Description
City of Charleston Committee on Public Safety 11/22/2021
A
A
C
Well,
good,
I
don't
know
why
I
can't
log
in
I'm
not
sure
what
the
problem
is
with
my
computer,
but
I'm
gonna
be
playing
with
it
as
we
go
through
this.
This
meeting
cause.
I
got
two
more
to
go
through
so
do
we
have
a
full
complement
of
our
committee
members?
Yes,.
A
C
Yes,
all
right
well
I'll
call
to
order
a
meeting
of
the
public
safety
committee
on
this
22nd
day
of
november
of
2021
and
mayor
teckerberg.
Would
you
mind
leading
us
either
in
a
prayer
or
a
moment
of
silence.
B
I'll
be
happy
to
heavenly
father,
we
ask
you,
during
this
week
of
thanksgiving
to
remind
us
of
the
many
blessings
that
we
have
to
be
thankful
for
and
and
I'm
particularly
thankful
to
all
the
city
of
charleston
staff
and
employees
and
the
incredible
service
that
they
provide
to
our
citizens
each
and
every
day.
But
we
thank
you
for
all
the
many
blessings
we
have
and
wish
everyone.
A
great
thanksgiving,
amen,
amen.
C
C
C
D
D
Yes,
mr
chairman,
I
want
to
ask
a
question:
okay,
we
are
doing
this,
but
I
really
need
to
get
with
the
the
owner
of
that
complex,
because
I
know
I
had
some
problems
going
on
on
up
there.
People
with
cars
was
being
towed
and
I
think
they
had
some
problems
with
their
software.
D
So
I
want
to
make
sure
that
those
things
have
been
taken
care
of
and
even
with
the
with
the
the
bridgeview
apartments,
the
new
owner,
I'm
going
to
make
sure
that
they're
still
going
to
comply
to
what
we
were
talking
about
a
long
time
ago,
when
they
first
purchased
the
property
of
having
the
to
build
a
station
up
front
to
be
able
to
close
off
the
romney
street
area
and
the
brigade
street
area
and
I'm
having
someone
post
at
the
gate.
D
D
D
Okay,
I
have
it
gianna,
we
are
working,
I'm
gonna
get
it
from
gianna
and
I'm
gonna.
Have
him
try
to
have
a
meeting
with
him
to
make
sure
what's
going
on
because
I've
been
hearing
so
many
conflicting
information
up
there,
but
I
want
to
make
sure
I
speak
with
him
and
get
him
on
board
and
see
what's
going
on
actually.
C
A
E
Yes,
sir,
I
guess
I
wanted
to
ask:
does
so
there's
a
fee
being
paid
69
000.
I
believe
something
like
that.
So,
but
this
doesn't
leave
us
an
officer
short
anywhere
else
with
this
happening.
Is
that
correct?
No.
A
Yes,
sir,
how
y'all
doing
this
deputy
chief
walker,
no
sir,
it's
not
gonna
take
resources
from
any
other
part
of
the
department.
Those
officers
are
already
been
allotted
for
that
position
over
there,
so
it's
not
being
poor
from
other
other
resources.
C
Thank
you
all
right,
any
further
discussion
regarding
this.
All
those
in
favor
of
item
number
four
signify
by
saying
aye
any
opposed.
I
think
I've
had
it,
and
now
we
have
our
presentation
and
amy.
I'm
sorry.
I
can't
see
you,
but
I've
received
your
emails,
announcing
the
change
of
your
name
from
turning
leaf
to
turn
90..
So
we
have
amy
brock,
the
executive
director.
C
What
was
formerly
known
as
turning
leaf
amy
thanks
for
joining
us,
took
a
little
while
to
get
you
scheduled,
but
we
really
do
appreciate
you
taking
the
time.
What
do
you
have
for
us
this
afternoon?
No.
F
Problem,
I'm
going
to
do
it,
quick,
because
I
know
that
y'all
are
on
a
schedule
today.
My
name
is
amy
bart,
as
the
councilman
said,
and
I
run
an
organization
called
turn
90.
We
provide
re-entry
services
to
people
coming
out
of
prison.
We
work
with
people
that
men
that
are
at
the
highest
risk
of
re-arrest,
so
we're
working
with
folks
who
have
been
in
and
out
of
prison
in
jail,
since
most
of
them
have
juvenile
charges.
F
We
have
a
facility
in
north
charleston
by
the
jail
and
we
have
a
6000
square
foot
building
here
and
we
provide
cognitive
behavioral
classes.
We
run
a
screen
printing
business,
so
we
employ
all
of
the
men
that
come
through
the
program
provide
case
management
services
and
job
placement.
So
the
city
is
not
not
only
just
a
funder
for
us,
y'all
we're
our
first
funder
but
you're
also
one
of
our
job
placement
partners
and
we
place
the
men
that
graduate
the
program
at
the
city.
F
So
a
couple
of
things
one
is:
we
were
able
to
open
a
second
location
in
colombia
which
has
been
a
goal
of
ours
now
for
the
last
two
years.
So
we
just
opened
a
second
facility
last
month
in
colombia,
so
now
we
have
a
replica
project
happening
in
richland
and
like
serving
richland
lexington
counties,
we
aim,
as
was
mentioned
as
part
of
a
strategic
plan
to
become
a
national
organization.
F
We
have
plans
to
replicate
and
evaluate
the
program
and
prove
that
the
model
can
truly
work
to
reduce
recidivism
and
then
continue
to
expand,
and
so
part
of
that
was
being
able
to
own
our
the
rights
to
our
name.
So
trainly
was
already
taken,
and
so
part
of
our
strategy
was
to
change
our
name
and
to
own
that,
and
so
we
did
that
when
we
opened
our
columbia
location
and
then
beyond
that,
I
thought
I
would
just
give
you
some
updates
for
where
we
are
for
the
year.
F
So
this
year
we
are
anticipating
on
hiring
50,
guys,
58
58
men
out
of
prison
to
work
in
our
screen
printing
business.
We
will
place
25
men
in
career
living,
wage
jobs
after
their
graduation
from
us,
and
then
our
job
placement
success.
Right
now,
after
30
days,
94
95
of
our
graduates
stay
employed
after
60
days,
94
are
still
employed
and
after
180
days,
73
of
our
men
are
still
employed
and
our
recidivism.
F
Yeah,
you
know
we
actually
had
the
91's,
but
I
didn't
want
to
give
you
too
many
numbers.
You
know
we
it's
it's
amazing.
If
we
get
30
60
90,
our
guys
can
generally
stay
three
months.
It's
when
you
start
getting
into
the
six
months
in
a
year
we
start
seeing
people
move
around
a
little
bit,
but
our
our
recidivism
rates
have
remained
the
same
over
the
last
couple
years.
F
We
track
rearrest
rates
and
ours
are
generally
between
20
and
22
percent
and
not
to
be
arrested
for
anything
which
is
compared
to
a
national
statistic
which
is
at
62
percent.
So
we
think
we
really
have
something
good
and
we
really
appreciate
your
funding
and
support.
Our
plan,
like
I
said,
is
to
be
able
to
evaluate
the
program
and
truly
make
sure
the
program's
working
to
reduce
recidivism
and
keep
our
community
safe.
C
Amy,
how
many
of
these
men
have
been
working
for
the
city
of
charleston.
F
We
have
probably
right
now
15
of
our
guys
down
there
working
with
you
this
year.
We
only
placed
one
with
you.
We
ended
up
our
funding
change
this
year.
I
think
because
of
covid
we
did.
We
used
to
at
the
city,
have
two
buckets
of
money:
one
was
for
hiring
and
the
hr
budget,
and
one
was
like
you
got
paid
for.
F
I
think
85
000,
to
give
us
that
to
help
our
regular
operations-
and
so
we
don't,
we
don't
have
we
didn't,
have
any
in
the
the
hr
budget
this
year,
so
we
only
placed
one
out
there.
He
was
successful
so
he's
still
there.
I
think.
Overall,
we
have
about
15
people
working
down
there,
and
at
least
one
of
them
is
a
supervisor.
F
Yeah
tyrique
bakodi
is
one
of
your
supervisors
down
there.
B
Else,
amy
we've
got
a
number
of
positions
open
right
now,
so
keep
sending
them
over.
F
F
C
Okay,
councilmember
speaking.
A
Thank
you,
mr
chairman.
Thank
you
amy
for
the
update
as
brief
as
it
was,
I've
just
got
a
question.
Now:
they've
expanded
up
into
columbia.
Are
they
providing
y'all
some
funding
opportunities
and
employment
opportunities
as
well.
F
They
are,
we
are
doing
a
good
job
of
keeping
our
money
separate.
So
any
money
that
the
city
gives
us
is
just
staying
with
our
operations
here
and
we
started
a
fundraising
campaign:
a
three-year
fundraising
expansion
campaign
in
april.
So
we
did
a
massive
fundraising
push
to
open
up
the
second
location,
and
so
we
ended
up
getting
state
funding
this
year
that
helped
fund
the
expansion
and
then
we're
looking
richland
county
and
the
city
of
columbia.
Next,
hopefully,
which
will
kick
in
next
year.
F
So
our
strategy
is
to
be
able
to
get
local
government
funding
and
then
also
continue
to
get
the
state
funding
to
support
expansion
and.
E
F
Terms
of
jobs,
we
I'm
not
sure
yet
how
that's
going
to
work.
We
have
some.
We
have
private
companies
interested
in
us
up
in
columbia
right
now.
I
don't
know
if
richland
county
is
going
to
partner
with
us
in
that
way,
they've
indicated
that
they
want
to.
We
haven't
had
any
like
substance,
conversation
about
that,
but
I
think
that
right
now
with
the
job
market,
the
way
it
is,
we
have
a
lot
of
employers
that
are
interested.
So
I
feel
good
about
that.
F
A
E
E
Thank
you,
mr
chairman
amy.
I
was
just
curious
how
your
job
placement
is
with
other
municipalities
in
the
area
as
well
as
ours,.
F
We
place
in
charleston
county
and
then
we've
also
placed
the
city
of
goose
creek
that
city
goose
crew
gives
a
partner.
I
think
we
only
have
one
or
maybe
two
people
that
we
placed
out
there,
but
charleston
county
came
on
board
just
after
you
did
so
they
are
probably
our
second
job
partner.
Ever
we've
been
pretty
consistent
with
them
as
well,
so
we
launched
the
print
shop
in
2017.
F
We
had
a
rocky
start.
I
don't
know
how
much
you
all
know
that
and
y'all
were
our
partners
during
that
rockstar.
So
we
had
a
rocky
start
at
the
beginning,
and
I
really
appreciate
the
city
for
sticking
by
us
as
we
tried
to
figure
out
how
to
help
people
be
successful
on
the
job.
But
ever
since
we
launched
our
print
shop
in
2017,
so
in
2018
and
19,
we
just
started
getting
a
lot
better
with
our
job
placements,
because
we
hire
them
here
for
four
months
and
they
have
to
be
on
time.
F
They
have
to
be
drug
free.
They
have
to
be
here
every
day
you
know,
and
so
we
are
sending
out
people
that
are
just
much
more
tried
and
tested.
Now,
and
so
we
don't
have
to
do
a
lot
of
work
around
job
development,
because
the
same
companies
tend
to
hire
our
guys
over
and
over
again,
it's
been
really
great.
We
do
a
lot
more
around
our
screen
printing
business.
Actually,
we
have
to
find
orders
all
the
time,
so
we're
always
marketing
there.
If
that's
more
work.
F
F
No,
I
I
think
that
I
think
that
covered
it
and
you
know
we
have
an
open
house
event
on
december
10th
and
that's
just
a
good
time
for
anybody
in
the
city
that
wants
to
come
by
and
see,
what's
actually
happening
here,
see
how
your
money's
getting
spent
meet.
F
Some
of
the
program
participants
see
our
screen
printing
business,
so
councilman
shade
I'll,
send
you
that
information
and
the
link
and
make
sure
that
it
gets
sent
out
to
everybody
and
hopefully
that
some
of
y'all
can
come
out
and
see
what
we
do.
A
C
Any
further
questions
for
amy
before
we
cuddle
loose.
C
Thank
you
all
right,
so
any
other
business.
Would
you
take
out
before
this
committee.
