we're

to

Veterans
Day

week

small
business
administration's
District,
South,
Carolina
District
office
and
William
Fuhrman,
the
senior
area
manager
to
join
me
and
I'll.
If
y'all
would

ask

if
you'd
like
to
make
a
few
remarks

with
someone

whereas
the
City
of
Charleston
supports
and
joins
in
this
National
effort
to
help
America's
veteran
own
small
businesses
start
grow

recover

after
a
disaster

help
our
community

have

the
nation.

our
pleasure
to
have
you
all,
welcome
us
and
have
this
Proclamation
for
the
state
of
South,
Carolina
and
it'll
go
forth
and
be
published
nationally.
So
thank

what

also
like

give
a
plug
to
the
business
and
Neighborhood
Services.
Division
you've
got
a
great
staff
there
with
Meg
Thompson
Ruth
Jordan
Christina
off
we're
great
partners,
and
it
it's
really
for
the
benefit
of
small
businesses,
including
veteran-owned
small
businesses
in
Charleston.
So
just
want
to
thank
you
for
that
great.

told
there's
something
like
80
000
veterans
that
live
in
the
Charleston
Metro
region
and
I.
Don't
know
if
y'all
saw
this,
but
on
South
Carolina
is
the
number
one
relocation
state
for
veterans
in
the
United
States
of
America
when
they
retire
they're
coming
to
South
Carolina
per
capita
more
than
any
other
state,
and
we
welcome
them.
We're
glad
to
have
them
come
here
and
settle
here.
They're
real
resource
to
our
community
and
many
will
start
a
small
business
here.
So
supporting
them
and
hiring
them
when
possible
is
is
all
good
for
us.

Wagner
family.
As
you
know,
Charleston
is
a
city
of
history
and
if
y'all
would
stand
and
be
recognized,
Tom,
Larry,
Paul
and
Andy
Wagner
I
think
it
was
Paul
was
from
Lancaster.
The
rest
of
the
family
here
now
resides
in
Wisconsin,
but
if
you
go
straight
out
that
door
and
look
across
the
hall
there's
a
portrait
of
Mayor
John
Wagner,
who
served
as
mayor
of
Charleston
from
1871
to
1873
and
these
gentlemen-
are
his
great
great
grandchildren
and
they've
come
to
visit.

not
only
visit,
but
tomorrow
they're
meeting
with
Madam
clerk
to
go
over
some
items
that
mayor
Wagner,
the
family
still
has
in
his
possession
and
they're,
considering
a
gift
to
the
City
of
Charleston
of
some
of
Mayor
Wagner's
mementos.
And
we
couldn't
be
more
appreciative
of
that
thought
and
effort.
And
we

council

so

establish

town

Walhalla

Carolina,

guess
Charleston
was
already
getting
a
little
crowded

they
were
looking
for
places
Upstate

settle

mayor
Wagner
LED,
an
expedition

sorts

settled
the
town
of
wall
holler.
Whenever
I
see
Senator
Tom
Alexander
who's,
the
state
senator
from
Walhalla,
he
always
mentions
to
me.

know
it
was
a
Charleston
mayor
that
founded
My
Town
years
ago,
and
so
that
story
is
getting
told
over
and
over
again
Fort
Wagner
on
Morris
Island
was
named
for
mayor
Wagner,
there's
a
portrait
of
him
as
I
mentioned
right
outside,
and
we
also
already
have
some
items
that
the
family
has
donated.
But
as
I
mentioned,
we're
going
to
see
some
more
tomorrow.
So
thank

hearings

All

notices
did
not
get

these
zoning
items
tonight.
So
we're
going

hear
anyone
from
the
public
since
it
was
advertised,

not
going
to
be
able
to
take
action
on
these
items
tonight,
we're
going
to
re-advertise
them
all
properly.

think
it
will

the
second
meeting

November
just
because
we've
already
passed
the
deadline
for
the
first
meeting.

the
budget
identifies
policy
practic
issues
in
terms
of
federal
grants,
state
grants
that
it
deals
with
disparity,
establishes
that
establishes
causation.

government
should
do
four
things.
Four
simple
things
you
should
do.
It
should
protect
the
government,
protect
the
people,
people
from
themselves
and
guard
against
transient
impressions-
and
this
is
you

mayor

with
the
Attorney
General
on
the
east
side.

months
ago,
talking
about
a
lot
of
money
but
I
received
in
your
letter

added
to
the
budget.
My
name's

the
concern
was
about
Federal
at
Federal
facilities
and
federal
officials.
Now
under
Public
Safety
commission
committee,
you
deal
directly
with
grants
and
monies
in
terms
of
Public
Safety.

know
all
federal
agencies,
all
federal
components
you
work
with,
but
we
hope
in
the
budget
that
we
established.
The
proper
procedures
is
public
hearings
for
these
grants.
The
Attorney
General
is
gave
about
five
million
dollars
in
the
police
department
or
only
issue
a
lot
of
issues
within
that
five
million
dollars.
We
hope
that
there's
a
public
hearing,
a
testing
it
because
a
lot
of
people
in
the
wrong
flea
accused
of
crimes
in
and
commitment
state
right,
A
lot
of
them
serving
time
in
prisons.

they
didn't
do
some
got
an
electric
chair
and
going
to
the
gas
chamber,
probably
whatever
they
got
going
on
around
here
with
Dominion
Energy,
which
is
another

not
they're

support

electric

stocks

Energy

be
electrocuting
people,

mean

issues
in
your
budget.

budget
is,
is
vast.

couple
of
budge
items
I
want
folks
wanting
to
comment
on
E2
through
five,
which
they're
all
very
similar
rezonings,
asking
for
change
of
classification
on
height
from
Two
and
a
Half
stories
to
three
stories.
Isn't
that
in
a
nutshell,
I
think
they're
all
on
the
upper
west
side
of
the
peninsula.

Street
I'm,
with
the
preservation
Society
of
Charleston,
so
in
keeping
with
our
previous
opposition
before
Planning
Commission,
the
preservation
Society
remains
opposed
to
this
request
to
up
Zone
to
a
three-story
height
District.
Our
concerns
with
this
application
are
consistent
for
the
following
three
related
items:
two
through
five:
each
of
these
requests
deal
with
a
proposal
to
clear
the
way
for
intense
Redevelopment
in
a
sensitive,
historic
neighborhood,
with
small
lots
and
narrow
rights
of
way
the
Planning
Commission
shared.
These
concerns
disapproving
each
of
these
requests.
Five
to
one.

We
feel
confident
that
a
reasonable
program
for
this
project
can
be
achieved
within
the
current
zoning
and
would
better
respect
the
skill
and
character
of
the
neighborhood
further.
We
appreciated
the
commission's
previous
discussion
about
the
negative
impacts
of
making
piecemeal
changes
to
the
zoning
map
and
feel
it
is
important
to
uphold
the
Integrity
of
height
districts
that
were
intentionally
drawn
to
respond
to
conditions
of
the
existing
context.

We
spoke
with
the
neighborhood
representative
and
confirmed
We
Stand
United.
The
PSE
supports
City,
staff's
recommendation
for
denial
and
the
planning
commission's
subsequent
vote
to
disapprove
these
up
zoning
requests
and
feel
strongly
that
these
properties
can
be
reasonably
developed
without
upsoning
to
three
stories.
We
ask
that
the
city
council
deny
these
four
requests.

did
receive
one
comment
for
items
E2
through
E5
cash
and
duraleigh
at
the
historic
Charleston
Foundation
submitted
a
comment
in
opposition
to
the
height
rezoning
request.
They
were
concerned
about
the
precedent,
as
they
did
not
believe.
Three
stories
was
appropriate
for
the
West
Side
neighborhood.
The
properties
were
located
on
smaller
scale
residential
streets
and
were
surrounded
by
buildings,
ranging
from
one
to
two
and
a
half
stories
based
on
Section
54-306.
They
had
concerns
about
scaling
and
compatibility
with
existing
neighboring
buildings
and
the
character
of
the
neighborhood.

not

where,
as
far
as
court,
is
it's
right
behind
Simmons
dignity,
School
and
if
you

street

court

we
grew
up
at

that
area.

an
alley.
It's
like
an

put
anything
larger
than

a

the

we

look

things

mindfully

about
the
young
people
there

people

living

small

they
put
anything
in
their
where's.

traffic
on
the
goal.
Where's
the
cars
going
to
fall,
there's
nothing
there,
but
a
little
alley,
and
it's
not
that
wouldn't
be
the
right
place
to
even
build
any

on
three
stories
there.

our

we'll
we'll
do

November,
but
anyway,
it
does
show
how
there
are
lots
and
lots
of
smaller
scaled
houses.
The
only
houses
that
are
above
really
two
stories
are
the
newer
things
that
were
built
before
the
height
regulations,
change.

we
teach
for
granted
around
here
and
particularly
in
these
tree-lined
neighborhoods
is
when
we
ride
around,
we
see
the
houses
and
then

trees

to
three
stories
now
you
have
the
house
taller
than
the
tree-lined
neighborhood
and
it
just
looks
out
of
scale
man,
so
I
can
I
agree
with
councilmember.

accordance

our
position
at
Planning
Commission.
The
preservation
Society
is
opposed
to
piecemeal
expansions
of
the
accommodations,
overly
Zone,
which
was
intended
to
protect
to
provide
predictability
on
the
location
of
Hotel
hotels
within
the
city.
In
studying
the
impacts
of
this
request
on
the
character
of
this
district
and
the
community
at
large,
we
urge
Council
to
hold
the
line
against
over
concentration
of
accommodations
uses.

we
did
receive
two
comments:
cash
and
drolet
of
the
historic
Charleston
Foundation
submitted
a
comment
in
opposition
to
the
rezoning
as
the
property
was
designated
as
neighborhood
and
the
city
plan.
Neighborhood
land
uses
can
and
should
have
commercial
properties
and
services,
but
they
should
be
Services
compatible
with
the
neighborhood
and
of
use
to
its
residents.
The
accommodations
overlay
pose
the
threat
of
a
monoculture
abuse
serving
only
visitors
to
Charleston
Edward
Vogel
treasurer
for
the
French
Quarter
neighborhood
association
submitted
a
common
and
support
of
their
rezoning.

said
the
old
Harbor
club
building
had
been
vacant
for
over
three
years
was
in
a
state
of
disrepair
and
residents
of
one
bendu
range
had
to
endure
continual
homeless
trespassers,
as
well
as
trash
and
bottles
left
behind,
as
well
as
graffiti
on
the
building.
He
said,
the
developers
had
been
transparent
and
passionate
about
creating
a
sustainable
Hotel
venue
for
the
neighborhood
and
had
been
responsible
to
each
of
the
neighborhood
association's
concerns,
and
those
were
all
the
comments
we
received
for
that
item.

just
very
briefly,
for
those
of
them
and
paying
close
attention
is,
this
is
a
placement
of
the
existing
building
at
the
harbor
Club
back
into
the
hotel
overlay
Zone.
It
was
in
it
until
2019.
So
when
we
deal
with
public
hearing
on
this
I'll
be
very
interested
to
hear
from
the
preservation
groups.
If
you
don't
want
us
to
put
it
in
the
hotel
overlay
Zone,
what
do
you
suggest
we
do
with
that?

sitting
there.

vacant

I
am
the
co-founder
of

the
Charleston
Animal
legislative
Action
League
we're
a
bipartisan
organization
made
up
of
members
of
the
Charleston
community,
and
we
are
here
to
advocate
for
stronger
animal
welfare
laws,
mostly
for
the
dogs
in
our
community.
So
Charleston
is
known
as
a
pet-friendly
City,
but
there
is
one
area
where
we
fall
extremely
short.

Currently,
there
are
more
than
25
States
and
hundreds
of
counties
and
cities
in
our
country,
including
11
counties
in
South
Carolina
that
have
already
updated
their
Animal
Welfare
laws,
Horry
County,
Greenville,
Richland
and
Lexington
Greenville
voted
unanimously
and
recently
Mount
Pleasant
unanimously
passed
a
strict
tethering
ordinance,
I
feel
and
the
members
of
the
Charleston
Community
feel
that
it
is
time
for
Charleston
to
catch
up
in
just
a
few
short
months.
We've
also
amassed
thousands
of
followers
on
social
media.

The
language
that
we
are
proposing
is
going
to
be
stricter
and
more
defined
language
relating
to
basic
care
that
includes
access
to
fresh
water,
food,
Veterinary,
Care,
exercise,
protection
of
the
from
the
elements
and
guidelines
around
tethering.
Today
it
is
100
legal
to
leave
your
dog
tethered
during
a
category
5
hurricane.

Sure
well,
so
the
first
one
is
access
to
better
care,
which
is
the
first
one
and
then
the
second
one
is
Humane
tethering.
So
while
we
don't
want
to
ban
tethering,
we
want
to
propose
updated
guidelines
around
hey.
You
can't
leave
your
dog
tethered
for
its
entire
life
with
a
prawn
collar.
You
can't
leave
your
dog
Tethered
to
an
abandoned
vehicle
with
a
heavy
logging
chain,
because
today
that's
legal
and
if
you
drive
around
certain
parts
of
Charleston,
you
will
see
that
we
want
that
to
change.

have
laws
in
place
that
will
allow
our
Animal
Control
Officers
and
our
Law
Enforcement
Officers
to
have
a
law
to
stand
behind
because
we've
been
working
with
them
and
that's
what
they
want.
We'll
also
have
Community
Resources
in
place.
So
there
are
dozens
of
organizations
that
are
available
to
help
our
underserved
communities
that
do
need
access
to
vouchers
for
spay
neuter,
as
well
as
access
to
better
tethering
materials
if
they
can't
afford
them.
So

I
did
not
feel
out
of
place
when
I
asked
for
help
for
the
burial
of
my
daughter,
I
asked
for
help,
because
I've
helped
this
city
on
a
whole
and
some
of
the
authority
in
particular
and
helping
them.
It
helped
their
family,
because
the
help
that
I
give
help
I
helped
them
to
get
a
job
which
enables
them
to
take
care
of
themselves
and
family,
also
the
perks
that
they
receive
because
of
the
position
they
hold.

once
told
me
that
if
I
had
a
problem,
I
should
contact
you,
however,
on
September
19th
I
contacted
you,
but
to
date
I
have
not
received
a
response.
I
am
here
standing
before
you
because
I'm
not
sure
how
things
work
in
Charleston,
because
I've
only
been
here
since
2009.,
but
we
purchase
an
adjoining
property
from
the
city
at
26,

Street,
and
about
two
months
in
before
the
construction
of
the
house.

We
found
out
that
through
that
property
there
was
a
sewer
line,
a
water
line
and
as
of
last
Friday,
we
were
told
that
there
was
a
storm
water
line
that
ran
well.
That
might
be
ease,
but
I'm
saying.
Does
it
take
from
February
to
October
to
tell
me
that
and
I
I
just
don't
understand,
because
I
was
getting
frustrated?
I
don't
like
to
be
short.

this

assistance
from
a
couple
of
the
council
people
to
help
me
with
this
and
every
time
we
fulfill
one
task,
there's
another
one

blew
it

result

frustration

ended
up
in
the
hospital
with
a
stroke.

needs

accountable

how

treated

grew
up

Gatson
green
project,
and
so
I
would
like
at

point

remedy

done
about
that.

is

door

being

to
house
RV
and
vans

everything
else,
but

had

shut
down

Airbnb

property

plans

drew.
They
didn't
know
about
the
born

sewer
lines
running
through
the
drainage
lines.
When
they
were
informed
about
it,
they
did
adjust
the
house
plans
back.

survey
at

expense
to
show
a
buildable
footprint,
I'm
actually
kind
enough
to
have
their
architect
readjust
the
plans
to
fit
within
that
buildable
envelope,
but
they
had
an
expense
for
it.

little
bit
more,
a
thousand
dollars
of
which
the
city
and

is
going
to
pay
for
it.
There
is
a
matter
of
easement
that
needs
to
be
signed
and

can

meeting
this
morning-
that
there
was
a
meeting
scheduled
for

because
the
scheduling
differences,
the
people
who
needed

couldn't
be

So
I'm
hopeful
and
prayerful
that
you
all
will
be
able
to
meet

supporters.

to

collaborative

to
add
division,
implementing
a
pilot
program
requiring
registration
of
residential
rental
units
that
was
approved
by
the
committee
in
second,
but
then
they
have
large
discussion
going
on
with
it
and
my
it
dropped.

my
internet
dropped,
so
I
got
off
the
council,
so
I'm
going
to
turn
the
rest
over
to
my
co-chair
councilman
sacred
because
he
was
there.

some
concerns
around
extending
the

rental
ordinance
across
the
city.

look
at
how
to
limit
that
across
the
city,

it
wasn't
in
parts
of
James,

underscored

importance
of
having
a
comprehensive

city

land
that
is
going
to
be
built
upon

Island
donated
the

mayor
adjusted
the
planned
unit
development

these
units
to
be
