weekend,
it's
a
prayer
called
talking
to
God

my
own
life's
breath
for
the
abundance
of
food
on
this
table
for
the
ones
who
prepared
this
Sumptuous
feast
for
the
roof
over
our
heads,
the
clothes
on
our
backs
for
our
health
and
our
wealth
of
blessings,
for
this
opportunity
to
celebrate
with
family
and
friends
for
the
freedom
to
pray.

these
two
doors
out
of
the
main
chamber
and
one
door
from
the
chamber
over
there
in
that.
If
that
were
to
occur,
don't
use
the
elevator,
but
take
one
of
the
two
stairs
going
down
to
the
front

there's

front
of
the
building
on
the
first
floor,
just
in
case
just
situational
awareness.

Charleston.
I
do
want
to
share
my
sorrow,
though
my
heart
goes
out
to
those
in
Colorado
Springs
with
the
recent
tragedy
there,
the
shooting
the
hateful
shooting
that
occurred
in
Colorado.
Just
recently
and
again,
we
remember
y'all
our
brothers
and
sisters
in
Ukraine
and
the
terrible
humanitarian
tragedy.
That's
unfolding
there
as
the
Russians
continue
to
bomb
that
country.

three
proclamations
and
a
report
tonight
for
you
to
start
with.
First
up
is
a
proclamation
recognizing
South
Carolina
Native
American
heritage
month
and
I'd
like
to
welcome
Chief
Lisa
Collins
of
the
Wasa
massage
tribe,
of
the
varnertown
Indians
to
join
me
on
the
stage
and
chief,
if
you
have
any
colleagues
with
you,
they're
certainly
welcome
to
come
up
here
as
well.
We
welcome
you
as
we
recognize
Native
American
Heritage
Month,
please
come
on
come
on
up.
You're
welcome
to
come
as
y'all
come
forward.
I
will
share
this.

Many
of
these
Native
American
descendants
still
reside
in
South
Carolina
and
in
the
low
country
today,
whereas
many
Native
Americans
Central,
Americans
and
Alaska
natives
in
South
Carolina
have
Indian.
Descent
have
come
to
be
citizens
and
residents
of
the
low
country
of
these
Surrey
counties,
as
well
as
the
state
for
many
different
parts
of
the
Western
Hemisphere.
Whereas
the
members
of
the
South
Carolina
General
Assembly
by
resolution
recognizes
November
as
National
Native,
American,
History
Month,
and
declare
November
18th
as
Native
American
Awareness
Day
in
South
Carolina.

state
recognized
tribe,
the
Washington
tribe
of
Arnold
town.
The
Indians
would
like
to
thank
the
mayor
and
the
city
council
for
recognizing
the
contributions
of
Native
Americans
in
the
state
of
South
Carolina,
we're
so
used
to
hearing
the
history
and
the
history
books
that
we
were
here,
but
we
are
still
here
and
we
are
still
working
in
the
state
of
South
Carolina
and
we
are
still
organized
and
Our
Roots
Run,
really
deep
here
in
Charleston,
where
our
Coastal
people
and
we're
one
of
the
three
or
four
indigenous
tribes.

always

here
in
South
Carolina.
So
we
take
November
as
a
month
to
try
and
educate
the
population
of
South
Carolina
the
citizens,
and
let
them
know
that,
yes,
we
are
still
here,
we're
still
organized
our
children,
still
go
to
your
schools
and
they
are
proud
of
who
they
are,
and
we
are
proud
to
be
part
of
the
South
Carolina
history
and
of
their
current
contemporary
Fabric
and
network
here
and
the
threads
that
make
South
Carolina
who
what
it
is.
So.

recycling

was

We

the
council

Carolina,

we

some
oysters

kickoff
for
the
for
the
Hope
Center
last
Friday
and
man.
This
year's
oysters
are
delicious,
but
you
can't
just
enjoy
those
delicious
oysters.
You've
got
to
also
do
a
little
Recycling,
and
here
we're
going
to
have
some
people
tonight.

fish
and
it
started
him
and
I
just
chatting

talking

it

helped
bring

fruition.

we
all
know

love
oysters.
I
I've
always
been
passionate
about
our
natural
resources.
So
when
I
took
office,
I
knew
that
this
oyster
recycling
was
something
that
we
could
add
to
our
City's
kind
of
comprehensive
plan,
climate
action
plan
and
we
were
able
to
do
it
and
we're
going
to
keep
increasing
that
and
and
get
the
Outreach
going
council
members
I
will
say
a
little
small
ask:
we
we
do
need
some
drop-off
sites
in
West,
Ashley,
Daniel,
Island,
John's,
Island,
so
keep
reach
out
all
right.
I
So
we
can
keep
keep
that
going,
but
oysters
are
an
interesting
commodity
Casey
from
toadfish.
You
taught
me
that
your
passion
really
ignited.
This
I
mean
I'm,
certainly
passionate
about
it.
But
hearing
from
you
all,
the
the
information
and
the
statistics
I
mean
really
lit
this
fire
as
well.
For
me,
so
I'm
glad
that
we
can
kind
of
continue
that
work
and
continue
the
Outreach
for
all
that
you
do
so.

reiterate,
you
know
all
our
great
Partners

who've
come

I'm
so
glad
they're

be
recognized.
We
really
appreciate
your
partnership
and

They
do
all
kinds
of
efforts
already
before
we
brought
this
attention
up
to
help
Recycling
and
replanting
of
these
shells
to
protect
our
coastlines,
and
it's
just
so
important.

coastal
conservation
league

Charleston

of
course,

I
will
share
that.
Dnr
has
all
kinds
of
great
marketing
resources
and
all
kinds
of
great
programs
to
already
recycle
these
shelves
and
replant
them
they
have
shared
those
with
us.
We
have
posted
them
on
our
website.

really

we're
humbled
and
honored
for
this
opportunity.
There
were
some
fun
facts
about
oysters
out
there
they're
essential
habitat
for
basically
anything
you
catch
in
this
in
our
ecosystem,
which
we
are
a
part
of
and
and
some
some
more
fun
facts
about
oysters,
120
associated
species
depend
on
oyster
reefs
at
some
point
in
their
life,
each
single
oyster.
K
As
the
mayor
said,
each
single
oyster
can
filter
up
to
50
gallons
of
water
per
day
per
oyster,
and
we
find,
on
average,
in
our
on
our
oyster
roofs,
about
500
oysters
per
square
foot,
so
it
their
their
impact,
is
pretty
large.
Oysters
are
free,
swimming
larvae
for
the
first
mere
hours
of
their
lives
until
they
seek
out
a
suitable
substrate
to
land
on
and
the
best
substrate
for
them
to
land
on
is
recycled
oysters,
shell,
so
we
take
recycled
oyster
shell
and
we
restore
oyster
habitat.

We
do
that
to
stabilize
our
marshes
essential
habitat,
and
we
should
all
be
very
proud
that
we
have
an
official
sustainable
fishery
here
in
South
Carolina.
So,
last
year,
the
score
program,
the
South
Carolina,
oyster,
Recycling
and
enhancement
program
created
about
three
and
a
half
acres
of
oyster
reefs
across
1.1
miles
of
Shoreline
in
South
Carolina.
We
cannot
do
that
with
the
1
000
tons
of
shell
that
we
move
per
year.

We
cannot
do
that
without
our
valued
Partnerships
again,
the
City
of
Charleston
County
of
Charleston
toadfish,
Outfitters,
Coast,
Conservation,
Association
close
to
conservation,
League,
Charleston,
Water
keeper.
We
cannot
do
that.
If
any
of
you
are
familiar
with
state
government,
we
need
help
getting
1,
000
tons
of
oyster
shell.
So,
like
the
mayor
said,
we
have
36
participating
restaurants
in
in
Downtown
Charleston.

We
have
over
550
partner
groups.
We've
worked
with
2500
volunteers.
This
past
year,
and
but
there
are
200
000,
available,
oyster
shells
in
the
state
of
South
Carolina
every
year,
and
this
past
year
we
broke
a
record,
we
recycled,
35,
000
bushels,
so
there's
room
to
grow
and
with
the
help
of
Partnerships
like
this,
with
the
proclamation
with
with
the
help
of
councilwoman
Parker,
we
can
put
this
on
the
radar
and
and
restore
our
essential
habitat
in
South
Carolina.
It's
something
we
should
be
very
proud
of.

we

a

fabulous
trip.

Proclamation,

me
just
make
that

I
guess
I'll
just
say
that
I've
always
heard
I
first
heard
it
from
Rhoda
about
30
years
ago
about
the
connection
between
Carolina
and
Barbados,
and
when
you
go
down
there
and
you
meet
the
People
by
the
way,
they
don't
say
Barbadian,
they
say
Bajan
Bajan
and
the
connection
between
not
just
Gala
peoples
and
Beijing,
but
all
of
Carolina.
The
the
the
connection
is,
is
palpable
it's
everywhere.
It's
amazing.

So
this
year
is
the
first
anniversary,
nov
November
30th,
whereas
the
government
of
Barbados
warmly
welcomed
my
delegation
of
charlestonians,
with
the
aim
of
continuing
diplomatic,
economic
and
cultural
ties
for
the
mutual
benefit
of
both
citizens
of
Barbados
and
the
City
of
Charleston.
And
whereas
wrote
agreed
right
here,
a
native
of
Barbados
and
a
citizen
of
Charleston
has
continuously
served
as
an
honorary
Council
of
South
Carolina
to
Barbados.

Now,
therefore,
I

the
City
of
Charleston,
do
Proclaim
Wednesday
November
30th
as
Charleston
spikes,
Town
sister
city
day
and
Barbados
Independence
Day
in
the
City
of
Charleston,
and
we
will
fly
the
Barbados
national
flag
as
a
Memento
on
November
30th.
We're
planning
to
do
that
I'm,
going
to
turn
the
microphone
over
to
Roto
green,
but
before
I
do
I
just
want
to
relay
one
experience,
and
that
was
on
the
day
before
we
left,
we
were
honored
to
be
called
for
a
meeting
with
the
Prime
Minister
of
Barbados.

Her
name
is
Mia
Motley.
You
may
have
seen
prime
minister
Motley
address
the
United
Nations
a
few
times
earlier
this
year.
She
is
a
powerful
leader
and
has
a
big
future
in
ahead
of
her.
But
her
act
accolades
to
this
woman
right
here,
Roto
Green
from
the
primary
Prime
Minister
of
Barbados,
was
just
amazing.
She
personally
recognized
the
work
that
Rhoda
has
done
for
decades
now
to
bring
this
connection
to
light
and
and
shine
light
upon
it
and
rotor.
You've
just
done
a
fabulous
job,
and
it
was.

Not
only
were
people
traveling.
The
whole
system
that
was
set
up
in
Barbados
became
very
profitable
and
it
was
moved
from
Barbados
to
the
other
Caribbean
colonies
that
were
settled
by
the
British
and
ultimately,
here
in
the
Carolinas
1670,
they
brought
everything
that
they
knew
all
of
the
skills,
everything
that
they
had
owned
the
trial
and
failure.

It
became
an
island
that
had
a
black
majority
very
early
in
its
settlement.
The
same
thing
happened
here
in
the
Carolinas:
it
had
a
black
majority
early
in
its
settlement.
What
is
important
that
system
that
they
brought
was
implemented
and,
interestingly
enough,
people
who
come
to
Charleston
people
who
go
to
Barbados,
they
see
things
that
they
sense.
Something
is
are
missed
with
this.
Some
of
them
know
what
it
is.

Others
don't,
but
those
are
the
influences
that
buyers
and
I
can
just
run
through
them
quickly,
because
mayor
talked
about
some
of
them
in
terms
of
their
architecture,
the
economy,
the
education,
genealogy
governance,
language,
dialect,
Gala,
Beijing
laws,
military
Endeavors,
people,
piracy
plantations,
politics,
religion,
trade,
art,
food
fashion,
music.
All
of
those
influences
we
share
together.
One
of
the
things
that
I
think
is
very
important
for
us
today
is
the
fact
that
people
was
a
very
important
part.

We
know
how
people
will
strategy,
you
know
they,
they
were
divided,
they
were
stratified,
but
the
interdependency
of
people
was
very
important
back
then.
Today
it
is,
and
one
of
the
things
that
we
accomplished
in
Barbados
when
we
went
in
the
past
we've
dealt
with
some
of
the
culture,
the
Heritage,
the
history,
the
architecture
we
looked
at
the
churches
and
saw
the
similarities
as
a
matter
of
fact,
when
I
was
taught
that
I
was
gonna.
Ask
to
do
this.
I
asked
our
historian
at
the
public
library.

Thank

moving
quickly
along.
We
looked
at
the
past,
but
this
time
we
took
a
different
group.
We
took
a
group
that
focused
on
trade,
because
trade
was
very
important
during
that
Colonial
period.
One
of
the
interesting
things,
people
and
slip
people
well,
one
of
the
Commodities
that
were
treated
so
here
we're
looking
at
people
a
very
vital
part
in
a
society,
a
very
vital
part
in
any
community,
and
so
we
are
focusing
this
time.

As
we
look
at
our
history
and
we
kind
of
look
at
the
past
and
see
things
that
we
probably
can
do
some,
we
can
do
differently.
We
can
look
at
it
differently,
and
so
we
look
at
the
trading
part
of
of
of
of
of
of
what
used
to
be
part
of
the
Barbados
model
and
we
updated
it
to
The
Pact,
where
we
are
talking
about
other
opportunities
of
Engagement.
Again,
people
engaging
with
people
and
in
order
to
make
this
thing
come
alive
to
breathe
history
into
or
breathe,
breathe
life
into
history.

has
arisen
as
a
voice
for
the
developing
countries,
coastal
areas
we
in
terms
of
re
connecting
we
have
talked
about
the
international
African-American
Museum
we've
talked
about
what
we
can
do
with
the
College
of
Charleston
to
extend
and
to
look
at
genealogy,
because
there
are
all
of
these
influences
that
bind
us
together.
We
are
now
teasing
them
and
seeing
how
they
can
work
for
us
today.
So
mayor,
mayor,
peklinburg
was
able
to
meet
our
prime
minister
and
I'll.
Tell
you
a
secret
right
now.

Human
interdependency
is
something
that
is
not
going
to
go
away
and
as
far
as
the
Barbados
and
the
Carolinas
and
the
relationship
that
has
been
established
and
has
been
pretty
much
monumented
in
certain
opportunities,
every
time
you
can
get
one
we
embrace
it.
Thank
you
for
giving
me
an
opportunity
to
kind
of
share
a
little
bit,
but
we'll
be
staying
in
touch
with
you,
and
we
will
be
looking
at
the
ways
that
we
can
strengthen
the
ties
that
we
have,
because
we
all
need
each
other.

courtroom
over

now

Probate

rashfords
came
down
and
there
are
family
members
of
us.
My
mother
came
down
and
learned
about
Charleston
and
while
she
was
working
there,
she
saw
the
familiarity
of
the
buildings,
the
architecture
and,
while
working
with
judge
Condon,
she
she
had
the
idea
to
send
me
to
Porter.
Goud
I
went
there
and
one
of
my
classmates,
his
father
worked
in
this
building.

His
name
was
Joe
Ryland
and
mayor
Riley
took
interest
in
that
story,
and
so
when
we
talk
about
starting
of
a
proclamation,
how
important
what
you
do
is
nearly
25
years
to
this
week.
This
Council,
not
this
exact
Council,
but
this
Council
issued
a
proclamation
and
what
it
says
is
that
not
only
did
it
do
the
twinning
between
spikes,
10
and
Barbados,
but
it
was
that
Proclamation
that
named
my
mother
as
a
a
honorary
Council,
because
it
was
Alex,
Harvin
and
I.

Think
then
councilwoman
Brenda
Scott
that
went
down
to
Barbados
and
so
that
Proclamation
started
her
talking
to
Charlestown
landing
and
to
a
lot
of
the
places
that
you
see.
The
story
reflected
around
town,
Middleton,
Place,
Drayton,
Hall,
forming
the
information
forming
the
discussions
and
going
as
a
matter
of
fact,
there's
a
group
from
historic
Charleston.
That's
taking
a
cruise,
that's
going
down
to
Barbados
in
January,
and
we
were
all
talking
about
the
great
information
so
that
led
to
February
of
this
year.
So
Barbados
was
in
the
pandemic.

As
councilman
Shaheed
said,
there
was
a
planning
for
the
350
50th
anniversary,
and
what
happened
is
because
the
pandemic
it
stopped
Barbados
came
to
a
crashing
halt.
20
percent
of
their
Island
was
without
employment
and
even
with
a
island
with
99
percent
literacy
and
where
you
are
guaranteed
education
from
pre-k
all
the
way
to
PhD.
If
you
wanted,
that
was
still
a
toll
for
them
to
take.
So
what
happened?
Is
my
mother
organized
a
celebration
of
their
independence
and
that
took
place
on
the
peninsula
at
The
Wanderer?
N
And
it
was
the
mayor
who
was
there
and
they
heard
that
Barbados
was
open
for
business.
The
history
and
the
relationship
that
we've
had
has
been
mostly
a
cultural
one,
and
that's
why
you've
seen
the
Heritage
Corridor,
but
we
thought
what,
if
Barbados
could
work
with
Carolina
for
some
other
things
sea
turtles.
We
both
have
a
preservation
of
sea
turtles.

So
we
sat
in
the
mayor's
office
and
the
mere
pleasure
and
said
Not
only
was
I
planning
to
go
to
vacation
in
Barbados,
but
that
was
canceled
because
of
the
pandemic
as
well,
so
fate
circumstance,
I,
call
it
God's
grace
and
all
things
are
all
good.
Things
are
due
to
God
and
we
are
giving
thanks
for
that.

But
plans
were
made
for
us
to
go
and
to
get
people
in
a
short
time
frame
to
go
to
Barbados
Barbados
rolled
out
the
red
carpet
and
when
I
say
they
rolled
out
the
red
carpet,
they
got
together
all
of
the
best
of
Barbados
to
show
our
delegation,
and
what
does
that
mean?
They
had
an
export
Barbados,
they
had
a
Business
Roundtable
and
we
talked
about
the
various
ways
we
can
work
together.

Barbados
also
is
opening
a
museum
to
commemorate
their
past
also,
and
they
and
we
went
to
a
slavery,
a
slave
burial
ground
where
there
was
400,
enslaved
people
buried
and
had
a
ceremony
there
and
had
the
music
and
everything,
but
they
not
only
rolled
out
the
red
carpet.
They
connected
us
with
their
Chamber
of
Commerce,
not
many
people
know.
Barbados
has
the
oldest
Chamber
of
Commerce
in
the
Caribbean
Charleston
has
the
oldest
Chamber
of
Commerce
in
the
United
States,
our
own
Kenya
Dunn
from
our
Chamber
of
Commerce
went
down.
Came
a
presentation
of
Barbados.

Mayor
gave
some
very
good
words
talking
about
the
crda,
what
we're
doing
to
encourage
business
here
in
Charleston,
and
that
was
just
the
beginning,
because
not
only
did
they
talk
to
us
about
the
business
of
Barbados,
but
they
showed
us
the
Arts
and
the
culture,
so
we've
had
dance,
they
set
one
major
event
a
day
and
it
started
with
a
being
welcomed
by
the
prime
minister
at
the
prime
minister's
residence,
where
we
were
fettered
with
different
songs,
Asian
food.
If
you've
had
Bayesian
food,
you
know
it's
amazing.
You
will
get
a
chance
of
that.

That's
later
in
this
presentation
we
were
how
can
I
say
this
Barbados
brought
their
best
entertainment,
so
this
gentleman
right
here
I
guess,
seems
the
equivalent
of
our
Bob
Dylan
or
the
equivalent
of
our
Bruce
Springsteen.
So
far
as
someone
who's
a
national
hero
and
he
was
voted
as
having
the
number
one
song
in
Barbados
of
all
time
and
he
performed
that.
For
us
this
is
Red.
Plastic
Bag
he's
obviously
a
very
interesting
character,
but
he
is
the
equivalent
of
our
Darius
Rucker.

As
said
before,
we
also
got
to
meet
The
Honorable
me
and
Molly
who's,
the
Prime
Minister
of
Barbados
we
shot.
We
thought
that
we,
she
was
not
going
to
be
able
to
make
it.
She
was
at
the
U.N
but
came
in
and
was
able
to
get
gifts
from
Charleston
and
from
our
delegation.
Just
thanking
her
for
her
Outreach
to
us.

What
she
pledged
is
I
believe
in
this
connection,
with
Barbados
in
Charleston
and
whatever
I
can
do
to
help
with
your
wanting
to
build
Commerce
wanting
to
build
understanding
and
bond
she's
for
that

concerns
about
scaling
with
existing
neighborhood
buildings

character

encourage
Council
to
reject

this

back

to
Brook
High
School,
Fishburn
Street,
all
the

crosstowns
out
there
and

giving
him
a
ride
from
one

our
West
Ashley
vitalization
commission
meetings
heading
back

to
get

angry
about

it

just

properties

residents

be

that
would

in
the

we've
kind

locked
it

this
land
use
and
left
as
much

possible

allow

have
as
much
sort
of
sponge
effect.

the

in
the
county
is
already
zoned
for,
among

things
and
accommodations

unlike

City
of
Charleston,
we
just
got
finished
talking
about

respect
to
preload
Street
in
the
harbor
old
Harbor
Club
is
nobody
has
a
right
anywhere
in
the
City
of
Charleston
to
build
a
hotel,
you're
just
eligible
to
ask
to
build
a
hotel
by
virtue
of
being
in
the
accommodations
overlay.
You
still
have
to
go
to
the
bza.
Get
a
special
exception,
meet
I
think
we're
up
to
19
criteria.
Now
it
might
be
over
20.,
but
it's
a
significant
process
to
get
from
here
to
there
when
it
comes
to
a
hotel
in
the
City
of
Charleston.
That's
not
the
case
in
the
county.

Hotels
are
treated
like
just
regular
business
uses
you're
entitled
to
a
hotel
by
right
this
this
owner.
Currently,
if
they
wanted
to
take
their
plans
and
go
with
the
county,
they
could
build
a
hotel
on
this
site
with
very
minimal
restrictions,
and
there
would
be
no
bza
review.
There'd,
be
no
opportunity
for
Community
input
because
it's
a
buy
right.
It's
a
buy
right
use
so
that
that's
important
to
to
factor
in
and
oftentimes
when
we're
called
upon
to
decide
whether
we
want
to
proceed
with
a
putt
or
proceed
with
a
rezoning.

They
there's
not
going
to
be
a
bar
there's
not

be
a
rooftop
bar
there's
not
going
to
be
really
a
lot
of
the
fun
stuff

associate
with
the
hotel,
no
offense

work

thought
through

But
it's
not
going
to
be
the
sort
of
hotel
that
is
sort

intense
hotel
that
we
think
of

has
all
kinds
of
adverse
impacts.

part

the
property,
that's
in
the
city.

Easiest
thing
in

world
to
do
would
be
to
get
this
sprawled
out
entitled
bring
some
fill
onto
the
property,
and

get

turn
over
to
a
regional
or
national
home
builder

less

the

offense,
that's
not
what's
happening.
What
they're
doing
is
they're
bringing
in
extremely

as
sound
development
practices
where
you're

maxing
out

entire
footprint

a
site

lots
and

pavement
and
impervious

they're
doing

concentrating
development
in
a
portion
of
the
property,
while
leaving
I
think
we
heard
earlier
40
of
the
property
in
its
natural
state,
so
it
can
function
from
a
hydrological
perspective.

can
hold
and
maintain
water.

is
how
clever
Innovative
site
design
works.
You
can't
do
Innovative,
clever
site
design
in
RR.
You
need
the
Pud
mechanism
to
be
able
to
get
the
creative
juices
going
and

design
a
site
that
you
know
works
with

land
and
the
topography
and
the
elevations.
You
don't
develop
in
the
low
areas
and
you
focus
the
development
where
it's
appropriate.
The
problems
we
have
in
the
city,
whether
it
be
Church,
Creek
and
elsewhere
is,
is
it's
maxed
out
development?

no
attention
paid
to
to
any
of
these
types
of
problems,
and
that's
why
we
have
flooding
in
those
parts
of
West
Ashley
and
there's
countless
situations
in
James
Island
as
well.
We
can
speak
to
if
everything
in
this,

God
forbid,
a
big
old
hurricane,
were
to
come
one
day
and
and
really
wipe
out
a
lot
of
the
city,
especially
off
the
peninsula.

we
could
rebuild
everywhere
along
this
line
along
these
lines,
we
wouldn't
have
a
community
that
floods
we'd
have
a
more
resilient
Community
for
sea
level,
rise
and
Rain
bombs
and
all
the
things
we
deal
with
they're
going
to
be
spending
more
money,
elevating
these
structures
to
be
more
resilient.
Now,
how
does
this
work
for
a
developer?

point
to
this
as
an
example
throughout
the
city
of
how
the
Dutch
dialogues
in
practice
can
actually
work.

you
come
to
the
city
and
have
a
dialogue
with
our
stormwater
department
and
try
to
find
ways
to
make
things

creativity
and
you
know
entrepreneurship
can
be
rewarded
because
the
easy,
the
path

easy,

path
of
least
resistance,
is
just
to
do.
Another
sprawl
development
like
we
see
all
over
Church
Creek,
like
we

other
parts
of
James
Island.

works

things
happen

budget
and

the

plan
a

wanted
to
congratulate
everyone

Charleston
for
the
foresight
to
change
the
lights
over
to
high
efficiency
Lighting

streets,

I
would
also
ask
that,
as
we
go
forward
with
this
project,
changing
the
lights
over
that
we're
kind
of
at
you've
heard
the
expression
at
a
fork
in
the
road
of
life.
Well,
this
is
a
fork
in
the
road
of
light
for
Charleston.

lights
that
you
put
in
now
are
going
to
be
with
us
for
a
long
long
time.
So
you
want
the
lights
to
be
shielded
pointed
down.
Actually,
this
beautiful
room
is
an
excellent
example
of
lighting.
We
have
exactly
the
right
amount
of
life
we
have
lights
pointed
down
to
where
we
need
it,
which
is
what
you'll
want
on
your
streets.
But
the
thing
that's
a
little
bit
subtle
is
the
lights
in.
Here
are
bright
enough,
but
they're
warm
lights,
and
so
Dominion
electrics
trick.

lighting
can
put
in
lights
that
the
the
spectrum
is
of
a
warmer
nature,
just
like
the
lights
in
this
room.
So
again,
thank

for
doing
the
lighting
project
and
again
I
think
we
want
it
to
be
warm
lighting

much
as

has
to
be
safe,
of
course,
but
also
keep
in
mind
that
it
needs
to
be
a
warm
lighting

see
more
of

sky

so
I'm
here,
standing
in
support
of
the
of
the
climate
action
plan
in
support
of
actually
funding
it
and
one
of
the
parts
that
I
would
like
to
really
make
sure
that
we
get
funded
is
some
sustainability
grant
writer
program
in
that
particular
position?
What
that
would
do
is
that
would
allow
us
to
get
in
the
game,
because
if
you
look
at
it
right
now,
the
inflation
reduction
act
that
actually
provides
27
billion
dollars
in
funding
for
municipalities.

But
if
we
don't
have
the
proper
structure
set
up
to
be
able
to
actually
get
that
funding,
we're
not
going
to
be
in
the
game.
There'll
be
studies
like
New
York
cities
like
Charlotte
they're,
already
ahead
of
us,
but
what
we
need
to
do
is
fund
these
particular
positions
and
that
will
allow
us
to
be
able
to
actually
get
in
the
game
and
so
I
think
part
of
being
a
taxpayer.
What
I
found
out
recently
is
I
just
got
a
Bonus
Tech,
because
I'm
at
a
law,
firm
I
just
got
a
bonus
check.

west

am
also

with
Charleston
Climate
Coalition
and
as
a
Charleston
resident
I'm
here
to
tell
you
that
I
care
very
deeply
about
climate,
especially
being
of
the
generation
that
will
have
to
deal
with
its
worst
consequences
and
Charleston
is
far
from
immune,
if
not
highly
more
susceptible
to
most
of
them.
So

people

asking
you
to
fund
these
staff
positions
that
we
can
actually
access
some
of
this
money
that
it
could
be
allotted
for
local
climate
funding.

also
ask
that
we
expand
the
facilities
of
composting,
there's
only
one
public
facility
on
the
peninsula
and
only
a
handful
in
Charleston.
It's
one
of
the
greatest
ways
that
citizens
can
reduce
our
methane
emissions
through
averting
food
waste,
and
it
is
a
very
practical,
realistic
way
to
do
that.

when
they

so
much
with
this
money

help
implement
the
Charleston
climate
action
plan.

six
years.

more

vehicle
charging
stations
in
Downtown
Charleston,
it's
coming.

you
watch
any
sports
you'll
see
the
EV
commercials
on
TV,
so
that's
definitely
also
something
that
needs
to
be
added
to
this
list.

expo

Art
Center.

certified
over
103
new
businesses
added
to
our
database.

have
partnered
with
the
Charleston
Chamber
minority
accelerator
called
the
MBA
partnership,
where
we're
constantly
increasing
opportunities
for
minority-owned
businesses
that
include
women.

white
women,
don't
believe
they're
non-binary,
but
we
have
a
lot
of
women-owned
businesses
here
in
the
City
of
Charleston.
We
all.
We
are
also
able
to
participate
with
the
American
contract.
Compliance
training

past
July,
it

US
legal
reviews
of
our
mwbe
programs
and
best
practices.

also
stated
about
our
federal
reporting
requirements
because
we
get
a
lot
of
federal
dollars.

one
of
the
other
things
that
we
wanted

talk

was
a
neuroscience
of
hiring
and
selecting

then
we

this

one
of
our
most
popular
one

lender
matchmaking,
where
we
brought
in
about
20
plus
lenders
into
a
room,
and
we
had
speed
dating
with
lenders,
because
access

Capital

Remains

of
the
major
problems
with
our
women
minority-owned
businesses
and
then
in
September.

was

entire

we

our

managers,
staff
with
goal
setting
and
understanding

tracking
mwbe

get

to

apartment

going

a
co-working
space,
that's
dedicated
towards
women
and
minority
owned
businesses

have
a
presence
on
the
peninsula.

presence

of
women
owned

on
Peninsula,
this
particular
space
will

39
co-working
spaces

a
shaded
blue
part,
along

semi-private
offices
and
then
what's
unique
about
this
air
spot.

a
healthy
corner

Last
week,
Laura
Yarbrough
introduced
us

Justin
Braddock,

new
Enterprise
Manager
who's
been
with
us
for
about
a
month.
He
came
to
us
from
the
U.S
soccer
league
out
of
Tampa
U.S
soccer
league
office.
There
and
he's
got
a
sports
and
business
background
and
he's
brought
a
lot
of
excitement
to
the
recreation
department
and
he's
off
to
a
pretty
quick
start
he's
already
with
our
adult
sports
program.

brought
in
some
Revenue
by
launching
a
digital
campaign
with
some
local
restaurants
and
some
bars
to
advertise
a
place
to
watch
World
Cup
matches
and
he
seems
to
be
very
sharp.

he's
energetic
in
our
committee,

I
speak
for
myself.
Well,
I
was
pretty
impressed
with
him.
I
think
the
rest
of
our
committee
was
as
well.
We
received
a
report
on
Staffing
in
the
recreation
in
the
Parks.

got
a
32
percent
vacancy
right
now
in
Recreation,
there's
actually
87
positions
vacant
most
of
those
are
part-time
employees
in
the
athletic
division.
Our
large
recreation
centers
are
short
staffed
and
we're
short
staffed
in
our
community
buildings
as
well.
We
do
have
MLK
pool
running
right
now.
We
don't
have
the
others
because
of
aquatic
staffing
issues
right
now,
Jason
kronsberg
reported
that
Parks
currently
has
113
of
158
positions
filled.
So
there's
about
a
29
vacancy
there
of
positions,
but
he
he
talked
about
his
forestry
staff.

only
has
three
positions
filled
right
now,
out
of
12
that
are
budgeted,
there's
currently
only
one
crew
and
that
crew
doesn't
have
a
crew
leader,
our
superintendent's,
actually
taken
that
and
running
that
crew
right
now.
So

construction
crews
are
50
vacant.
So
that's
severely
luminescent
a
lot
of
small
projects,
but
we
have
served
7,
342,
kids
in
our
Recreation
program
and
Laurie
thanked
our
volunteers,
saying
that
they're
really
the
lifeblood
of
the
recreation
department
right
now
and
the
winter
program
started.

winter

don't
use
the
fields
as
much,
so
that's
actually
helping
Jason's
team

little

our
gyms

that's
been
done
and
I
just
thought.

amazing
the
things
that
he's
been
able

being

we

over

off
