Description
Emergency City of Charleston City Council Meeting Conference Call 6/6/2020

C
It's
actually
very
pleasant
this
morning,
but
he's
got
my
headphones
on,
is
there's
just
a
little
construction
going
on
so,
but
very
pleasant
and
very
quiet
this
morning
in
downtown.
So
thank
you
right,
yeah
I
think
the
noise
that's
out.
There
is
exactly
the
kind
of
noise
we
want
to
be
hearing.
Thank.
C
E
B
F
B
B
B
G
Sir
I'll
be
happy
to
thank
you.
Thank
you,
our
deadly
father,
Lord.
We
thank
you
for
all
the
blessings
of
this
day,
Lord.
In
a
time
of
frustration
and
anger
and
broken
hearts.
We
asked
for
your
peace
to
be
with
us
and
ask
for
your
protection.
We
thank
you
for
those
that
are
that
are
well
and
are
recovering,
but
we
ask
that
you'll
be
with
those
that
are
you
emotionally
mentally,
as
well
as
physically
ill.
We
asked
for
your
healing,
Lord
and
Lord.
G
We
ask
that
you'll
bring
us
together
in
this
time
that
you'll
unite
us
help
us
to
each
see
beyond
our
selfish
ways.
We
thank
you
for
those
who
serve
to
protect
our
city.
We
asked
for
you
to
protect
them
to
guide
each
of
us
today
and
help
us
to
make
the
important
decisions
for
the
city
of
Charleston.
We
ask
you
Lord,
to
bless
Charleston,
to
bless
our
state
and
to
bless
the
United
States
for
its
in
your
holy
and
precious
name.
We
pray,
amen,
amen,
amen,.
B
B
Repeat
no
curfew
this
evening
is
planned
to
be
called
for
in
LS.
Chief
Reynolds
give
us
a
report
in
just
a
moment.
I
would
reiterate
that
you
know
if
conditions
change,
we
still
have
the
right
reserved
the
right
to
call
one
if
need
be
at
this
point,
we
don't
see
a
need.
We
had
a
good
coverage
on
the
peninsula
last
night
and
throughout
the
city.
So
without
further
ado,
chief
Reynolds
could
I
turn
it
over
to
you
for,
for
a
brief
report,
sure.
H
We
had
a
number
of
protests
yesterday,
all
peaceful
and,
of
course,
monitored.
Throughout
the
day
last
night
we
had
a
heavy
amount
of
coverage
and
other
resources
available
behind
the
scenes
in
and
around
the
peninsula.
A
lot
of
I
think
positive
connections
being
made
both
with
the
protesters
and
and
making
that
more,
fruitful
and
and
and
beginning
to
make
some
connections
there,
and
also,
of
course,
with
the
people
that
were
so
affected
by
this
in
our
communities.
H
H
We
did
not
have
any
instances
at
all
zero
last
night
of
concerns
or
problems.
I
actually
ran
into
councilmember,
seeking
out
on
King
Street
last
night
after
the
curfew,
I
think,
9:30
or
so
and-
and
it
was
very
well
covered
with
officers
which
I
think
we
need
to
do
we're
going
to
continue
to
do.
We
have
staffing
up
staffing
tonight
and,
as
the
mayor
said,
we
talked
about
it
last
night
and
then
again
this
morning.
We
do
not
see
any
need
for
a
curfew
at
this
point.
H
So
not
there's
really
almost
nothing
on
tap.
Officially
we
anticipate
pop-ups
and-
and
we
have
a
significant
amount
of
staffing
available-
our
teams
in
there
and
we're
still
on
the
24/7
mode,
and
we
have
a
variety
of
resources
available
day
and
night
for
those
pop-ups
and
we
have
command
out
in
the
field.
But
there's
nothing
scheduled.
There's
a
bunch
of
events.
H
I
don't
have
the
list
in
front
of
me,
but
there's
a
bunch
of
events,
starting
I,
believe
in
nine
o'clock
tomorrow
morning,
whitepoint
gardens
throughout
the
day
tomorrow
into
the
late
afternoon
for
the
bridge,
walk
which
is
over
on
the
Mount
Pleasant
side
and
we're
coordinating,
of
course,
with
Carl
Richie
and
his
teams.
Although
they
don't
need
a
lot
of
support
from
us
state
I
think
they
have
a
pretty
good
handle
on
it
and
I
think
there's
going
to
be
a
pretty
good
showing
over
there
at
the
water
point
park
on
the
Mount
Pleasant
side.
F
H
We,
the
mayor
extensively
and
and
I
think
the
and
actually,
as
I'm
talking
to
you,
I
just
got
a
text
from
one
of
my
captains.
Are
there
probably
will
be
some
at
Colonial
Lake
today?
That's
just
popping
up.
We,
we
really.
We
don't
have
a
specific
reason
to
ask
for
that,
and
we
we
had
a
lot
of
discussion
about
that.
I.
H
Think
the
mayor,
I'm
kind
of
threw
out
the
caveat,
though,
if
we,
if
anything,
does
follow
up
that
we
can
institute
it,
that
we
can
announce
it,
that
we
can
make
it
well
known
and
that
we
can
take
steps
to
implement
it
so
because,
even
though
we're
not
saying
we're
gonna
have
one,
we
still
have
that
ability.
I.
Think
that's
enough
for
now.
Based
on
what
we
know,
that's.
F
H
B
B
We
also
compiled
the
best
list
we've
ever
had
of
owners,
cell
numbers
and
emails
so
that
independently,
if
there's
not
an
emergency,
we'll
be
able
to
text
and
email
of
property
owners
and
store
owners
up
and
down
the
street,
and
anyone
I
would
urge
in
the
city
who's
not
signed
up
for
the
reverse.
9-1-1
can
go
to
the
county's
emergency
section
on
their
website
and
get
instructions
to
get
signed
up
for
reverse
9-1-1.
B
B
So
and
Meg
Thompson
are
you
happen
to
be
on
the
line?
I,
don't
know
that
she
is
okay.
Well,
I'll
ask
her
to
send
you
all
the
flyer
that
we
sent
out
so
you'll
all
have
the
information
about
the
ability
and
how
to
sign
up
for
reverse
911
and
we'll
ask
our
public
information
folks
to
send
that
out
today
as
well,
because
it's
not
just
for
King
Street.
It's
really
for
anybody
anywhere
in
the
it's
a
good
thing
to
be
signed
up
on
yeah
councilmember
Appel.
D
Know
I
think
I
just
ended
up
fiddling
with
my
screen,
so
much
okay
I
end
up
getting
appendages,
but
but
I
do
have.
Maybe
one
brief
comment
to
make.
I
wasn't
down
to
a
Marion
Square
at
about
seven
o'clock
yesterday,
just
because
I
was
kind
of
curious
to
see
what
was
going
on
down
there
and
I
gotta,
say
I
was
very
impressed
by
a
very
peaceful
gathering
of
about
a
hundred.
D
It's
not
very
often
that
I'm,
the
oldest
person
in
a
group,
but
I
certainly
was
yesterday
and
and
one
thing
just
really
stuck
out
at
me.
In
addition
to
the
very
heartfelt
and
very
honest
sort
of
testimony
that
various
speakers
were
were
making
is
that
towards
the
end
of
the
gathering,
the
leader
got
on
a
bullhorn
and
was
reading
out
sort
of
rules
of
engagement
so
to
speak
and,
and
it
was
I'm
paraphrasing
here-
don't
harm
property,
don't
harm
people
stay
together,
be
peaceful
I
mean
it
was.
D
You
know,
there's
there's
a
bit
of
a
coalescing
of
organization
in
a
positive
direction
and
I
thought
was
very
significant
and
and
to
have
that,
coupled
with
what
seems
to
have
been
an
abundantly
peaceful
evening,
I
think
is
just
a
very
positive
indication.
We're
heading
in
the
right
direction,
so
I
just
wanted
to
share
that
anecdote
with
everybody
right.
B
I
Thank
You
mr.
man,
I'm,
proud
of
what
you
just
said
and
I
think
we
all
like
I
can
speak
for
myself,
but
I
feel
I
can
speak
to
you,
we're
proud
of
those
young
folk
but
exercising
their
constitutional
rights
and
councilman
Appel
get
used
to
that
slow
move
where
you
realize
you
get
generation
below
you
when
I
look
at
the
results
around
the
city
and
I,
look
at
missing
our
results
and
I
compared
to
results
around.
I
Frankly,
the
country
I'm
proud
of
the
mayor's
performance
I'm,
proud
of
the
Chiefs
performance,
I'm,
proud
of
our
men
and
women
in
blue
and
always
say:
I'm
Fire
Department,
our
first
responders.
All
of
it
I
hear
some
of
the
naysayers
and
I
know
every
council,
person
and
I
know
the
mayor
and
chief
of
32,
but
I
raised
that
to
compare
results.
I
Certainly
everyone
was
caught
by
surprise
and
what
I
have
said
to
some
of
the
restaurant
owners
in
the
Bob
Holness
communication
is
so
important
if
they
knew
on
Thursday
of
last
week
if
they
knew
Friday
of.
Lastly,
any
information
that
could
have
been
helpful
to
police
force,
to
chief
to
the
mayor,
to
any
councilmember
that
we
could
have
shared
to
help
organize
that's
beneficial
but
frankly,
Monday
morning,
quarterbacking
is
not
beneficial.
I
What
we
can
do
is
learn
from
and
we
have
from
last
Saturday
and
the
results
through
positive,
the
following
Sunday,
less
than
24
hours
later
the
same
element.
What
happened
was
you
had
wonderful
young
Americans,
exercising
a
constitutional
right
and
criminals
took
the
opportunity
to
infiltrate
and
do
they
do
what
they
do
dastardly
things,
but
I
think
it's
important
as
we
are
reaching
out
chief
to
those
young
people
in
mister,
mutineers,
jump,
young
people,
you're
right,
they're,
they're,
right,
I,
remember
and
Councilman.
It's
councilman
the
Mitchell
on
this
call.
I
I
Okay,
well
councilmember
Mitchell
and
my
sister,
my
sister
was
fourteen
years
old,
thank
councilman,
Mitchell
right
around
14
or
15.
They
were
at
the
march
on
Washington
when
Martin
Luther
King
made
his
I
have
a
dream
speech.
So
now
we
have
another,
a
couple
of
generations:
that's
come
underneath
us
and
now
they're
voicing
change
in
America
and
we
should
support
them
and
I
know
we
do
support
and
you're
right.
Mr.
Muir,
that's
why
thank
you
initially
started.
We
are
doing
some
of
those
things.
I
I
think
we
need
to
be
a
little
bit
all
of
us
all,
12
of
us,
obviously
the
men
and
and
staff
on
this.
Let's
call
that
know
the
city
has
been
moving
in
that
direction
before
anybody
tried
to
really
force
forced
us
to
do
it
so,
but
how
do
we
reach
out?
Are
we
reach
out?
What's
the
strategy
reaching
out
to
the
people
who
have
a
major
complaint?
You
know
some
of
the
restaurant
owners,
some
of
the
I,
don't
think
they
have
compared
loss
of
life.
I
They
have
compared
how
many
people
were
in
intensive
care
citizens
or
our
first
responders.
They
have
not
pushed
back
and
count
to
ten
and
say
yeah.
You
know
my
windows
got
broken.
That's
true,
but
I
can
have
those
windows
fixed
inside
of
30
days,
probably
inside
the
two
weeks
and
some
cases
where
says
my
building
being
burned
down.
It's
going
to
take
me
a
year
and
a
half
to
get
my
plans
approved
in
18
to
24
months
to
build
I'm
gonna
be
out
of
business
for
four
years.
You
got
people
around
this
country
in.
I
And
New,
York
and
and
obviously
Minneapolis
and
st.
Paul
in
California
I
mean
the
list
goes
on
our
results
for
a
very
negative
night,
I'm,
proud
of
our
results
and
that
message
we
need
to
engage
those
who
are
pointing
fingers
because
they
may
have
some
information.
We
didn't
know
if
they
had
information
again
in
advance.
I
I
So
four
hundred
and
thirty
plus
men
and
women
are
our
police
force.
So
any
information
that
the
people
who
are
upset
and
I
understand
being
upset
believe
me,
I've,
been
upset
a
time
or
two
in
my
life,
but
if
they
can
come
forward
with
that,
we
can
open
up
another
avenue
of
communication
where
they
can
provide
sources
of
information.
When
a
riot
is
imminent
or
unrest
is
imminent.
Let's
don't
keep,
that's
not
keep
them
I,
don't
want
them
to
think
me
want
to
keep
them
at
arm's
length.
B
Thank
you.
Thank
you.
Miss
old
lady
Thank,
You
councilman
meetings
were
also
occurring,
not
just
with
leadership
of
protest
groups
but
with
King
Street
merchants
and
restaurant
owners
late
this
week
and
and
and
rebuilding
some
communication.
There
absolutely,
and
let
me
just
say
right
now:
I'm
going
to
pray
to
God
and
we're
going
to
make
every
effort
that
there's
never
an
X
riot
in
Charleston.
Oh.
D
B
J
B
Well,
it
was
very
direct
and,
and
yes
as
comfortable
wearing
as
they.
You
all
know
that
there
were
a
number
of
people
justly
upset
over
what
happened,
and
that
was
clearly
acknowledged
and
received
and
but
but
I
think
at
the
end
of
that
meeting
and
other
meetings
that
occurred
as
there's
a
true
resolve
together
to
to
move
on
to
the
next
step,
to
get
reopened
safely.
Amid
Cicerone
a
virus
and
emits
continuing.
B
Justifiable
peaceful
protests
so
there's
a
real
commitment
to
work
together.
Chief
Reynolds
attended
one
yesterday
afternoon
and
a
clearer
understanding
of
what
Public
Safety
and
the
police
department
will
be
doing
going
forward.
As
was
evidence
last
night,
so
I
understand,
motions
and
upset
feelings
are
still
out
there
and
need
to
be
expressed,
but
where
I
feel
like
we're
heading
in
a
good
direction.
Okay,.
C
Seeking
Thank
You
mr.
mayor
and
chief
thank
you
I
think
watching
last
night,
even
though
everything
shut
down
at
nine
o'clock
I
know
you
were
out
there
and
I
know.
You've
had
many
many
long
day's
journeys
in
two
nights
and
sounds
like
tomorrow
is
gonna
be
a
busy
day
to
do,
but
I
do
think
chief
that
actually
physically
seeing
you
on
in
that
corridor.
It
was
really
a
positive
thing
both
for
your
troops
and
for
those
in
the
business
on
King,
Street
and
to
extent
you've
got
ten
minutes
both
day
and
night
tonight.
C
H
I
could
add
one
little
update
three
o'clock
at
Colonial.
Lake
is
popped
up,
which
is
actually
been
a
not
a
bad
location
that
people
have
been
very
peaceful
and
adhere
to
all
the
rules,
and
the
other
thing
I
just
want
to
say,
is:
we've
issued
40
warrants
one
of
the
questions
that
we've
been
getting
a
lot
I
think
rightfully
so
I
assure
you
were
very
focused
and
in
the
midst
of
all
of
this
is
having.
D
H
For
those
that
created
all
these
damage
and
assault
and
looting
and
arson
and
other
things,
we've
served
40
warrants
and
from
15
different
individuals
and
among
the
charges,
are
assault
on
our
officers,
assault
on
other
people,
breaking
windows,
arson
and
we're
working
closely
with
our
partners
in
the
FBI
and
possibly
in
the
US
Attorney's
Office.
For
those
cases
that
might
qualify,
I
spoke
with
scarlet
yesterday
and
I
will
tell
you
that
one
of
the
main
instigators,
a
suspect
by
the
name
of
Abraham
Jenkins,
has
already
bonded
out.
H
H
There's
a
lot
of
demand
for
accountability
for
those
who
created
all
these
crimes
and
and
I
just
want
to
reassure
people
that
we
are
working
on
that
equally,
as
well
as
everything
else
and
and
and
we've
acknowledged
that
we
can
do
better
and
that
there's
a
lot
of
things
that
we've
changed
and
that
we're
continuing
to
focus
on.
As
the
mayor
said,
thank.
F
H
We
issued
40
warrants
this
week
for
15
people
about
15
people
more
are
coming
and
one
of
the
main
instigators,
a
guy
named
Abraham
Jenkins,
has
already
bonded
out.
Okay,
so
literally
we're
making
arrests
as
we
speak,
we're
doing
roundups
and
we're
we're
looking
for
every
one
of
these
individuals
and
that's
no
secret
and
we're
continuing
to
follow
up
and
on
every
one
of
these
tips.
H
That
comes
in
and
it's
important
that
we
continue
to
make
sure
that
people
know,
because,
even
in
a
meeting
yesterday,
there
was
some
people
I
think
that
had
some
information
that
hadn't
been
shared
with
us
yet
so
that
information
is
helpful,
it
is
being
acted
upon
and
our
guys,
not
only
are
they
working
day
and
night
around
the
clock,
they're
actually
on
the
operations
of
protecting
the
city.
They're
also
doing
that
with
the
investigation
and
all
these
warrants
that
I
just
listed
have
not
been
served
yet.
Okay,.
