some
of
the
most
exciting
and
engaging
stories
we've
told
on
inside
Boulder
news
in
2013.
Without
any
doubt,
one
of
the
most
significant
events
in
our
history
took
place
this
year
with
the
September
flood
working
together.
The
community
has
made
huge
strides
in
recovering
from
this
disaster.

Flooding
in
Boulder
can
happen
at
any
time,
but
during
the
summer
our
town
is
on
heightened
flood
awareness,
monsoon
season
lasts
from
may
through
September
and
storms
in
the
city
and
the
mountains
can
cause
a
flash
flood.
Unlike
other
places
around
the
country
where
rivers
rise
slowly,
flooding
in
Boulder
can
happen
within
just
a
few
minutes.
Here's
how
you
can
prepare
it.

Can
flood
any
time
of
the
year
in
Boulder?
It
just
depends
on
if
a
big
storm
sits
in
the
right
spot
for
a
long
enough,
but
this
time
during
the
summer
between
now
and
and
September
is
were
on
heightened
awareness
because
of
the
monsoon
season.
So
those
storms
are
more
likely
to
happen
this
time
of
year.

City
employees
aren't
the
only
ones
hard
at
work
to
respond
to
damages
caused
by
the
flood
in
homes
and
businesses
across
Boulder.
People
are
pulling
out
wet
and
in
some
cases,
unsanitary
carpets
damaged,
drywall
soaked
furniture
and
other
household
items
figuring
out
where
to
put
that
trash
has
been
an
issue.

Given
the
volume
of
debris
and
the
limited
number
of
dumpsters
City,
Council
has
recommended
that
we
move
to
curbside
collection
service.
We
are
currently
working
through
the
details
of
what
curbside
collection
service
will
look
like
some
more
information
will
be
available
soon
on
that.
As
a
reminder,
the
following
materials
cannot
be
included
in
disposal
at
the
landfill
electronics,
such
as
TVs
and
computers.

Hazardous
waste
such
as
motor
oil
and
paint
appliances
containing
free
on
such
as
refrigerators
and
AC
units
and
other
equipment
containing
gasoline
like
lawn
mowers,
the
city
center
for
hard,
recycle
materials
and
Western
disposals
transfer
station
are
both
open
and
taking
many
of
these
materials
you
can
contact
them
for
hours
of
operation.
The.

Decision
to
transition
to
special
curbside
pickups
is
a
huge
commitment
on
the
city's
part
and
it's
unclear
how
much
will
be
reimbursed
by
federal
dollars,
but
council
members
said
they
felt.
The
response
was
necessary.
Given
the
widespread
community
need,
up-to-date
information
about
the
pickups
will
be
posted
on
boulder
flood
Infonet
as
it
becomes
available.
Perhaps
not
surprisingly,
one
of
the
area's
hit
hardest
by
mother
nature
and
her
floods
was
the
city's
open
space
in
mountain
parks.
While
efforts
are
underway
to
clear
paths
and
make
these
areas
safe
again,
some
parts
of
the
system
remain
closed.

The
CCC
built
a
bridge
here
many
years
ago
is
very
strong
stone
bridge
water
would
go
through
a
culvert
underneath
it
we
got
very
little
water
down
the
McClintock
drainage.
After
the
flood
we
had
a
tremendous
amount
of
water
moving
down
and,
more
importantly,
we
had
a
tremendous
amount
of
rock
slide
that
edge
of
the
bridge
used
to
drop
15
feet
down
to
the
ground
below
to
the
little
drainage
that
is
now
entirely
filled
in
with
big
boulders
and
mud.

The
bridge
acted
as
a
check
dam,
keeping
tons
and
tons
of
rocks
that
were
coming
down
from
the
hillsides.
If
those
rocks
had
continued,
it
stands
to
reason
they
would
have
ended
up
in
the
neighborhoods
below
shot
acqua
such
as
Mariposa
there's
a
number
of
hazards
out
here
where
people
could
get
seriously
injured
right
now.
The
open
space
mountain
parks
department
is
assessing
the
trails
and
determining
are
there
any
that
we
can
open
that
are
going
to
be
relatively
safe
for
people
if.

You're
looking
to
venture
out
for
a
hike
or
to
get
some
fresh
air
be
sure
to
check
out
the
most
current
closure
information
at
boulder
flood
infonet
safety
remains
the
top
priority,
and
the
city
appreciates
your
cooperation
for
what
we
hope
will
be
temporary
closures.
The
city
is
partnering
with
swingle
inc,
a
denver-based
waste
hauler
to
offer
curbside
pickups
for
flood
debris
throughout
the
community.

Household

are
what
we're
going
to
be
able
to
pick
up,
so
that
would
include
anything
from
drywall
to
carpeting
any
type
of
furniture
that
may
have
been
damaged.
We
are
not
able
to
pick
up
from
commercial
sites
any
type
of
what
we'll
call
sort
of
white
goods
such
as
electronics
with
you
to
go
to
the
Eagle
cycling
recycling
center.
In
addition,.

More
than
1700
people
were
airlifted
to
safety
by
the
distinctive
black
hawk
and
chinook
helicopters.
At
the
height
of
the
rescue
operations.
Last
month,
both
military
and
civilian
aircraft
were
flying
out
of
a
seldom
noticed
city
resource
which
overnight
became
the
center
of
evacuation
operations
during
the
flood
disaster.

the
morning
on
wednesday,
the
11th
when
Tim
head
got
the
call
as
manager
of
the
boulder
Municipal
Airport
tim
was
first
to
be
notified
of
the
assistance
needed
for
the
disaster.
Boulder
was
about
to
face.
The
incident
was
quickly
upgraded
and
they
advised
by
the
next
morning
that
FEMA
crews
from
all
over
the
United
States
will
be
coming
in
location.

canyons

There
is
not
that
much
room
in
the
air
to
operate
and
so
getting
that
coordinating
and
make
sure
that
we
kept
our
Flyers
safe
was
another
challenge
we
face
just
going
through
those
grids
and
if
anybody
waved
him
down
or
had
a
SOS
or
whatever
on
the
ground,
they
went
in
and
gathered
them
up.

Took
a
huge,
coordinated
effort
to
rescue
over
2,000
people
by
air
and
heavy
equipment,
many
of
the
evacuees
were
taken
here
to
the
boulder
Municipal
Airport.
When
we
arrived
at
the
facility
we
witnessed
only
remnants
of
the
chaos.
Tim
helped
paint
a
picture
of
what
it
looked
like
just
48
hours
before
we're.

In
addition
to
serving
as
a
reliable
emergency
operation
center,
the
boulder
Airport
contributes
about
60
million
dollars
to
the
city
economy
every
year.
A
beloved
city
park
along
the
boulder
creek
path
is
open
again
for
the
first
time
since
the
September
floods,
thanks
to
hundreds
of
volunteers.
Last
weekend,
more
than
300
volunteers
participated
in
a
two-day
cleanup
project
at
the
ebon
G
fine
park.
So.
L
This
is
one
of
our
parks
have
got
hit
the
hardest.
It
just
had
a
lot
of
water
and
debris
that
we
needed
to
get
rid
of
before
we
could
open
at
this
silt
and
sand.
Some
people
cleaning
the
beach.
Some
people
were
hard
hauling.
The
safety
would
surfacing
to
the
playground.
Some
people
are
along
the
bank
cleaning
up
the
bank
along
the
trail
cleaning
the
trail
off,
so
we
could
get
that
open,
just
hauling
all
the
branches
up.
We
had
a
wood
chipper
in
the
parking
lot.
It.

Not
just
the
city
staff,
but
it
also
involves
community
businesses
donating
materials,
helping
to
get
things
organized
actually
donating
staff
time.
It
involves
the
volunteers.
This
is
one
of
our
parts
that
has
a
real
draw
for
people,
a
real
special
place
of
people's
heart,
and
we
had
people
come
up
to
us
all
day,
thanking
us
for
getting
this
park
up
because
it
means
so
much
to
the
community
is
Park
for
the.

what
it
takes
to
be
a
resilient
City.
We
think
so,
and
we
aren't
alone.
Last
week
the
Rockefeller
Foundation
selected
builder
to
be
part
of
its
100
resilient
cities.
Network
nearly
400
cities
around
the
world
applied
for
the
chance
to
have
access
to
innovative
planning
tools
and
resources
for
building
resiliency
in
their
own
community.
Boulder
was
one
of
the
first
33
cities
chosen,
and
only
one
of
11
in
the
US
challenging
and
exciting
work
lies
ahead.
So.

The
first
step
in
the
program
is
for
us
to
work
with
Rockefeller
and
some
of
the
technical
specialists
they'll
bring
to
the
table
to
develop
a
resilience
plan,
which
is
something
that
we
have
many
of
the
components
of
already.
The
next
stage
is
then,
to
start
working
on
various
elements
of
that
resilience
plan
and
to
draw
on
some
of
the
resources
that
Rockefeller
is
going
to
help
make
available
by
bringing
together
what
they
call
platform
of
services
that
will
include
access
to
financing,
access
to
new
technologies
and
software's
access
to
other
organizations.

The
flood
recovery
art
project
gained
momentum
this
week
with
a
public
opening
reception
at
the
boulder
Museum
of
Contemporary
Art.
This
special
project
is
a
combined
effort
between
the
city
of
Boulder
and
be
mocha
to
promote
healing
and
revitalization
through
art.
A

Felt
that
the
most
important
part
of
the
project
was
actually
that
community
interaction
and
we
wanted
a
lot
of
ways
for
people
to
access
that
and
artists.
You
know
we
were
taking
advantage
of
their
talents
in
a
time
of
need
to
process
and
to
help
with
healing
for
these
many
artists
to
access
the
public
in
many
different
ways
was
really
an
important
part
of
the
project.
The.
A
Reception
marks
a
jumping-off
point
for
the
artists
involved
for
months.
They've
done
background
work
interacted
with
the
public
and
now
they're
ready
to
start
creating
their
art.
We
could
see
completed
pieces
as
early
as
next
week
for
a
more
in-depth
look
at
each
artist
contribution
watch
this
month
inside
boulder
at

You
can
also

The
foot
also
underscored
the
importance
of
many
of
boulders
environmental,
climate
and
energy
initiatives.

pre
spending
some
of
the
fee
money
we'll
get
in
over
the
next
few
years
on
buying
reusable
bags
for
the
community?
So
we
several
different
styles.
We
had
a
community
design
contest,
so
the
bags
feature
those
designs
and
we
are
giving
them
away
all
summer
to
the
whole
community
at
different
giveaways,
free.

Bags,
everyone
knows,
causes
a
lot
of
issues
with
litter,
they're,
a
huge
contaminant
in
our
recycling
center.
The
machines
have
to
be
shut
down,
sometimes
several
times
a
day
to
cut
out
plastic
bags
and
then
paper
bags
are
also
you
know
their
recyclable,
but
they're
also
bad
in
that
they
use
a
ton
of
energy
and
water
to
produce,
and
so
a
lot
of
the
money
from
the
fee
proceeds
that
the
city
takes
in
will
be
used
to
offset
those
impacts.
So
some
of
the
money
will
go
to
the
recycling
center.

fee
will
not
apply
to
restaurants,
newspaper
bags
or
any
other
kind
of
food
packaging
bags
for
more
information
on
the
fee
and
how
to
get
free,
reusable
bags
visit

boulder

a
private
rental
property
has
become
the
first
large
apartment
complex
in
Boulder
to
be
a
hundred
percent.
Smart
regs
compliant
glen
lake
apartments
received
smart
reg
certifications
for
all
207
units
in
june.

So
how
does
a
property
become
smart
regs
compliance
I
went
to
glenwood
drive
to
find
out
rental
properties
account
for
about
half
of
boulders
housing
stock,
so
addressing
their
energy
efficiency
is
important
to
meeting
community
climate
objectives.
The
smart,
regs
ordinance
requires
all
rentals
to
meet
a
basic
energy
efficiency
standard
by
2019
and
a
boulder
apartment.
Complex
has
become
the
largest
private
property
to
do
just
that.

Earn
these
points
glenlake
replaced
the
windows
and
doors
and
installed
shower
heads
and
aerators
in
all
of
its
units
advisers
from
the
energy
smart
program
work
to
make
these
upgrades
easy
and
affordable
nearly
two
months
after
a
city
analysis
showed
that
charter
metrics
could
be
met,
City
Council,
her
eyes
staff
on
Tuesday
to
continue
exploring
the
possible
creation
of
a
local
electric
utility.
The
821
vote
came
after
a
public
hearing
about
50
community
members
spoke
with
viewpoints
ranging
from
excitement
about
the
potential
opportunities
to
concerns
about
risk
and
governance.

We
want
to
look
at
what
we
continue
to
call
the
should
we
meet
a
supplies,
so
we
know
that
we
can,
but
a
council
in
the
community
need
to
understand
what
value
is
added
by
moving
forward.
Why
does
municipal
ization
provide
more
than
what
we
have
right
now
today?
There
are
a
lot
of
pieces
that
are
going
to
be
happening
over
the
next
couple
of
months.
I
think,
most,
notably,
is
to
continue
our
evaluation
or
analysis
of
the
technical,
the
financial
and
the
legal
feasibility
of
creating
the
utility.

So
what
folks
are
going
to
see
is
a
lot
of
a
lot
of
work
on
refining
and
continuing
to
sharpen
our
pencils
in
terms
of
the
modeling
that
was
done,
but
also
council
authorized
staff
to
move
forward
on
some
of
the
more
legal
aspects
of
the
project
will
also
be
focusing
on
the
governance
structure
of
a
utility.
So
looking
at
what
options
are
out
there,
how
different
utilities
function
in
terms
of
governing
boards
or
how
their
councils
essentially
provide
the
input
and
the
oversight
of
the
way
the
utility
is
run.

will
discussions
continue
about
creating
a
local
utility
in
2014
will
also
see
recreational
marijuana
available
to
general
consumers,
and
our
new
city
council
will
chart
the
city's
priorities
for
the
year
ahead.
Boulder
will
phase
in
recreational
marijuana
retail
shops,
starting
as
soon
as
January.
This
is
the
result
of
a
city
council
vote
this
week
that
attempts
to
balance
industry
and
consumer
desires
with
staff
and
regulatory
impacts
under
the
plan.
Existing
medical
marijuana
dispensaries
will
be
able
to
convert
their
licenses
to
recreational
marijuana
suppliers
starting
on
january.

Second,
businesses
that
want
to
convert
an
existing
storefront
or
facility,
so
they
can
provide
both
medical
and
recreational
product
can
apply
starting
on
Jan
21st.
Those
that
intend
to
expand
to
adjacent
property
can
apply
February.
Third
and
new
recreational
businesses
will
have
to
wait
until
June.
Folder
is
one
of
many
cities
in
Colorado
charting
new
ground.
As
a
result
of
the
passage
of
amendment
64,
the
amendment
was
approved
by
voters
in
2012
and
made
it
legal
for
adults,
21
and
older.
To
possess
up
to
one
ounce
of
marijuana.

Adults
can
also
grow
up
to
six
marijuana
plants
in
their
homes,
Boulder
voters.
Let
their
voices
be
heard
this
week
at
the
ballot
box,
passing
every
city
council
supported
initiative
by
wide
margins.
The
measures
included
competing
questions
related
to
the
possible
creation
of
a
local
electric
utility
supporters
say
a
city-owned
utility
would
be
able
to
increase
renewable
sources
of
energy
and
decrease
harmful
greenhouse
gas
emissions.

Voters
agreed
to
21
to
support
the
ongoing
exploration
of
this
idea,
while
also
proving
some
additional
requirements
related
to
cost
and
possible
out
of
County
customers
inside
Boulder
News
spoke
with
regional
sustainability
coordinator
Jonathan
Cohen
about
what's
up
next.
Is
the
city
continues
to
study
ways
to
achieve
the
community's
energy
goals
so.

As
we
move
forward
now,
there's
a
lot
of
work.
That's
going
to
take
place
on
the
legal
front,
mostly
around
the
acquisition
of
the
assets
that
we
would
need
to
buy
from
xcel
energy
to
create
the
new
utility,
but
at
the
same
time,
we'll
begin
the
process
of
developing
what
we
are
calling
kind
of
the
business
model
of
what
the
utility
would
look
like
and
how
it
would
function
if
we
do
indeed
create
the
utility.
So
obviously
this
is
a
pretty
complicated
issue.
There's
a
lot
of
moving
pieces
to
it.

So
we
really
encourage
people
to
either
pick
up
the
phone
and
call
someone
in
the
energy
future
office
or
get
on
our
website,
which
is
energy,
future
Boulder
holders,
energy
future
calm,
and
we
have
all
of
our
analyses
all
of
the
memos
that
have
gone
to
City
Council
and
a
lot
of
details
there.
We
want
this
to
be
a
very
strong
community
involved
process.
It
has
been
up
to
this
point,
and
so
if
people
have
questions,
we
want
to
make
sure
they're
reaching
out
the.

The
reason
the
city
for
this
flood,
that
we
just
have
the
reason
we're
in
such
good
shape
financially
compared
to
many
others,
is
that
we
had
set
aside
reserves.
We
had
matched
those
ongoing
expenditures
to
ongoing
revenues.
We
didn't
use
one-time
money
to
pay
for
ongoing
costs
and
that's
really
done
put
the
city
in
the
position
was
for
the
flood.
So
we
need
to
continue
that
more.

about
these
and
other
ballot
initiatives
can
be
found

Boulder,
Colorado,
gov,

elections.
Voters
also
filled
five
seats
on
City
Council,
choosing
three
newcomers
and
reelected
to
veteran
members.
The
new
council
will
officially
be
sworn
in.
On
november
nineteenth
at
ten
a.m.
the
ceremony
will
be
broadcast,
live
on
boulder
channel
8
com
and
comcast
channel
8.
It
was
a
big
week
for
Boulder
City
Council
on
Tuesday
Matt
Alabama's
reelected
by
his
peers
to
serve
as
the
mayor
for
another
two
years.

In
this
position,
applebaum
will
continue
to
run
city
council
meetings
and
represent
the
city
on
a
number
of
important
regional
boards
and
at
many
public
events,
the
council
chose
George
karoke
into
a
one-year
revamped
position
as
mayor
pro-tem
and
welcomed
its
three
new
members
with
an
official
swearing-in
ceremony,
Mary
young
Sam,
Weaver
and
Andrew
shoemaker
are
excited
to
get
to
work.

Really
excited
about
working
on
the
community
why'd
he
go
past.
That
was
something
that
I
campaigned
on
and
I
hope
to
follow
through
on
that.
I
am
also
excited
about
looking
at
some
of
our
housing
options,
specifically
the
ad
you
and
oau
ordinance
and
making
some
changes
to
it,
so
that
it
allows
more
people
to
be
able
to
subscribe
to
that
housing
option
being
a
person
of
a
diverse
background
being
able
to
bridge
that
cultural
gap
and
hopefully
get
more
people
involved
in
our
city
government.

Of
the
issues
that
I
would
love
to
work
on
is
really
cleaning
up
the
creek
path,
municipal
area,
making
it
more
welcoming
to
families
at
the
same
time
helping
people
at
voter,
understand
and
focus
on
or
homelessness
situation
and
helping
out
voters
homeless.
That
includes
not
just
you
know,
single
individuals,
but
we
have
lots
of
families
in
Boulder.

Part
of
all
the
work
I
was
doing
on
planning
board
I'm
real
concerned
with
affordable
housing
and
with
how
we
lay
our
city
out.
So
we
have
the
opportunity
I
think
to
develop
further
the
idea
of
nodes
in
the
city
like
we
have
a
great
downtown,
but
North
Boulder
going
pretty
well.
What
can
we
do
in
south,
boulder
and
east
boulder
and
then
housing?
Affordability
is
probably
the
other
thing.
A
Setting
for
the
new
council
and
the
upcoming
year
will
begin
soon
watch
for
the
state
of
the
city
earlier
this
year
in
early
December,
followed
by
a
council
retreat
January,
12th
and
13th
as
a
new
member
of
this
community
inside
Boulder,
News
has
been
an
incredible
learning
tool
for
me
in
preparation
for
this
show
I
watched
over
200
stories
about
this
vibrant
city.
As
we
close
I'd
like
to
share
some
of
my
personal
favorites
with
you
a
boulder.

is
being
awarded
for
knowing
just
what
to
do
during
a
fire
near
her
family
townhome.
Here's
what
Lily
Longley
did
when
a
stranger
banged
on
her
door
and
shouted
that
a
nearby
unit
was
on
fire.
It's
a
situation,
no
one
expects
to
happen
to
them,
but
thanks
to
Boulder
education
efforts,
it's
a
situation.
Students
and
their
families
are
prepared
for
every.

or
whatnot.
Let
the
firefighters
handle
that,
what's
so
great
about
the
case

that
we
actually
got
feedback

difference.

reacting
because
of
the
education.

place
and
its

and

What
this
brings

It
really
brings
another
country
in
another
city
and
another
culture
and
a
representation
of
that
in
this
very
ornate
building.
As
you
know,
we're
doing
the
Civic
area
plan
and
one
of
the
key
historic
resources
for
the
civic
area
dushanbe
teahouse.
It
is
important
in
the
plan
not
only
because
of
a
structure
and
what
it
represents.
These
are
we
the
Sister
Cities
program,
but
it's
also
the
kind
of
activities
that
are
envisioned
for
the
civic
area.

refurbishment
effort
is
expected
to
take
a
few
months.
The
sister
city
organization
is

anyone

is

the
artist

in

or
simply
supporting
