he
that

the
name

our
city,
our
Jerusalem?
Our
invocation
is
that
you
enter
the
gates
of
our
city,
that
you
dwell
in
the
courts
of
our
citizens.
Arts,
the
Prince

Peace
and
love,
will
lead
us
as
a
community
in
the
richness
of
your
blessings.
We
invite
your
presence

We
invoke

divine

our
elected
leaders

we
seek

city
covered

the

unlikely
event

we

States

Charleston

city

Irish
heritage.

counsel
of
former
council
approved
the
creation
of
the
South
Carolina
Irish
memorial
here
in
Charleston,
which
includes
I
presume,
maybe
mr.

Four
of
them
were
of
Irish
descent,
and
so
that's
why
I'm
so
pleased
this
evening
to
introduce
to
you
Daniel
Mulhall
as
lovely
wife,
grita
and
also
the
council
general
Atlanta
changed
Stevens,
who
does
come
to
Charleston
from
time
to
time.
Welcome
back
Shayne
ambassador
of
mall
Hall
was
born
and
brought
up
in
Waterford
Ireland
and
pursued
his
graduate
and
postgraduate
studies
at
the
University
College
Cork,
where
he
specialized
in
modern
Irish
history
and
literature.

He
has
served
as
Ireland's
18th
ambassador
to
the
United
States
since
just
August
of
2017,
but
prior
to
that
he
was
a
member
of
their
Department
of
Foreign
Affairs
and
had
early
diplomatic
assignments
in
New
Delhi
Vienna,
Russell's
Edinburgh,
and
he
was
Ireland's
first
Council
General
in
Edinburgh
from
98
to
2001.
He
served
as
Ireland
ambassador
to
Malaysia
from
2001
to
5
and
he
also
accredited
Laos,
Thailand
and
Vietnam
from
2009
to
13.
He
was
Ireland's
ambassador
to
Germany
and
prior
to
coming
in
the
United
States.

This
is
the
centenary
of
the
Declaration
of
Irish
independence
in
1919.
No,
he
didn't
become
independent
for
for
three
years
after
that,
because
it
took
a
bit
of
a
war
of
independence,
but
like
your
declaration,
actually
it
had
to
be
a
war
of
independence.
Before
we
we
managed
to
finally
become
independent,
but
I
was
comparing
the
two
processes
and
at
hand.

But
Seminary
came
here
and
he
was
very
warmly
received
by
the
people
of
Charleston
and
of
course,
at
that
time
it
may
not
have
been
a
coincidence.
But
the
the
mayor
of
this
city
at
that
time
was
mayor,
Grace
and
Mayor
John
Graves,
and
he
was
a
supporter
of
Irish
independence
and
therefore
made
sure
that
there
was
was
was
widely
or
was
warmly
welcomed.

Today,
we
in
Ireland,
where
we're
now
home
to
many
people
from
outside
of
Ireland,
who
now
see
Ireland
that
has
a
place
that
they
want
to
come
and
make
their
lives
in.
In
fact,
one
in
six
people
today,
living
in
Ireland,
was
not
born
in
Ireland,
which
is
a
remarkable
turnaround
for
a
country
that
was
for
so
long
a
nation
of
emigration
that
exported
its
people
today.

Happily,
we've
sport
high
quality
products
and
services
all
over
the
world,
including
here
to
South
Carolina,
including
to
a
challenge
to
my
visitor,
the
poor
today,
and
they
told
me
that
about
a
thousand
containers
every
year
go
from
Charleston
direct
to
Ireland,
and
there
must
be
a
lot
more.
That
goes
via
some
of
the
European
ports,
which
are
the
major
importers
of
product
from
all
over
the
world.

So
for
Ireland
we've
gone
through
a
very
you
know,
hundred
years
of
independence,
it's
been
ups
and
downs
for
us
we've
had
we've
had
our
troubles,
including
ten
years
ago.
We
had
our
great
financial
difficulties,
but
we've
come
through
that
and
today
Ireland
is
the
fastest
growing
economy
in
Europe
for
the
last
five
years,
and
the
exciting
thing
is
that
this
is
based
on
some
extent
at
least
on
750
US
companies
who
currently
employ
150,000
people
in
in
Ireland,
but
also
by
the
way,
an
increasing
number
of
Irish
companies
coming
here
to
this
country.

We
now
have
five
hundred
plus
Irish
companies
in
America,
who
employ
a
hundred
thousand
people
and
2,000
of
those
are
in
South,
Carolina
and
part
of
my
reason.
For
being
here
along
the
consul-general
chain,
Stephens
is
to
encourage
more
hours,
people
to
be
aware
of
the
opportunities
that
exist
all
over
the
United
States
for
Ireland,
especially
when
after
Britain
leaves
the
European
Union.
We
will
become
the
only
english-speaking
country
in
the
European.
We
expect
that
to
mean
that
our
will
become
an
even
more
vital
partner
for
the
United
States
into
the
future.

We
have
a
lot
in
common
with
the
United
States.
A
lot
in
common
with
South
Carolina
were
both
places
that
used
to
be
merely
rural
country,
used
to
be
places
where
the
mainstay
of
the
economy
was.
Rural
was
food
production
today
in
Ireland,
as
in
South
Carolina,
it's
all
to
do
with
the
production
of
high
quality
goods
and
services,
and
that
provides
the
basis
for
a
future
relationship
between
Ireland
South
Carolina
between
Ireland
and
Charleston.
That
I
hope
will
thrive
and
prosper
and
I
would
start
to
do.

son

celebrate
really
truly
one
of
the
most
remarkable
careers
of
public
service
to
our
state,
our
city,
our
nation,
and
in
the
in
u.s.
senator
Ernest
Frederick
Fritz.
Hollings
I
would
like
for
the
record
to
make
a
proclamation
regarding
senator
Hollings.

Civil
and
1942
Fritz
immediately
received
a
commission
in
the
US
Army,
where
he
served
as
an
officer
in
the
North
African
and
European
campaign.
During
World
War
two
received
the
Bronze
Star
and
seven
campaign
ribbons.
When
he
returned
from
the
war
he
entered
the
University
of
South
Carolina
law
school
graduating
in
1947.
D
He
began
his
historic
career
of
public
service
the
next
year
at
the
age
of
26,
when
he
was
elected
to
the
South
Carolina
House
of
Representatives,
where
he
waited
for
the
secret
program
and
in
1958,
after
serving
as
lieutenant
governor
Collins
became
the
youngest
man
in
the
20th
century
to
be
elected
governor
of
South
Carolina
at
age
36.
And
this
way
he
reminded
citizens
and
leaders
at
South.
Carolina
was
governed
by
the
rule
of.
I
D
Which
led
to
peaceful
integration
of
the
Clemson
University
during
his
gubernatorial,
he
founded
the
state
technical
education
system
that
emphasized
job
training,
balance
the
state
budget,
which
earned
its
first
triple-a
credit
rating
and
South,
and
work
to
recruit
international
businesses
in
1966
Ernest
Fritz
Hollings
became
his
38th
year
career
and
the
United
States
Senate,
where
he
became
the
longest-serving
senator
senator
Strom
Thurmond.
As
a
senator,
he
was
quick
to
establish
a
long-standing
commitment
to
the
environment
and
the
creation
of
NOAA,
the
National
Oceanic
and
Atmospheric
Administration.

Additionally,
throughout
the
Senate
career,
senator
Hollings
tackled
issues
close
to
his
heart,
like
alleviating
hunger
and
pushing
for
affordable
health
care.
He
also
focused
closely
on
balancing
the
federal
budget
arguing
for
fair
trade
policies,
promoting
economic
opportunities,
unlocking
the
telecommunications
revolution
that
swept
this
country.
In
the
last
twenty
years,
senator
Hollings
was
an
enduring
husband
to
his
beloved
Reba
Pete,
see
Libby
Hollings,
who
passed
away
in
2012,
a
proud
father
to
four
children,
Ellen
Michael
Sallie
and
Ernest
fritzy,
and
a
loving
grandfather
to
seven
grandchildren.

Santahat
include
not
only
history-making
statesman
with
a
distinguished
legacy
in
public
service,
but
to
all
who
were
fortunate.
In
our
know,
him,
that's
was
a
compassionate
friend
who
quickly
and
brilliant
mine
would
be
deeply
in
this.
We
hereby
proclaim
this
meant
to
honor
senator
Hollings.
We
mourn
the
loss
and
pray
for
his
friendly.
But
again
we
celebrate
such
an
incredible
97
year
lifetime
of
service
to
his
City,
his
home
city
of
Charleston,
South
Carolina,
his
State
South
Carolina,
and
to
the
United
States
of
America,
senator
hollom.

want
to
recognize
your
and
my
colleague,
council
member,
seeking
for
his
role
in
helping
manage
and
lead
the
Cooper
River
Bridge
Run,
which
was
his
last
Saturday.
He
stepped
up
to
the
plate
when
Julian
Smith
helped
with
passing
and
then,
as
we
know,
let's
just
met
passed
away
recently
himself
and
Mike.
He
did
a
great
job.
The
race
was
terrific.

If
I
get
this
ad,
that
comment
and
I
spent
about
an
hour
and
a
half
of
council
receive
he's
on
race
day
and
he
was
cool
as
a
cucumber
and
I.
Just
wanna
tell
you
that
I'm
all
about
stress
and
pressure
I
was
just
so
impressed
watching
him
just
go
through
this
process
without
worried
about
anything
it
would
just
work
like
clockwork.
So
congratulations.

As
you
know,
the
Cooper
River
Bridge
run
is
part
of
this
community.
It
has
been
for
42
years
and
it
was
an
honor
to
play
a
very
small
part
of
it
this
year,
following
Julian
Smith,
who
was
literally
a
larger-than-life
human
being,
and
and
did
something
for
this
community
that
no
other
person
has
probably
ever
done
so
it
was
I'm
a
heck
of
a
day.
It
was
really
successful.

know
if
you
all
out
there
that
morning,
but
it
was
a
beautiful
morning
about
five
minutes
before
the
race
started.
The
fog
descended
on
Charleston
and
it
cooled
everything
down.
So
it's
great
for
runners.
It
was
just
an
amazing
sort
of
eerie
event
and
everyone
came
on
the
other
side
from
Mount
Pleasant
through
that
fog
as
happy
as
I've
ever
seen
them
30,000
strong.
We
finished
10%
more
runners
than
we
did
last
year
and
I
just
think.

As
we
transition
from
a
race
that
was
Julian's
to
now
a
community
race,
it's
stronger
than
ever
and
again
it
was
humbling
for
sure
to
be
just
a
very
small
part
and
watch
as
I
was
with
councilmember
shade
on
the
on
the
scaffolding.
As
30,000
people
go,
underneath
you
and
running
towards
downtown
Charleston.
All
of
them
still
had
a
smile
on
their
face
when
they
got
there
is
pretty
amazing.
So
thank
you
all
for
the
opportunity.

Eastside
Community
Development
Center,

we
were
organized
to
show
up
tonight
and
offer
our
support
in
changing
the
residential
parking
ordinance
in
the
east
side.

I
really
do
want
to
show
my
support
I'm
a
18
year
resident
there
and
it
did
used
to
be
a
very
bad
place
to
live,
and
now
it's
almost
like
a
country
club
thanks
to
the
police
department
and
the
fire
department
and
the
mayor
in
the
city,
and
we
really
appreciate
it,
but
we
hope
that
we
can
get
this
residential
parking
ordinance
passed.
That
was
promised
a
little
over
a
year
ago.

Apparently
the
city
of
Charleston
has
become
a
standout
at
giving
people
tickets,
speeding,
tickets,
whatever
tickets,
but
I'm
a
little
concerned,
because
about
two
weeks
ago
two
young
ladies
hit
a
tree
on
Riverland
ride.
Both
were
underage
ie
under
21,
the
young
lady
that
was
driving
passed
out
because
she
was
drunk
the
other
young
lady
got
hurt
pretty
bad,
neither
we're
wearing
seatbelts
and
young
lady.
It
was
driving
actually
her
blood-alcohol
level.
The
next
morning.

happened
around
8
o'clock
at
night
next
morning,
blood
alcohol
level,
but
still
above
the
legal
limit,
guess
how
many
tickets,
they
wrote
GU,
say
now,
I
didn't
know
the
police
department
is
going
to
namby-pamby
I
mean
how
do
you
get
children
to
understand?
There
are
consequences
to
your
actions
when
you
don't
do
the
right
thing.
This
is
typical
of
what's
going
on
in
this
country.
You
know
namby-pamby,
you
know
it's
becoming
of
state
of
menace.
It's
ridiculous,
so
I'm,
just
lookin
cerned
about
this.

set
of
children
they're
still
under

away
with
no
tickets?

how
did
they
do
that

back
no
harm,

against

in
support

our
chief

thank
our
police
department
for
listening
to
my
community
comments,

community
can
effectuate
change
in
our
city.
Since
I
spoke
here
last
meeting
I've
had
Captain
Middleton,
a
local,
an
individual
that
is
serving
our
city,
come
to
my
home
on
the
streets
walking
around
and
seeing
what's
going
on,
asking
questions.

I've
also
seen
the
police
team
in
the
city,
driving
with
lights,
so
for
all
the
councilmembers
is
that
everything
is
wonderful.
Last
time,
let
me
tell
you
I
improved
it
by
bringing
this
issue
to
Council.
Second,
we
matter
as
citizens
when
we
bring
complaints
to
you,
we
bring
issues
to
you.
It's
not
for
convenience
is
not
for
pay
is
because
we
care
about
our
city
and
those
should
be
respected
and
listened
to,
and
every
council
member
here
has
a
duty
to
its
constituents
to
listen
but
I
believe
and
thank
you,
chief
Reynolds

crime

transport

dart

I'm
able
to

a
lawyer,

I

bill

the
ability

connect

not
have
to
commute
down
King
Street,
which
is
a
tourist
corridor,
we're
not
just
a
destination,
we're
residents,
and
it
takes
me
less
time

more
productivity
on
Carta
to
get
to
my
office.
But
let
me
remind
you,
members

council.
We
as
residents,
have
issues
and
thank
you
chief
Reynolds,
for
sending
captain
Middleton
out
and
thank

for
the
increased
police
presidents
and
every
one
of
you
that
thinks
things
are
fine
in
Charleston
have
a
lot
of
work
in

Our
vision
for
our
community
is
one
where
everyone
lives
in
a
safe,
healthy
and
affordable
home
with
enough
money
left
over
each
month
for
food,
medicine
and
child
care.
However,
our
reality
stands
in
stark
contrast
to
our
vision.
Our
housing
problem
is
at
a
crisis
level.
Those
earning
$15
an
hour
would
have
to
work
54
hours
per
week
to
afford
the
basic
two-bedroom
apartment
in
our
area.
Minimum
wage
earners
probably
could
not
physically
work
enough
hours
to
truly
afford
decent
housing.
Our
businesses
are
impacted
by
this
and
very
aware
of
it.

Two
weeks
ago,
kitchen
2:08
announced
that
they
would
be
closing
business
because
they
struggle
to
find
qualified
workers
in
a
recent
article.
A
restaurant
spokesperson
said
this
isn't
only
about
qualified
people.
It
is
also
about
the
lack
of
public
transportation
and
affordable
housing,
which
are
both
critical
issues
in
our
area.
This
isn't
just
a
Charleston
problem
or
a
Mount
Pleasant
problem
or
a
North
Charleston
problem.
This
is
a
problem
for
our
entire
region.

Last
night,
over
500
community
members
gathered
inside
this
house
to
show
our
support
for
Charleston
County,
Charleston,
North
Charleston
and
the
mound
about
town
of
Mount
Pleasant
to
not
only
stay,
establish
a
regional
housing
trust
fund,
but
to
fund
it
as
well.
We
call
on
you,
our
elected
officials,
to
come
to
our
Nehemiah
action
on
may
6th,
which
I'm
sure
you
have
received
invitations,
and
this
is
for
the
mayor.

looking

uber
driver

help

aware
of

problem.

an
uber
driver
with
picking
up
and
dropping
off
passengers
on
King
Street
I
call
it
the
King
Street
cluster.
Many
of
my
passengers
are
from
out
of
town
in
these
tourists.

not
know
that
it's
against

law
to
pick
them
up
on
King
Street
after
midnight
on
the
weekends.
The
solution
is
for
me
to
call
them
and
have
them
meet
me
on
a
side
street.
Unfortunately,
they
have
no
idea
where
they
are
because
they're
not
from
here
and
it's
pretty
likely
they've
been
drinking
plus
I
battle,
the
other
rideshare
drivers
who
are
the
same
side
streets.

is
a
true
cluster.

drop-off

pickup
locations,
maybe

off

Street
on
the

locations
are

can

eliminates

help

East
Side.

see
that
you
guys
have
written
grants
with
the
East
Side
choice,
neighborhood
initiative,
but
why
don't
you
ever
listen
to

need
help
with

residential
parking
it
has
been
over
ten
years.
Let's
be
clear,
I
told
keep
Benjamin

but
it's
been
ten
years.

had

directors

our
meetings

relief
we're
more
than
willing
to
work
with

city

residential

do
our
neighbor

concern

harm
to
Housing

relief

city

king
street
art
repair
was
completed,
repair
work
on
Monday.
We
will
have
a
single
lane
closed
on
Wednesday
for
paving
for
the
final
paving
on
that
project
and,

we
mentioned
earlier,
we'll
be
developing
a
plan
for
the
remainder
of
the
arches
to
come
up
with
a
better
system
for
maintenance
and
lighting
of
this
as
well
the
Kelvin
west
project.
We
have
the
preliminary
engineering
report
that
should
be
available
for
review
by
the
end
of
the
month,
the
ug
King
drainage
improvement
project.

selection
committee
is
currently
reviewing
proposals
on
that
and
we'd
like
to
bring
those
to
Council
with
a
recommendation
by
June.
The
Barbara
would
strange
improvement
project
were
currently
finalizing
the
model
with
the
consultants.

draft
versions
do
show
some
potential
for
a
significant
improvement,
so
we
should
have
that
final
model
and
report,
also
by
the
end
of
the
month
for
spring
Fishburn
phase.

currently
lining
the
main
tunnel
and
that's
continuing
that
phase
is
still
unscheduled.

complete
spring
of
2020
phase
for
the
contractor
is
preparing
to
mobilize
in
the
next
30
days
and
they're,
working
on
their
work
plan
for
the
Army
Corps
of
Engineers
to
review
for
the
coffer
dams
and
trestle
component
of
that
project.

Market
Street
drainage
were
completing
the
final
design
and
actually
submitting
to
TRC
right
now.
Those
plans
should
be
ready
for
bidding
in
2019
Forest
Acres
phase
two
we're
working
on
property
acquisition,
while
we're
finishing
some
permits
right
now.

also
attended
a
neighborhood
coalition
meeting
last
week
to
provide
updates
and
that
should
be
ready
to
advertise
this
summer,
Hickory
Farms,
the
diversion
channel,
that's
Church,
Creek.
The
design
is
about
seventy
percent
complete
at
this
point
it's
in
permitting
and
property
acquisition
and
we're
planning
to
have
that
construction
work
in
2019
as
well.
The
program
manager
contract
we've
met
with
the
consultant
they're
preparing
two
tasks
to
bring
which
includes
the
system
of
prioritization.
We
discussed
briefly
budget
Hawk
and
the
wah
bus
and
for
Park
Grange
improvement
projects.

The
stormwater
manual
revisions
were
continuing
on
those
with
our
next
task
force
meeting
next
week
and
again,
we're
planning
to
have
a
draft
of
that
prepared
this
summer
with
hoping
to
get
it
all
finalized
and
brought
to
Council
by
the
end
of
the
year
for
a
floodplain,
the
countywide
flood
insurance
rate
maps
as
the
firm
maps
they're
in
the
the
remaining
challenges
to
those
maps
are
going
to
the
scientific
review
panel.
At
this
point,
there's
still
pretty
good
optimism
that
we'll
be
able
to
bring
those
to
Council
for
adoption
by
the
end
of
the
year.

also
have
applications
for
FEMA
grants
that
we're
putting
together
right
now
for

next
round
of
funding,
we'll
be
bringing
that
request
to
Council
for
approval
as
well
to
apply
for
those,
and
then
we
are
working
on
doing

update

all
the
discussion.

been
going
on
on
risk
rating
2.0,
which
is
the
new
proposal
for
game
of
how
they're
going
to
adjust
flood
insurance
rates.

Recreation
Commission-
and
that
was
simple.
We
just
want
to
make
sure
that
the
terms
are
of
people
on
these
Commission's
are
consistent
across
the
board
and
we
will
be
getting
something
at
Council
to
firm
things
up
and

vote
on,

is
in
my
district,
which
is
a
part
that
council
women,
Jackson
has
really
been
spearheading
and
doing.
I
think
a
great
job
we've
run
into
problem
in
terms
of
cost,
and
we
will
be
reporting
on
that
as
we
move
forward.

And
I
think
that
it's
finally
come
to
fruition.
At
least
we
have
the
homeowner
association
agreement.
With
with
what
was
submitted,
there
were
a
couple
of
residents
that
did
come
to
our
meeting.
That
did
have
a
few
concerns

which
we
have
directed
our
Parks
Department
to
work
through
most

of
their
issues
have
been
security
concerns.

the
Waring
Senior
Center
is
complete
and
up
and
running
anyone
elderly
needs

go
on
and
put

great
center
Stonyfield.

for

of

Stoney
fuel
is
now
finally,
finally
under
construction
and
as
we
move
forward,
particularly
as
the
city
starts,
bidding
their
signature
on
improving

stadium
itself.

we've
recreational
commitment,
programming
for
student
field,
because
it
appears
is,
are
a
lot
of
people,
are
interested
in
the
field.
Now,
as
for
WPF
PA
I
think,
sometime
this
week,
our
Parks
Department
in
our
planning
department
has
had
a
meeting
over
there
recently
to
discuss
the
wpl
site
and
to
start
determining
design
issues,
etc,
etc.

cultural
planning

the
Commission
