Description
City of Charleston Council Meeting - January 23, 2018 2 of 2
B
A
B
The
information
I'm
giving
you
is
just
for
information
purposes.
Only
at
this
time
no
action
is
required.
We've
got
an
update
from
the
Trinity
project,
Amy
branch
sent
for
pitch
hitter
Joe
McGrew.
We
disapproved
$85,000
appropriations
for
this
project
for
those
who
not
familiar
with
it.
It
is
a
reentry
program
that
was
started
several
years
ago
by
Amy.
Last
year
they
worked
with
63
men,
the
61
of
61
percent
of
those
completed
their
project
and
were
put
into
transitional
jobs.
B
15
of
those
were
placed
with
the
city
of
Charleston,
which
13
are
still
working:
full-time
John
for
the
city
of
Charleston,
they're,
now
partnering
with
the
county
and
the
city
of
Norwich,
and
they
got
or
with
the
county
and
three
with
the
city.
So
this
project
is
a
wonderful
reentry
program,
so
these
men
have
gone
through
the
criminal
justice
system.
They
are
working,
productive
citizens
and
our
contribution
of
$85,000
is
a
wonderful
investment
into
the
whole
project
for
these
young
men
to
keep
them
to
be
productive
citizens.
B
So
very
good
report
and
I've
asked
for
Amy
to
update
us
on
a
regular
basis
any
time
anybody
wants
to
take
a
visit
out
to
their
to
what
they
do
happy
to
work
with
you
to
do
that.
One
of
the
projects
that
they
do
is
just
screen
printing
on
t-shirts,
so
I
know
if
I
could
do
that.
But
I
could
encourage
you
to
you.
B
B
Needless
to
say,
I
think
we're
going
to
be
very
busy
and
enter
this
month
and
beginning
the
February
January
30th
and
31st
is
gonna,
be
the
initial
interview
sessions
for
the
fire
chief
and
then
February,
6
and
7
will
be
for
the
police
chief
search
following
that
will
be
I,
think
some
panel
discussions
and
it
would
be
the
number
of
candidates
which
I
have
not
been
told.
We
have
an
exact
number.
Yet
with
that
final
cut,
is
this
between
5
&
6,
with
each
department
and
out
of
that
5
or
6
will
be
shut
down?
B
The
mayor
will
make
a
selection
bring
it
back
to
Council.
So
technically
we
could
have
a
fire
to
permit
a
fire
chief
and
police
chief
by
the
springtime
or
early
summer.
So
we
are
moving
on
that
they
might
have
any
questions
about
the
schedule.
Okay,
had
I
sent
that
letter
out
so
be
prepared
for
the
breakfast
session,
I
think
on
the
30th,
with
all
council
members
and
on
the
6
for
the
5
of
the
police
department.
On
on
that,
so
we'll
be
busy
kind
of
long.
B
We
see
the
not
a
report
from
the
fire
chief
chief
van
hoy,
pitched
it
for
chief
Tibbett.
Give
you
a
quick
report
there.
The
three
stations
of
interest
is
station,
14
and
21
the
constructions
about
done
there
into
the
punch
lists
status
on
those
two
stations
and
Dennis
Loyola
says
company
is
working
I
think
they
finalized
their
initial
plans
for
station
number
11.
So
things
are
moving
quickly
with
station
14
21
and
getting
off
the
ground
for
station
number
11
a
new
recruit
class
is
under
way
17
new
recruits.
B
A
B
But
look
around
six
homicides
is
a
low
number
compared
to
the
size
of
our
city,
and
it's
finally
mark
wahlberg
gave
us
a
report
from
the
emergency
management
they've
been
busy.
We
had
I
think
for
myself.
It's
a
little
surprised
with
the
number
of
the
winter
storm
that
we
had.
The
last
is
so
long.
70
people
were
sent
to
cold
warm
shelter
outside
of
the
city
and
mostly
in
Pleasant
and
in
North
Charleston,
and
they
had
responded
to
that
very
handedly
and
that's
pretty
much.
D
Mr.
mayor,
thank
you
mister
one
question.
In
the
next
couple
of
weeks,
we're
going
to
be
asked
to
as
all
members
of
council
to
sit
in
to
interview
the
fire
chief,
the
police
chief
candidates,
did.
Is
there
something
you
can
share
with
us
before
that
meeting
as
to
what
the
priorities
are
from
York?
It
is
what
you're
looking
for
in
these
different
departments
that
we
could
also
kind
of
look
out
for
that
stuff
and
our
questioning
and
you
know
our
interviewing
and
our
relationship
with
those
folks,
their
interaction
with
well.
B
C
B
Before
moving
forward
down
with
the
Chiefs
election,
we've
got
a
very
good
model
of
what
we've
done
so
far.
I
mean
chief
Mullen
and
chief
Taylor
done
a
marvelous
job
to
keep
chief
bright
and
chief
Tiffany
dunwall
job
I've
got
my
personal
ideas
and
thoughts
on
what
we're
doing,
but
the
committee
to
ask
you
a
question:
councilman
MIDI,
no
one
has
come
up
and
said
this
is
my
criteria.
This
is
my
categories
and
I'm.
Looking
for
in
particular,
you
know,
that's
I
think
that's
just
something:
we've
we've
collectively
shared
well.
D
D
B
B
B
A
A
A
C
Still
finalizing
that
list,
we
hope
to
have
all
of
the
finalists
notified
and
make
sure
that
they're
ready
to
continue
in
the
process
fire
by
the
end
of
this
week
and
and
police
by
the
following
week.
But
as
the
mayor
said,
we
intend
to
share
background
information,
resumes
professional
resumes
and
other
materials
with
all
of
you
prior
to
the
Tuesday
breakfast
meeting,
and
what
the
plan
is
is
that'll,
be
a
public
meeting,
but
then
council
will
go
into
executive
session
and
be
able
to
excuse
me.
Let
me
step
back.
C
F
F
The
other
is
the
gateway
park
which
is
right
at
the
mouth
of
the
West
Ashley
bridge,
as
you
as
you're
coming
in
and
the
other
is
the
church
site
that
the
city
is
acquired
in
order
for
us
to
compensate
the
value,
as
well
as
the
acreage
for
the
replacement
of
the
wreath
park
site
and
those
three
suggestions
were
unanimously
voted
on
by
the
recreation
committee
and
I
would
recommend
to
this
body
that
we
vote
accordingly
to
approve
the
recommendations
from
our
legal
department
for
the
replacement
parks.
But
there
ought
to
reach
a
second
emotion.
F
We
had
a
pretty
extensive
discussion
on
stony
field.
As
most
of
you
know,
we
probably
got
about
1.2
million
set
aside
for
Stoney,
which
is
not
nearly
enough
to
be
able
to
complete
that
project.
We
are
going
to
continue
discussions
with
the
College
of
Charleston,
who
seems
to
have
some
interests,
as
well
as
the
Convention
Bureau.
That
has
some
interest
and
we're
going
to
revisit
talking
to
the
citadel,
since
the
administration
has
changed,
and
perhaps
their
position
in
participating
in
the
funding
of
the
track
feel
would
change
and
perhaps
they
could
potentially
be
another
funder.
G
A
A
D
D
A
And
and
I
know,
madam
clerk
just
stated
this,
but
I
want
to
just
make
clear
for
the
record.
By
passage
of
this
report,
we
are
giving
first
reading
to
the
to
annexation
matters,
West
Ashley
that
that
came
before
us
this
evening.
Okay,
so
any
other
discussion
all
in
favor,
please
say
aye
aye,
any
opposed
the
eyes
have
it.
A
A
A
A
F
G
Mazuma
man
who,
who
came
up
from
sure,
show
him
drive
and
spoke
about
the
being
turned
down
by
FEMA
on
the
r-mo
event.
I
actually
have
a
person
in
my
district
and
it's
my
effect.
Her
husband
is
one
of
our
first
responders
I,
don't
know
how
many
citizens
we
have
in
the
categorize
a
bit
a
myth
at
FEMA.
G
G
National
Flood
Insurance
Program
by
themselves,
I
mean
I,
saw
the
particular
house
in
my
district
that
was
flooded
with
about
two
feet
of
water,
and
you
know
sheetrock
and
all
torn
out
put
out
to
the
streets
and
they've
been
denied
coverage
for
this
third
event
in
three
years,
and
it
sounded
like
this
lady
and
mazuma
man
who
presented
and
gave
us
this
letter
here.
Sound
a
very
familiar
when
she
explained
her
case
so
I
mean
trying
to
fight
the
National
Flood
Insurance
by
yourself.
G
E
That
could
sort
of
you
know
clear
away
a
lot
of
the
red
tape
and
at
least
start
to
address
what
seems
to
be
needing
to
maybe
to
be
exceptions
to
their
normal
processing.
So
I
do
think
that
as
much
as
the
city
can
cooperate
and
support
and
champion
whatever
you
know,
we
need
to
be
doing
to
get
attention,
but
it's
not
like
they're,
just
crying
in
the
wilderness
at
this
point
in
time.
Well,.
A
G
G
A
Hello,
if
we
take
a
look
at
yes,
sir
okay,
so
before
we
go
in
executive
session,
just
so
we
clear
the
deck
here
and
when
we
come
back
I've,
just
let
everyone
know
don't
expect
us
to
take
any
action
or
to
have
any
further
business.
So
this
will
for
the
public
hear
all
this
will
be
the
end
of
the
meeting.
Our
next
regular
meeting
is
going
to
be
West
Ashley
at
the
schoolhouse
at
five
o'clock
and
then
I
wanted
to
ask
Council
if
y'all
would
mind.
A
A
mandatory
meeting
that
the
mayor
has
to
attend,
and
it's
on
that
Tuesday
and
Wednesday
out
of
town,
and
so,
if
I'm
going
to
attend
that
meeting,
I
can't
can't
be
here
so
I
just
expect:
yeah
February
26,
that's
a
Monday
is
everyone.
As
far
as
you
all
know.
Okay
to
meet
on
that
Monday,
because
that
would
help
me
be
able
to
make
that
meeting.
