police
operations

On
the
anniversary
of
september
11th
hi,
I'm
mike
benueless
boulder
city
council
will
begin
considering
a
proposed
2012
budget
that
reflects
the
city
and
nation's
recovering
economy.

239
million
dollar
city
manager
recommended
budget
shows
a
three
percent
increase
in
revenues
and
a
three
point:
four
percent
increase
in
expenditures
compared
to
the
2011
budget.
It
also
allows
for
seven
million
dollars
in
proposed
expenditures
to
be
drawn
from
the
fund
balance
for
capital
improvements
and
one-time
expenses.

City
departments
save
this
money
in
the
fund,
balance
to
pay
for
these
capital
improvements
and
one-time
expenses
in
2012..
The
recommended
budget
takes
into
account
financial
indicators
that
point
to
a
slow
national
recovery
through
twenty
thirteen,
while
sales
and
use
tax
revenue
increased
by
eight
percent
in
the
first
six
months
of
2011.

Some
of
the
2012
budget
highlights
include
continued
work
on
boulder's
energy,
future
implementing
recommendations
from
the
2011
fire
department,
operations
and
management
assessment,
re-establishing
the
community
planning
and
sustainability
deputy
director
position
and
implementing
a
plan
for
the
west
trail
study
area.
The
budget
continues
the
city's
2011
transition
to
priority-based
budgeting,
implements
recommendations
from
city
department
assessments
and
manages
personnel
expenditures
as
part
of
the
city-wide
shift
to
a
total
compensation
package.

also
continues
the
city's
cost
recovery
efforts
for
fee
based
services
and
prepares
the
city
to
address
energy
supply
issues
in
a
variety
of
ways
that
are
dependent
on
the
results
of
the
november.
First
election
council
is
scheduled
to
begin
studying
the
city
manager's
2012
2012,
recommended
budget.
At
a
study
session
on
tuesday
september
13th,
the
study
session
will
be
aired,
live
on
channel
8.,
boulder
police
officers
are
faced
with
many
situations
from
working
on
rare
homicide
cases
to
responding
to
more
common
occurrences
like
underage
drinking.

It's
hard
to
believe
that
it's
been
10
years
since
the
9
11
tragedy
on
sunday
september
11th,
the
boulder
public
library
is
hosting
a
global
art
project
in
recognition
of
the
10th
anniversary
of
the
attacks
from
1
to
5
pm.
Chalk
for
peace
will
take
place
on
the
concrete
plazas
outside
both
the
north
and
south
entrance
entrances
of
the
main
boulder
public
library,
with
a
theme
of
stories
of
peace
and
compassion,
chalk
and
pastels
will
be
provided
for
all
who
wish
to
express
themselves
along
with
artists
who
will
be
working
all
afternoon.

will
also
perform
a
program
of
stories
about
compassion
and
storyteller,
and
musician,
julie,
davis
will
perform
stories
and
songs.
Both
performances
will
be
held
in
the
canyon
theater.
This
event
is
free
and
everyone
is
welcome
to
attend
boulder's,
a
town
that
sits
at
the
foot
of
the
mountains.
With
this
unique
beauty
comes
the
opportunity
for
wildlife
encounters
both
good
and
bad.
The
city
of
boulder
is
in
the
final
stages
of
developing
a
black
bear
and
mountain
lion
component
to
the
urban
wildlife
management
plan.

The
draft
plan
will
be
available
for
review
on
the
city's
website
and
open
to
public
feedback.
An
open
house
will
be
held
at
the
west
boulder
senior
center
on
september
14th.
To
answer
questions
and
receive
public
input
on
the
draft
plan,
feedback
provided
prior
to
september
30th
will
be
incorporated
into
the
october
18th
packet
of
information
given
to
council.
