significantly
impacted
the
community
engagement

Communications
committee.

know,
we
recently
passed
the
plan,
which
included
significant
pull-in,
push
out
strategies,
best
practices
that
are
leveraged
in
civilian
oversight,
committees
across
the
country,
including
having
Community
meetings,
which
we
just
were
able
to
hold
our
very
first
and
now
being
told
that
we're
going
to
have
to
wait
until
after
you
know
we
get
some
more
clarification
is,
is
rather
challenging,
especially
considering
some
of
the
issues
that
were
brought
up
in
the
annual
report.
Quite
frankly
that
are
continuing
on
and
continuing
to
escalate.

So
so
I
do
want
to
express
my
concern
around
just
the
the
lack
of
legal
guidance
prior
to
all
of
these
documents
were
available
publicly
available
for
months
and
now,
all
of
a
sudden
there
is
this
need
to.

You
know
create
some
additional
hurdles
to
ensure
the
level
of
transparency
that
we
had
all
agreed
on
and
that
we
heard
back
from
community
on
as
well.
I
will
say
lifting
up
the
positive.
It
was
wonderful
to
host
and
thank
you
to
the
public
library,
the
Boulder
Public
Library
for
hosting
our
community
event.
We
were
able
to
host
I
think
about
six
people
from
the
community,
two
of
whom
were
from
the
University
of
UC.
Excuse
me
UC
Boulder
and
their
Student
Government.

So
again,
just
knowing
that
we
have
a
student
seat
and
to
have
that
opportunity
to
speak
with
them.
I
mean
that
is
a
critical
recruitment
mechanism,
as
well
as
we're
thinking,
that's
a
one-year
appointment,
the
student
seat
and
so
again,
I
want
to
just
lift
that
up
as
something
that
was
wonderful
to
see
and
I
hope
is
reflected
in
the
candidate
pool.
But
those
ongoing
touch
points
are
really
important
and
you
know
again,
we
don't
get
a
lot
of
attendance.

meetings,
although
I'm
happy
they

recorded,
it
would
be
wonderful
if
the
police
chief
check-ins

I'm

meeting

community
forums

available
at
the
moment,

that
is
one
you

just
have
a
meeting
with
the
city
manager,
letting
them
know
you
know
again
through
the
annual
reports.

lot
of
the
things
that
we
are
identifying
are
outside
of
our
current
Authority
and
some
of
which
is
in
theirs
and
so
really
would
be
helpful
to
to
have
that
meeting.

presenting

city
council
again

all
were

The
co-chairs
were
there
for
the
extension,
the
expansion
of
the

the
panel,
which
was
very
much

the

considering

panelists
were
there
and
really
again
having
a
dialogue,
and
you
know
it
needs
to
be
public,
so
really
wanted
to
make
that
recommendation
more
formally,

also
it
was
my
understanding
that
boards

committees

components

the
city
council
board
book
and
so
I'm
wondering
if
some
of
our,
if
our
reports
can
be
included
in
their
board
book,
so
that
they
also
know
on
an
ongoing
basis
what's
going
on
and
they
don't
have
to
wait
a
year
for
an
annual
report.

again,
as
we
look
to
continue
to
increase
our
transparency
and
accountability,
I
think
it'll
be
really
critical
to
consider
that
so
I
wanted
to
actually
work
with
Hadassah
and
the
governance
committee
on
setting
some
policy
recommendations
or
guidance
around
those
different
components
and,
lastly,
on
the
side
of
communications
and
again
Victor
I
apologize
for
not
having
a
chance
to
chat
with
you,
as
I
was
diving
into
some
of
that
model,
documentation
that
we
actually
use
to
form
our
bylaws
I
came
across
something
that
was
quite
interesting,
and
that
was
evaluations
of
the
police
oversight
panel
and
in
many
places
they
have
a
three-year
every
three
years.

They
do
an
evaluation
of
the
effectiveness
and
efficiencies
of
the
panel
and
again
as
we're
at
the
two
year
mark,
it's
actually
a
wonderful
time
to
start
thinking
about
what
that
could
mean
and
what
that
could
look
like
and
starting
to
get
those
pieces
together
as
it
would
require.
You
know
a
hopeful
hopeful
that
it
would
include.
Rather
you
know,
city
council
and
you
know,
obviously
the
police
department.

There
are
many
excellent
certified
firms
who
have
you
know
been
doing
this
for
a
decade
in
other
cities
that
you
know
we
can
certainly
leverage
their
expertise.
So
again
would
love
with
to
work
with
the
co-chairs
and
Hadassah
through

leg,
the
governance
committee
on
exploring
some
some
options
and
opportunities
and
and
seeing
what
the
pathways
are
for
that.

something

cases
that
the
panel
conducted
a
full
case
review
and
the
police
department
did
close
with
dispositions
since
the
last
case
meeting
this
first
case,
which
is
a
serious
misconduct
case
and
I,
want
to
add
a
caveat
in
that.
The
interim
monitor
did
not.

This
case
was
reviewed
by
the
panel
and
the
investigation
concluded
before
the
interim
monitor
started,
but
it's
from
reviewing
some
of
the
documents
related
to
the
case.
This
case
was
self-initiated
by
the
police
department.
D
It
started
when
they
are
exploring
they're
going
to
implement
a
new
case
management
system,
and
they
found
during
this
review
that
there
were
systemic
issues
in
the
detective
section
of
the
department
and
in
particular,
one
person
assigned
to
this
section
had
a
little
struck
them
as
a
large
number
of
open
cases,
and
they
subsequently
discovered
that
good
Porsche,
some
a
portion
of
those
cases
had
not
actually
been
investigated
at
all,
and
the
department
conducted
an
investigation
and
the
panel
reviewed
the
investigation.

There
were
five
officers
who
were
made
the
subjects,
including
the
line,
detective
two
supervisors
and
two
managers.
The
panel
for
each
officer
recommended
that
the
allegations
be
sustained
and
recommended
for
all
five
that
the
department
terminate
the
officers.
One
officer
had
already
resigned
and
the
panel,
as
well
as
the
monitor
the
the
Joey
lopari,
made
numerous
policy
recommendations
to
improve
the
performance
of
the
detective
section.

Recently,
the
chief
made
her
final
determinations
and
agreed
with
the
panel
that
all
the
allegations
against
the
officers
should
be
sustained.
However,
she
did
she
imposed
the
penalties
that
you
see
listed
for
one
officer.
The
officer
was
transferred
out
and
received
a
three-day
suspension
and
a
performance
Improvement
plan.
A
second
officer
received
a
one-year
letter
of
reprimand
training
and
education
for
the
officer
who
had
resigned.

The
department
has
drafted
revisions
too,
but
is
not
yet
issued
a
new
general
order
that
would
cover
some
of
the
or
try
to
rectify
some
of
the
processes.
In
the
detective
session
section
which
and
the
New
Order
that
hasn't
been
issued.
But
we've
been

provided
a
draft
details,
the
responsibilities
of
the
different
ranks
within
the
detective
section,
the
detectives,
the
sergeants
and
the
commanders
limits
sets
limits
on
what
an
active
caseload
should
be,
and
this
limit
is

and
requires
open
case
updates
and
reviews
at
least
every
30
days.

lack
of
guidance
of
what
happens
when
we

pattern
around

we

not
agree

the
need
to
consider
going
back

at
some
of
the
civilian
oversight
models
that
we
had
used
to
form
our
bylaws
and
I'm
so
happy.

a
governance
committee,
so
I'm
looking
forward

the

There
are
layers
right
of
accountability,
especially

we're
seeing
a
pattern
that
is
disturbing

so
I'm
hopeful

we
can
also
consider
some
policy
recommendations
and
again.
This
is
where
the
relationship
with
the
city
manager
and
the
city
council
becomes
absolutely
critical
because
oftentimes
when
again,
when
I'm
looking
at
some
of
these
appeal
processes,
those
are
the
folks
that
are
included
right.

so

I'm
just
hopeful
as
we're
we're
seeing
this
acute
pattern
that
we
can
identify
some
policy
solutions
that
allow
us,
as
a
panel
to
in

to
our
job
to
do
what
we,

voters

community
has
asked
of
us.

facility

alleged
that
staff

administered
medication

imprisoned.
Her

police
department
responded
and
prepared
an
incident
report
that
was
closed
incident
no
crime.
The
individual
complained
that
the
officers
didn't
conduct.

Inadequate
investigation
and
the
panel
found
that
the
allegations
were
not
sustained
against
two
subject
officers,
but
did
recommend
that
the
department
improve
its
investigative,
workflow
and
established
systems.

advisory

incident

supervisor
