Description
City of Charleston Joint Public Safety Committee/Special Facilities Committee meeting 8/16/21 2/2
B
Any
any
further
discussion,
all
those
in
favor,
say
aye,
close
aye
we're
down
out
of
the
executive
session.
Let
the
record
reflect
that
no
decisions
were
being
made.
No
vote
was
being
taken,
a
very
thorough
and
lovely
discussion,
and
I
appreciate
all
those
who
were
engaged
and
our
update
and
report.
So
thank
you
all
very
much.
B
That
concludes
the
portion
of
that
concludes
the
portion
of
the
joint
meeting
between
public
safety
and
special
facilities.
All
those
council
members
who
are
on
just
the
special
facilities
you're
more
than
welcome
to
stay
with
us
as
we
go
through
the
rest
of
our
agenda
on
public
safety.
Whatever
is
your
pleasure,
so
we're
gonna
move
into
item
number
two
on
our
agenda
of
the
public
safety
committee
and
I'm
going
to
call
on
steve
rumlin
to
address
item
number.
I
think
steve.
That's
yours!
Isn't
it.
B
D
E
Thanks
steve,
so
this
is
the
department
of
justice,
justice
assistance,
grant
it's
a
formula
grant
with
an
allocation
to
the
city
of
thirty
five
thousand
five
hundred
and
seventy
six
dollars.
There's
no
match
required
for
this
grant
and
the
funding
will
be
used
for
three
different
topic
areas.
The
first
is,
as
you
mentioned,
councilman
trauma,
informed
training,
otherwise
known
as
psychological
first
aid.
This
is
a
four
day
training
provided
by
dr
alyssa
reinold
with
musc,
and
the
workshop
will
provide
victim
advocates,
police
officers
and
investigators
with
kelsey.
D
B
Up
one
step,
you
said
this
for
three
different
reasons:
one
was
a
trauma
first,
aid,
a
psychologist.
First
say
what
is
the
other
two
areas.
E
It's
kind
of
like
a
crash
course
through
an
acute
intervention
approach,
that's
relevant
to
the
needs
of
the
victim,
and
then
the
second
component
of
this
grant
is
to
fund
equipment.
That's
needed
for
the
resource
center
at
robert
mills,
as
well
as
the
gathering
place
at
gadsden
green.
E
It
results
in
a
lot
of
duplication
and
data
entry,
and
it
just
doesn't
have
the
functionality
of
case
management
that
we
need
so
we're
hoping
to
procure
the
same
software
musc
uses
to
monitor
their
victim
caseload,
but
obviously
we'll
see
how
that
pans
out
in
the
procurement
process.
When
we
receive
the
grant
funding-
and
that's
all
I
have,
if
anyone
has
any
questions,
I'm
happy
to
answer.
I.
B
Yeah,
someone
double
checked
all
right
yeah.
Thank
you.
Entertain
a
motion
to
approve
item
number
two.
Is
there
a
second
mayor?
Second
get
all
those
in
favor
signify
by
saying
I
I
in
the
opposite
eyes,
have
it
item
three
is
to
approve
a
the
renewal
of
an
mou
between
the
city,
police
department
and
dea
regarding
our
participation
in
the
charleston
resident
office
task
force
chief.
Did
you
want
to
add
anything
to
this?
B
B
F
B
C
B
Do
we
all
know
that,
at
the
top
of
your
heads,
the
number
of
officers
we
got
assigned
to
that
by
any
chance,
because
we
had
to
reconfigure
this
not
last
year
but
the
year
before
last,
I
recall
we
increased
the
number
of
sros
didn't
we.
G
We
do,
I
think
I
mean
what
you
see
listed
on
the
miu
at
16.
That's
what
charleston
county
school
districts
we
do
have
one
sro
that's
assigned
to
through
berkeley
county
and
then
another
one
that's
signed
through
james
island
charter
for
a
total
of
18
sros.
We
do
have
sergeants
for
supervision,
two
of
those
and
then
you
all
know
lieutenant
harrison
from
previous
the
previous
meetings
we
were
discussing.
G
So
the
mou
has
not
changed
significantly
from
cpd
standpoint
with
ccsd.
We
did
pick
up
seven
other
schools
that
were
covered
by
charleston
county
sheriff's
office
last
year,
but
we
are
not
assigning
sros
to
those
we're
doing
ssrt
model
with
those
and
they
will
have
a
primary
liaison
assigned
through
them.
So
those
schools
are
styles,
point
murray,
listen,
harbour
view
elementary
oakland
elementary
stone
park,
elementary
ashley
river,
creative
arts
and
drayton
hall
elementary.
So
each
of
those
fall
into
one
of
our
clusters.
G
B
Councilman
soccer,
I
see
that
you
still
want.
I
don't
know
if
you
wanted
to
add
any
comments
to
the
sros
srt
arrangement.
F
Thanks
chairman
shade,
I
was
taking
another
call
when
that
conversation
was
going
on,
so
I'm
gonna
have
to
opt
out.
I
was
trying
to
listen
in
sorry,
so.
B
Just
renewing
our
memorandum
of
understanding
with
the
school
district
on
our
sros
and
srts
and
as
captain
bruder
mentioned,
we
picked
up
a
couple
of
schools
and
we
covered
by
the
by
the
program.
We
call
srt.
So
I
didn't
know
because
of
your
affiliation
with
the
school
district,
any
comments
or
questions
you
had
for
us.
F
I
I
mean
I
don't
have
any
comments
other
than
thank
you
for
the
partnership.
I
know
that
the
school
district
and,
and
particularly
the
schools
that
they're
in
it's
tremendously
helpful
and
and
allows
parents
to
feel
safe.
I
know
we've
had
some
issues
in
some
schools
where
parents
were
concerned
about
the
additional
level
of
police
activity
having
a
police,
you
know
police
officer
there.
I
want
to
personally
say
that
most
parents-
I
speak
to
welcome
it.
F
So
I
I
want
to
thank
the
mayor
and
you
all
for
for
doing
that
and
anything
we
can
get
to
get
other
municipalities
to
to
do
the
same.
I
know
city
of
north
charleston.
We
have
a
good
race
relationship
with
them
right,
mayor
city,
north
charleston,
with
their
sros,
but
I
think
tomorrow
pleasant
also
anyways.
B
All
right
do
we
have
a
motion
to
approve.
B
Approve
second,
all
right,
any
further
discussion,
all
those
in
favor,
say,
aye,
item
number,
five
approval
of
an
mou
between
the
city
of
charleston
and
the
college
of
charleston
for
the
use
of
the
tdr
arena
in
the
johnson
recreation
gym
during
emergencies.
So
who's
going
to
comment
about
this
for
steve.
Is
this
yours
as
well.
C
Yeah,
I
can,
I
can
take
this.
Basically,
we've
been
working
on
this
for
a
while.
This
would
basically
allow
us
to
use
those
two
facilities
free
of
charge
as
a
staging
area
for
personnel
in
the
event
of
emergencies.
I
think
we're
mainly
thinking
about
hurricanes
here,
but
we
could
use
it
for
any
other
events
as
well
and
then
also
it
would
the
td
arena.
I
believe,
we'd
also
be
able
to
use
as
a
temporary
shelter
for
citizens
that
can't
be
evacuated
out
of
the
city.
C
B
You
know
I
really
appreciate
the
work
on
this
because
I
have
been
beating
this
drum
since
I
got
on
city
council
about
a
facility
for
our
citizens
to
use
on
the
peninsula,
and
I
know
there
was
a
lot
of
roadblocks
and
several
different
considerations
that
had
to
go
into
place
with
us
so
and
we
needed
to
have
that.
Instead
of
discussing
our
citizens
out
of
the
city
in
case
of
an
emergency,
it
doesn't
work
for.
B
H
So
I
did
want
to
make
you
aware,
unless
something
has
changed,
that
this
facility
would
not
meet
red
cross
standard
for
a
category
three
or
greater
hurricane,
so
it
it.
It
might
not
be
usable
for
every
instance.
So
I
just
wanted
to
caution
you
on
that.
B
But
at
least
we
got
something
there,
because
we
before
we
had
nothing
and
that's
always
been
a
little
bit
of
a
pet
peeve
of
mine
that
to
take
care
of
our
citizens
who
most
who
need
it.
The
most
honestly,
yes,
sir
chaos
shielding
thank.
I
You,
mr
chairman,
you
know,
I
just
want
to
say
thank
you
to
president
xu
and
everybody
at
the
college
of
charleston
they've
been
so
good
to
work
with
lately.
I
know
president
shoes
reached
out
to
several
of
us
and
you
know
I
think
we've
got
a
good
relationship
there
and,
of
course,
with
searson
and
broughton
over
there.
We
certainly
have
a
good
relationship.
We
can
work
with
them.
B
A
Sir
chief,
I
was
just
gonna,
I
go
the
same
thing
as
councilmember
sheila
said
I
was
thinking
about
chip
searson
in
particular,
in
trying
to
help
us
get
some
of
these
things
across
the
finish
line.
So
I
agree,
and
I
think
it's
definitely
worth
pointing
out.
B
B
B
I'm
trying
to
move
through
this
stuff
to
catch
up
with
our
our
agenda,
and
the
last
item
for
on
our
agenda
is
an
mou
between
the
salsa
police
department
and
atf
regarding
our
participation
in
the
atf
task
force
related
to
firearms
trafficking
and
related
violent
crime.
B
Again,
I'm
familiar
with
that
task
force
as
well.
My
days
as
a
federal
prosecutor
I'll
entertain
a
motion
that
we
approve
item
number
six
so
moved
their
second.
Mr
mayor,
thank
you.
Thank
you
all
right.
Any
further
discussion
about
that.
Any
information
steve.
We
need
to
know
about
our
chief
on
this
one.
A
I'll
just
thank
the
council
and
the
mayor
for
the
support
that
we
got
in
creating
our
forensics
facility,
because
this
is
one
of
many
ways
that
we're
seeing
significant
and
substantial
progress,
that's
helping
us
which
translates
to
making
our
communities
safer
and
so
the
ballistics
testing
that
is
occurring
in
our
facility.
Now
that
we
did
not
have
that
capability
previously
connecting
shell,
casings
and
crime
scenes
and
suspects
and
firearms
there's
a
lot
that
goes
along
with
this
agreement
that
we
have
with
atf
and
it's
directly
tied
into
much
of
it.
A
It's
tied
into
ballistics,
tracking
and
testing,
and
our
partnership
with
atf
could
not
be
better
it's
growing
and
in
these
violent
crimes
and
the
times
that
we're
experiencing
now
it's
integral
to
what
we
do
so
that
investment
having
a
leader
like
judy,
gordon
and
her
team.
These
partnerships,
the
other
resources
that
are
tied
into
that
facility
and
and
interworkings
with
our
teams,
is
of
great
value.
B
And
chief,
I
hope
out
of
this
as
well
from
our
prior
discussions
that
you
and
I
have
had,
and
that
would
be
the
adoption
of
certain
cases
that
cpd
makes
that
those
cases
go
over
to
federal
prosecution,
because
in.
B
They've
got
more
bigger
teeth
on
how
they
can
prosecute
some
of
these
fellows,
who
are
involved
in
violent
offenses
and
who
are
career
offenders.
If
you
go
to
the
federal
prosecution
side
that
has
much
more
of
a
bite
out
of
crime
and
than
what
our
state
jurisdiction
can
handle.
So
I
hope
this
continues
with
that
cooperation
level.
A
Absolutely
that's
spot
on
and
our
violent
crimes
task
force
with
the
fbi,
as
you
mentioned
earlier,
with
the
dea
with
the
atf
with
homeland
security
and
other
partnerships,
regionally
everybody
working
together
is,
is
how
we
keep
our
communities
safe
and
federal.
Adoption
of
cases
and
federal
prosecution
is
a
key
integral
part
of
keeping
our
communities
safe.
H
I
I
just
had
to
add
something
I
was
with
chief
reynolds
a
couple
of
weeks
ago
over
at
the
site
of
that
shooting
on
johnson
street
and
judy
gordon
herself
was
on
the
scene
overseeing
the
collecting
of
the
gun
casings
and
it
it's
so
much
more,
and
I
say
this
about
the
whole
team,
but
you
really
I'm
thinking
about
it
right
now,
our
forensics
team.
It's
not
just
sitting
there
at
a
desk
running
a
test
or
being
behind
a
computer
and
looking
something
up.
H
They
they
are
into
this
team
effort
of
doing
their
part
to
the
best
of
their
ability
to
help
solve
that
crime
and
to
help
make
charleston
a
safer
place,
and
you
it's
really
remarkable.
It's
really
just
remarkable
my
hat's
off
to
judy
and
her
whole
team
over
there.
B
She
thanks
man
for
those
those
comments
are
cheap,
newest
comments,
so
we
do
have
a
motion
on
this
one
right
that
implore.
B
Okay,
we'll
call
the
question
all
those
in
favor
signify
by
saying
all
right,
any
opposed
the
eyes
have
it.
I
think
we
have
finished
our
agenda
item.
I
appreciate
all
of
the
effort
by
folks
and
the
corporation
we've
had
on
addressing
this
stuff,
and
you
know
we
go
through
these
agendas
pretty
quickly,
but
there
are
the
behind
the
scenes,
folks
who
put
this
stuff
together
for
us
and
grant
writing
these
mous.
B
It's
all
part
of
our
city
government,
that's
so
critical
for
public
safety,
and
I
just
want
to
make
sure
that
everybody
knows
particularly
this,
particularly
this
chairman
and
this
committee
appreciates
the
work
that
we
don't
see
until
it
comes
to
an
item
on
on
the
agenda.
Thank
you
all
for
all
your
hard
work
and
councilman
jackson.
I
know
you've
been
paying
attention.
I
see
your
name
up
there,
so
thanks
for
joining
us
any
further
business
to
come
before
this
council.
