C
Evening,
mr.
mayor
members
of
council,
thanks
as
always
for
the
opportunity
to
brief
you
tonight,
it's
been
an
interesting
week.
Obviously
with
now
the
second
named
storm
and
we
haven't
even
reached
June
1st.
Yet
so
it's
not
even
the
official
beginning
of
hurricane
season.
It's
going
to
be
a
lively
one,
I
think
our
posture
overall,
we're
still
activated
in
terms
of
our
into
the
management
team,
but
we've
scaled
back
significantly.
C
C
According
to
National
Weather
Service,
the
downtown
charleston
area
saw
1.61
inches
of
rainfall
during
tropical
storm
birthday
yesterday,
with
maximum
wind
gusts
that
reached
24
miles
an
hour,
flooding
on
the
peninsula
resulted
in
a
total
of
just
five
road
closures
and
multiple
traffic
signals.
Switching
to
flat
flashing
status,
great
job
yesterday
by
the
city
staff.
This
this
storm
kind
of
blossomed
on
us
and
I
think
got
a
lot
of
folks
a
lot
of
folks
by
surprise,
but,
as
always,
our
city
staff
was
standing
by.
C
We
ought
to
be
in
the
public
safety
Operations
Center
yesterday
via
zoom.
It
was
again
a
success
as
far
as
that
goes
was
staffed
by
obviously
police
fire,
emergency
management
and
public
service
and
and
traffic
and
transportation,
with
koban
19,
currently
1
million
seven
hundred
twelve
thousand
eight
hundred
sixteen
covered
19
cases
in
the
United
States
and,
as
the
mayor
mentioned,
one
hundred
and
one
thousand
one
hundred
and
ninety-six
deaths
as
of
4:00
p.m.
today.
That's
according
to
Johns
Hopkins
case
tracker.
C
According
to
D
heck's
latest
report
at
3:45
today
in
South
Carolina,
there
were
ten
thousand
seven
hundred
and
eighty
eight
cases
averaging
about
two
hundred
and
six
new
cases
per
day
over
a
seven
day
period
and
four
hundred
and
seven.
Seventy
excuse
me.
Four
hundred
and
seventy
confirmed
deaths
attributed
co19
with
a
statewide
case,
fatality
rate
of
4.3
from
4.4.
C
C
Dr.
Richardson
did
state
that,
despite
case
increases,
there
is
a
reduction
in
the
overall
rate
of
hospitalization
for
coded
xix
patients
in
Charleston
County.
The
latest
ehekk
report
states,
Johnson
County,
had
a
total
of
578
cases,
averaging
nine
cases
per
day
or
a
seven
day
period
and
12
confirmed
deaths
with
at
least
236
of
those
cases
having
occurred
within
the
city
of
Charleston.
C
The
city
of
Charleston's
growth
rate
for
the
number
of
reported
Kobe
19
cases
in
the
last
week
has
increased
from
1%
to
1.6,
now
averaging
three
cases
per
day
over
a
seven
day
period
with
respect
to
Berkeley
County.
There
are
currently
224
reported
cases
averaging
two
cases
per
day
over
a
seven
day
period
and
15
confirmed
deaths
attributed
to
kovin
19.
The
Lowcountry
case,
fatality
rate,
which
includes
Charleston
Berkeley
counties,
is
currently
three
point.
C
Five
down
from
three
point:
nine
keeping
order
in
the
city
wasting
bulk
item
collection
remains
caught
up
in
public
service
continues
to
run
the
routinely
scheduled
routes.
The
Charles
inflict
Department
continues
to
average,
approximately
two
calls
for
large
gatherings
of
crowds
per
day
and
overall
call
volume
continues
to
be
lower
than
average
compared
to
the
previous
year.
C
The
Charleston
Fire
Department
responded
to
three
possible
code.
19
patients
in
the
last
seven
days
with
overall
medical
call
volume
also
remaining
lower
than
average
compared
to
the
previous
year.
Since
last
Friday
liveability
partnered,
with
Charleston
Police
Department
and
the
Charleston
firebrand
conducted
99,
proactive
inspections
of
bars,
while
also
performing
regular
checks
on
various
tourism
services
within
the
city
and
found
that
most
were
in
compliance.
C
There
continues
to
be
no
reported
issues
with
police
or
fire
in
terms
of
the
PPE
lack
any
PD
lacking
with
1,331
employees
accounted
for
15
or
15
departments
reporting
on
Tuesday
May
26.
There
were
46
in
the
office,
8
percent
working
for
home
from
home,
30,
38
percent
in
the
field
and
8%
on
some
type
of
leave.
C
The
citizens
services
desk
has
averaged
about
190
calls
per
day
or
in
the
last
week.
The
most
common
concerns
include
service
requests
for
storm
drains
after
crop
tropical
storm
birthday
and
questions
regarding
the
reopening
of
playgrounds
and
public
restrooms,
a
Charleston
Area
Convention
and
Visitors
Bureau,
currently,
reports
50
hotels,
open
in
the
city
of
Charleston,
an
additional
71
open
hotels
in
the
surrounding
Charleston
area.
Pending
your
questions,
that's
all
I
have
for
you
tonight,
yeah.
C
I
C
H
B
Gregory,
if
I
maybe
I've,
asked
that
question
of
dr.
Richardson
before
and
officially
DHEC
does
not.
They
report
the
cases
by
zip
code,
but
they
don't
report
the
deaths
by
zip
code.
So,
honestly,
we
don't
know
for
sure
how
many
of
those
twelve
deaths
were
in
our
city
limits.
Okay,
thank
you.
That's
right,
I
would
presume
it's
close
proportion
to
the
number
of
cases.
What
you
said
we
had
203
K.
H
B
I
Mayor
you
cheap,
she
may
have
changed
this
dr.
Richardson,
but
when
she
spoke
with
City
Council,
she
had
a
breakdown
of
death
for
four
zip
code
and
the
reason
why
I
recognized
that
is
because
it
was
3
into
9
for
one
for
at
that
particular
time
and
maybe
DHEC
doesn't
trace
it.
But
when
she
gave
her
presentation,
I
happen
to
see
that
in
there.
So
ok.
B
D
C
H
B
So
next
on
our
agenda,
we
really
items
five
through
eight
or
kind
of
all
related
they're
extensions
of
our
emergency
ordinances
that
we
think
are
still
appropriate
to
keep
alive.
We
waited
until
today
to
send
it
out,
because
we
were
waiting
to
be
in
conformance
with
governor
McMasters
order,
which
extended
the
state's
emergency
ordinance
and
mates.
So
we
made
some
changes
to
our
ordinances
to
be
compliant
with
the
governor
and,
and
importantly,
I
did
want,
without
that,
we
do
feel
like
compliance
with
the
restaurant.
B
Tours
has
been
going
well,
even
though
it's
it's,
it's
a
recommendation
rather
than
a
requirement
they're
working
with
us
and
so
just
to
have
a
level
playing
field
on
the
same
kind
of
ordinance
that
we
have
passed
earlier
regarding
retail
stores,
we're
urging
them
we're
recommending
that
they
follow
the
guidelines.
The
prior
version
of
this
was
a
strict
requirement,
so
we
could
in
essence
we
could
write
him
a
ticket,
but
we
thought
I
thought
it
would
be
appropriate
at
this
point
to
to
make
it
the
same
for
every
everyone
out
there.
It's
highly
recommended.
B
E
L
E
G
E
A
B
M
You
mr.
mayor
I,
I
wanted
to
represent
a
conversation
that
I
had
after
we
received
emergency
extension,
ordinances,
I
guess
it's
curious
as
a
council
member
who
was
very
excited
and
enthused
about
our
essentially
our
founding
Dabish
Minh,
the
one
region
taking
charge
of
the
way
that
we
are
going
to
advise
the
whole
region
to
cooperate
with
the
guidelines
as
well
as
all
of
the
you
know,
your
honor
industries
to
do
the
absolute
best
they
could
to
keep
our
citizens
safe
voluntarily
and
I
got
a
phone
call
today.
M
Probably
you
know
controversial
on
their
face,
but
I
do
hope
that
you
know
in
the
future,
as
you're
gonna
be
thinking
about
things
to
put
in
front
of
us
and
and
wanting
us
to
be
part
of
the
whole
operative
effort
across
the
entire
tri-county
region,
that
maybe
we
be
a
little
more
communicative
to
our
partners
because
I
they
they
they
in
disorder.
What
is
this
all
about
mode?
What
could
have
been
you
know
really
delivered
more
proactively
and
I
think
everyone
would
have
been
fine
with
what
the
requestor
making
of
us
tonight
sometimes
sound.
M
M
One
follow-up
question
that
I
know
that
you
know
the
essence
of
all
of
these
changes.
The
amendments
that
you're
asking
us
to
vote
on
to
make
things
essentially
voluntary
according
to
guidelines,
not
any
any
enforceable
measures
again.
I
know
that
we
all
got
a
ton
of
communications
over
the
last
few
days
as
the
carriage
tour
started
up
again,
I'm
wondering
how
we
will
be
able
to
monitor
more
closely
or
at
least
make
sure
that
the
carriage
tours
are
being
operated
in
a
safe
manner.
I
saw
a
couple
of
them.
M
I
was
downtown,
saying
goodbye
to
a
friend
who
was
leaving
Charleston
for
the
rest
of
the
summer
and
we
we
walked
around
King
Street
and
she
lives
on
Ligurian.
Queen
said
that
for
the
carriage
tour,
so
I
saw
like
three
or
four,
in
course,
of
an
hour
and
a
half,
and
you
know
I
didn't
I,
didn't
picture.
I
didn't
count
heads,
but
it
seemed
to
me
like.
There
was
no
way
that
the
people
on
that
carriage
could
be
practicing
six
feet
apart.
M
Social
distancing,
even
assuming
that
the
people
on
the
same
bench
were
related
to
each
other
and
had
come
together
to
be
on
the
tour,
but
just
the
way
that
they
were
spread
out
around
the
carriage
front
to
back.
They
were
too
close,
but
that
was
guidelines.
So
I
don't
know
what
we're
planning
to
do
to
you
know
educate
guide,
but
could
you
feel
like
we're
entering
people
just
in
that
particular
framework
I'm
asking?
What
are
we
gonna
be
able
to
enforce?
You
know
be
a
little
more
stringent
as
a
just
education,
I.
K
K
It's
extremely
monitored
by
my
personnel
daily
and
I've,
instructed
my
personnel
and
staff
to
at
any
point
and
anytime
that
a
carriage
comes
to
the
gate,
and
if
there
are
safety
issues
we
will
warn
them
and
if
they
do
not
heed
to
a
warning,
we
will
not
issue
a
medallion
for
them
to
go
out
on
tour
unless
they
become
safe.
So
just
a
quick
overview.
If
there's
a
plexiglass
between
the
driver
and
I
am
tour
guide,
driver
and
the
group,
then
it
is
optional
for
the
individuals
to
wear
a
mask.
K
However,
the
companies
are
cooperatively
working
with
us.
They
are
giving
out
masks
and
the
guidelines
stipulate
that
if,
if
they
don't
want
to
give
out
more
for
the
walking
tours,
they
can
have
them
for
sale,
but
the
carriage
companies
there's
only
three
up
and
running
now
they
they
are
in
compliance.
At
this
point,
we
have
handed
out
copies
of
the
guidelines
to
them:
we've
monitored
them
on
a
daily
basis
and
I
have
really
up
to
the
minute-by-minute
updates
as
to
the
activity
on
these
tours.
G
B
Not
the
few
changes
that
we're
making
are
actually
much
more
in
alignment
with
the
one
region
protocol.
If
you
will,
because
they
they,
they
call
for
the
guidelines
to
be
just
that
and
not
done
by
a
strict
requirement
so
frankly,
we're
more
in
align
with
them
on
that
one
ordinance
and
and
the
others
don't
really
encompass
any
changes,
they're
just
extending
what
we
had
in
place
already.
B
M
J
Thank
You
mr.
mayor
I
just
happened
to
be
looking
at
the
live
news
yesterday
and
they
interviewed
one
of
the
carrier
operators
and
they
showed
the
carriage.
Not
only
did
they
have.
This
particular
company
had
Plexiglas
between
the
driver
and
the
remainder
of
the
customers.
They
actually
had
Plexiglas,
we
each
bench
which
actually
thought
was
pretty
good.
So
you
know
someone
a
bit
of
practice
is
a
bit
putting
in
place
now.
Mr.
retail
city,
three
companies
I've
been
running.
They
only
reported
on
one
so
I
think
that
was
pal
medal.
J
L
Thank
you.
Eric
I
just
had
a
couple
of
questions.
One
was
since
we
are
changing
the
retail
ordinance
to
just
the
guidelines
similar
to
the
restaurants,
I
guess,
I,
just
kind
of
question
the
need.
If
we're
gonna
be
following
the
governor's
recommendations
and
guidelines,
you
know,
is
there
a
need
for
us
to
put
it
into
the
put
it
into
an
ordinance
and
and
same
on
the
state
of
emergency
I?
Don't
I,
don't
have
any
problem,
continuing
it
for
two
weeks
and
kind
of
considering
it
at
that.
L
B
A
consideration
we've
always
operated
under
the
premise
during
hurricane
season
that
having
an
emergency
or
in
place
while
we
are
incurring
expenses
that
might
be
reimbursable
by
FEMA
or
by
some
other
government
entity
makes
it
official.
If
you
will-
and
it's
been
our
practice
to
do
it-
that
way
from
last
for
four
years
different
during
hurricane.
So,
admittedly
this
is
a
little
different.
You
know
it's
going
to
last
longer.
I
think
the
governor
just
keeps
two
15-day
increments,
because
that's
all
he's
allowed
to
do.
We
as
a
municipality
can
go
up.
B
B
B
Like
our
own
meetings
like
if
we
don't
extend
the
one
meeting,
the
ordinance
about
our
meetings
and
we
wouldn't
be
able
to
have
a
virtual
meeting
on
June,
the
11th
we'd
have
to
meet
in
person,
and
the
same
goes
for
the
VAR
and
these
other
meetings
that
we've
set
up
they're
also
set
for
the
whole
month
of
June
to
be
virtual
rather
than
in-person.
So
it
all
kind
of
sinks
together
if
I
may
say,
and.
L
B
It's
just
for
public
spaces
and
the
sidewalks.
If
the
Rotary
Club
is
meeting
you
know
inside
a
some
facility,
the
ten
doesn't
apply
but
also
go.
I
was
ready
to
bump
it
on
up,
but
the
governor's
order
this
morning
still
reiterated
in
his
where,
as
is
this
same
number,
so
frankly,
we
were
just
being
consistent
with
the
governor's
or
okay.
It
doesn't
apply
like
you
can
still
have
a
wedding
venue
that
has
more
than
ten
people
as
long
as
your
social
distancing
again
for
the
governor's
guidelines,
all
right.
B
So
I
know
it's
kind
of
gotten
pretty
complicated
y'all,
because
I
mean
the
governor
has
now
put
out
how
many
orders
Susan,
since
it
started
about
30
some
orders,
and
then
he
recites
in
the
order
today,
which
ones
are
those
orders,
still
apply
and
and
we're
kind
of
in
the
same
boat,
but
I
mean
the
modus
operandi.
Now
is
it
is
kind
of
working
our
livability
police
fire
folks
are
working
with
businesses,
we're
opening
up
on
our
own
accord
by
that
schedule
that
that
Prince,
he
shared
with
you
with
the
different
phases.
B
We
we've
entered
phase
two
now
we
we
hope
if,
if
the
numbers
stay
like
they
are
we're
monitoring
everything
within
another
two
weeks
rule
officially
as
a
city
go
to
our
own
phase
three
regarding
our
city
facilities,
basically
all
of
our
tourism
related
facilities
should
the
open.
By
this
weekend
you
know
all
the
restaurants
are
obviously
allowed
to
open.
D
D
D
F
B
B
B
Playgrounds
will
officially
for
the
governors
or
be
okay
to
use
we're
getting
some
signage
done
up
for
our
playgrounds,
just
to
continue
to
advise
people
to
wash
their
hands
and
practice
social
distancing
and
have
some
more
of
those
in
our
parks.
But
our
parks
are
step
by
step.
Also,
opening
opening
back
up
councilmember.
J
B
J
Well,
as
of
this
morning,
a
lot
of
the
ones
I
spoke
about
was
still
there.
There's
in
this
section,
so
I
would
hope
we
can
do
something
not
have
that.
It
just
looks
bad
yeah,
so
that
shouldn't
become
the
way
that
people
know
they
can
campaign
in
certain
areas
of
our
city
and
not
other
areas.
So
you
go
to
campaign.
You
gotta
find
the
right
place
to
put
your
sign,
not
in
the
public
right
Alyssa.
B
J
J
Will
get
the
crew
out
there?
Okay?
Well,
the
same
ones.
I
said
you
come
across
the
north
bridge
into
West
Ashley,
okay,
I'm
right
to
Peter's
district
down,
Old,
Town,
Road
and
says
big
in
a
section
of
San,
Andres,
Boulevard
and
actually
River
Road
in
Old,
Town,
hey!
Actually,
it's
miss
Landon
signs
all
only
everywhere.
So.
B
B
L
I,
just
I
just
want
to
take
a
second
and
thank
chief
Reynolds
for
his
leadership
and
speaking
out
on
the
incident
that
occurred
in
Minneapolis,
because
it
felt
good
to
see
chief
Reynolds
speak
out
on
that
and
show
leadership.
So
I
just
wanted
to
thank
him
in
person
for
that
or
as
in
person
as
this
can
be
anyway.
