chief
reynolds
to
give
us
just
a
little
background
on
this
grant
application.
We're
we're
the
grant
leader
on
this,
and-
and
I
I
just
it
hasn't,
been
to
any
other
committee,
and
I
thought
it
would
be
helpful
for
him
to
explain
it
just
a
little
bit.
If
that's

Greetings:
everybody
just
some
background
on
some
of
the
data.
This
is
something
that
has
been
an
increase
around
the
country
around
our
state
around
the
region.
It's
not
just
the
city
of
charleston,
but
violent
crime
is
up
significantly
in
2020
versus
2019.
H
We
had
eight
homicides
in
2018
we
had
16
homicide
events
in
2020,
our
aggravated
assaults,
most
of
which
are
shootings
were
up
about
30
percent
in
over
that
same
period
in
our
overdoses,
opioid
related
are
up
significantly
they're,
really
skyrocketing.
H
One
of
the
things
that
we've
also
seen
an
increase,
in
is
gangs,
we've
seen
more
organization,
more
of
a
influence
from
outside
entities
like
la
new
york
and
other
groups,
and
this
is
a
collaborative
effort
with
all
of
our
partners.
This
is
not
just
the
city,
we
are
the
lead,
as
the
mayor
articulated
of
the
homicides
that
we
had
last
year,
approximately
70
percent
of
those
had
some
type
of
a
gang
nexus,
and
so
we
reached
out
to
the
judges,
to
the
solicitors,
to
the
u.s
attorney's
office
to
all
of
our
federal
partners.

Now
mount
pleasant,
charleston,
county
sheriff
the
berkeley,
county's
chair,
north
charleston
and
all
the
partners
in
the
area
have
readily
joined
us
in
this
effort
and
have
joined
us
with
letters
of
support
for
this
grant.
So
it's
whether
or
not
we
get
the
grant
we're
working
together
and
I
believe
we're
achieving
progress
in
this
area
and
there's
a
lot
of
good
work.
That's
occurring
and-
and
this
I
think,
will
help
those
efforts.

just
wanted
to
reiterate
what
the
mayor
had
asked
the
chief
about
and
what
the
chief
just
reported
to
us,
mr
chairman
and
members
of
this
committee,
as
to
the
efforts
that
the
city
has
been
doing
on
this
matter.
They've
been
tracking.
It
very
well
we're
still
a
very
safe
city,
and
I
think
the
chief
will
reiterate
that
a
thousand
times
on.

But
the
the
influence
of
violence
is
alarming
to
all
of
us,
and
hopefully
that
this
this
is.

One
of
the
moves
to
involve
with
us
addressing
this
particular
issue.
Thank

bringing
it
to

attention

bringing
it
to
the
forefront.

will
say
that,
just
to
reiterate,
we
do
have
a
very
safe
city
and
in
fact
it's
hurt
us
in
getting
some
of
these
grants,
because
we
don't
have
the
crime
numbers.
I
won't
name
other
cities
that
do
that
are
more
competitive
at
times
and
and
thankfully
our
city,
our
county,
our
region
does
not
have
nearly
as
high
crime
numbers
as
many
other
similar
cities
and
regions,
and
so
it's
a
competitive
grant
and
being
collaborative
and
and
making
sure
that
all
the
partners
are
a
part
of
this
is
helping
us.

thousands

able

go

them

gone
through
our

yesterday
afternoon,
we

three
major
items
for
consideration,
plus
two
annexations.
The
first
item
listed
under
a
was
the
authorization
for
the
mayor
to
repurchase
52
kennedy
street.
This
was
a
piece
of
property
that
a
city
owned
and
sold
approximately
10
years
ago.

When
we
sold
it
was
for
around
51
000.
The
company
was
unable
to
utilize
the
property
for
its
intended
purposes.
They
came
back
with
an
appraisal
of
105
000.

and
I'll
have

a
roadmap
to
help
us
understand
this
particular
item
that
was
the
a
permanent
drainage,
easement
and
temporary
construction
easement
and
a
sub
surface
tunnel.
This
is
for
the
earhart
tie
in
to
the
spring
street
fishburn
property.

One
of
the
issues
that
came
up
in
our
discussion
that
mr
mcqueen,
I
think
in
the
legal
department
was
going
to
address,
was
that
we
had
this
easement
for
only
50
years
and
we
were
trying
to
extend
it
for
either
longer
or
in
perpetuity
as
long
as
it
runs
with
the
land,
but
that
was
also
part
of
this
project
to
address
flooding
in
the
medical
district.

Our
stormwater
director,
mr
fountain,
was
involved
in
this
discussion
as
well,
and
we
could
see
some
relief
from
this
flooding
from
this
construction
of
this
subterranean
tunnel
within
18
to
24
months
as
it
goes
through.
Finally,
the
last
item
was
for
the
med
executed
easement
on
behalf
of
the
city
for
a
multimute
path.

privately
owned.
This
is
conjunction
with
with
the
county.
The
owner
of
the
property
would
construct
the
the
path
and
I've
got
if
julia
copeland's
online.
She
can
add
any
more

along
that
line
as

was
over
on
james
island
and
councilmember
jackson's
neck
of
the
woods.
Finally,
we
approved
the
annexation
of
two
properties
on
saint
andrews
boulevard
district
three
in
1908
second
drive
in
district
seven.

reading
the
low
line
plan

did

see

there
that
there
may
possibly

be
homeownership
or
rental
opportunities.

stated

plan,
many
of
those
communities
have
gentrified
so
as
a
result
of
the
gentry,
then
the
affirmative
marketing,
as
you
just
articulated,
would
then
be
slated
for
minorities,
even
though
we
at
some
point
considered
a
minority
neighborhood,
but
due
to
gentrification,
it's
changed,
our
is
changing,
so
then
our
marketing
efforts
would
be
for
those
least
likely
to
apply
which
may
be
hispanics
african-americans
blah
blah
blah
blah.

market

across
the
city

charleston,
even
it's,

regardless
of
where
that
development
is
happening,
so
that
folks,
who
may
live

peninsula
charleston,
who
want
to
move
west
ashley

vice

opportunity
of
the
knowledge
of
that
opportunity
or
access
to
it.
So
we
do
community-wide,
if
you
will
marketing
to
make
sure,
especially
when
our
housing
and
rental
opportunities
come
available.

easement

drainage
easements

playground,
road

ongoing
project
that
affected
forest
acres,
drainage
improvement

we
recommended

our
legal
counsel
continue

use
other
means
necessary
to
obtain
those
those
easements
some
of
the
easements
we
were
going
to
acquire
but
were
not
being
charged
for
any
of
those
easements
and
some
of
the
easements.
We
may
have
to
do
some
negotiation.

We
received
further
information
regarding
what
we
took
up,
and
this
is
going

be

our

our
council

to
this

million
conveyance

city
