Description
City of Charleston Committee on Public Works and Utilities 11/7/2022
B
D
C
Right,
thank
you.
Take
a
motion
for
the
approval
of
so.
B
C
Is
October
24th,
probably
moved?
Let
me
get
a
second,
probably
move.
The
second
any
question
on
those
minutes.
Hearing
that
all
in
favor
please
say:
hi
hi.
Thank
you.
We
down
the
item.
G
looks
like
man,
no
temporary
Christmas,
Mr
O'brien.
E
Chairman
I'm
gonna
turn
over
Matt's
got
a
PowerPoint
he'd
like
to
share
with
you
all
you
all
last
last
meeting
for
kind
of
a
comparison
hurricane
in
to
some
of
our
recent
past
storms
and
some
maps
put
together.
Some
information
and
I'll
give
you
a
quick
update
on
where
we
stand
with
garbage
right
now.
Also
Matt.
F
F
So
last
last
time
you
guys
asked
me
to
do
a
comparison
of
the
of
the
recent
storms
that
we've
had
as
to
where
we're
at
with
this
current
storm.
So
is
there
some
of
the
recent
storms
that
we
looked
at
was
Matthew
in
2016,
Irma,
2017
Dorian
in
2019
and
Ian.
F
F
So
the
Ian
numbers
are
not
going
to
be
official
numbers,
as
they
are
only
through
the
second
we're
still
waiting
on
the
county
to
get
me,
the
load
tickets
for
the
extra
days
that
we
worked
last
week,
Dorian
we
use
zumar
Street
and
Bayview
Soccer
Complex
as
a
storage
site
and
for
Ian
we're
using
the
WR
Grace
site
as
a
storage
yard.
F
Currently,
city
employees
have
worked
29
out
of
the
last
36
days
for
Ian
cleanup
and
now
we'll
get
into
some
of
the
comparisons
so
cubic
yards
Matthew's
in
the
green.
You
can
see
we
had
113
000
cubic
yards,
Irma
was
just
over
5
000
and
Dorian
was
235
177
and
then
you've
got
Ian
currently
at
30
600
cubic
yards
and
I
just
want
to
mention
again
that
this
is
not
official
numbers.
F
We
still
have
debris
at
our
storage
site
that
and
we're
still
picking
up
this
week,
so
that
number
will
increase.
We
expect
it
to
come
where
between
35
000
and
40
000
by
the
time
we're
done
so
far,
the
loads
Matthew.
We
were
at
just
over
30
000.,
3,
100
loads
Dorian
was
4,
400
loads,
Ian's
right
now
at
1275,
and
then
Irma
was
only
220.
F
foreign
contractors.
So
for
Matthew
we
had
six
contractors,
and
that
was
a
fairly
big
sized
storm
that
was
113
000
cubic
yards
Dorian.
We
had
25
contractors
servicing
us
that
storm
was
236
000
and
so
far
for
e
and
we've
had
two
contractors.
A
Yeah
and
those
other
cases
of
Matthew
and
Dorian
weren't
those
both
cases
where
the
county
had
put
their
debris
Contracting
in
place.
Yes,.
F
That's
correct:
ashburton
was
the
the
contractor
in
place
for
those
storms.
We
had
that
declaration
and
they
went
ahead
and
activated
this
storm
is
that
has
not
had
the
Declaration
issued
yet
I,
don't
think
so.
The
costs
are
currently
still
City.
I
I
think
he
asked
for
it
last
week,
but
I
don't
think
it's
been
approved
right.
F
So
the
contractors
that
we
have
for
Ian
is
all
coming
out
of
the
city
general
fund,
foreign.
F
We
don't
know
yet
we're
still
waiting
on
if
the
president
is
going
to
sign
off
on
the
Declaration
or
not.
If
he
does,
then
yes
there's
a
chance
that
we'll
get
a
lot
of
this
reimbursed.
F
Okay,
thank
you
yeah,
so
city
employees
per
storm,
as
you
can
see
for
Ian,
we
have
16
full-time
employees
currently
on
staff
for
Dorian
and
Matthew.
We
had
23
and
we
had
an
influx
for
Irma,
even
though
it
was
a
smaller
storm.
We
actually
had
26
employees
on
so
you
can
see
that
we're
down
personnel
and
and
still
making
a
good
effort
to
get
everything
cleaned
up.
F
They
used
to
complete
I
know.
This
is
what
we
judge
most
of
the
of
the
stuff
by
Matthew
took
82
days
for
us
to
complete,
and
that
was
113
000
cubic
yards
Irma
was
just
over
5000
and
took
36
days.
That
was
all
City
Cruise.
Only
Dorian
was
235,
000
cubic
yards
236
cubic
yards,
and
we
had
25
contractors
and
that
took
46
days
to
complete,
currently
we're
at
Day
36
for
Ian,
and
so
by
the
time
we're
done
here.
F
We
should
be
just
over
the
40-day
Mark
before
when
everything
is
complete
and
then
any
questions.
D
So
Matt
will
you,
those
are
really
great
numbers
and
I
I
do
appreciate
you
putting
that
together.
That
sort
of
puts
everything
in
context
for
us
and
you
you
divided
it
up
into
the
numbers.
I
was
looking
for
the
tonnage.
Today's
number
of
employees
Etc,
so
I
presume
you're
going
to
share
that
with
us.
Yes,.
D
Be
that'd
be
great.
So
what,
when
you
look
at
all
of
this
Matt?
Does
this
help
you
sort
of
in
in
planning
your
cruise
and
your
schedules
any
better.
F
It
does
I
mean
it.
You
know,
each
storm
is
different.
You
know,
obviously,
for
Dorian
was
a
much
bigger
storm.
It
was
off
the
coast.
It
was
way
closer,
I
think
it
was
a
cat
too,
when
it
was
off
the
coast,
so
it
generated
a
lot
more
debris
which
you
know
allowed
the
county
to
go
ahead
and
activate
their
contractor,
which
helped
us
get
that
cleaned
up
much
faster
because
we
have
25
trucks
from
them
alone.
F
In
our
area,
cleaning
up,
you
know
for
this
storm
we
did
not
have
the
activation
of
the
contract
and
to
to
add
to
it.
You
know
if
the
loads
were
mixed.
Those
loads
now
have
to
go
up
to
Spring
Grove
landfill.
F
So
you
know
that's
extra
time
on
the
road
which
is,
you
know,
causing
delays
and
some
of
this
stuff,
but
it
you
know
it's
going
to
help
us
come
up
with
a
plan
on
how
to
get
the
messaging
out
to
the
residents
better
as
far
as
sorting
and
making
sure
this
stuff
is
done
correctly.
So
that
way
we
can
get
to
this
stuff
a
lot
faster
than
what
we
have
been
doing.
D
And-
and
you
sent
me,
I
I
was
looking
for
it
before
the
meeting,
your
your
normal
tonnage.
F
E
D
E
D
If
you
wouldn't
mind
sending
that
to
us
Matt
and
thank
you
that
was
well
done,
and
it
was
very
simple
and
straightforward,
I'm
gonna
appreciate
you
doing
that
for
us.
Thank
you.
No
problem.
C
E
Chairman
at
the
last
city
council,
meeting
I
think
actually
two
meetings
ago,
where
we
had
the
public
hearing,
because
everybody
can
remember
a
lot
of
public
input
as
a
result
of
that
we
received
I
think
it
was
about
45
a
list
of
45
different
questions
which
were
generated
by
some
of
the
people
that
were
interested
in
this.
So
we've
been
spending
some
time
going
over
those
questions.
One
thing
we've
reached
out
and
Julia's
helped
very
tremendously
with
this
is
Charleston
County
School
District.
E
Some
questions
have
come
up
regarding
the
how
this
would
affect
their
bus
traffic
and
things
like
that.
So
we're
in
the
process
of
still
Gathering
that
information
We've
also
reached
back
out
some
of
the
utility
companies
did
not
respond
the
first
time
when
we
asked
for
comments
trying
to
get
from
them.
So
we're
we're
still
gathering
information
and
really
that's
that's
what
we
realize
we
have
to
report
we're
still
trying
to
gather
additional
information
and
answer
those
questions
that
the
citizens
have
asked
us
Julie.
Do
you
have
anything
to
add.
C
Yes,
ma'am.
Okay,
so
I
hear
you
correctly
stay
tuned.
Yes,
sir.
All
right
any
additional
questions
from
anybody
else.
Item
H,
Mr
Fountain,
each
one
when
the
mid
drainage,
Improvement
project.
C
B
Item
H1
is
an
approval
of
it's
basically
a
grant
agreement.
It's
really
a
disbursement
request
from
the
state
Appropriations
bill
for
DHEC
in
this
year
from
a
funding
request
that
was
made
by
Representatives
tavernakis.
B
So
basically,
it's
asking
Council
to
approve
the
agreement
that
will
allow
us
to
accept
the
disbursement
of
the
the
one
and
a
half
million
dollars
toward
the
Windermere
project,
which
includes
both
the
outflow
cleaning
effort.
That
is
item
two
that
we'll
discuss
in
a
minute,
as
well
as
money
towards
the
design
and
construction
of
the
overall
larger
project,
which
will
obviously
have
a
substantial
City
component
too,
from
the
existing
drainage
fund
allocation
I
did
I
do
want
to
note
the
agreement
is
a
DHEC
sent
us
their
agreement,
we've
reviewed
it.
B
We
have
a
couple
very
minor
edits,
but
the
DHEC
internal
review
process
is
still
occurring,
so
we're
basically
asking
for
permission
for
our
legal
staff.
People
make
very
minor
edits
if
necessary,
based
on
the
DHEC
Provisions.
So
we
can
kind
of
keep
this
funding
request
moving,
as
well
as
getting
the
project
work
underway
and
item
number
two
Mr
chairman
I
move.
C
For
approval,
Tech
property
moving.
Second,
any
more
discussion
on
this
item.
D
I
I
did
notice
that
this
was
attributable
to
our
house
representative,
Mr
stravanakis,
so
I
hope
we
send
him
a
nice.
Thank
you
note.
B
Sure
absolutely
councilman,
so
this
is
Mr
chairman.
This
is
part
of
the
overall
Windermere
drainage,
Improvement
project
that
we've
been
working
for
for
the
last
few
years.
We
have
an
engineer:
Thomason
Hutton
who's
done
a
kind
of
a
large
scale
concept,
review
of
drainage
in
this
entire
Basin.
B
One
of
the
areas
we've
seen
a
lot
of
challenges
was
the
outfall
which
comes
off
of
folly,
Folly
Boulevard
in
that
area,
if
Holly
Road,
the
top
part
of
Holly
Road,
just
south
of
the
Windermere
Shopping
Center
I,
will
offered
for
the
Osaka
outfall
had
drained
some
of
William
Ackerman,
which
actually
is
the
draining
point
for
most
of
the
Windermere
Basin.
At
the
moment,
it
also
drains
from
a
Folly
Road
and
then
across
the
street
and
kind
of
the
Windermere
and
the
Crescent
on
the
far
side
of
Folly
Road.
B
That
outfall
has
been
incredibly
impacted
by
accretion
and
just
basically
sediments
accumulated
in
the
marsh.
We
went
through
and
got
individual
permits
from
both
the
Army
Corps
of
Engineers
and
DHEC
over
the
last
18
months,
or
so
those
permits
have
been
approved.
We've
bid
out
the
contract,
which
I'll
see
in
item
two
to
do
this.
B
Outfall
cleaning
we've
been
working
with
most
of
the
state
legislatures
towards
the
work
with
DHEC,
for
that
permitting
we've
been
working
with
the
dot
because
of
the
impacts
for
Folly
we've
been
working
with
the
school
district
who's
looking
to
potentially
contribute
some
drainage
easements
to
allow
us
to
install
larger
pipes.
We've
been
working
with
CWS,
because
a
lot
of
the
pipework
will
also
be
in
the
greenway
in
that
location,
which
is
one
of
their
major
pieces
of
water
sewer
infrastructure.
B
So
it's
it's
one
of
these
large-scale
drainage
fund
projects,
again
again,
representative,
was
kind
enough
to
basically
see
some
opportunity
in
this
project
to
leverage
some
of
the
benefits
to
got
and
bring
some
State
funding
to
come
with
the
millions
of
dollars
of
city
funding
that
are
already
allocated
into
the
project
and
help
us
kind
of
close
our
funding
gaps.
As
you
know,
prices
continue
to
increase
over
the
last
couple
of
years.
Yeah.
C
C
B
Yep,
thank
you
Mr
chairman,
so
this
is
the
first
work
item
that
will
be
paid
for
within
the
disbursement
allocation.
It
is
basically
that
outfall
cleaning
permit
to
go
in
with
Hydra
excavation
and
clean
out
over
over
a
thousand
feet
of
outfall,
starting
at
Folly
Road,
going
out
through
the
marsh
through
William
Ackerman
and
then
out
into
the
marsh
back
into
like
the
more
functional
channels
and
streams
within
the
marsh
itself.
B
So
this
this
work
again
has
been
permitted
through
the
Army
Corps
of
Engineers
and
through
DHEC
through
individual
permitting
has
quite
a
few
requirements
to
it.
Our
low
is
a
competitively
bid
project.
Our
low
bid
is
290
000,
which
is
right
about
our
Engineers
estimate
based
on
some
work.
We
had
done
last
year
in
other
neighborhoods
and
we
recommend
for
approval
on
this
one
as
well.
So.
D
A
C
That
I
saw
that
coming
from
you
Mr
miss
that
second
probably
moving.
Second,
any
discussion
on
this
one
I
know
tomorrow,
night
I'm,
sure,
councilmember
Bell
will
certainly
Express
his
things.
All
the
hard
work
and
everybody's
doing
this.
Obviously,
there's
people
need
it
over
there,
all
in
favor,
please
say:
aye
aye
aye
any
approved
all
right,
Mr
Fountain,
any
additional
information,
because
that
brings
us
to
the
end
of
agenda
items.
Anyhow,
any
items
you
wanna.
B
I
think
it
does.
Mr
chairman
we'll
have
a
few
items
to
talk
about
at
budget
ad
hoc
pretty
soon
for
storm
water,
as
we
start
to
wrap
up,
some
of
the
general
fund
work
and
Budge
ad
hoc
will
be
shifting
over
into
the
Enterprise
stormwater
account
I'm,
certainly
touching
on
the
storm
water
utility
fee.
I.
B
Think
that
we've
discussed
in
the
past
in
this
Committee
of
how
do
we
reset
our
billing
agreement
for
next
year
and
come
up
with
a
different
approach
than
potentially
working
through
the
CWS
system
and
obviously,
some
funding
requests
for
how
we
go
about
through
small
projects,
whether
we
want
to
look
at
the
utility
fee
as
part
of
that
work,
kind
of
a
lot
going
on
in
budget
very
soon.
C
Versus
with
a
vacant
properties
that
are
being
built,
so
that
kind
of
thing
yes.
C
A
Why
we're
thankful
today
and
I'll
get
a
card
for
pass
around
the
table
tomorrow
to
send
representative
stavinakis?
That
was
very.
