.

Conditions
are
really,
you
know,
are
all
part
of
a
burn
plan
which
are
all
part
of
a
larger
scale
plan
that
was
open
space
and
the
fire
department
have.
But
you
know,
minimum
amount
of
snow
on
the
ground,
an
atmospheric
condition.
That's
going
to
take
the
smoke
away
from
the
city,
so
we
don't
impact
our
residents,
firefighters,.

on
scene
for
the
entire
duration
of
the
process
and
the
piles
were
burned
under
a
state
of
Colorado
smoke
management
permit
for
more

will
host
the
USA
cross
country
championships
at
flatirons.

will
begin
at
eight-fifteen
a.m.

athletes

asking
people
to
recognize
if
they're
coming
to
the
event,
there's
going
to
be
a
minimum
of
twenty-five
hundred
spectators
upwards,
possibly
to
five
thousand,
so
we're
asking
people
to
park
at

aerospace,
it's
located
at
rapaho
and
commerce.
There
are
800
parking
spaces
at
that
location,
free
parking,
free
shuttle,
stay
out
of
traffic,
the
traffic
jams
and
have
an
easy
way
to
access
the
the
event.

just
east
and
just
west
of
55th
to
