history
of
strong
fiscal
stewardship.
The
proposed
2015
budget
for
the
city
of
Boulder
would
support
core
services,
provide
additional
funding
for
key
community
initiatives
and
restore
staffing
to
levels
the
city
hasn't
seen
since
2002,
if
approved
by
the
City
Council.
The
budget
would
include
an
increase
of
17.5
percent
in
spending
over
2014.
A

Financial
policies,
their
cities-
are
very
strong.
Those
are
what
has
put
us
into
position,
so
we
had
the
fud.
Last
year
we
were
able
the
handle
of
reserves.
We're
planning
a
best
practice
is
to
once
you
use
up.
Some
reserves
is
to
fill
them
back
up
within
a
two
to
three
year
period.
That's
the
best
practices
out
there
in
local
government
finance.
We
continue
to
match
ongoing
revenues
to
ongoing
expenditures,
we're
using
one-time
money
for
one-time
expenditures,
and
it
continues
to
narrow
that
gap
that
we
talked
about
from
the
Blue
Ribbon
Commission.

Will
be
a
pivotal
year
for
the
municipal
ization
project,
and
so
we
are
asking
for
a
significant
amount
of
money
which
is
in
essence,
a
advance
on
the
occupation
tax,
we're
asking
for
6.9
million
dollars
in
our
budget.
Now
that
doesn't
mean
we'll
spend
all
that
money.
It
is
really
focused
on
having
the
resources
available
to
address
litigation
and
the
significant
work
effort
that
will
go
into
the
transition
plan.
The.
A
Requested
funding
process
for
municipal
ization
this
year
takes
into
account
the
cash
flow
challenge
that
many
startups
face.
The
appropriate
funding
is
needed
up
front
in
order
to
realize
the
return
on
investment
later.
The
proposed
budget
takes
this
challenge
into
account
by
requesting
additional
funds,
but
phasing
the
expenditures
throughout
2015,
depending
on
legal
and
regulatory
outcomes,
for.

So,
for
example,
we
would
not
look
at
hiring
significant
staff
until
we
had
more
certainty
on
those
outcomes,
but
we
can
do
things
like
developing
best
practices,
upgrading
certain
systems
that
can
benefit
the
city
overall,
whether
the
city
municipal
eise's,
are
not
so
we're
being
very
careful
and
how
we
spend
it
and
we're
not
spending
it
until
we
have
known
outcomes
that
support
that
spend.
The
budget
has
been
very
carefully
developed
and
will
be
very
closely
managed,
while.

Example,
in
our
analysis,
it
shows
that
we
can
have
double
the
amount
of
renewable
resources
in
the
energy
portfolio
is
excels,
projecting
today,
which
will
have
the
corresponding
effect
of
significantly
reducing
the
carbon
emissions
of
the
energy
supply.
That's
a
huge
region
reason.
The
other
thing
is
that
it
allows
the
community
to
have
say
so
and
control
over
the
excess
revenues
that
the
utility
generates.
For
example.

we
cannot
direct
how
Excel
invests
the
money
that
they
earned
from
Boulder
ratepayers,
such
as.

the
proposed

budget
at

session
on
Tuesday
September

This
study
session

be

and
will
also
be

The
boulder
community
tackled
the
issue
of
wage
policy
this
week
with
a
forum
living
wage,
a
community
dialogue.

living
wage
is
defined
as
a
wage
that
can
meet
the
basic
needs
to
maintain
a
safe,
decent
standard
of
living
within
the
community
for
information
about
upcoming
events
surrounding
the
protection
of
civil
rights
in
the
boulder
community
visit
Boulder
human
rights

a
year
after
last
September's
flood,
the
city
of
Boulder
is
partnering
with
jurisdictions
across
Boulder
County.
To
present
a
flood
commemoration
week,
boko
strong
flood
commemoration
week
will
officially
kick
off
sunday
September
7th.
It.

Was
important
for
the
city
to
get
involved,
because
it's
an
event
that
we
all
experienced
city
staff
residents
folks
throughout
the
county,
experienced
this
event
in
very
different
ways.
But
it's
an
opportunity
to
opportunity
for
us
to
come
together
and
really
just
commemorate
this.
This
amazing
feat
that
we've
gone
through
and
remember
what
happened
and
how
people
dealt
with
it
and
how
we
can
move
forward.
So
the
city
is
hosting
two
commemorative
events
to
to
notice
the
anniversary
of
the
flood.
There
will
be
a
daytime
event
in
an
evening
event.

The
daytime
event
is
really
more
about
science
and
learning
it'll
bring
together
countywide
officials,
folks
from
the
science
community
in
terms
of
climate
geology
and
social
sciences,
to
really
think
about
what
happened
during
the
flood
event
and
then
the
nighttime
event
is
really
more
about
the
community.
It's
an
opportunity
for
folks
in
the
community
to
tell
stories
commemorate
the
event
and
really
just
have
a
sense
of
what
happened
and
be
able
to
build
that
community
again.

Museum
of
Boulder
Event
Center
for

It's
been
just
over
four
years,
since
the
one
megawatt
solar
photovoltaic
system
was
installed
at
the
city
of
boulders
waste
water
treatment
ability.
In
that
time
the
system
has
generated
more
than
six
million
kilowatt
hours
of
electricity.
So
how
does
that
impact
the
boulder
community?
So.

We
believe
there's
a
few
benefits.
I
mean
there
is
a
financial
benefit
in
that
we
ultimately,
as
a
organization
here,
end
up
paying
less
for
electric
power,
and
then
you
know
rates
that
we
set
for
wastewater
service
reap
the
benefit
of
that,
so
so
less
less
on
your
monthly
bill,
but
also,
of
course,
just
acknowledging
that
it
is
a
clean
energy
source.

This
this
power
facility
does
about
fifteen
percent
of
our
annual
power
needs.
So
that's
that's
a
pretty
impressive
number
and
obviously
something
we
are
going
to
consider.
Expanding
or
trying
to
improve
efficiency
on
in
the
future,
with
as
panel
technology
improves
or
other
options
come
available,
not.

Where
I'm
standing
in
the
facility
behind
we're
inundated
with
floodwaters,
albeit
a
low
low
depth,
but
the
facility
was
able
to
stay
online
the
entire
time
and
we
actually
never
had
any
interruption
in
solar
power
from
from
that
flood
week,
which
is
quite
remarkable.
So
the
city
helped
work
through
some
investments
to
elevate
key
components
of
the
system
out
of
the
flood
elevations,
and
that
proved
to
be
the
situation
that
played
out
meaning
the
system
stayed
dry
when
it
needed
to
for.

show
how

boulder
and
the
community
that
we
live
in.
This
all
came
about
after
some
workshops
and
the
Town
Hall
last
week
with
Peter
kageyama,
who
was
a
guest
here,
he's
an
author,
for
he
is
the
author
of
a
book
called
for
the
love
of
cities,
and
we
want
to
show
for
the
love
of
Boulder,
and
one
of
the
things
that
came
up
in
a
workshop
was
the
idea
of
public
displays
of
affection.
The.

First,
grant
deadline
has
already
passed,
but
there
are
still
two
opportunities
left.
Deadlines
are
at
5pm
on
September,
ninth
and
September
15th.
Your
proposal
needs
to
be
easy
on
the
environment,
take
place
in
the
Civic
area
and
be
completed
by
October
15th,
submit
your
unique
ideas
in
500
words
or
less
at
Boulder
arts
org,
the
dairy
Center
for
the
Arts
celebrated
seven
members
of
the
boulder
arts
community.

Idea
behind
the
honors
is
that
in
all
of
this
time,
to
my
knowledge,
nobody
in
Boulder
has
ever
recognized
the
people
who
are
making
a
major
contribution
to
the
arts,
and
the
arts
are
a
major
contributor
both
to
the
culture
and
to
our
economy.
And
so
we
decided
it's
time
to
formally
recognize
some
people
who,
if
you
took
him
out
of
the
community,
they
would
leave
a
big
hole,
and
so
this
is
the
first
of
it's
going
to
be
an
annual
event
to
recognize
those
people
are
truly
making
a
difference
through
the
Arts.
The.

Dairy
Center
for
the
Arts
average
is
about
200,000
arts
experiences
per
year
for
information
about
their
music
and
dance
programs,
theaters
or
art
galleries
visit
the
dairy
