work

developments

are

deal

work

investment
has
been
made
in
this
community.

additional
projects,

enhance
the
livability
of
that
community
and
make
whole
and
bring
completion
to
what
we
have
committed
to.

been
the
city
over
the
last
several
years
and
certainly

prove
complementary
to
all
of
the
positive
efforts
that
are
being
undertaken
in
regard
to
affordable
housing
that
cd
committee
and
council
overall
have
made
available.

excited

what
we're
presenting
to
you
today
the
opportunity

be
able
to
fulfill
these
obligations
through
to
financing,
and
with
that
I
will
ask
robert
summerfield.

he

additional

projects

you

yesterday
afternoon
that
will
be
included
with
the
powerpoint
presentation.

want
to
provide
you
a
nice
overview
of
what
this
all
means
in
a
comprehensive
manner

and
for
this
community

did
want

stress
one
of
the
things
that's
important
to

note
in
this
work
is
that
there's
a
lot
of
projects
here
that
are
taking
an
incremental
step
towards
towards
some
of
those
big
picture
items,
particularly
as
it
relates
to
storm
water.

These
projects
are
very
integrated
in
their
approach.
They're,
not
a
one
one
project,
one
solution,
type
of
thing:
they're,
a
project
that
hits
on
multiple
areas
of
emphasis
for
the
city.
There
are
infrastructure
improvements
that
increase
mobility
and
transportation,
while
at
the
same
time
addressing
stormwater,
conveyance
and
storage,
needs
that
also
improve
access
for
affordable
housing
and
in
other
aspects.
So
I
think
it's
really
important
to
note
that
one
this
project
list.
It's
understood
that
this
isn't
the
final
expectation
for
the
tif
that
there
will
be
a
a
round.
I
think
it's.

But
each
of
these
projects
have
been
specifically
included
in
this
phase
in
this
list,
because
they
do
hit
multiple
multiple
targets
for
the
city,
multiple
things
of
interest
and
that
that
every
drop
counts
philosophy
is
vitally
important.
While
they
may
not
be
those
big
things
like
a
new
drop
shaft,
for
you
know
a
new
tunnel
or
what
have
you
every
drop
that
we
can
store,
move
it
off
the
street,
move
it
off
of
these
areas
that
are
are
sensitive
to
flooding,
every
new
piece
of
green
space
that
we
can
offer.

The
community
is
a
place
for
respite
and
and
outdoor
enjoyment,
where
they
don't
have,
may
not
have
a
yard.
Each
of
those
things
are
important.
They
may
seem
small
at
this
time,
but
they're
vitally
important
to
the
overall
plan.
So
I
just
think
it's
important
to
keep
that
in
mind
as
we're
going
through
these
projects.

reiterate
what

sharing
with
us,

this
is
kind
of
building
upon
what
we
started
with
the
first
bond
issuance
and
it
seems
to
me
if
you
look
broadly
at
what
we're
trying
to
do
for
this
district
is
to
focus
on
affordable
housing,
a
big
commitment
there.
There
was
in
the
first
bond
issuance.

That's
that's
the
biggest
percentage
of
this
compilation
here,
because
we
know
we
have
the
great
opportunity
of
working
in
concert
with
the
charleston
housing
authority
in
redeveloping
a
number
of
their
properties
here
and
and
just
to
have
our
eyes
open.
To
help
make
that
happen.
I
think
the
city
is
going
to
have
to
continue
to
play
an
even
bigger
role
than
than
we
have
in
the
past
in
in
partnership
with
the
housing
authority.

Secondly,
is
that
it's
the
drainage
improvements
and-
and
I
know
that
you
know
we're
all
still
kind
of
waiting
for
this
aecom
study
to
get
more
specific
about
some
future
project,
but
we
already
set
aside
a
a
few
million
from

first
issuance
and
in
every
aspect
that
we're
looking
at
here.

folks
continue
to
focus
on
drainage
improvements.
Thirdly,
park
improvements.
We've
added
martin
park
here
on
this
round
with
some
major
improvements
to
that
park.
It's
consistent
with
our
master
plan
for
parks
and
recreation
and,
of
course,
the
beginning
of
the
development
of
the
low
line
here,
with
a
focus
on
mobility,
sidewalks
and,
and
even
the
the
commitment
here
to
the
the
low
line.

focus
is
to
get
it
functioning
as
a
as
a
mobility
card
or
for
for
walking
and
bicycling
that
that
transportation,
piece
of
it,
I've
always
felt,
was
one
of
the
most
important
parts
of
it
to
get
going
so

broad
parameters.

for
a
list
like
this
to
be
kind
of
a
guideline
for
a
future.
Of
course,
any
specific
funding
request
will
have
to
come
back
to
council
through
ways

means

kind

objectives
of
where
we,

we're
looking

focus

the

ball

at

the

the
public
doesn't
know,
you

the

real
premise
for
planning
in
this
area
has
to
do
with
a
the
1999
downtown
plan
and
the
general
needs
that
have
always
existed
in

district,
but
also
a
major
infrastructural
shift
that
occurred
with
the
removal
of
the
grace
and
pyramid
bridges.

Here's
a
shot
of
the
construction
of
the
new
ravenel
bridge,
while
the
grace
and
pyramid
bridges
were
still
in
existence
were
and
and
had
not
yet
been
taken
down
in
2003.
I
Next,
and
here
is
here's
a
shot
where
the
new
bridge
has
been
opened
up,
as
we
know
it
today,
and
the
grace
and
pyramid
bridges
are
being
demolished.
You
can
actually
begin
to
see
the
urban
pattern
that
gets
created
and,
if
you
all
know
the
pattern
of
parcels
and
bridge
pile
caps
that
exists
and
all
the
other
physical
features
of
the
cooper
river
bridge,
grace
bridge
area
you'll
actually
be
able
to
pinpoint
some
of
the
patterns
of
why
things
are
shaped.

This
is
a
very
recent

and
you

the

lower
part

grace
bridge
area

the

bridges

pyramid
bridges
used

the
we've
constructed,
along
with
the
housing
authority,
some
affordable,
housing,
grace
homes.

that
the
shape

the
tif
district

related

the
likely
development
parcels
that
would
occur

a
result

of
the

we've

the

ordinance

what
this
tip

infrastructure
things

we

leverage
private
investment

area,

storm
water

parks
and
all

things

I've
already
mentioned.
This
is
all
spelled
out
in
the
original
ordinance
next,
and
I
also
wanted
to
point
out
the
great
work
that
we
all
point
to
on
a
regular
basis
of
the
dutch
dialogues.
I
Charleston,
the
dutch
dialogues
focused
specifically
on
the
east
side
of
charleston
and
came
up
with
some
really
great
what
I
call
frameworks
and
sketch
designs
for
what
this
this
place
could
be
like
if
it
were
to
better
manage
its
water,
and
this
is
not
only
as
robert
was
pointing
to
large-scale
infrastructure
projects
that
we
all
know
that
really
work,
but
also
the
dutch
said
that
we
need
to
manage
every
drop
in
our
public
spaces
and
places
like
that.
So
here's
some
images
that
are
in
the
district
and
here's
what
the
dutch
have
said.
I
Streets
and
rights
of
ways
are
important.
We
need
to
retrofit
some
of
our
roadways
to
better
handle
stormwater
infrastructure,
public
parcels,
including
parks
and
schools,
will
play
a
role.
It
talks
specifically
about
the
king,
I'm
sorry.
The
low
line
and
ug
street
as
great
opportunities
to
manage
water
and
also
private
property
has
a
role
including
the
affordable
housing
that
we'll
be
building
it
talks
about
redevelopment
strategies.
It
affirms
the
visions
that
we've
had
for
the
district,
so
it
basically
says
that
we
weren't
wrong
in
our
thinking
and
to
keep
going.
I
It
talks
about
specific
recommendations
for
the
district.
We
want
to
expose
and
celebrate
waterways.
We
talk
a
lot
about
this.
When
we
talk
about
what
what
I
call
phase
three
of
the
grace
bridge
area,
we
obviously
need
to
coordinate
drainage
with
the
planned
army
corps
perimeter
protections,
but
also
drainage
needs
to
be
coordinated
with
other
improvement
projects
as
well,
and
it
talks
a
lot
about
pilot
projects,
programs
and
partnerships,
and
we
really
can't
do
this
work
without
really
strong
partnerships
with
our
stakeholders
and
our
development
community
in
the
district.
I
Next
I'll
skip
this
just
to
kind
of,
let
you
know
I'll
talk
quickly
about
that.
It's
just
all
of
this
content
is
in
the
dutch
dialogues
report.
So
if
you
have
questions
about
some
of
the
things
that
I
was
mentioning,
it's
really
all
in
there
they
did
a
great
job
of
looking
at
the
district
as
a
whole
and
how
it
can
better
manage
water
next,
a
while
back,
I
believe
it
was
last
year.
I
presented
this
what
I
call
an
urban
design
concept.
I
It
just
talks
about
all
of
the
housing
opportunities,
the
infrastructure
alignment
opportunities
ways
to
manage
water,
and
this
has
led
us
to
make
some
really
critical
and
really
good
decisions,
for
example,
the
work
that
we've
done
with
the
humanities
foundation
of
charleston
to
get
land
where
it
needs
to
be
for
development
and
water
management.
Next,
and
as
robert
mentioned,
our
team
has
taken
an
integrated
project
approach.
I
Projects
have
multiple
benefits,
they're
not
really
easy.
Easily
categorized
under
this
is
a
stormwater
project.
This
is
an
affordable
housing
project
they're,
not
so
black
and
white.
Really,
really.
They
all
have
to
do
all
things
together.
Our
parks
and
streets
can
and
must
actually
serve
stormwater
functions,
including
rain
gardens
and
bioswales
actually
using
the
street
to
manage
water.
Likewise,
our
affordable
housing
projects
need
green
infrastructure,
and
we've
done
that
already
with
the
james
lewis
eastside
apartments,
where
we've
used
the
adjacent
linear
park
to
manage
water
for
the
site
itself.
I
Many
of
you
already
know
about
that
and
and
partnerships
and
physical
improvements
for
phase
three.
When
I
talk
about
phase
three,
I
talk
about
the
area
between
america,
street
and
morrison.
Drive
that's
composed
of
surface
parking
lots
that
is
going
to
be
our
next
and
probably
most
complicated
area
of
the
district
for
redevelopment
and
revitalization.
I
I
If
she's
on
we've
all
collaborated,
as
you
know,
to
kind
of
bring
you
to
bring
you
this
list
and
to
also
think
about
the
future
so
and
we're
also
taking
a
look
at
the
past,
the
most
recent
allocation
and
the
great
things
that
we've
been
able
to
do
with
the
tif
district
as
part
of
that
and
those
weren't
all
drainage
projects,
either
they
really
went
to
public
infrastructure
concern
surrounding
streets
and
and
and
sidewalks,
and
some
of
the
basic
stuff
that
we
still
need
to
build
in
the
district.
I
But
you'll
see
in
our
2021
project
list
and
we'll
expand
on
this
in
a
bit
that
we've
thought
about
all
those
things.
But
we're
also
thinking
about
the
next
bond.
As
you
can
see
above
the
the
tif
has
a
lot
of
life
in
it,
and
you
all
know
that
there's
been
a
lot
of
development
in
the
district.
I
So
we
think
that
has
more
capacity
to
bond
on
some
of
these,
especially
with
the
results
of
the
aecom
study,
which
is
also
called
the
cooper
jackson,
drainage
study
next
and
here's
the
project
list
and
I'd
actually
like
anyone
on
the
team.
To
help
me
present
this
again,
you've
already
you've
already
seen
this.
We
can
go
through
all
of
these.
I'm
happy
to
do
that
or
we're
happy
to
call
on
any
member
of
the
team
to
help
expand
on
these.
So
I'll
take
a

there

let
out

this
let

city
committee

city
council
to
know
we
are
working
closely
with

housing
authority
and
their
rad
project,
because
again
we
see
that
as
an
opportunity

enhance
density

the
community
working
in
concert
with
them.
So
we
asked
for
five
million.

for
more,

five
million
is
where
we
landed,
but
in
addition
to
that,
we
have
an
rfp
out
now
for
a
real
tour
to
help
us
with
identifying
additional
properties
in
this
area
and
near
the
low
line,
simply
because
we

some
exist.

will
say
those
few
that
have
been
identified
are

at
martin
park
and
we
realized
that,
with
the
completion
of
the
mlk
pool,
dome

locker
room
renovations

the
park
has
a
lot
of
opportunity
for
improvement.

first
thing
being
the
the
park
house,
the
park
house
when
it
was
constructed,
was
great
for
its
time
it
it's
kind
of
outgrown
its
current
size.
It's
one
community
room
with
a
very
small
office
and
storage
rooms
and
and
and
the
goal
here
is
to
take
that
building,
expand
it
renovate
it
and
create
some
more
usable
spaces
for
the
community.
When
we
we
all
walk
through
the
park
and
we
and
we
visited
the
staff
there
and
and
what
the
staff
said
the
recreation
staff
indicated
to
us
is
they
needed
more
room.

They
needed
more
flexibility
in
that
space,
so
that
would
be
kind
of
the
next
big
project
for
martin
park.
If
you
would
and
then
a
couple
of
other
items
is
to
incorporate
a
splash
pad
into
the
park,
which
is
a
small
little
fountain
playground
that
the
children
of
the
area
could
use
in
the
hot
summer
days,
we
think
that
some
of
those
while
not
cheap
but
smaller
improvements
could
really
benefit
the
community
and
then
taking
the
whole
green
space
into
consideration
for
rain
gardens.

Cisterns
and
other
stormwater
features
that
that
again
slow
that
runoff
from
going
into
the
stormwater
systems
in
the
streets
and
then
looking
at
lee
street
and
america
street
and
and
figuring
out
how
we
can
make
the
parking
there
more
efficient.

can
incorporate
more
street
trees,
curb
extensions,
the
bios
whales.
Again,
every
drop
counts,
trying
to
intercept
some
of
that
water
before
it
enters
the
system
and
then
as
well
as
including
the
lee
street
linear
part
in.

the
goal
would
be
to
do
the
plan
for
lee
street
and
martin
and
then
create
those
projects
out
of
that
plan
and
then
secondary
to
that
would
be
the
phase
one
of
the
low
line
that
the
mayor
referenced.
We
know
that,
based
on
the
kimley
horn
cost
estimation
project,
that
the
friends
put
together
that
to
get
that
pathway
from
huge
street
to
mount
pleasant,
installed
and
utilized,
as
this
alternate
transportation
corridor.

we
were
going
through
that
process,
the
dot
indicated
that
we
needed
to
install
more
drainage
systems
into
that
hugey
street
streetscape,
which
created
an
additional
cost
that
we
had
not
anticipated
originally
so
there's
a
shortfall
there
about
two
and
a
half
million
dollars
to
get
that
project
through
construction
and
then
so
those
those
are
kind
of
the
three
topics
that
I
had
most
familiarity
with
and
then
I'll
kind
of
turn
it
over
to
the
next
staff
member
for
the
remaining
items.
Unless
there's
any
other

the

also
mention
to
you
all
the
underground
overhead
undergrounding
overhead
utilities,
which
is
really
important
for
the
district.
It
certainly
complements
what
we're
doing
relative
to

affordable
housing

having
those
underground
versus
overhead
will
prove
beneficial
to
the
long-term
aesthetics
of
the
community.
So
really
excited
about
that.
And
then
the
grace
bridge
area
phase
three,
which
is
the
what
is
being
used
currently
is
parking.

area
for
potential,
affordable,
housing
and
again
working
in
concert
with
the
housing
authority
with
our
private
sector
partners.
We
believe
we
will
come
forward
with
an
excellent
plan,
amassing
study
to
look
at
what
results
can

garnered

amount
of
affordable
housing
and
certainly
improving
the
grace
bridge
street
that
we
all
know
now
rides
terribly.
It's
like
a
roller
coaster,
and
so
again
those
are
all
efforts
undertaken.

was

yard

to
move
again

the
bridge,

had

want

went
away
from
here
because
of

got
just
overwhelmed.

units

excellent
project

city

charleston

partners

this

will

units
of
housing
at
the

street

for

percent
of
ami,
and
of
course

all

the

partnership

forward
and

dollars

additional
due
diligence
that

major

property

tri-county
region
and

the
reason

mention

because
they're
not
dedicated
solely
to
helping

need
who
are
experiencing
homelessness,
but
to
serving
the
population
at
large,
who
are
just
in
need,
whether
they're
homeless
or
not.

working
family
who's
having
a
little
trouble
paying
their
rent
and
needs
to
go
to
a
kind
of
one-stop
shopping
center,
where
they
can
find
some
resources
to
help
them
and
so
and
on
the
health
care
side,

musc

think
the
vision
of
this
is
really
long-term,
a
little
broader
than

just
helping
those
who

homelessness,

challenge

set
the

on
stormwater
management
for
this

see
us

roof

haven't
done
many
of
those
in
the
city,
every
bit
of
parking
and
sidewalk
ought
to
be
pervious
so
that
we
absorb
water
because,
frankly
this
this
property
is,
is,
I
guess,
the
soil
characteristics
don't
absorb
water
as
well
as
some
others,
and
so
we
we
have
some
challenges
here.
So
we
got
to
maximize
every
drop
that
we
can
hold
on
site
either
through
plants
or
the
roof,
or
you
know
soaking
into
the
pavement
or
any
way
that
we
can
and
and
so
just
taking
that
a
step
further.

wanted

we're
going
to
have
to
work
extra
hard
to

get
our
own
department

approve

development
plans
