closing
an
abandonment
of
that
portion

Sheppard
Street
lying
west

Meeting
Street
measuring

containing
approximately
11,500
square
feet

delineated.

action

the
public

that's
a
step
in
the

What
is
happening,
if
you
will
well
I,
guess
I

front
of

black

white
sheet
that
I
have
on
your
debt.
That
I
put
on
your
desk
shows
the
portion
of
Shepherd
Street
that
we're
proposing
to
be
closed.
The
property
on
the
south
side
of
Sheppard
Street
is
all
owned
by
one
entity
and
that
has
under
contract.
If
not
in
the
process
of
closing.

we
speak,
the
sed
ot
parcel
that
abuts
this
portion
of
Sheppard
Street
to
the
north.
So
at
the
end
of
the
day
when
the
closings
occurs,
one
property
owner
will
own
both
sides
of
Sheppard
Street
and
that
property
owner
is
combining
a
number
of
Lots
in
this
area
of
the
city
for
for
a
development.
So
there
will
be
erasers
of
lot
lines
moving
of
houses
on
Sheppard
Street,
so
that
then
they're
not
going
to
be
demolished,
they're
going
to
be
moved.

accordance
with
procedure

public
service
number
of
utility
companies
and
the
department
heads
were
asked
to
comment,
we
had
a
comment
from
the
fire
department,
rightfully
raising
the
issue
of
whether
or
not
it
would
be
able
to
service

houses

now
on
Sheppard
Street
and
the
warehouse
since
they're
all
under
the
control
of
this
one
developer.
That
will
not
be
an
issue.
Those
houses
will
be
moved
and
those
align.
Those
lot
lines
are
raced.

is
an
issue
with
SCE
and

finally,
the
real
reason
I'm
asking
that
you
not
take
action

is
that
there
is
a
CPW
CPW
gravity,
main
and
water
line
down
this
portion
of
Sheppard
Street,

serve
the
houses
that

there

perhaps
the
warehouse
if
those
houses
are
being
vacated

warehouse
being
being
incorporated.

the
private
developer,

obviate
the
need
for
Ypres
even

facilities,

would
like

bit
of

actually
close
the

developments

developers

hope

first
section
you
are

to
just
decided
that
approved
today
is
going
to
put
in
place
a
real
budget
and
a
real
staffing,
operation
and
capital
improvement
for
this
issue.
That
is
citywide.

it

proposed

second
reading

it

deferred

on
the
21st
of
December,
this
is
going

Planning
Commission
for
a
second
variance.

This
property
is
going
to
be
a
nuclear
volume
on
you,
annex
it
into
the
city.
Everybody
on
my
street
is
County.
We
want

keep
it
that
way.
Everybody
on
my
street
has
worked
long
and
hard
to
keep
their
houses
and
pay
them
off
the
person.
That's
requesting
the
zoning
variance
does
not
live
in
the
neighborhood
I've
spent
the
last
year,
fighting
at
the
county
level
and
put
in
a
detached
garage
and
put
the
building
permits
at
the
back
of
the
property,
where
no
one
could
read
them.

permit
to
do
this
was
obtained
by
the
contractor,
not
the
owner
of
the
property.
So
it
was
a
ruse
to
get
around
the
building
laws
to
create
a
third
apartment.
The
one
apartment
has
its
a
duplexes,
decrepit

rundown.

will
have
to
be
torn
down
so
he's
trying
to
get
a
zoning
variance
for
three
units
in
there,
which
requires
six
parking
places.
It
does
not
have
the
adequate
parking,
it
does
not
have
drainage.
It
is
put
two
people
in
the
ex
flood
zone.
In
my
neighborhood
we've
been
fighting
this
all
year.

a
member
of

I
would
like
to
congratulate
the
mayor
and
members
of
the
City
Council
for
making
the
correct
decision
at
the
last
council
meeting
you've
seen
the
wisdom
in
selecting
an
experienced
auditor
with
expertise
in
conducting
a
racial
bias
assessment
of
police
departments.
They
will
report
on
the
presence
of
any
racial
bias
then
offer
recommendations
that
are
best
practices
in
order
to
eradicate
it.

It's
a
wise
decision,
because,
when
you
put
out
an
RFP
with
an
appropriate
scope
of
work,
Charleston
citizens
will
give
you
the
credit
for
being
bold
leaders
that
were
open
to
such
an
assessment.
You
will
even
get
more
credit
when
effectively
following
through
with
the
firm's
post-audit
recommendations
on
how
to
eliminate
any
identified
racial
bias.
Thousands
of
people
from
over
27
diverse
congregations
make
up
occasion
and
they
support
you
now
to
making
it
very
much
a
top
priority
for
the
committee
task
to
finalize
a
robust
scope
of
work.

The
committee
needs
to
meet
as
soon
as
possible
to
send
to
develop
and
then
send
out
the
RFP,
we're
hoping
that
you
will
do
that
by
the
end
of
January
on
April
30th
2018
over
2,000,
plus
citizens
will
gather
occassions,
nehemiah
action.
Just
imagine
the
impact
well
that
you
will
experience
standing
before
those
2,000
plus
people,
your
citizens

proudly

able

state

you
hired

experienced
expert
auditing
firms

things

I've
heard

know
right,
I

to
appreciate
everything
and
all

hard
work

you've
done

groundswell,
which
is
a
not
a
pretty
name
that
everybody
wants
to
hear.

Nobody
wants
to
talk
about
flooding,
that's
not
very
sexy,
but
what
was
pointed
out
tonight
is
that
you
are
trying
going
forward,
putting
money
back
into
an
area
that
we're
sinking,
sadly
with
I
mean
where

core
of
the
residents
downtown.
It's
not
just
the
historic
houses,
it's
not
just
the
Tories,
it's
the
people
who
live
there,
who
have
really
been
burdened
by
a
lot
of
mitigation,
and
it's
not
just
that.

It's
also
the
people
over
in
the
pleasant
and
in
church
Creek
Basin,
which
councilman
white
pointed
out
just
so
clearly
enough
studies,
I
mean
when
I
heard
the
church,
Peak,
Creek,
Basin,
study
and
I
went
to
that
meeting
and
the
gentleman
mr.
horner
pointed
out
everything
in
all
the
study
and
whatever
I
was
surprised
to
find
out
that
it
was.

The
third
study
the
flooding,
had
gone
on
since
the
90s,
and
it
was
the
third
study
that
hurt
that
really
hurt
time
for
studying
is
one
thing
and
time
for
action
is
another
and
I
think
that
now
you
have
the
opportunity
and
you're
on
the
right
direction
for
action
and
I
want
to
appreciate
and
tell
you
thank
you
for
everything
that
you've
done
to
work
on
this
budget.

city
council

we're
currently
looking
for
one
for
Spoleto's
sister
cities,
which
has
now
asked
to
come
under
our
501

3
model.
Again,
if
you
look
at
that
organizational

the

it's
the
second

underneath
so
there
it
should
be
to
your

And
so
you
see
mayor
tech
members,
the
honorary
chair,
then

City
Council

so
we're
populating
those
City
Council
members
with
also
continents

hemispheres
globally,
so

So
we've
requested
Richter

in
the
city
tax
community,
Assistance
Fund,
we're
hoping
that
you
will

able

help

this

renewal.

we

them

it's
only
a
one-year
renewal,
we're
going
to
be
dealing
with
that
that'll
be
coming
back

council

about
automation
and
the
manner
in
which
it's
going
forward,

or
not
there's
any
attrition
as
a
result
of
automation
with
people
who
are
currently
employed
by
ABM,
many

which,

you

were
formerly
Charleston
city

had
a
sort
of
a
roundtable
discussion
about
how
ABM
is
doing.

talked,

they
collect
money
out
of
our
meters
and
our
new
meters.

Island
and

ample

this
tract

land,
and
so
we
believe
that
our
project
and
our
zoning,

requesting
is
limited

this
property
is
currently
zoned,

in

It

equal
in
pairing
