Exciting
for
some
years
now,
we've
had
a
capital
campaign
project
on
the
books,
because
this
dairy
center
needs
a
lot
of
renovations,
and
now
it's
going
to
become
a
reality,
so
we
can
improve
our
performance
spaces
soundproof,
our
theaters
upgrade
our
galleries.
Upgrade
our
technology
improve
our
meeting
spaces,
it's
pretty
exciting
for
Boulder,
because
as
boulders
truly
only
multi-disciplinary
arts
center,
we
can
finally
be
competitive
with
other
art
centers
in
other
communities
and
give
Boulder
a
facility
can
truly
be
proud
of
ballot.

We're
really
appreciative
of
the
overwhelming
support
this
community
showed
to
initiative
to
see.
We
had
really
sought
to
exempt
ourselves
from
state
laws
that
restrict
our
ability
to
have
a
broad
vision
of
what
we
want
to
do
in
Boulder,
and
this
really
opens
the
door
to
the
full
array
of
different
options
the
city
might
have
in
investing
in
a
broadband
community
and
using
our
great
resources
that
the
public
owns
in
terms
of
the
telecommunications
infrastructure
that
we
have.

also
opens
the
opportunity
for
us
to
start
a
dialogue
with
our
council
and
community
on
the
vision
and
the
plan
and
even
provides
us
the
ability
to
look
more
short-term
at
the
possibility
of,
for
example,
providing
Wi-Fi
services
that
better
enhance
our
public
spaces.

do
in
the
library
for
additional.

result,
information
visit,

county

elections
as
part
of
the
2015
budget
approved
by
city
council
rates
will
increase
for
the
water
wastewater,
storm
water
and
flood
management
utilities.
The
increases
will
address
vulnerabilities
in
our
public
infrastructure
that
we're
exposed
during
the
2013.
So.

In
typical
years,
utility
rates
are
increased
to
account
for
inflation
and
the
rising
costs
of
services
and
construction
materials,
and
the
utility
rate
increases
that
will
go
into
effect.
On
january,
1st
2015
are
larger
than
typical
inflationary
increases.
The
75
percent
increase
to
storm
water
and
flood
management
rates
will
allow
the
city
to
fund
and
accelerate
flood
mitigation
along
boulders
major
drainage
ways.
The
thirty
percent
increase
for
wastewater
rates
will
help
fund
strategic
upgrades
that
will
bring
most
of
the
city's
sewer
piping
system,
which
is
currently
aging.

will
bring
most
of
that
up
to
the
current
standards
within
twenty.
The
five
percent
increase
for
water
rates
will
fund
time
sensitive
projects
that
will
restore
the
aging
water
treatment
and
distribution
infrastructure
based
on
community
support
for
additional
investment
in
public
infrastructure
to
help
protect
residents
and
businesses
and
properties
from
future
flooding.
The
city's
making
these
key
investments
in
our
public
infrastructure,
don't.

part
about
today
is
seeing
the
kids,
because
they're
really
excited
because
we
sort
of
phased
the
move
and
we
stayed
open.

were
able
to
see
the
whole
process
and
see
everything,
get
moved
and
everything
the
shelves
coming
down
and
everything
and
it
really
heightened
their
excitement
for
the
new
area.
So
they're
really
excited
to
look
around
and
explore
and
see
what
is
new
phase.

construction
is
expected
to
last
through
mid-january.
During
this
phase,
the
Arapahoe
entrance
will
be
closed,
check
out
stations,
and
some
book
collections
will
be
moving
to
the
lobby
area.
Just
inside
the
canyon
boulevard
entrance
patrons
will
be
able
to
access
the
children's
area
and
upstairs
collections
by
utilizing
the
inside
bridge
for
details
about
the
main
library
renovation,
including
services
and
space,
is
currently
affected
by
construction
visit,
boulder
library,
org
after
years
of
work
between
the
city
of
Boulder,
Boulder,
Housing
partners,
community
members
and
residents
in
North
Boulder
1175
lee
hill
opened
this
week.

Council,
along
with
the
county
as
a
we
have
been
completely
in
agreement
that
the
priority
is
this
housing
first
model
that
for
as
many
people
as
we
can,
and
it
won't
be
everybody
for
as
many
people
as
we
can
to
get
homeless
people
into
housing,
because
until
and
unless
you
get
them
into
housing,
there
is
no
chance
that
they
can
really
change
their
lives
and
create
a
better
future
for
themselves.
So
what.

We
know
about
housing
first.
Is
that
it's
a
compassionate
thing
to
do
for
our
neighbors
who
live
on
the
street?
What
we
know
is
that
there's
no
substitute
for
a
door
that
locks
and
a
warm
bed
and
a
safe
place
to
call
home
right,
so
we
know
that
that's
a
really
dignified
way
to
treat
our
neighbors,
but
in
addition
to
that,
it's
the
most
economical
thing.
So
what
we
know
based
on
decades
of
study
and
research
and
affirmation,
is
that
the
cost
of
someone
being
chronically
homeless
is
on
average
nationally
about
forty
three
thousand
dollars.

It
means
that
these
are
people
who
are
intensive
system
users
they
cycle,
often
between
the
hospital
or
the
courts
or
the
jail
or
the
detox
center.
There's
a
very
high
cost
right.
Homelessness
is
not
free.
It's
a
very
high
cost.
What
we
are
doing
is,
remarkably,
economically
feasible.
We
are
reducing
that
cost
by
sixty
percent
on
average,
so
we
find
people
who
can
either
appreciate
the
program
through
their
heart
and
we
find
lots
of
people
who
can
really
appreciate
it
through
the
intellectual
reasoning
behind
it.
So
we
think
it
makes
sense
for
both
reasons.

Really
want
for
the
students
and
for
the
boulder
high
staff
to
really
remember
this
year
in
my
year,
and
not
just
to
remember
that,
but
to
also
remember
that
the
staff
and
this
teachers,
and
even
the
parents
and
the
students
are
making
the
future
of
this
city
and
this
state
and
this
nation
in
this
world
and
I,
want
them
to
remember
that
and
I
want
them
to
see
that
physically.
How
we
as
an
impact
as
a
people,
can
make
a
huge
influence
here.
