Boulder
has
three
new
council
members.
The
Public
Utilities
Commission
spells
out
a
path
towards
the
creation
of
a
local
electric
utility
and
Olympic
bronze
medalist
Alex

Boulder
for
his
upcoming
boardercross
season.

Welcome
to

I'm
Ashley

Tuesday
voters,
elected
three
new
members
and
two
incumbents
to
the
nine-person
Boulder
City
Council
17
candidates
competed
to
fill
the
five
open
seats
and
the
top
five
with
the
most
votes
were
elected.
The
candidate
in
fifth
place,
jan
burton
will
serve
a
two-year
term,
while
the
other
four
will
serve
four-year
terms.
Voters
said
no
to
ballot
question.

use,
regulation,
changes
ballot,

new
development
shall
pay
its
own
way
and
ballot.

Question
two
are
amending
charter
provisions
regarding
compensation
for
council
members,
voters
approve
the
short-term
rental
tax,
the
utility
occupation,
tax
extension
and
the
climate
action
plan,
tax
extension,
as
well
as
an
update
related
to
the
library
commission.
The
new
city
council
members
will
officially
be
sworn
in
on
november.

Is
that
the
Commission
clearly
affirmed
the
right
of
the
city
of
Boulder
to
create
its
own
utility,
which
was
wonderful,
and
it
also
made
clear
that
that
a
timely
process
is
important
for
everybody
who's
involved.
The
second
part
of
the
ruling
is
one
that
the
city
of
Boulder
frankly
was
beginning
to
anticipate
where
the
Public
Utilities
Commission
said
that
it
will
not
approve
any
application
that
essentially
takes
away
xcel
energy's
right
to
serve
out
of
City
customers.

As
we've
been
going
through
this
process,
we've
learned
that
there
are
somewhere
between
5,800
to
7200
customers
who
are
in
unincorporated
Boulder
County,
who
share
some
of
the
same
facilities
that
we
would
need
to
run
a
city
local
utility.
So
the
PUC
said
that
it
does
not
believe
it
has
the
authority
to
take
away
excel's
right
to
serve
those
customers
and
told
the
city
that
it
really
should
submit
new
additional
materials
that
have
a
configuration
that
would
avoid
that
issue.
That's
something
that
the
city
has
been
open
to
and
we
have
started
to
work
toward.

One
of
the
things
we've
discovered,
though,
is
that
we
really
need
a
lot
more
information
from
xcel
energy
in
order
to
be
able
to
come
up
with
a
technical
plan
that
is
thorough,
takes
into
account
all
of
the
customers
needs
and
would
meet
the
kind
of
scrutiny
that
the
Public
Utilities
Commission
would
give
it,
which
brings
us
to
the
third
point
of
the
ruling
today,
which
we're
very
excited
about,
which
is
that
the
PUC
ordered
discovery.
In
this
case.

Discovery
in
a
court
case
is
a
process
where
both
sides
and
other
parties
in
the
case
get
the
opportunity
to
ask
for
information
that
would
be
helpful
to
them
and
preparing
the
best
case.
They
can
weave
awaited
this
day
for
a
long
time.
There's
a
lot
of
information
that
we'd
like
to
have
from
xcel
energy
and
unfortunately,
Excel
has
not
been
able
to
provide
it
to
us
or
not
willing
to
provide
it
to
us
over
the
last
couple
of
years.

Is
that
we
would
basically,
they
would
dismiss
the
application
we
currently
have
in
front
of
them
and
we
would
submit
a
whole
new
application
or
they
may
allow
some
of
that
application
to
stand
as
is,
and
we
would
supplement
the
application,
which
is
something
we'd
already
asked
them
for
permission
to
do
so.
We're
waiting
the
written
ruling
just
to
see
which
way
the
commissioners
would
like
to
go.
But
the
end
effect
is
the
same
that
over
the
next
several
months,
we
anticipate
we'll
be
doing
discovery
where
we
will.

Excel
and
they
will
be
answering
questions
from
the
city
and
then
the
Commission
will
then
chart
out
a
course
once
they
get
a
new
either
supplemental
application
or
a
new
application
from
Boulder
that
takes
into
account
the
information
we
get
from
excel,
as
well
as
the
direction
we've
received
from
the
PUC.

We're
still
going
to
have
to
evaluate
the
financial
implications.
Obviously,
if
we
come
up
with
a
new
configuration
for
interconnecting
with
XL
system,
there
may
be
some
cost
savings
associated
with
that,
and
there
may
be
additional
costs
associated
with
that.
Once
we
have
everything
we
need
from
xcel
energy,
so
that
our
engineers
can
get
to
work.
We'll
have
a
better
sense
of
what
kind
of
configuration
we're
looking
at
and
we
are
absolutely
committed
to
voters
and
to
the
customers.

true
that
this
timeline
is
taking
longer
than
we
had
hoped,
and
this
decision
with
the
need
for
discovery
and
the
need
for
supplemental
materials
could
expand
that
timeline,
we're
still
evaluating
by
how
much
we
think
that
will
happen
and
what
the
impacts
are
at
this
point
in
time.
Our
work
plan
program
is
designed
to
try
to
get
us
to
opening
day
for
a
new
utility,
essentially
being
the
end
of
2017.

week,
the
city
completed
the
sale
of
the
certificates
of
participation
or
CEO
PS
that
will
be
used
to
finance
the
purchase
of

former
boulder
community
health
property
west
of
broadway.
The
city
was
able
to
secure
a
more
favorable
interest
rate
than
initially
expected
at
3.5
99
percent,
which
means
the
city's
annual
payments
for
the
former
hospital
site
will
be
less
than
3
million
dollars.

estimated
when
we
talked
to
counsel
before
we
did
this
competitive
sale,
we
said
we
thought
they'd
probably
come
in
at
three
billion

million
two
per
year
for
annual
payments,
the
actual
payments
came
in
the
highest
winslow

2.9

year,
so
it
was
a
good
day.

got
a

interest
rate
very
competitive.

as

very
strong
for
a
city
our
size,
so
that
certainly
helped
the
fine
and
the
rating
agencies
came
back
and
said
that
the
strong
financial
policies
is
that
he
has.
The
fact
of
the
city
follows
those
financial
policies.

agreed
to
purchase
price
of
40
million
dollars
for
the
8.8
acres
of
property
from
boulder
community
health
and
we'll
finalize
the
sale
by
the
end
of
the
year.
Once
the
city
closes
on
the
property,
an
extensive
public
process
will
begin
to
decide
how
the
site
will
be
used
in
the
future.

that
time
of
year
again,
when
the
city
of
Boulder
is
preparing
for
snowfall
and
wants
to
remind
people
to
clear
their
sidewalks,
while
the
city
will
plow
primary
and
secondary
streets,
it
doesn't
typically
plow
residential
streets.
This
is
a
practice
used
by
other
Front
Range
communities
as
well,
because
most
snow
typically
melts
within
a
day
or
two
and
plowing
residential
streets
would
significantly
increase
costs.
However,
residents
can
request
plowing
on
a
specific
street
by
calling

by
making
a
snow
plow
request
on
the
inquirer
boulder
website.

addition,
a
pilot
project
conducted
last
year
that
deployed
two
trucks
to
plow
predetermined
residential
streets
with
safety
concerns
like
steep
grades

now
officially
be
part
of
the
city's
plowing
plan.

city's
responsibility
to
make
sure
the
major
roadways
are
safe,
Boulder
property
owners,
landlords
and
tenants
are
responsible
to
make
sidewalks
safe
by
removing
snow
and
ice
within
24
hours
after
snow
stops.

my
bike,

often

I
can,

they're

hard
rides.

not

rides
with
all
your
buddies,

stronger,

outside
the
mountain.

again
it's

Boulder

active
community

in

of
minutes,

there
aren't
a
lot
of
places
in
the
world
where
you
can
do
that.

there
are
additional
internet
or
broadband
services
that
could
benefit
the
community
on

to
sessions
with
the
same
information
will
be

at
the
east
boulder
community
center.

will
