Description
City of Charleston City Council Meeting 4/20/21 2/2
A
All
right,
all
in
favor,
please
say
hi
hi
hi
no
action
was
taken.
While
we
were
in
executive
session
all
right
any
further
discussion,
councilmember
griffin.
C
Yes,
sir,
just
wondering
what
what
the
timeline
looks
like
for
this
to
move
forward,
what
our
next
step
is
going
to
be
before
we
leave
this
room.
I'd
like
to
know,
you
know
where
we're
headed
right,
really
the
decision,
but
the
process
gotcha.
A
So
I
think
we're
all
in
accord
that
we'd
like
to
go
ahead
and
make
a
decision
on
which
scenario
we
would
proceed
with.
I
don't
know
if
council
feels
like
they've,
been
briefed
and
and
would
be
enough
time
to
think
about
it
just
between
now
and
next
tuesday.
Our
next
meeting,
we
didn't
formally
put
it
on
our
agenda,
but
it's
not
too
late
to
add
it
right.
Jennifer
we
hadn't
sent
out
next
week's
package,
yet.
A
B
I
actually
think
councilman
de
chopper
was
ahead
of
me
mayor.
G
H
Thank
you.
I
I
think
I
would
prefer
to
have
a
split
the
baby
between
our
coming
meeting,
which
is
coming
soon
and
last
meeting
in
may,
so
I
I
would
ask
that
we
have
this
on
our
decision
calendar
for
the
may
9th
meeting
or
whatever
that
tuesday
is.
I
don't
feel
prepared
to.
You
know
be
thinking
about
this
in
such
a
quick
turnaround
and
I
do
feel
like
we
need
to
be
able
to
be
very
clear
about
where
we
came
to
the
decisions
that
we
are
voting
on.
H
I
G
J
I
just
wanted
to
ask
if
councilman
seeking
scenario
five
will
be
in
those
slides
when,
when
they
come
out,
that
would
be
very
helpful.
I
A
K
Yes,
mayor
something
that
tracy
mentioned
a
little
earlier,
that
really
really
once
we
start
moving
one
line
guys.
I
just
want
you
to
know
once
we
start
moving
one
line,
it
affects
every
other
line.
This
is
more
than
a
notion.
I
mean
councilman
seeking
and
I
work
diligently
on
the
last
one
and
and
councilman
mitchell.
K
I
mean
we
just
be
ready
guys,
because
once
you
change
one
line,
it's
going
to
affect
every
other
line
yeah,
especially
especially,
if
we're
going
to
try
to
well,
I
don't
know
how
to
say
it,
but
you
know
how
to
deal
with
some
of
the
particular
issues
that
we
want
to
protect.
A
B
And
I
think
that
the
consensus
of
what
we've
heard
from
everybody
is
that
we
need
to
make
a
decision
on
having
the
november
election
not
having
the
november
election
as
soon
as
possible.
That's
just
basic
fairness
to
the
incumbents
and
any
challengers
out
there.
I
mean
that's
just
the
fair
thing
to
do
and
then
how
we
impact
that
for
a
follow-up
election
we
can.
We
can
debate
that
as
well
later
on,
but
I
think
we
just
need
to
make
a
decision,
a
bright
line
decision.
B
The
second
thing
is
that
I
really
do
believe
and
I'm
not
a
veteran
of
redistricting
wars,
that
many
of
my
colleagues
have
gone
through,
but
I
really
do
believe
we
need
to
form
a
commission
consisting
of
council
members
and
members
of
the
of
our
stakeholders,
because
what
councilman
mcgregor
said
and
this
this
was
going
through
my
mind
as
we
were
going
through
these
scenarios
and
the
other
information
we
received
from
tracy
and
julia,
and
that
is
what
councilman
mcgregor
is
saying.
It's
sort
of
like
it's
like
you.
B
B
To
have
that,
we're
going
to
be
impacted
and
the
impact
may
be
really
small
or
the
impact
may
be
huge,
and
there
are
a
lot
of
considerations
that
I
think
we're
going
to
need
to
take
into
account
that
councilman
gregory
brought
up
and
those
are
very
serious
and
important,
because
it's
going
to
impact
the
future
of
the
city
just
as
much
as
anything
else
that
we're
going
to
impact
it's
going
to
send
a
message
as
to
how
we
about
self-governance
and
it's
critical-
that
we
get
this
right,
because
we
can't
change
it
until
another
10
years.
B
So,
mr
mayor,
I
would
like
to
put
on
the
agenda
the
the
idea
of
forming
a
commission
on
the
agenda
and
how
that
that
commission
would
look
like
what
would
be
the
makeup
of
that.
I
think
it
should
include
council
members
who
are
on
our
numbers
as
well
as
even
number
districts
on
on
there,
and
I
think
we
need
to
get
that
moving
as
fast
as
possible,
because
I
think
some
of
the
comments
that
we've
heard
tonight
are
accurate.
B
We
can't
rely
on
a
particular
date
when
we're
going
to
receive
this
sense
of
data.
That's
just
something
I'm
not
comfortable
with,
and
we
need
to
prepare
for
a
variety
of
scenarios
on
on
that
to
be
somewhat
flexible.
All
that
so
I
think
prudence
calls
for
a
commission
of
a
commission
and
let's
do
it
as
soon
as
possible.
A
Well,
could
I
respectfully
request
we
push
that
one
meeting
back
we
decide
next
week,
just
when
we're
going
to
have
the
election.
If
we
have
a
commission
like
I
said
they
won't
really
be
able
to
start
work
till
september
30th.
When
we
get
the
data,
they
can
do
some
homework
to
get
ready,
but
I
just
like
staff,
maybe
put
a
little
thought
into
how
many
people
are
on
it
and
and
and
come
to
y'all
with
a
more
discreet
proposal
and
a
couple
weeks
we
could
pull
that
off.
Councilmember
waring.
L
Thank
you,
mr
mia.
I
I
kind
of
agree
with
those
that
said
we
need
to
put
on
the
agenda.
You
know
as
soon
as
possible,
because
we've
had
editorials
on
it.
We've
had
op-ed
pieces
on
it.
I
mean
it's.
This
subject
is
out
there.
As
councilman
griffin
said
you
got
people
already
talking
about
running,
so
we
don't
need
to
drag
it
out,
but
I
would
caution
and
that
all
incumbents
are
going
to
have
a
vote
on
whatever's
finally
decided
on
when
the
district
lines
come
up.
L
F
L
I
don't
think
the
task
force
the
independent
commission
that
tracy
suggested.
I
know
those
are
examples
from
which
to
draw
from
some
of
the
organizations
she
she
had
on
that
slide.
L
I
think
that's
a
a
great
idea,
but
I
don't
think
I
don't
think
incumbents
should
dominate
the
commission
going
to
have
it's
going
to
come
right
back
down
to
the
13
votes,
yours
and
the
12
around
the
table,
which
is
going
to
decide
to
final
found
lines,
but
I
I
think
in
the
sense
of
fairness,
I
think
that
commission
ought
to
be
stacked
with
citizens
from
you
know
community-based
groups
anyway.
We
don't
need
to
decide
that
today,
but
just
food
for
thought.
A
F
Yes,
I
understand
my
call
is
the
same,
but
even
the
last
couple
of
redistricting
that
we
had,
it
normally
falls
on
the
the
even
numbers
always
and
we
always
had
our
input.
Even
when
the
the
committee
that
you
are
planning
on
selecting,
they
always
call
you
know
and
still
get
input
from
those
could
particular
council
members
also
yeah.
L
F
Always
do
it
and
I
and
like
I
said
I've
been
on
this.
This
is
my
third
one
and
we
always
have
input.
Even
if
we
not
on
a
committee
per
se,
they
will
still
contact
us
to
get
input
from
it.
But
you
know
that
was
the
justice
department
was
included
during
that
time,
because
I
was
on
the
phones
back
and
forth
with
the
justice
department
both
times
when
the
redistricting
happened
happened
during
that
time.
It's
not
like
that
anymore,
but
then
we
still
need
to
look
at
it
very
seriously
and
I'm
not
really
comfortable
right.
F
Now,
I'm
really
not
comfortable
boarding
next
week,
tuesday.
Really,
I
want
to
grasp
this
first
to
see
to
make
sure
I
understand
those
various
scenarios
that
we
are
looking
at,
but
I
still
think
that
the
elections
should
be
held
in
november.
That's
my
part.
I
think
it
still
should
be
held
in
november.
M
Yeah,
I
just
wanted
to
emphasize
that,
regardless
of
the
commission,
you
know
we
will
meet
with
all
the
council
members
individually,
just
as
we've
done
in
the
past,
so
that
will
not.
That
will
definitely
not
change.
That
will
certainly
happen.
E
A
C
I
Said
you
have
something
else
just
very
briefly
and
tracy
pointed
out
the
reason
why
I'm
going
to
say
what
I'm
about
to
say,
but
with
all
due
respect,
fellow
council
members,
mr
mayor,
the
last
thing
we
need
is
another
political
body,
another
commission
or
another
committee.
Looking
at
this,
we're
going
to
be
talking
to
tracy
and
staff,
all
those
groups
that
tracy
put
up
in
her
powerpoint.
I
A
All
right
any
other
discussion
or
comments.
We
will
put
it
on
the
agenda
for
next
tuesday,
we'll
vote
we'll
vote
on
one
of
the
scenarios
or
we'll
defer
it
as
council
pleases.
Yeah
all
right
sounds
good.
Well,
thank
you
all
for
coming
together
this
evening
and
going
through
all
this.
I
I
think
it
was
a
good
exercise,
learning
for
all
of
us
and
good
discussion,
and
I
look
forward
to
seeing
you
all
next
tuesday,
we'll
figure
out
which
way
we
want
to
go.
Councilmember
jackson.
H
I
have
a
question
of
our
clerk,
please
I
I
got.
I
got
pulled
by
one
of
your
staff
about
having
two
work
sessions,
the
29th
and
then
may
4th,
but
I
never
heard
an
answer.
So
maybe
that
was
me.
I
didn't
see
it.
I.
