Description
Emergency City of Charleston Council Meeting - April 2,2020
B
Thank
you,
Heavenly
Father.
We
listen
to
sobering
news
and
we
know
that
without
your
hand,
none
of
this
would
make
even
bad
movies,
let
alone
the
real
life
that
we're
living
in.
So
we
call
on
you
Lord
to
knock,
knock,
detect
our
city
and
its
citizens,
but
keep
all
of
us,
mindful
of
who
we
serve
and
how
dependent
we
are
upon,
and
your
grace
your
name.
We
pray,
amen.
C
Good
evening,
mr.
mayor
members
of
council,
thanks
for
the
opportunity
to
see
me
to
brief
you,
as
the
mayor
said,
we're
now
over
1
million
tobin
cases
worldwide
with
50
1485
deaths
as
of
4:30
today
and
that's
according
to
the
johns
hopkins
tracker
in
the
United
States
230
6339
cases
with
5648
deaths.
C
With
regard
to
keeping
order
in
the
city,
Charleston
Police
Department
responded
to
no
calls
for
gatherings
or
crowds
in
the
last
24
hours
of
the
medical
calls
that
the
Charleston
fire
department
was
dispatched
to
respond
to
19
or
suspected
kovaydin
patients
in
the
last
24
hours
that
suspected
Kovach
patients
in
the
last
24
hours,
garbage
service
was
completed
on
time
Wednesday.
There
are
presently.
D
C
Trust.
The
police
and
fire
departments
have
reported
minor
changes
in
stock
or
face
masks
from
the
previous
report.
There
are
currently
no
issues
with
police
or
fire
personnel
lacking
PPE.
During
calls
for
service
call,
volume
remains
stable
with
no
spikes
and
calls
in
the
last
24
hours,
Public
Service
reports
that
new
thermometers
have
arrived
and
are
being
utilized.
Police
and
fire
are
still
reporting
a
need
for
additional
thermometers.
C
C
Supplies
are
being
broken
down
for
distribution,
the
city,
police,
fire
and
other
city
departments
as
appropriate.
A
third
national
stockpile
shipment
has
been
delivered
to
Charlton
County
today
for
later
picked
up
in
terms
of
preserving
the
workforce.
Temperature
monitoring
by
City,
Police,
Fire
and
Public
Works
is
continuing,
as
we've
previously
discussed
on
Wednesday
April
1st,
with
1279
employees
accounted
for
and
all
15
departments
reporting.
C
There
were
39
percent
in
office,
14
percent
working
from
home,
22
percent
in
the
field,
15
percent
on
admin
leave
three
percent
sick
and
three
percent
on
annual
leave
as
of
Wednesday
afternoon.
Calls
to
the
citizen
services
desk
continue
to
average
200
per
day.
Calls
yesterday
included
residents
continuing
to
request,
clarified
waste
and
bulk
trash
schedules.
These
schedules
are
being
explained
at
length
to
residents
calls
are
also
being
healed
in
regarding
potential
essential
business
violations.
C
C
Don't
have
the
details
of
that
program,
yet
so
I'm
looking
forward
to
seeing
those
and
in
essence
what
I,
what
I
did
was
was
give
a
shout
out
to
consolidate
dispatch
who's
been
phenomenal
in
this
effort,
with
providing
information
to
our
first
responders
prior
to
their
arrival
to
an
address
to
manage
any
sort
of
emergency,
and
that's
again
done
a
couple
things
for
us.
It's
helped
us
to
preserve
our
workforce
as
we
talk
about
our
number
four
objective
for
this
crisis,
and
it
also
helps
us
to
preserve
the
PPE
that
we've
talked
about.
C
A
A
A
Those
employees
that
have
tested
positive
have
all
had
very
minor
symptoms
and
all
as
far
as
I've
been
told,
all
are
doing
well
and
just
convalescing
through
their
14
day
period.
One
in
fact
is
already
back
at
work
has
finished
the
14
day
period
didn't
really
get
that
sick,
even
though
I
believe
he
was
positive,
but
he
didn't
really
get
that
sick
he's
feeling
fine.
Now
the
time
is
passed
and
he's
been
cleared
to
come
back
to
work.
So
he's
now
immune,
so
I
thought
I
would
share
that
council
CEO
with
them.
E
Yeah
I
swear
I
just
had
a
quick
question
with
the
discovery
of
the
scam
letters
that
were
being
mailed.
I
was
curious
if
our
Police
Department
was
doing
anything
and/or
working
with
either
the
Postal
Inspection
Service
or
the
respective
postmasters,
for
where
those
got
mailed
out
to
get
to
the
bottom
of
it,
because,
unfortunately,
these
types
of
state
emergency
can
bring
out
the
best
in
people,
but
this
seems
to
be
one
of
those
instances
where
it's
bringing
out
the
worst
and
hope
we
can
try
and
nip
this
in
the
bud.
Oh.
A
Absolutely
we
are
investigating.
I
will
point
out,
however,
and
this
is
a
very
horrible
prank-
it's
not
a
scam
in
the
sense
that
whoever
wrote
the
letter
is
looking
to
to
garner
any
money
from
anyone.
He's
saying
that
the
student
could
gain
could
earn
some
money,
which,
of
course
is
a
lie.
In
that
sense,
it's
a
scam,
but
but
technically
it's
more
of
a
prank
and
a
scam.
Still
we
are
investigating
to
see
who
it
might've
come
from.
Okay,.
E
A
A
A
F
Yep,
sorry
about
that
I
just
wanted
to
say:
I'm,
really
sorry
about
the
four
boys.
Can
you
hear
me?
Yes,
sir
I
just
wanna
I
just
wanted
to
say
you
know
that
we're
praying
for
the
four
city
of
Charleston
employees
that
have
it,
but
also
do
we
have
any
data
on
the
number
of
people
that
are
recovering
from
the
covet
19.
F
A
C
F
Just
thinking
it
might
be
nice
and
we
can
give
some
sort
of
positivity.
These
numbers
I
know
how
much
it
hurts
here,
as
South
Carolina
continues
to
climb
in
the
number
of
cases
compared
to
other
states,
but
it
would
be
nice.
We
at
least
had
some
hope
that,
now
that,
if
you
get
it,
it's
not
going
to
literally
ruin
your
life
and
specifically
with
it,
there's
a
good
chance
right.
A
A
G
You
mr.
mayor
over
the
last
24
hours,
I
saw
that
DHEC
had
removed
the
public
reporting
of
coronavirus
cases
by
Sitka,
and
it
was
my
understanding
that
our
law,
enforcement
and
other
city
services
were
utilizing.
That
information,
tactically
for
a
variety
of
reasons
and
I,
was
just
wondering
if
the
city
had
reached
out
to
DHEC
on
that
issue
or
if
we
had
a
sort.
A
D
A
Any
other
questions
comments
all
right.
Well,
as
I
said,
we
really
just
had
the
the
days
report
for
you
today,
thanks
for
all
y'all
are
doing,
and
thanks
as
always
to
our
incredible
staff
and
health
care
providers
in
our
community
and
our
citizens,
who
were
really
doing
a
grand
job
cooperating
and
staying
at
home
distance.
A
A
Distance
that
people
are
traveling
that
they're,
you
know,
big
brother
is
watching
you
if
you
got
a
cell
phone,
but
they
can
tell
how
far
people
are
moving
around
and
Charleston
area
along
Charleston
County
showed
the
lower
distance
movement
practically
of
anywhere
in
the
state
of
South
Carolina.
So
what
we
are
doing
is
making
a
difference
and
let
lets
let's
keep
on
keep
on
keeping
on
god.
Bless.
Y'all,
we'll
see
you
tomorrow,
at
5:30,
Thank,
You,
Vanessa,.
