Description
City of Charleston Committee on Public Works and Utilities 5/10/2021
B
C
B
B
B
D
B
Yeah
yeah,
that's
a
big
one,
though
that's
you
know,
but
for
that
extension
that
would
have
been
years
and
coming
I
mean
years
that
would
have
to
wait
until
the
calhoun
west
monies,
which
you
know
is
nowhere
in
sight
right
now,
calhoun
west
is
probably
going
to
be
400
million.
B
B
Okay,
hello,
mr
mia,
I
see
where
the
mayor's
joined
us.
We
can
go
ahead
and
call
the
meeting
to
order
now
and.
B
Councilman
sheid,
if
you
give
us
a
few
words.
D
I
I'd
be
honored
to
do
that.
Thank
you
all
for
waiting
for
me,
heavenly
father.
We
ask
for
your
blessing.
We
ask
that
you
look
kindly
upon
the
people
of
charleston
and
our
community.
We
ask
that
you
look
kindly
upon
those
who
are
serving
your
people,
lead
us
and
guide
us
with
wisdom
and
strength
in
your
name,
we
pray
amen.
Thank
you.
C
A
B
Any
opposed
thank
you
down
to
item
f,
temporary
encroachments,
mr
and
brian
yeah,
unusual
that
we
need
to
call
it.
A
Sir,
we
have
we
have
one
one,
one
water
street,
which
was
a
single
stair
tread
and
some
planters
which
they're
punching
in
the
right
of
way.
That's
a
house
that
was
elevated
and
this
allows
them
to
have
a
a
clear,
ada
sidewalk,
so
we're
proving
that
otherwise
we
just
have
fences
and
irrigation.
So
there's
nothing
new
to
report
and
everything's
been
inspected
and
recommended
for
approval.
B
All
right,
thank
you
for
that
information
down
the
item
h
the
big
one
I
had
referred
to
for
approval
properly
moved
in
second,
mr
fountain.
You
want
to
give
us
some
information
on
that
yeah.
Thank.
F
You,
mr
chairman,
so
this
is
the
approval
to
accept
the
grant
award
for
the
cdbg
mit
grant.
That's
almost
10
million
dollars
for
the
earhart
street
extension
of
the
spring
fish
burn
deep
tunnel
system
project.
The
the
city
match.
I
would
like
to
note
includes
the
what's
called
leveraged
funding,
which
is
the
approximately
850
000.
The
city
had
previously
authorized
to
complete
the
design
and
permitting
of
the
project
so
that
that
is
included
within
that
4.2
million
dollar.
F
That's
it
and
then
the
only
other
point
I'd
like
to
clarify
is
we
would
like
this
is
the
state.
The
state
agency
that
is
overseeing
the
grant
on
behalf
of
hud
is
the
is
the
grantee,
and
then
we
are
the
sub
grantee
from
that
grantee
is
the
the
new
department
of
resiliency
with
their
disaster
recovery
division,
so
they're
still
working
their
way
through
this
process
as
a
new
agency
as
well.
F
So
we
would
like
to
to
authorize
basically
the
the
mayor
to
make
what
I
would
call
sort
of
non-substantive
changes
to
the
agreement
as
necessary.
While
we
work
through
that
process,
so
nothing
related
to
scope
or
cost
only
typical,
like
negotiation
agreements,
similar
things
like
we've
discussed,
have
been
insurance
requirements
that
would
be
required
for
the
contractor
under
the
federal
form.
Some
of
the
scheduling
terms,
those
are
still
a
little
bit
in
flux.
B
Councilman
griffin,
would
you
be
kind
enough
to
amend
your
motion?
Absolutely
all
right,
good
deal
all
right,
mr
mayor,
that's
some
good
work
on
getting
that
grant.
I
don't
think
we
can
say
it
too
too
much.
This
is
a.
B
This
is
a
drainage
project
that
wouldn't
we
probably
would
have
to
wait
to
calhoun
west
to
have
gotten
done,
and
the
people
down
in
the
medical
district
would
have
still
been
sloshing
around
in
the
water
that
they've
been
doing
for
decades.
I
mean
this
is
just
a
wonderful
idea
to
extend
that
over
the
september
clock
spring
fish
burn
drainage
project,
and
it's
a
roughly
about
15
million.
B
You
can
think
of
15
million
being
better
spent
on
a
drainage
project
around
here.
You
want
to
have
a
few
words
mr
mill.
E
E
He
really
did
remember
it.
I
mean
I
mean
I
did
remind
him
from
time
to
time,
but
he'd
actually
call
me
about
it.
So
we
we
he
put
it
in
his
regular
budget,
then
covet
came
and
that
blew
that
apart
and-
and
he
remembered
us
when
he
visited
the
medical
university
months
ago
and
then
when
this
opportunity
came
up-
and
I
let
him
know
that
we
had
applied
for
it
and
it
would
save
him
from
having
to
run
it
through
the
regular
general
fund
budget.
E
He
was,
he
was
all
in
support
of
it.
So
so
I'm
very
thankful
to
him
for
for
supporting
this
and
being
a
part
of.
B
I
tell
you,
maybe
mr
man,
we
ought
to
send
the
governor
a
letter.
Thank
you
on
this
one
I
mean
we've
said
it
publicly,
but
I.
B
Good
deal
all
right:
councilman
griffin,.
C
State
and
our
state
infrastructure
bank
every
time
we've
needed
help
on
this
project,
they've
always
come
through.
We've
had
some
tough,
tough
decisions
to
make
on
this
project.
We
there
was
a
time
where
this
project
was
severely
overrun
and
we
didn't
know
how
we
were
going
to
fund
it.
The
state
of
south
carolina
has
come
to
our
beck
and
call
and
has
been
an
absolutely
perfect
partner
on
this
project,
and
we
could.
C
B
You're
right,
you're
right
councilmember
to
include
because
I'm
gonna
tell
you
we
all
felt
the
frustration
of
you
know
when
the
overrun
came,
what
anybody
thought.
But
when
that
overrun
came,
it
was
just
a
frustrating
feeling
man
having
to
take
five
years
of
the
stormwater
drainage
fund
and
at
best
put
committed
towards
that
with
the
peril
of
everybody
else
around
the
city.
So
it
was
just
a
wonderful
feeling.
I
want
to
acknowledge
council,
lady
jackson,
being
on
the
meeting.
Let's
see
you
have
any
comments:
council,
lady
jackson,.
B
A
So
it's
off
the
subject,
but
in
two
weeks
the
last
meeting
y'all
asked
for
dominion
energy
to
come
to
talk
to
us
about
trees
and
stuff,
and
I
just
wanted
the
committee
to
know
I've
been
in
touch
with
tammy
coghill
and
we'll
have
a
short
10
to
15,
minute
presentation
and
her
and
danny
kassis
and
a
couple
other
members
of
their
team
will
be
available
at
that
time.
To
answer
questions
for
the
committee,
I
just
wanted
to
get
that
out
to
you.
