heart

racial

Audit
was
to
build
trust
between

community
and
cpd,
because
trust
is
key
for
safety
of
our
citizens
and
our
police
in
particular.
Black
persons
had
shared
hundreds
of
stories
of
unfair
and
disrespectful
treatment
by
police
and
otherwise
being
targeted.

This
was
most
clearly
demonstrated
by
traffic.
Stop
data
that
showed
almost
a
three
to
one
ratio
of
blacks
versus
white
being
stopped,
despite
black
people,
making
up
only
21
percent
of
the
population,
but
our
concerns
were
not
about
just
about
traffic
starts.
They
were
really
across
the
board
now
in
terms
of
cna's
founding
findings.
They
did
find
racial
disparity
in
traffic
stops
and
in
use
of
force,
they
decided
they
cited
the
data
collection
limitations
and
gaps
in
engaging
segments
of
the
community,
especially
blacks.

They
had,
as
you
know,
a
number
of
findings
and
recommendations
identified,
and
we
just
want
to
be
clear
on
those
that
they
are
a
means
to
the
end,
not
the
end
itself,
meaning
you
know.
The
purpose
of
doing
these
is
actually
to
reduce
the
level
of
racial
disparities.

also
purposely
called
out
that
the
community's
input
and
oversight
of
cpd's
progress
in
implementation
is
key
and
that's
why
bill
cagem
and
cpap
come
in
so
two
and
a
half
years
since
the
report
we
acknowledge
some
progress
has
been
made
on
policy
clarity,
data
capture
and
developing
the
dashboard.
There
was
a
lot
to
do
and
the
hard
part
still
lies
ahead.

reducing
disparities.

key
reason
for
the
audit
data
shows
no
reduction
in
any
category
of
crimes
or
use
of
force,
and
we
don't
see
any
mention
of
cpds
pub
in
cpd's
public
documents
of
their
intent
or
plan
to
reduce
disparities.

really
poor
or
no
communication
with
the
community
we're
going
to
share
some
feedback
on
the
dashboard,
which
has
the
potential
to
be
that
communication
tool.

still
no
interim
report
that
was
promised.

the
dashboard.

I

giving
you
a
brief
summary
of
our
thoughts
on
the
police
department's
audit
dashboard.
Specifically,
we
want
to
assess
how
effective
it
is
in
communicating
to
the
public
the
department's
progress
in
addressing
the
72
recommendations
from
the
cna
2019
racial
bias.
Audit.
I
don't
know
how
many
of
you
had
a
chance
to
look
at
the
dashboard,
but
you
should
check
it
out.
As
you
will
see,
some
good
thought
has
gone
into
its
design.

It
has
a
scoreboard
showing
how
many
audit
recommendations
have
been
fully
complied
with
right
now,
21
and
how
many
are
still
in
progress.
It
is
then
fairly
easy
to
navigate
to
the
specific
audit
recommendations
to
get
their
status.
Unfortunately,
that
is
the
good
news.
The
bad
news
is
that
the
dashboard
falls
far
short
of
its
objective
effect
of
effectively
communicating
the
audit
status
to
the
public.
Here
are
the
major
deficiencies
we
have
identified.

First
of
all,
the
dashboard
is
not
concurrent
its
last
update
was
over
a
year
ago
at
the
end
of
2020.
So
when
the
dashboard
currently
shows
21
completed
audit
recommendations,
we
would
think
that
number
should
actually
be
much
higher,
but
it's
difficult
to
know
since
the
dashboard's
not
kept
current
the
item
or
concern.

Number
two
is
some
of
the
status
updates
on
the
individual
recommendations
are
vague
and
many
still
in
progress
lack
a
clear
plan
with
target
completion
dates,
concern
number
three:
there
are
no
metrics
in
the
dashboard
which
track
progress
towards
addressing
the
largest
community
concerns
and
disparity
findings
in
the
audit,
those
being
racial
disparity
and
traffic
stops
and
use
of
force,
response
times
and
complaints,
workforce
diversity
in
a
police
department.
Community
interaction,
progress
in
these
areas
are
what
is
most
important
to
the
community.

our
major
issues
with
the
dashboard
you
yeah,
I'm
wrapping

our
recommendations
for
addressing
that.

recommendations.
We'd
like
to
share
for
cpd
regarding
the
dashboard
first
recommendation
would
be
that
the
dashboard
be
updated
quarterly
at
minimum,
that
there
should
be
a
summary
added
which
shows
all
progress
since
the
last
update-
and
this
should
be
readily
available
and
easy
to
find
on
the
individual
task
updates.

should
be
details
added
about
specific,
planned
and
or
estimated
completion
dates,
also
on
individual
tasks.

dashboard

police
department

had

go

it
pretty
quickly,
but
we're
happy

provide
additional
detail
to
help
support
that
we're
asking
cpac
to
monitor
compliance
and
efficacy
of
audit
progress,
preferably
on
a
quarterly
basis,

that
will
include
improvements
to
the
dashboard
overall
progress
on
reduction
of
racial
disparities,
for
stops,
arrests
and
citations
and
getting
a
third
party
to
have
independent
oversight,
which,
I
believe
is
something
we've
been
told,
is
in
progress.
But
we
want
to
make
sure
that
cpac
is
on
top
of
where
that
stands
and
make
sure
it
doesn't
lag.

sure
that
a
replacement
for
wendy
cyber
who,
who
went
out
some
time
ago,
is
hired
soon
and
as
a
matter
of
priority,
and
there
is
an
interim
report
on
audit
implementation
that
has
been
promised
from

police
department.

like
cpac
assistance
in
making
sure
that
that
is
delivered
on
a
timely
basis
and
that
we
work
on
the
communications
that
will
happen
in
connection
with
that,
including
identifying
the
needs
for
any
gaps
that
come
out
with
that.

subcommittee
is
we're
finally
coming
to
pass

first
educational,

informational

different

at

we're
predicting
it's

for

town
hall
type
format,

that
yeah
the

participants
only

did

this

the

summary

meeting

january
4th
included

that
was
an
update
provided
by
captain
cortella
on
the
status
of
the
review
of
policies.
The
77
policies
that
currently
exist,
33
updates,
have
been
completed,
16
were
in
progress
and
five
were
on
the
command
review
and
24
were
yet
to
be
scheduled.

of
and
I
attached
these
the
schedule
and
the
status
report
there,
so
each
council
member
can
can
look
at
look
at
that
and
determine
those
that
they
think
are
important.
One
of
the
important
things
that
came
out
of
the
discussion,
a
point
of
clarity
for
us.
As
you
know,
the
general
order

that
includes
now
includes
language
that
cpac
may
review.

Directives
and
policies,
the
procedure
that
the
department
is
establishing
is
that
after
they
have
completed
command
review
and
have
been
posted,
then
they
are
available
for
our
review
and
comment.
What
that
in
essence,
means
is
that
we
do
not
get
to
review
and
comment
before
they
become
public,
and
I'm
not
quite
sure
that
that
was
our
intent.

desire,
I
think,
was
to
provide
advice
before
comment

they're

posted

public,
but
I
think
that's
something
that
we
should
discuss
procedurally,

this

general

which

hoped

mission

requesting
information
about
the
status
of
the
director
of
the
appointment
for
the
procedural
justice
director
and
the
independent
assessment
captain
cortela
provided
the
information
that
the
closing
for
the
position
date
for
the
applicants
was
the
14th
and
that

third-party
independent
assessment
was
a
priority
for
the
department.

process

procedure
that

city
council
uses
should
be

us
and
ask

that

case,

believe
that

been
put

I
spoke

the
status
of
the
department's
review
investigation
and
at
that
point
it
was
inconclusive.

things

deeply
concerned
about
is,
if
the
public
and
council
members
don't
have
clear
accessibility
in
terms
of
how
you
get
into
the
meeting
and
we
don't
have
security,
that's
not
clear!
That's
going
to
frustrate
us
and
the
public
in
terms
of
how
we
do
this
and
I'm
I'm
concerned
that
we
that
the
department
and
the
city
do
everything
you
can
and
we
become
clear.
So
we
can
communicate
that
publicly.

based

what

your
ladder
as
far
as
communicating
us
being
able
to
communicate

getting
onto
our
meetings,

information

information

my
knowledge
and
steve

captain
mcfadden,
because
I've
I've
asked
this
question
before
because
of
my
concerns
with
zoom.

information
that
is
sent
to
us
is
only
sent
to
us
as
far
as
connecting
for
the
call
so
how
the
numbers
got
out,
I'm
not
quite
sure,
as
far
as
connecting
for
the
zoom
call
the
password
and
the
like.
The
other

that

our
agenda
is
posted,
that's
why
the
agenda
has
to
be
posted.
I
think
a
week
or
so
before.

is
because,

top

the
agenda,
the
agenda
specifies

someone

cpac,

able

do

know

you
look
on
tonight's

the
information
is
there
as
well
explaining
how
you're
able
to
speak
to
cpac.

we

this

council
does
and
that
the
actual
members

cpac
are
the
only
ones
that
have
the
zoom
link
to
participate
in
the
meaning
meeting.

else
has
to

want
to
comment
and
the
administrator
has
control
to
mute
them
or
or
remove
them
from
the
meeting
should
they
choose
to
do
so.

subcommittee,

that's
used
for
the
council
meetings,

general
counsel
meetings

be

the
committee

not
the
procedure

was

that
we

we

in
the
review
of
documents
before
the
document
would
be
released,
that
that,
I
would
think
would
be
the
purpose
of
cpac
we're
a
representation
of
the
community,
and
so
then
that
representation
of
the
community
reviews
to
give
you
some
community
input.
Similarly,
to
what
we
heard
from
cajun
tonight,
we
have
taken
a
look
at
the
dashboard
and
some
of
us
are
still
going
through.

cajun
has
taken
a
look
at
it,
and
they've
presented
some
comments
for
consideration,
which
would
be
the
same
thing
that
we
would
do
what
we
have
solicited
from
cpac
to
do.

is
it
that
it's

decided

council

not
review

not
include?

comments

prior
to
the
document
actually
being
released

time

right

on

is

with

gave

presentation

overdose

charleston
county
addiction
crisis
task
force,
which

sorry

we've

been
mentioning,

funding
is
going
to
allow
for
a
lot
of
community
driven
programs

responses

drug
threats
in
charleston,
county
and
and
also
we're
able
to
keep
rachel
on
board
for
a
number
more
years
as

She's
been
doing
such
a
great

update
on
some
of
the
projects
we
we
I've
mentioned
low
country
youth
services,
and
that
was
our
year-long
mentorship
program
over.
In
gaston
green
with
the
youth
in
that
area,

begin
december,
2nd
so

first
quarter,
they
do
always
engage
with
law
enforcement.
We
join
rishon
and
some
of
his
mentors,
which
actually
this
saturday,
they
will
be
doing
a
mentor
trying
to
recruit
some
mentors,
but
the
first
quarter
that
was
completed.

They
did
a
lot
of
working
on
communication
skills,
active
listening
and
some
team
building,
emotional
intelligence
and
some
conflict
resolution.
And
so
the
important
thing
here
is
that
since
we've
opened
the
gathering
center
from
june
to
november,
I
believe
the
analyst
I
talked
with
analysts
about
that.

we've
seen
a
large
reduction
in
firearm
related
violent
crime
during
that
time
period
since
as
compared
to
the
year
before
so
so
being
successful
there
and
then
obviously
we're
going
to
open
our
community
center
in
robert
mills,
which
unfortunately
keeps
getting
put
back
due
to
some
issues
with
the
roof
and
now
the
floor.
But
we're
still
aiming
for
a
february
grand
opening
we're
already
trying
to
to
plan
some
engagement
with
the
youth
over
there
with
some
students
at
meminger
elementary
school.

hopefully
we'll
get
that
done
in
february
and
then
so
a
lot
of
our
focus.
This
year,
like
I
said
on
crime
prevention,
we
have
started
to
brainstorm
kind
of
2022
and

we
do
want
to
start
focusing

adults,

we

want

get
back
into
our
senior
centers.

us

we've
already
been
in
talks
with
some
of
them
and

them
on
