Description
City of Charleston City Council Meeting 1/26/2021
B
A
lot
so
without
further
ado,
madam
clerk,
I'd
like
to
call
this
january
26,
201,
2021,
meeting
of
charleston
city
council
to
order
and
madame
clark,
if
you
would
please
call
the
roll.
C
D
E
F
B
C
C
We
thank
you
for
our
mentors
who
shape
the
lives
of
young
people.
Please
continue
to
bless
them
in
their
mission.
Lord,
as
we
push
forward
with
a
vaccine
to
protect
us
from
the
covet
virus.
We
ask
that
you'll
guide
those
who
are
distributing
and
administering
that
you'll
allow
the
production
and
distribution
to
arrive
quickly
for
those
who
need
it
and
to
guide
us
on
a
path
of
reducing
health
risks
that
we
face
in
this
pandemic,
where
we
ask
that
you'll
bless
and
guide
our
health
care
workers,
our
caregivers,
our
researchers
and
the
decision
makers.
C
In
this
time,
lord
we've
seen
increased
violence
in
charleston.
Lately
we
praise
you
and
thank
you
for
protecting
our
officers,
who
have
been
in
very
dangerous
situations.
Lately
we
ask
that
you'll
continue
to
protect
each
of
our
officers
and
our
firefighters,
giving
them
physical,
mental
and
emotional
strength.
Lord,
we
thank
you
for
being
our
almighty
father.
We
ask
that
you'll,
keep
your
hand
upon
us
that
you'll
keep
us
free
from
evil,
so
we
will
not
cause.
You
pain,
help
help
us
lord
to
be
a
light
in
the
darkness.
C
B
Amen,
thank
you
for
that
thoughtful
and
wonderful
prayer.
If
you'll
now
join
me
in
reciting
the
pledge
of
allegiance.
B
Thank
you
now
if
I
may
entertain
a
motion
to
make
a
a
little
modification
to
the
agenda,
it's
just
for
reporting
purposes,
not
to
ask
for
any
action
of
counsel,
but
it's
it's
on
me.
I
forgot
to
ask
jennifer
to
put
on
there
under
petitions
and
communications,
a
report
from
the
smokestack
task
force
and
they
they
have
a
finding
they'd
like
to
share
with
us.
B
I
think
you
might
have
read
it
in
paper,
but
we'd
like
to
do
it
after
petitions
and
communications
and
then
also
councilmember
griffin
had
asked
for
a
short
update
on
the
calhoun
cornerstone.
Could
I
entertain
the
motion
that
we
include
those
two
items
tonight.
B
All
in
favor,
please
say
aye
aye
any
oppose
the
eyes.
Have
it.
Thank
you.
So,
first
up
we
have
a
little
presentation,
ruth
jordan's,
going
to
lead
us
in
this.
The
city
of
charleston
and
our
minority
and
women.
Business
enterprise
spotlight
program
recognizes
local
entrepreneurs
who
are
vital
to
the
city
of
city
of
charleston's,
economic
growth
and
vitality,
and
we
award
them
for
their
achievements
in
developing
their
own
businesses
and
supporting
their
community.
B
So
every
month
we
we
designate
a
spotlight
entrepreneur
of
the
month
and
ruth
jordan
is
our
minority
and
women
business
enterprise
officer
ruth.
Take
it
away.
H
Yes,
mayor,
thank
you
so
very
much
and
to
council
and
everyone
who's
listening.
We're
excited
to
be
announcing
our
2020
business
spotlight
owners
just
like
we
said
even
during
pandemic.
Our
small
businesses
continue
to
thrive.
So
we
want
to
take
this
time
to
recognize
all
of
our
winners
from
2020
january
gibbs,
construction
group
llc,
the
owner,
catherine
jordan.
H
H
H
H
Karate
institute
james
island
llc,
honor
theron
mixon
november,
is
winner
bullseye
equipment
and
supply
llc
owner
christy
collins
and
our
final
december
winner
was
elite
properties
of
charleston,
mr
larry
broughton
and
again
we
want
to
thank
all
of
our
winners.
Can
everybody
please
give
them
a
hand
for
the
exciting
work
that
they're
continuing
to
do
with
our
community,
because
they're
recognized
not
just
for
their
businesses
but
also
for
the
support
of
our
community?
We
ask
you
all
to
please
go
to
our
website
and
read
their
incredible
stories.
H
B
B
These
are
just
a
few
examples
of
many
organizations
in
our
community
that
are
doing
mentoring
work.
So
I
just
want
to
let
stat
council
know
also
that
staff
will
be
working,
both
our
recreation
department
and
our
mayor's
office
on
youth
and
families,
to
make
2021
a
a
priority
year
for
trying
to
assist
all
of
our
community
groups
that
are
doing
mentoring
to
involve
as
many
city
employees
as
we
can
and
as
many
good
citizens
that
are
willing
to
step
up
in
this
important
need
in
our
community.
It's
national
mentoring
month.
B
So
next
we'll
move
on
to
our
public
hearings,
and
I
think
we
have
about
five
or
six
of
those
this
evening.
Mr
morgan,
you
want
to
lead
us
off.
I
All
right
are
you
all
seeing
rezoning
e1
now
on
the
full
screen?
Yes,
sir,
okay,
can
you
see
my
cursor
moving
around
on
the
screen?
Yes,
sir?
Yes,
right.
Okay,
all
right
so
rezoning
e1
is
on
the
west
side
of
the
city
in
the
on
the
peninsula
tax
map
463-1603-041,
it's
a
tenth
of
an
acre.
It's
a
request
of
a
rezoning
from
diverse
residential
dr1
to
diverse
residential
dr2,
the
property
backs
up
to
the
I-26
overpasses,
and
also
to
the
future
low
line.
I
This
neighborhood
has
a
mix
of
dr1
and
dr2f.
Zoning,
as
you
can
see
across
the
street,
is
dr2f
and
even
on
the
same
side
of
the
street.
Some
of
the
parcels
are
dr2f.
It
would
allow
for
the
owner
to
have
two.
This
rezoning
would
allow
for
the
owner
to
have
two
residences
on
the
property
instead
of
one
just
to
show
you
some
of
the
other
images.
This
is
in
our
century
five
plan
as
an
urban
location,
so
the
rezoning
would
be
in
keeping
with
that.
I
This
is
an
aerial
image
of
the
vacant
lot
and
you
can
see
where
the
low
line
would
be
behind
it
and
then
the
elevated
portions
of
I-26
and
here's
another
aerial
view
of
the
property
and
the
mix
of
type
of
residential
types
that
are
in
the
surrounding
area
and
here's
a
street
level
view
of
the
subject:
property
as
well,
and
a
street
view
of
the
property
on
either
direction
and
whoops
I'll
jump
to
that
apologize.
I
So
this
is
a
request
that
staff
and
planning
commission
have
recommended
approval
to.
G
Yes,
mr
morgan,
will
they
have
any
parking
there,
because
that
street
is
those
streets
back?
There
is
very
congested
in
that
area
on
up
street
and
all
of
them
they're
they're
two-way
streets.
G
But
it's
I
mean
it's
really
hard
to
even
turn
around
in
those
streets
sometime,
because
you
have
to
go
to
the
street
and
turn
into
someone's
driveway
and
back
back
up
and
come
back
out
of
the
streets
right
and
I
just
and
even
the
sanitation
department
have
problems
getting
down
there,
sometimes
because
of
people
parking,
because
the
trucks
are
so
wide
to
get
down
in
those
areas.
Sometimes,
so
I'm
just
wondering
how
are
we
going
to
deal
with
that.
B
Any
other
questions
or
comments.
I've
got
one
question
christopher.
Do
you
know
what
height
allowances
there
or
we're
not
going
to
end
up
with
some
of
those
so-called
rocket
houses?
Are
we.
I
G
All
right,
what's
where
one
thing
I
just
want
to
make
sure
of
that,
because
most
of
the
homes
around
their
single-family
homes
in
that
area,
on
that
streets
on
those
streets
and
they're,
you
know
they're,
not
that
high,
if
you,
if
you
make
because
most
of
them
is
carter's,
so
you
know
we
don't
want
to
kind
of
kind
of
make
the
place
look
pretty
up
and
down
like
a
seesaw
in
the
area
too
right
you
know,
so
we
got
to
make
sure
that.
B
Christopher
go
back
to
that
aerial
photograph
you
had,
if
you
don't
mind.
I
F
B
Any
opposed
the
eyes
haven't
mr
morgan.
Okay,.
I
Okay,
this
is
rezoning
e2
and
three.
It's
at
578
meeting
street
on
the
east
side
of
the
peninsula.
It
is
2.13
acres,
it's
a
request
for
rezoning
from
general
business
and
light
industrial
to
mixed-use,
workforce
housing,
mu1
wh
and
a
portion
from
old
city,
height
district
2.5
to
3
story
to
the
3.5
three
and
a
half
story
classification
to
orient
you
to
the
site.
I
Most
people
know
this
as
the
regis
milk
company
site
on
meeting
street
it's
across
from
a
new
multi-family
development
that
is
directly
across
the
street
here
in
the
light
blue,
the
mu2
workforce
housing
year.
It's
also
across
the
street,
partially
from
the
grant
homes
that
are
owned
by
the
charleston
housing
authority
just
to
the
north
is
a
church
that
was
built
10
or
15
years
ago
to
the
southeast,
that
is
in
the
corner
of
the
property.
That
is
not
a
part
of
this
rezoning
and
then
further
to
the
south
are
the
meeting
street
manor.
I
That
is,
the
meeting
street
manner
development
owned
by
the
charleston
housing
authority.
We
have
images,
this
is
in
our
urban
core
area.
So
that's
the
area
that
is
recommended
for
the
most
intense
densities
and
heights
and
zonings.
I
I
I
I
B
So,
in
essence,
we're
taking
numbers
two
and
three
together.
Yes,
sir,
madam
clark,
was
anybody
from
the
public
signed
up
to
speak
on
this.
A
Yes,
we
have
three
citizens
that
have
signed
up
to
speak.
Would
you
like
them
to
speak
now
or
yes,.
B
E
Okay,
I'm
james
walker
with
walker
concepts;
architecture.
Basically
I'm
here.
If
there
are
any
questions
about
this
request
and
of
course
we
would
work
closely
with
the
city,
the
bar
and
the
neighborhood
in
different
communities.
F
D
All
right-
and
this
is
behind
this-
is
ryan-
foster
with
floor
no
development.
Again,
I
think
the
three
of
us
are
just
here
to
answer
any
questions
that
you
might
have,
but
thank
you,
everyone
for
your
time
tonight,
great.
B
Thank
you
all
for
being
available,
so
it
comes
to
council.
Councilmember
mitchell
had
his
hand
up.
Yes,.
G
Yes,
man,
city,
council
members,
I
have
spoken
with
developers
and
I
had
them
to
go
out
to
the
neighborhood
association
and
to
the
public.
Housing
authorities
speak
to
mr
dawn
cameron
and
everyone,
then
no
one
have
any
complaints
or
problems
with
it
and
the
church
that
they
were
talking
about
is
right
behind
the
amd
churches
behind
it.
G
So
I
told
them
to
get
with
the
churches
and
and
the
church
on
the
well
north
side
of
it,
which
is
east
side,
baptist,
church
and
they're,
getting
with
all
those
entities,
so
no
one's
having
any
problem
with
it.
So
I'm
I'm
a
book
for
approval.
G
G
B
Suppose
the
eyes
have
it
and
then
the
number
number
four
let's
see
just
do
four
and
then
we'll
break
off
right.
I
Okay,
this
is
a
ordinance
amendment
that
we
discovered
when
these
folks
were
coming
to
us
in
reference
to
this
development
on
this
site,
and
this
related
to
the
fact
that
the
old
city
height
district
in
the
two
and
a
half
and
three-story
district
did
not
allow
for
an
extra
level
of
height
if
you
went
for
a
rezoning-
and
that
was
unusual
because
the
other
height
do
allow
for
an
extra
level
of
height
extra
story
of
height.
I
So
there
was
an
amendment
that
was
put
together
by
staff
and
reviewed
by
planning
commission
it's
in
front
of
you,
it's
in
your
packages,
and
you
will
see
it
here
with
strikethroughs
and
double
underlines.
But
essentially
this
now
allows
for
that
district
to
have
a
rezoning
to
an
extra
height.
Just
like
what
you
all
looked
at
with
the
previous
rezoning
and
staff
is
comfortable
with
this,
and
we
did
meet
with
the
preservation
groups
on
this
issue
as
well.
J
Good
evening,
cashen
durale
with
historic,
charleston
foundation.
Thank
you,
mr
mayor
hdf
is
supportive
of
this
amendment
and
we
respectfully
request
city
council's
approval
of
it,
we'd
like
to
thank
mr
morgan
and
mr
batchelder
and
other
city
staff
for
reaching
out
to
us
for
our
input
on
this.
In
particular,
we'd
like
to
commend
your
attention
to
the
language
in
section
one
which
we
are
particularly
excited
about.
J
B
Terrific,
thank
you,
mr
lay
anyone
else.
Jennifer.
C
B
Oppose
the
eyes,
have
it
all
right,
so
I
think
that's
a
good
breaking
point,
because
number
five
might
take
a
little
discussion.
Could
we
recess,
I
guess
the
the
address
will
be
on
youtube
as
well
and
then
as
soon
as
we're
done.
They've
only
allotted
me
12
minutes,
so
luckily
you
won't
have
to
put
up
with
too
long
of
a
remo
of
remarks.
I'll
be
12
minutes
and
we'll
reconvene
council
about
7
13..
How
about
that
mayor?
Can
we
do
it.
