the

department

closely

a
lot

work

highlights

our
meeting,

say
we

of
the
the
we
went
over
the
dashboards
again.
So,
as
you
all
know,
the
racial
bias
audit
dashboard
was
communicated
through
all
media
channels

questions

ask
from
the
team
is

that
we're
seeing

dashboards

crime
statistics

reports,

they

it
to
the
next
level

create
a
community
dashboard

traffic
incidents?

we
were
assured
by
the
person
in
charge
of
data
that?

are
that's
a
work
in
progress,

seeing
you

obviously
not
the
next
few

in
time
it's
on
there
it's
on

agenda,

that
we
did
talk
about
some

public
reports

timeliness

them
coming
out

there's
you

charleston
people's
budget
coalition
that

brought
up

something

bring
to
this

the
cpac,

find

really

ask
y'all

cpac's
role

addressed
at
the
subcommittee

to
our
role
in
communication,
I
know
we've
been
asked
to
help
facilitate
meetings
between

department

these
different
groups,

we
wanted
to
bring
that,
and
so
I
believe,
that's

your
agenda
to
discuss
later

won't

a
subcommittee
topic.

also
reviewed
you
know
a
new
york
times
study
over
why
police
traffic
stops
turned
deadly,
so
we're
looking
at
that
trying
to
get
some
feedback
on
that
and
that
was
kind
of
why
we
talked
about
having
a
traffic
dashboard.

I
would
say
the
bulk
of
our
meeting,
though,
was
to
talk
about
circling
back
to
one
of
the
mandates
that
we
now
have
based
on
the
cpac's
perspective.
Is
you
know
we
talked
about
each
district
member
reaching
out
and
being
involved
with
their
community.
You
know
their
district
going
to
various
meetings
with
code.
We
know
that's
not
happening.
We
know
that
some
are
more
active
than
others,
so
you
know
for
those
of
you
that
are
new.
The
subcommittee
turned
back
to
cpac
and
said:
hey.

You
know,
we've
got
to
prove
that
we
want
to
hold
educational
sessions
so
across
all
of
charleston,
rather
than
district.
Specific
hold
zoom
educational
meetings,
you
know
there,
they
don't
cost
anything
to
have
a
zoom
meeting
and
more
people
can
attend.
So
once
we
had
our
mandate
to
do
that,
this
was
our
first
meeting
to
discuss
how
we
can
go
about
implementing
that
and
now
start
to
execute
when
everything
we've
done
before
just
strategy
and
ideas.

we
we
discussed
several
topics
that
are
very
relevant.
Now
the
main
topics
were
things
like
the
dashboards.
Do
we
want
to
have
an
educational
session
to
review
the
dashboards
and
the
complaint
process?

There's
been
some
new
updates
to
the
first
amendment
procedures
for
people
that
are
looking
to
protest
or
civil
disturbances.
Some
of
those
rules
have
changed,
and
you
know
we
thought
about.
Should
we
have
an
educational
session
on
you
know
kind
of
informing
the
public
how
that
works
and
let
them
hear
from
law
enforcement
have
back
and
forth
and
then
the
last
thing
we
talked
about
that's
pretty
relevant
is
the
recent
changes
to
some
of
the
downtown.

know
the
king
street,
the
business
district.
You
know
their
nighttime
activities,
some
of
the
way
that's
being
handled
now,
so
we
had
a
pretty
healthy
discussion
about
it.
Some
are
really
important
topics,
but
we
felt
for
the
first
one
we
wanted.
We
wanted
a
topic
that
would
be
draw
the
largest
audience.
You
know
who
would
have
the
biggest
impact
and
right
now
I
think
we
all
agreed
that
to
have
a
meeting,
probably
about
a
30
30
minute
meeting.

a
zoom
webinar,
where
it's
really
us
discussing
it
and
the
public
can
hear
us
and
provide
questions
through
chat,
but
we
decided
on
the
downtown
king
street
rules
and
regulations
and
enforcement.
We
know
every
time
the
city
council
meets
they're
tweaking
it,
and
so
it's
really
important
for
us
to
stay
on
top
of
that
and
really
for
the
public
to
understand,
because
there's
so
many
people
that
are
impacted
between
the
businesses
between
the
people
that
want
to
be
out
late
at
night
from
the
different
street
vendors.

lot
of
confusion
over
what
are
the
rules
and
what
aren't
they?
So
we've
decided
that's
the
first
one.
We
we
said
the
panelists
should
likely
be
chief
walker
and
the
team
nine
commander.

eat
deal

children

whatever
they
want
to
do,
and
we're
talking
about
holding
this
first
one
in
january,
so
kat
mcfadden
is
going
to
work
with
her
team
and
their
availability
to
determine
the
best
date

start
communicating
through
all
of
our
media
channels
to
get
this
communicated
to
get
participants
involved
with

that
we
talked
about

talked
about
the
report
on
the
racial
bias.

recommendations

latest
update

we'll
receive

that
the

report

available

us

the
end
of
the
second
quarter

2022,

believe,
that's
also
referenced

the
letter
that
we
received

the
public
today
they're
not
happy
with
that,
but
we're
just
reporting
on
this

the
answer

giving

not
giving
an
opinion
on
it.

did

This
was
kind
of
interesting.

have
our
first
public
participant
and
a
gentleman
came
to
the
meeting
and
expressed
some
concerns
that
he
didn't
necessarily
feel
that
he
really
didn't
have
much
exposure
to
what
we're
doing,
but
he
wanted
to
emphasize
to
us
up
front
that
he
he
wanted.
He
had
a
concern
that
we
weren't
targeting
youth
when
we
were
doing
our
discussions
and
all
the
different
meetings.

believe
he
was
aware,
but
we
told
him
that
we
do
have
high
school
representatives.
I
know
we've
talked
about
maybe
trying
to
get
the
mayor
or
others
to
pursue
even
college
age.
Just
to
get
you

kind

good
youth

more
understanding,
one-on-one.

us
would
be
available
to
discuss

whether

for

We
asked
captain
and
our
subcommittee
meetings.
We
asked
captain
mcfadden
to
review
the
posting
procedure
with
office
of
the
city,
clerk
and
and
legal.

approved
the
minutes

september
8th
captain
cortella
reported
that
general
order
5,
which
is
the
general
order
that
outlines
the
process
for
developing
and
issuing
general
laws
and
directives
has
been
was
posted
effective
october
11th
2021,
including

language
that
this
council
approved
at
our
last
meeting,
which
reaches
follows
in
section
5.5
that
the
citizen
police
advisory
council
shall
provide
comments,
suggestions
and
recommendations
to
the
chief
of
police
on
department
policies,
procedures
and
programs
related
to
policing
and
services.

may
suggest
changes
to
cpd
policy
and
procedures,
practices
and
training
aimed
at
improving
relationships
with
the
community,
but
that
is
consumed
with
our
discussion
about
writing
cpac
into
the
actual
directives
of

role
in

this
particular

the
status
of
the

priorities,

informed

prioritizing

fair

inquired
about
the

traffic
subcommittee's

trafficking,

reported

comment
of
our
committee
that
we're
hoping
that
the
traffic
subcommittee
would
prioritize
making
comment
reviewing
and
commenting
on
those.

updated,
bilingual
capacity

schools

categories

overall
in
terms
of
the
use
of
force.

think
the
report
points
out
that
about
60
percent
of
the
incidents
involve
black
people.

me
the

disparity

young
youth
age,
and

wondering
how
the
department,

the
report
says,
that
none
of
the
analysis
of
the

role
in

to

these
encounters
happening?

this

great
length
in
our

we
reduce
those
things

beginning
and
that's
really
where
we've
got
to
find
out

y'all
heard
me
say
this

bunch
of

are
really
good
at
incidents.
We
can
really
go
to

incident

that's
what

was
talking
about
with
they
review
every
incident.
But
how
do
we
look
at
the
big
picture,
the
systemic
type
things
and
drill
down
into
that,
and
until
we
get
our
systems
in
place
where
we
can
actually
see
these
things
and
drill
down,
we've
come
a
long
way
in
2021.

even
have
that
stuff.

you'll
remember
the
same

didn't

talking
about
what
to
do
when
we
actually
put
fcc's
in

we
actually

the
work
twice

hard

officers

getting

hone
in

where

actual
problem

can
see
that
the

picture

disparity
in

report

to
hone

think

education

we
can
come
in
and

concerns

them

they're
often
pulled
off
of

duties

opportunities

interact
with
kids
and
community
to

policing,

can
support
them
better
and
get
them
more
people
in

That's

huge
axe,

know
budgets
and

important
for

want
more
community
interaction.

team

to
grow

components
and

based
on

hearing

new
council
members

resources

are

asset

strengthening

document

out

the
community
as
an
example
of
how
the
how
policing
is
changing
all
right
and

address
some
of
the
issues
that
community
has.

passionate

you

attended
one,

you
know
that's
our
role,
that's
where
we
actually
get
the
work
done.
These
are
these
general
cpac
meetings,
they're
like
business
meetings,
we're
giving
recaps
of
the
work
that's
done
between
the
meetings.

subcommittees
are
where
we
really
need
your
help,
because,
as
you've
heard
from
the
various
reports,
we're
now
moving
beyond
strategy
and
execution,
and
that
requires
us
to
become
worker
bees
and
doing
strategy
with
one
or
two
people-
that's
not
really
hard
to
do.
But
when
we're
trying
to
do
the
logistics
of
executing
on
some
of
these
and
a
signing
out
sub
tasks,
we
need
all
the
help
we
can
get
and
it
is
easy
to
become
resentful.

meetings
and
you
get
wait
a
minute,
it's
the
same
four
or
five
people
doing
everything.
You
know
we
do
notice.
So
you
know
please
be
passionate
about
it.

be
involved,
and
you
know
we

I
work
for
a
living
too.
I
got
a
family
all
these
things
that
we
do.

know
I
get
it,
but
we
all
made
a
conscientious
and
educated
decision
to
say
we
want
to
be
involved.
