Emergency City of Charleston Council Meeting 5/31/20

Before
the
mayor
else
gets
on,
can
y'all
hear
me:
I
just
want
to
say
thank
you
from
the
business
community.
Everybody
came
come
out
today
and
I
saw
business
owners
crying
and
hugging
and
morning's
outpouring
and
her
community
was
amazing,
so
I
know
we
got
a
long
day
and
night
ahead
of
us,
but
it
was
amazing.
No.
G
D
F
D
D
Another
minute
yeah
thanks
for
I,
think
everybody
here
was
out
this
morning.
It
was
really
quite
a
community
spirit,
and
so
much
got
done
in
such
a
short
period
of
time,
because
there
were
so
many
hands
and
we're
still
out
there.
Our
staff
helping
folks,
clean
up
and
helping
folks
board
up
if
need
be.
We've
got
our
construction
guys
with
plywood
available
to
help
any
property
owner
that
need
some
assistance.
Getting
getting
set
up.
D
C
D
H
Right
go
ahead,
I
mean
I'm
just
getting
in
I'm
just
getting
in
it
to
rest
again
here,
but
you're
acting
there
Lord
we
come
here.
Do
the
businessman
city
of
Charleston.
We
asked
you
to
be
with
us
in
this
these
trying
times
which
they
are
trying
times.
Let's
be
able
to
be
mindful
ahead
to
help
our
brothers
and
sisters
to
do
the
right
thing.
H
Some
people
have
gone
the
guard
haywire
and
doing
things
that
is
destroying
our
quality
of
life
here,
and
that's
not
what
we're
all
about
here
in
city
of
Charleston,
so
we
actually
take
to
come
into
our
miss
and
take
your
hands
and
touch
each
and
every
one
of
us
here
in
the
city
of
Charleston
and
abroad,
the
last
no
there's
a
better
way
in
destroying
people,
property
and
destroying
people
quality
of
life.
This
reacts
in
your
name.
Amen,
amen,.
D
The
bright
side,
however,
is
that
there
were
no
serious
injuries,
no
loss
of
life
and
in
a
situation
like
this,
a
real
riot
was
on
our
hands.
To
have
no
loss
of
life
or
serious
injury
is,
is
its
commendable.
Secondly,
what
could
have
become
a
blazing
Inferno
of
part
of
our
city
did
not
occur.
The
fire
department
was
working
hand-in-hand
with
the
police
department.
Yes,
there
were
many
calls
and
attempts
to
start
fires.
D
God
knows
we
all
wish
we
had
dodged
a
bullet
and
ended
up
with
a
peaceable
demonstration.
Yesterday,
that's
of
late
yesterday
afternoon,
early
evening,
we
thought
that
was
going
to
be
the
case
and
unfortunately
it
did
not
turn
out
that
way.
I
know
some
property
damage
definitely
seriously
occurred,
scared
a
lot
of
folks,
but
no
loss
of
life
or
serious
injury,
and
you
know
in
the
scenario
of
a
true
riot
occurring,
the
I
believe
our
police
officers
first
responders,
firefighters,
all
acted
bravely
and
appropriately,
and
and
we
all
need
to
stand
together
behind
them
now.
D
D
Let
council
know
that
last
night
I
called
the
governor
I
spoke
to
him
again
this
morning,
officially
requested
the
governor's
office
and
and
the
National
Guard
I,
don't
know
what
the
timing
on
that
could
be.
I
expect
that
the
governor
will
be
making
an
announcement
on
that
later
today
and
so
on.
He's
still
out
in
the
hallway
I
guess
I'd
go
ahead
and
ask
for
any
comments
about
that
affair.
Yes,
sir
sorry.
B
I'm
I'm
driving
in
the
car,
so
you
can't
see
me
but
I
just
want
to
say
number
one.
This
morning
was
just
the
epitome
of
what
Charleston
always
does
we
we
always
come
together,
we're
the
most
resilient
city.
Whenever
there's
a
time
of
need,
we
always
band
together
and
that's
what
makes
us
the
best
city
in
the
world
number.
C
B
G
B
I
B
Called
Columbia
this
morning
after
we
spoke,
and
it
looks
like
the
governor-
is
going
to
have
a
press
conference
at
1:00
o'clock
and
I.
Think
he's
going
to
have
some
good
news
for
us
in
case.
We
need
it
so
I
appreciate
all
your
hard
work.
Chief
Reynolds
I
appreciate
all
of
your
hard
work,
but
we've
got
to
do
a
better
job
of
giving
you
every
resource
possible.
Chief
and
I
think
the
best
resource
we
can
give.
You
is
as
early
of
a
curfew
as
you
possibly
need
to
be
ready.
Thank
you.
Thank.
B
D
J
I
A
mayor
before
council
votes,
we
have
the
proposed
language
that
we
would
like
council
to
consider
and
approve.
Obviously
this
is
a
fluid
situation
and
we
apologize
for
not
getting
it
to
you
earlier.
Chip
is
gonna,
put
it
up
on
the
shared
screen.
If
that's
okay
with
everyone
and
just
plain
the
amendment,
it's
basically
to
cover
two
things:
one
which
is
changing
the
curfew
time
and
then
also
talking
about
the
boundaries
of
the
curfew
and
giving
the
chief
the
discretion
to
close
certain
streets
for
Public
Safety
as
necessary.
I
So
if,
if
everyone
would
be
open
to
it,
we
just
like
to
go
through
those
proposed
changes
before
the
vote
and
okay
and
mayor
I
would
just
like
to
remind
everybody.
This
was
not
listed
on
the
agenda,
so
we
do
need
a
two-thirds
vote
first
to
add
it
to
the
agenda
and
then
the
two-thirds
vote
to
approve
it.
So.
K
Mayor
the
everybody
can
hear
me:
okay
and
there
they
can
see.
Who
is
it?
Who
isn't
on
the
phone?
I
guess
the.
So
the
changes
to
the
title
of
the
ordinance
and
I
did
not
hear
the
initial
conversation
about
the
hours
we've
built
it
to
impose
a
curfew
on
the
peninsula
area
of
the
city
from
6:00
p.m.
through
6:00
a.m.
and
it's
also
delegates
to
the
mayor
and
consultation
with
the
Chief
of
Police.
The
ability
to
extend
the
boundaries
to
which
the
curfew
applies.
K
It
just
gives
the
chief
and
the
mayor
the
ability
to
react
immediately
as
the
situation
demands
and
then
I
think
that's
about
the
only
change
that
the
major
changes
are
just
section
two
which
is
here.
Let
me
make
sure
I've
got
the
right
one
because
I
all
right
here.
It
is
sorry,
there's
other
red
line
in
this,
but
this
is
the
title.
K
I'll,
let
you
read
that
for
a
second
and
then
pretty
much,
everything
else
is
unchanged
till
you
get
a
section
two.
This
applies
to
permit
the
closure
of
streets
and
rights
of
ways
on
the
peninsula.
Within
the
minutes,
municipal
limits
of
the
city
I
need
to
change
the
spelling
of
Peninsula
and
then.
K
K
Sorry
I'm
making
corrections
as
we
go
section.
Three
is
exactly
what
you
saw
previously,
except
it
only
applies
to
the
peninsula
of
the
city
and
then
section
four
is
where
we
delegate
city
council
delegates,
the
mayor
in
consultation
with
the
chief
of
police,
the
ability
to
respond
to
changing
conditions
by
expanding
the
application
of
sections
two
and
three,
which
are
the
substantive
provisions
to
any
area
within
the
city
of
Charleston.
L
E
Okay
and
earlier
curfew,
so
that
we
have
every
paid
an
opportunity
to
understand
that
the
curfew
was
going
to
be
put
into
effect.
This
would
have
an
opportunity
to
close
with
acclaimed,
restaurants
that
were
opened
and
give
the
chief
the
opportunity
to
get
his
guys
and
plates
to
to
enforce
us.
So
this
is
a
very
good
thing.
Does
this
give
you
you
may
or
the
opportunity
to
expand
this
or
we
need
to
reconvene
on
Monday
if
we
need
to
exceed
this
curfew
for
the
work
week,.
E
In
floor,
I
just
want
to
say
something
to
the
appreciation
for
the
chief
and
in
the
men
and
women
who
are
out
there
last
night.
God
will
let
you
stand
behind
you
100%,
which
you
did
chief
I,
think
it
was
remarkable
in
line
with
what
the
mayor
said
earlier
in
his
comments
to
us
about
no
serious
injuries,
no
loss
of
life.
What
was
happened
last
night
was
awful,
obviously,
but
I
think
overall
were
extremely
fortunate
as
to
where
we
stand
today,
and
it
was
really
quite
a
beautiful
scene.
E
On
entry
being
with
my
colleagues
out
there
this
morning,
the
number
of
folks
who
came
out
there
today
was
really
a
very
touchy
scene
for
all
of
us
and
just
want
to
thank
all
those
people
who
brought
their
children
out
there.
The
property
owners,
ordinary
citizens
who
are
out
there
this
morning,
god
bless
you
and
thank
you
all
for
which
all
have
done.
So,
let's
get
this
curfew
imposed
and
let's
pray
that
they
will.
Let's
call
one
day
for
all.
B
Got
one
more
question
for
chief
Reynolds,
just
chief
if
last
night,
if
anything
like
last
night
comes
our
way
again
tonight,
we
have
not
only
our
troops
but
have
also
been
in
contact
with
other
jurisdictions
about
helping
out
in
case
we
need
them.
Yes,.
D
L
Generally
speaking,
the
people
that
we're
dealing
with
are
people
that
probably
shouldn't
be
out
there.
It
makes
a
little
bit
easier
and,
as
things
flare
up,
if
they
do,
we
don't
have
people
that
that
are
just
kind
of
walking
their
dog
and
hanging
out.
You
know
something
they
get
caught
up
in
something
that
is
dangerous,
so
I
think
this
curfew
is
a
good
idea
for
a
variety
of
reasons.
It's
it's
not
a
fix-all,
but
it's
a
tool
that
I
think
will
help
us
keep
our
city
safe
reference
to
the
boundaries.
L
Councilmember
Griffin,
the
the
the
question
you
asked
is
probably
one
of
the
most
important
ones,
and
that
is
assets.
You
can
never
have
enough
right.
You
have
to
ask
early
and
you
have
to
ask
often-
and
you
have
to
cast
that
net
as
broadly
as
possible-
I've
been
doing
that
since
these
things
kicked
off
in
Minneapolis,
we
staged
yesterday
before
any
of
this
stuff
started
with
no
real
Intel.
That
was
going
to
indicate
that
we
would
have
what
we
had,
but
I
can
tell
you.
L
We've
been
following
the
rest
of
the
country,
we've
been
following:
Minneapolis
we've
been
following
the
tenor
and
the
tone
of
this,
and
we
knew
that
something
would
kick
off
somewhere
and
I
told
our
people,
let's
get
our
minds
together.
Let's
get
our
equipment
together,
let's
get
our
strategies,
our
command,
our
elements
together.
Let's
think
about
what
this
looks
like,
even
if
we
don't
have
an
event
here,
because
if
we
have
one
in
a
neighboring
jurisdiction,
we're
gonna
send
you
there
and
you're
gonna
help
them.
L
So
if
not
here,
you're
gonna
be
helping
somewhere
so
be
ready
and
able
to
do
that.
I
was
on
the
phone
with
skip
Holbrook
who's
chief
in
Colombia
and
in
fact
they
asked
for
help.
I
was
on
the
phone.
I
was
getting
ready
to
send
him
bodies.
Unfortunately,
we
couldn't
do
that.
All
of
our
partners-
I
just
got
as
we're
sitting
here
at
text
from
the
chief
in
Goose
Creek
I've,
been
on
the
phone
with
Carl
Richie,
Randy,
Burgess,
al
Cannon
and
his
command,
and
they
have
pulled
out
all
the
stops.
L
Dan
Curie
is
here
and
I
got
to
tell
you.
I
cannot
thank
him
and
his
teams
enough
I.
Think.
As
the
mayor
said,
there
was
several
good
things
that
did
happen
a
lot
of
bad
things,
but
I
can
tell
you
that
had
not
been
for
the
firefighters
for
their
courage
and
their
connection
to
us.
In
the
peace
sock
at
a
command
level
and
at
the
operational
level
they
were
putting
out
fires
all
night.
L
They
were
very
effective,
they
were
efficient
and
they
we
had
a
couple
significant
fires,
but
they
were
extinguished,
but
most
of
them
they
were,
they
were
put
out
immediately,
very
quickly
and
very
efficiently
and
very
effectively.
And
if
you
look
at
cities
around
this
country
who
did
not
get
ahead
of
that
element,
they
burned
to
the
ground.
I've
seen
it
happen,
and
so
I
can
tell
you
dance
guys
developed
a
lot
of
these
protocols
before
either
one
of
us
got
here.
L
They
brushed
it
off,
they
implemented
it
and
it
worked,
and
so
I'm
very
thankful
for
that.
As
far
as
our
partners
go
out,
Cannon
has
said
from
day
one
that
I
got
here
and-
and
he
is
true
to
his
word-
Mitch
Lucas
his
commanders.
They
were
all
here
last
night.
His
commanders
did
a
fantastic
job,
they're
familiar
with
our
radio
channels,
with
our
protocols
with
our
people
they
plug
and
play
with
our
people.
They
have
mobile
field
forces
out
here.
L
They
have
their
captains
out
here
on
the
radios
all
night,
long
until
I
think
about
four
o'clock
in
the
morning
and
they're
right
on
the
front
line
same
thing
with
Carl,
Richie
and
Mount
Pleasant,
and
they
showed
up
again
this
morning
about
10
o'clock
and
they-
and
we
have
people
out
there
right
now
in
in
Mobile
field
force
with
the
rest
teams
and
other
things
that
are
ready
to
go.
We
have
gas
munitions.
We
have
a
lot
of
different
tools
that
we
can
use
in
this
situation.
L
I
don't
want
to
leave
anybody
out,
but
I'll
tell
you
North
Charleston
at
one
point
they
had
to
turn
him
around
because
they're
having
issues
at
Tanger
Outlets
last
night,
but
he
not
only
had
a
full
mobile
field
force
here,
but
Reggie
had
42
officers
on
the
way
to
help
us
right
when
we
needed
him.
The
most
so
I
also
had
sled
I've
been
in
contact
with
more
keel,
the
entire
time
I've
talked
to
them
today,
as
is
mentioned
earlier,
I
do
think.
There's
gonna,
be
some
announcements
and
we'll
have
other
assets
coming
our
way.
L
I,
don't
think.
That's
necessarily
gonna
help
us
a
lot
tonight,
but
for
the
long-term
for
the
city
and
and
there's
other
things
in
play:
Goose
Creek
and
some
other
agencies.
Sullivan's
Island,
has
sent
a
few
people
today.
So
we're
utilizing
what
we
have
there's
armored
vehicles
that
we
need
and
scenarios
like
this.
It's
not
something
we
pull
out
very
often,
but
in
a
situation
like
this,
it's
absolutely
a
tool
that
we
need.
We
called
the
Bearcat,
it's
an
armoured
personnel
vehicle
and
it's
it's
situated
perfectly
for
a
scenario
like
this.
L
The
Sheriff's
Office
has
one
and
we've
been
able
to
borrow
that
they
have
what's
called
an
L
rad,
which
is
a
voice
emitter
that
is
very
effective
in
crowd.
Dispersal
and
I
could
go
on
and
on,
but
there's
a
lot
of
tools
and
assets
here.
In
addition
to
what
we
have
I
promise,
you
I
have
no
ego
and
I'm
gonna
ask
as
much
as
I
can
and
we're
gonna
utilize.
Everybody
like
I,
said
even
if
we
are
spared
we're
gonna,
send
them
somewhere
else
and
do
them
the
same
favor.
L
You
voted
something
in
Council
I
think
last
week
for
us
to
go
to
the
RNC
and
help
them.
The
reason
why
that's
important
is
that's
how
we
get
repetitions
in
that's
how
we
get
experience.
That's
how
we
get
good
at
doing
these
things.
Part
of
that
training
was
to
have
as
many
of
40
of
our
bike
officers
trained
on
riot
control
and
crowd,
dispersal
and
civil
disturbance.
So
there's
a
lot
of
things
going
on
with
those
resources
and
those
resource
requests.
One
thing
that
I've
heard
is
happen.
L
L
They
were
throwing
bricks,
they
were
throwing
bottles,
they
were
throwing
rocks,
they
were
assaulting
our
officers,
they
were
assaulting
our
citizens,
and
so
you
prioritize
life
safety,
saving,
the
city,
and
so
you
begin
to
look
at
what
are
the
most
important
things
and
the
mayor
hit
on
the
most
important
things,
and
that
is,
we
didn't
have
any
significant
in
serious
injuries
and
deaths.
Other
cities
around
the
countries
have
had
those
things
happen.
Other
cities
have
had
people
shot
and
have
had
their
cities
burned
down.
That
is
something
that
we
don't
want
here.
L
That's
something
that
we
have
to
be
very
strategic
about.
I
promise
you
we
will
not
hesitate
to
make
arrests.
We
have
arrest
teams
stood
up
right
now.
We
have
a
lot
of
different
assets
in
place,
but
we're
gonna
do
what's
smart,
what's
strategic
and
what's
best
for
this
not
just
to
make
people
look
good
because
we
made
an
arrest
or
two
but
we're
gonna,
save
areas
of
the
city.
We're
gonna,
keep
people
safe
and
we're
gonna
be
strategic
about
what
we
do.
L
L
I'm
very
proud
of
I,
appreciate
them
and
I
tell
you
what
I
need
them
rested
because
we're
not
done
yet
and
I
promise.
You
they're
still
focused
they're
out
there
right
now
as
we
speak
and
they've
been
on
the
radio
since
early
this
morning
and
we're
not
going
to
stop
until
we're
done
with
this
and
and
I
just
saved
for
tonight
and
I
see
some
hands
for
these
councilmember
Mitchell
I
know
the
mayor
is
gonna.
Call
him
you
first
I
think
I
will
tell
you
tonight
we're
we're.
We
have
our
our
assets
in
place.
L
We
have
more
people
coming
we're
on
a
12-hour
shift
down.
We
have
to
be
careful,
we
don't
burn
our
people
out,
be
careful
that
we
rest
them
that
we
feed
them,
that
we
keep
them
hydrated.
We
had
people,
I
will
tell
you
this,
and
all
this
would
be
my
last
piece.
We
had
people
that
clocked
up
to
20
miles
yesterday
think.
L
Miles
on
foot
with
a
riot
environment,
and
so
we
had
command
elements
and
officers
with
their
little.
You
know
your
steps
or
whatever
that
had
20
feet,
20
miles
on
their
feet.
Last
night,
I
promise
you
having
been
in
that
environment.
That
is
no
small
thing
when
you're
being
assaulted
and
you're
trying
to
keep
the
city
safe
and
I
think
they
did
a
good
job,
not
perfect.
L
H
H
I
get
up
early
this
morning,
like
everybody
else
did,
but
I
got
I
got
up,
they
left
for
nine,
but
I
was
walking
up
and
down
the
streets,
and
I
was
talking
to
a
lot
of
people
on
the
streets
and
most
of
those
areas
that
you
see
that's
on
King,
Street
and
meeting
streets,
so
speakers
of
district
I
represent
so
I
was
calling
and
talking
to
a
lot
of
the
Neighborhood
Association
presidents
with
someone
to
call
them
back
to
inform
them
of
the
changes
that
we
have
made
so
far
the
curfews
concerned,
and
let
them
know
so
they
can
kind
of
just
you
know,
kind
of
dissemble
that
to
out
to
most
of
the
residents
in
the
community
if
they
can,
and
so
when
the
changes
are
taking
place.
H
I
would
please
ask
the
mirror
someone
in
the
mayor's
staff
to
let
me
know,
because
all
of
King
Street
is
to
district
I
represent
the
whole
King
Street
up
until
Calhoun
Street
and
all
on
Meeting
Street.
So
most
of
the
things
happen
in
the
district
I
represent,
and
that's
why
I
was
talking
to
a
lot
of
the
store
owners
today
and
some
of
them
that
some
of
them
are
not
gonna,
be
open
again.
H
They're
not
gonna,
be
able
to
afford
to
open
again
anymore
at
all,
and
it's
a
shame
and
also
a
family
dollar
just
opened
back
up
and
it
was.
We
pushed
that
back
and
open
back
up
at
all
the
work
that
they
had
and
they're
now
they're
closed
again
and
that's
the
only
store,
that's
owned,
that
area
that
people
was
able
to
go
to
to
purchase
items
in
that
area
because
we
don't
have
a
grocery
store
there.
So
now
that's
gonna
be
done
again,
so
it's
gonna
hurt
a
lot
of
good
people.
H
If
you
make
that
needed,
those
are
businesses
there
and
we
have
some
other
people.
That's
trying
to
destroy
the
good
work
that
we
have
done
and
it
would
be
a
trying
to
do
so
I'm
as
anxious
to
keep
me
in
form
of
everything
and
would
keep
me
from
of
the
boundaries
because,
as
you
know,
chief
and
your
officers
know
I'm
always
out
there
for
some
reason.
Another
I'm
always
over
to
pull
it
all
over
the
place
to
see.
What's
going
on
and
trying
to
form
the
community
that
you
know,
we
do
the
right
thing.
F
You
mr.
mayor
I'm,
sorry
I
couldn't
join
pasted
on
chief
I.
Just
have
a
question
and
I
know
assets
within
and
deploying
them
is
going
to
be
strategically
difficult.
Is
there
a
plan?
Have
you
devised
a
plan
for
when
the
curfew
goes
into
effect
tonight
in
advance
of
that
somehow,
on
our
main
artery
coming
into
the
city
and
the
peninsula
limit,
the
amount
of
traffic
that
we
get
allowed
to
come
in?
Is
there
a
way
that
we
can
do
that
and
then
I
have
a
follow
up
after
that?
That.
L
F
F
L
F
L
I
think
that
I've
been
on
the
phone
a
little
bit,
the
the
they
are
under
there.
The
National
Guard
Committee
and
a
certain
Wilson
engagement
have
certain
guidelines
in
terms
of
what
they
can
and
can't
do,
and
that's
something
that
probably
stays
at
the
Armory
and
I've
taught
the
more
qu'il
about
what
that'll
look
like
and
when
they
might
arrive,
and
you
know
and
having
an
asset
like
that
is
critical.
L
What
I
envision
is
probably
tomorrow
and
that's
all
not
a
fit
I,
don't
think
way
from
the
governor's
announcement
and
look
they're
going
to
be
talking
about.
But
what
you
said
is
correct,
probably,
tomorrow
timeframe,
though
stage
and
you
will
be
connected
on
what
areas
we
have
concerns
about,
what
areas
we
want
to
protect,
what
strategies
and
tactics
we're
using
and
how
they
can
complement
and
plug
in
play
if
you
will
and
how
they
can
be
an
asset
and
help
us.
L
E
You
Mary
Steve
I,
really
do
appreciate
you
commenting
about
the
arrests
and
how
that's
being
handled
I
think
there's
a
lot
of
misinformation
out
on
the
streets
about
why
we
didn't
do
certain
things
and
I
think
we
just
need
to
make
sure
that
we're
communicating
that
well,
the
folks.
They
understand
the
your
strategy
and
why
you
did
that
and
I
apologize
for
your
comments
today
and
what
you
did
last
night.
L
That's
a
good
question,
one
that
we
discussed
this
morning.
I
can't
really
answer
what
they're
gonna
be
able
to
help
us
with,
but
I
know
that
we've
been
in
contact
and
I
think
that's
an
asset
that
would
be
nice
to
be
able
to
kind
of
implement.
I
know
that
other
parts
of
the
state
I
will
tell
you.
I've
talked
to
Joe,
Hill
I
know
him.
L
I
knew
him
from
before.
I
came
here.
He
said
the
police
chief
in
Horry,
County
and
and
others
around
the
state
obviously
skip
Holbrook
in
Columbia,
Amy,
proc
and
Merle
Beach,
and
the
reason
why
I
say
that
is
a
lot
of
ask
we're
available
to
help
us
just
like
we
were
available
to
help
Columbia
they're
no
longer
available
to
help
because
they're
they're
having
protests
and
events
throughout
the
state
and
they're
they're
growing
and
they're.
L
There's
significant
challenges:
Joe,
just
as
an
example
immediately
reached
out
to
me
early
on
just
like
I,
had
reached
out
to
others
and
said:
hey
Luther.
If
you
need
it
and
let
me
know,
I'll
send
you
contingent
and
today
we're
in
communicate
last
night.
He
said
ma'am
I'm
committed.
I
I
have
stuff
that
I
have
to
do
I
think
he
said
in
a
group,
the
Myrtle
Beach
so
everybody's
talking
and
if
we
can
get
some
help
from
Highway
Patrol
something
that
we've
been
talking
about,
because
I
think
I
know.
D
H
D
M
You
mr.
mayor
and,
of
course,
I
want
to
go
all
the
comments
that
have
been
made
today
about
our
leadership
and
our
police
chief,
our
fire
chief
working
very
hard
under
some
very
difficult
circumstances.
I
just
had
a
quick
question,
and
if
this
is
stuff,
that's
not
appropriate
to
be
airing
right
now
in
a
public
forum.
I'll
I'm,
fine
with
that.
But
what
can?
What
do
we
know
about
these
outside
agitating
entities
that
that
are
widely
suspected
to
be
the
ones
really
taking
this
to
a
different
level?
M
L
I
think
it's
a
fair
question
and
I.
Don't
think
it's
anything!
That's
you
know
secret
or
confidential.
So
I'll
answer
that,
because
I
think
a
lot
of
people
have
that
same
question.
Frankly,
I've
heard
it
from
several
people,
so
you
have
compare
and
contrast
you
you
they
write.
You
can
write
a
book
on
it
on
the
anatomy
of
a
riot
right,
there's
all
kinds
of
different
elements.
There's
peaceful
people
like
we
said,
saw
yesterday
they're
well
organized
they
have
a
leader.
They
have
a
purpose.
They
have
a
certain
size
of
their
group.
L
L
People
have
asked
okay,
if
that's
the
case,
but
where
did
these
people
come
from?
We're
gonna
continue
to
investigate
every
one
of
these
leads
that
we
have
there's
people
who
share
in
social
media
posts
where
they're
bragging
about
some
of
the
stuff.
There's
people
who
have
video
from
their
stores
of
people
that
have
broken
their
windows
and
looted
their
stores,
we're
following
up
on
those
things
and
we
will
be
making
criminal
charges
in
those
cases.
So
it's
not
an
easy
answer.
L
It's
a
good
question
and-
and
that's
what's
happening
around
our
country
right
now,
if
you'll
notice
and
I'm
sure
most
of
you
have,
there
are
large
cities
that
are
being
destroyed,
cities
that
have
very
large,
very
modern,
very
well-paid,
well-trained
and
very
well-equipped
police
departments
and
sheriff's
agencies
that
are
getting
destroyed,
and
it's
no
small
thing
to
have
to
deal
with
a
group
like
this.
That
means
harm
to
our
city.
It
is
a
serious
threat.
L
L
I've
seen
officers
be
injured
very
seriously
because
of
bad
tactics
because
they
chased
a
rabbit
down
a
hole
because
they
went
down
an
alley
and
now,
instead
of
holding
that
that
Street
or
holding
that
line
or
being
in
it
and
having
some
strategy
and
some
impact,
that's
exactly
what
the
agitators
won
and
now
a
sudden
I
have
ten
officer
rescues,
but
guess
what
that
means
all
of
my
assets.
All
of
my
resources
are
going
to
be
focused
on
that,
because
we
wanted
to
make
that
one
arrest.
L
So
we
want
to
maybe
have
a
good
picture
or
say:
hey.
We've
made
some
arrests.
That
is
not
smart,
it's
not
strategic,
it's
not
safe,
and
that
in
fact,
can
lead
to
some
serious
harm
and
we
could
have
had
a
lot
more
injuries,
maybe
some
deaths
and
other
things
that
would
have
occurred.
It's
about
balance,
it's
about
working
with
our
partners,
it's
about
working
in
a
central
command,
it's
about
being
strategic
and
thoughtful
and
smart,
and
sometimes
it's
about
hitting
the
pause
button.
L
Just
like
everything
else
and
there's
different
stages
of
a
riot
there's
different
types
of
people
and-
and
we
have
to
look
at
this
through
a
whole
lot
of
different
lenses,
and
we
have
to
do
it
centrally
and
we
have
to
be
consistent
in
our
messaging
and
I'll.
Tell
you
the
one
thing
that
I
think
is
so
healthy
about
the
city
of
Charleston
is
that
people
rally
and
I
don't
think,
there's
much
patience,
I,
don't
think,
there's
any
patience
for
this
from
any
community
white
african-american,
Asian
Latino.
L
J
Thank
You
chief
again
praises
on
your
performance
and
your
team's
performance
last
night,
I'm,
not
really
asking
for
the
specifics
right
now.
I
guess
is
the
year.
No,
obviously
we
learned
some
things
from
last
night
hypothetically
if
some
of
these
rallies
spring
up
today
and
as
they
begin
to
leave
wherever
well
as
Waterfront,
Park
of
Marion,
Square
or
someplace
else
after
they
finish
they
talks
and
if
they
were
to
begin
to
walk
and
to
read
and
go
towards
the
interstate
like
they
did
yesterday.
J
C
L
People
or
not
they're,
not
claiming
that
they're
in
a
different
ball
park.
We
know
that
from
last
night
there
weren't
a
completely
different
footing
today.
The
same
kind
of
weird
thing:
presentation,
I
will
throw
gas
I
have
a
rest
team
and
I
had
people
work
very
much
ready
to
do
it
takes
to
make
a
rest.
I
want
to
be
smart
about
it.
I
want
to
be
safe
about
it.
D
All
right
any
further
questions,
we'll
let
you
know
a
time
tomorrow,
just
depending
on
how
the
day
goes
in
addition
to
our
press
conference
at
2
o'clock
today,
by
the
way
we
had
also
planned
a
a
prayer
service
tomorrow,
it
was
planned
a
week
ago
for
to
remember
the
over
100,000
Americans,
who
have
died
from
covet
19,
and
that
is
still
on.
So
if
any
councilmembers
would
like
to
join
us
for
that
as
well
that'll
be
at
noon
tomorrow
in
Washington
Park
as
well,
all
right
there
be
no
further
business.
