our
Public
Safety
Committee
meeting
and

asked

Korea
to

invocation.

thought
it

appropriate

the

fire
chief
recognized
the
significance
of
the
days
anniversary
22
years
after
9
11.

sorting
that
in
one
of
the
other
events
in
my
life
was
the
assassination
President
Kennedy.
That
will
always
remain
in
my
life
and
my
mind.
So
we
have
a
dedicated
men
and
women
of
our
fire
department
in
our
Police
Department,
our
First
Responders
throughout
the
county
in
our
in
our
state
that
we
run
into
on
a
regular
basis.
We
certainly
have
to
recognize
them
always
for
the
work
that
they
do
and
protecting
our
communities
throughout
the
year.
The
sacrifices
that
they
bake.

new
director
of
Environmental
Services
up
there
and
he's
done
a
fantastic
job,
we're
within
three
or
four
positions
of
having
all
of
our
driver
positions
filled,
which
has
been
a
long
time
since
we've
had
that
and
very
excited
for
the
work
that
Brandon
and
Matt
are
doing
in
conjunction
with
K
cross
and
her
staff.
So
we're
very
excited
about
that
and,
as
I
said
even
last
week
with
the
holiday
week,
we
were
able.

Fridays,

back
everything
up
today
we
were
able
to
get
everything
collected
and
the
only

Services,

Maintenance

street
sweeping
division.

trying
to
make
a
concerted
effort
to
improve
our
power
washing
on
King
Street
and
we've
come
up
with
a
basically
it's,
it's
kind
of
a
new
schedule
where
we're
going
to
start
actually
power
washing
earlier
in
the
morning
in
case
Crossing
HR
department
has
helped
us
make
some
adjustments
into
some
of
our
positions.

store

business
owners

own

washing
there,
as

some
of

district

As
you
know,

were
pretty
blessed
last
week
with
edaya's
impacts
were
not
so
severe,
with

exception
of
water
coming
over
the
top,
so
to
speak
in
sections
where
we
had
not
completed
the
low
battery
elevation
yet,
and
particularly
in
in
harleston
village
and
the
Upper
East
Side.

Another
area
where
that
9.23
tide
brought
water
and
and
and
crap
and
with
it,
and
so
one
thing
about
res
being
resilient,
is
cleaning
up
fast
and
we
had
our
sweet
street
sweepers
out
and
about
in
full
force.
But
I
just

Council
know
that
we
also
called
around
and
I'm
pretty
sure
it
was
the
town
of
Somerville
and
Berkeley
County
both
sent
us
some
street
sweepers
to
be
part
of
the
effort
and
Tom.

the

morning

hours

that

final

items
basically
relinquishes

potential

claims

impact

contract
value
of
that
amount
is
where
it
gets
more
complicated

a
hundred
and
fifty
thousand
nine
hundred

eighty
two
dollars
and
18
cents,
because
some
of
that
funding
is
already
in
the
existing
Construction
contract.
It's
just
allowing
the
contractor
to
be
able
to
build
to
it.

It's
funded
through
the
translation
infrastructure
bank
and
the
King
Street
Gateway
test.

We
feel
really
good
about
this
one
and
that
this
project
was
bid
pre-covered
pre.
You
know
Logistics
issues,
pre,
obviously
labor
market
rates
doubling
and
we
ended
up
less
than
a
half
percent
over
budget
on
the
original
Construction
contract,
so
we're
still
within
the
Project
funding
allocation
for
the
project
and
less
than
half
a
percent
of
an
increase
for
construction
contracts.
So
that's.

That's
simply
outstanding,
somehow
I
mean
we
got
to
get
that
out
in
the
Press.
People
need
to
know
that
I
mean
it's
great
for
our
committee
to
know
believe
me,
and
hopefully
I'll
counsel
on
tomorrow,
but
in
a
broad
sense
you
may
our
community,
the
country
has
been
beat
up
on
how
inflation
has
been
just
taken
advantage
of
all
of
us.

briefly
for
forced
Acres.
We've
hit
a
pretty
major
milestone
for
this
project.
Just
as
a
quick
refresher
for
the
or
the
committee
Forest
Acres
is
the
large-scale
drainage,
Improvement
project
that
we're
doing
near
Playground
Road
phase
one
was
completed
in
2018.
That's
the
West
Ashley
Bikeway,
basically,
is
what
we
think
of
where
we
did.
The
the
rework
under
Sanders
Boulevard
improved
the
outfalls
built
the
drainage
system
and
Culvert
along
the
Bikeway
phase.

Two
is
this
red
section,
basically
extending
from
the
Bikeway
up
across
Playground
Road
up
to
Highway
61
at
the
top
and
then
up
through
the
bottom
side
of
pillow
Apartments
to
kind
of
drain
out
this
entire
set
of
neighborhoods
here,
which
experience
quite
a
bit
of
flooding
issues
it.

so
I
was
saying
phase.
One
of
the
project
was
the
the
West
Ashley
Bikeway
work
and
the
Culvert
realignments
under
Sanders
Boulevard
that
was
completed
in
2018
phase
two
of
the
project
after
ATT
relocated,
some
of
their
major
utility
duck
Banks
along
Playground
Road.

We
began
last
fall
we'll
talk
about
in
a
second,
but
basically
it's
extending
the
drainage
system
from
the
Bikeway
up
across
Playground
Road
in
the
red
here
up
to
Highway
61
on
the
North
and
then
coming
south
of
the
pillow
Apartments
to
provide
drainage
for
these
basically
series
of
large
communities
here
down
into
the
Bikeway
an
area.
We
see
a
lot
of
flooding
today,
hoping
to
make
some
very
significant
improvements.

This
is
just
a
summary
of
that.
2018
was
the
first
phase
phase
two
started
in
the
fall.
We
had
a
period
where
they
could
acquire
box
Clover
and
members.
In
the
fall
of
last
year
it
was
almost
impossible
to
purchase
concrete
pipes,
so
we
had
a
about
a
three
month,
lead
time
built
into
the
contract
for
the
contractor
to
be
able
to
purchase
materials.
But
what
they've
been
working
on
now
is
installing
culverts.

I
got
a
few
pictures
in
a
second
I'm
installing
culvert's
under
Playground
Road,
that
was
that
was
kind
of
the
big
milestone.
We
got
that
in
prior
to
the
Adelia
hurricane
event.
It
removes
the
choke
point
that
was
previously
Playground
Road
from
all
of
those
Upstream
communities,
they've
reworked
all
the
utilities
done
quite
a
bit
of
night
work,
a
lot
of
traffic
disruption
along
Playground,
Road,
I'm
sure
they
neighbors
will
be
extremely
pleased
to
have
that
section
done.

We've
now
installed
new
sidewalk
in
the
next
week
or
two.
We
should
be
installing
sod
and
cleaning
up
the
edges
of
Playground
Road,
and
then
they
would
actually
won't
resurface
the
road
until
spring,
because
they
do
want
to
finish
the
construction
impacts
to
the
roadway
before
they
go
back
and
put
a
beautiful
asphalt
surface
onto
it
and
then,
as
you
mentioned,
come
somewhere
in
the
next
stage
of
the
project
will
be
shifting
into
the
canal
work
improving
the
canal
through
those
red
areas.

briefly
to

this
looks

So
this
is
the
area
we're
working
again
in
here,
currently
with
Playground
Road
being
the
north
south
running
Road.

the

experience
pretty
heavy
flooding
on
Falkirk,
because
we
were
talking

out
of
the
Lango
Vine
Street
and
then
in
the
the
neighborhoods
kind
of
to
the
South
here
as
well,
which
drain
back
up
into
that
same
system.
But.

lady

corner,

back
to
the
corner.
You
mean

Miss,
Washington
at
least
heard
him
in
Washington,

is
a
huge

it

advocate

this
neighborhood

can't
just
you've
been
involved
over
20
years.

get
this
drainage
project
done,
going
back
to
Mill
Raleigh's
time,
I
think
we
finally
got
the
pipes
in
Mr
Fountain,
because
she,
when
it
was
raining
on
heavy
events,
she
couldn't
even
get
out
of
her
house.

that's
how
it
would
flood
on
that
corner.

is

of
a
kind
I'll
put
it
like
that,
but
anyway
she
did
see
the
fix
put
in
so
anyway
and
I
don't
think
her
area
flooded
during
our
last
hurricane
event
by
the
way,
anyway,
that's

I

coming
along
fine
as
a
matter
of
fact,
Mr
Fountain,
some
of
the
people
on
Fall
Curt,
because
for
you
all
who
may
or
may
not
know
the
water
would
raise
up
in
the
ditch,

people's
backyard,

up

connect
the
ditch
and
now
canal
go
through
their
yards,
flood
fall
Kirk
and
the
houses
across
the
street.

people

neighbors
are
so
interested
in
this
project.

their
back
fences
and
said

were
modeling

water's
moving
was
moving
through
as
opposed
to
rising.

years
past,
so
they
were
telling
me,
you
won't
believe
how
fast
that
water
is
moving
through.

after
those
big
college
got
put
underneath
playground
world
so.

maintained

the
majority
of
the

properties

of
the
dot
roadways,

there
are
some.

some

properties
as

the
flood
storage
project.
Just
as
a
reminder.
This
is
Church
Creek
kind
of
in
the
primarily
in
the
shadow
Moss
area
and
some
of
the
surrounding
communities.

We
previously
bit
out
one
of
the
projects
over
on
Wolf
Drive,
the
first
stage
of
it
to
get
the
flood
storage
component
in
we're
currently
out
to
bid
for
the
Bridge
Point
Town
homework
on
what
we
call
the
ecological
Park
here
about
six
acres
of
work,
where
the
Bridge
Point
Townhomes
once
said
on
sort
of
an
island
inside
the
drainage
system,
we're
out
and
then
we're
all
starting
to
bid
in
the
same
package
on
the
mellor
court,
Project
work
and
then
the
a
little
bit
of
upfitting
to
the
wall.

Drive
project
to
clean
up
some
of
the
Aesthetics
on
that
project.
We
got
flood
storage
in
now,
we're
just
trying
to
go
back
and
make
it
look
a
little
bit
better
based
on
some
neighborhood
input,
we've
gotten
as
well,
so
that
project
again
with
the
national
Fish
Wildlife
Foundation
Grant,
some
partial
funding
from
the
church,
Creek
drainage,
Tiff
and
the
drainage
fund
just
summarizing
what
I
was
talked
about.

We're
continuing
design
right
now
on
the
southern
area
down
by
Crosstown
church
and
the
railroad
track
to
do
kind
of
a
larger
Wetland
preservation,
storage
project
in
collaboration
with
the
two
Church
properties
and
then
we're
working
with
the
parks
department
to
and
to
design
some
more
active
Park
elements
on
the
concept
plan
that
we
have
for
Bridgepoint
Apartments,
including
some
of
the
work
that
we
propose
like
a
playground:
water,
fountains,
you
know
picnic
tables,
potentially
a
restroom
facility,
so
we
have
just
as
a
reminder,
sorry
what
that
site
looks
like
pushing
too
many
buttons.

This
is
the
Bridge
Point
site
sort
of
the
Island
City
in
the
middle
being
turned
into
kind
of
floodable
wetlands
with
a
trail
system,
playground
facility
and
then
having
expansion
capacity.
To
do
things
like
add
in
some
fishing
docks
or
Pavilion
different
different
options
are
kind
of
left
open,
depending
on
how
the
site
is
best
used
and
how
the
neighbors
the
most
enjoy
using
the
property.
The
other
site
down
here
is
this
kind
of
Mallard
Court
Walk
Drive,
the
existing
flood
storage
areas.

This
one
on
the
right,
where
we
put
in
the
storage
in
advance
of
hurricane
season
in
some
of
the
initial
vegetation,
we're
going
to
come
back
and
clean
up
some
of
the
Landscaping
there
and
connect
it
over
to
a
new
outfall
that
will
be
created
through
the
mellor
court
side.
So
this
is
a
pretty
big
set
of
improvements
going
in
I
mean
almost
six
or
seven
acres
of
flood
storage
project
on
what
were
previously
flooded
homes
right
in
in
the
church,
Creek
area.

So
it's
a
huge
huge
Improvement
for
the
city
as
a
whole
to
get
people
out
of
these.
You
know
basically
homes
that
are
continually
damaged
by
flooding
and
then
leverage
those
properties
to
reduce
the
flooding
on
the
homes
that
are
adjacent
to
those
other
previously
flooded
homes,
so
that,
as
we
get
these
increasing
storms
increasing
civil
Rises,
we
don't
have
those
properties
flooding
as
well.

We
certainly
see
as
an
enjoyment
aspect
that
your
your
property
is
protected
from
flooding,
but
I
I
definitely
understand
that
trying
to
leverage
that
benefit,
like
we've
done
in
many
other
areas
to
say.
Well,
how
else
can
we
make
this
site
a
benefit
and
making
it
beautiful
and
having
active
Recreation
is
a
great
option
for
that.

to

this
basically

an
area
we've
got.
We
have
a
few
places
in
the
city,
it's
not
common
in
the
Incorporated
areas,
but
it
does
happen
where
we
have
some
beavers
move
in
primarily
in
kind
of
outer
West
Ashley,
but
we
do
see
it
in
a
few
other
areas
of
the
city
and
the
Beaver
is
kind
of
set
up
and
you
know,
do
their
thing
and
build
a
dam
and
cause
some
flooding
challenges.

We've
we've
talked
to
a
number
of
other
departments
who
are
mostly
not
not
interested
in
Beaver
management,
but
we
are
contracted
with
a
third
party
vendor
we're
just
putting
through
our
purchase
order
today
to
try
a
pilot
program
to
remove
the
beaver
and
see
if
the
relocation
is
effective.
One
of
the
challenges
you
get
into
at
Beaver
relocation
is
they.

You
tend
to
get
other
beavers
that
move
into
the
area
once
you've
vacated
the
first
Beaver
similar
to
alligators
or
crocodiles,
but
this
one
is,
you
know
this
Beaver
is
set
up
directly
in
a
culvert
system,
which
is
not
where
we
would
want
a
beaver.
It's
probably
the
worst
place.

You
can
generally
have
a
beaver,
so
I
think
it's
worth
giving
it
a
try
to
see
if
we
can
relocate
a
couple
of
beavers
we're
trying
to
use
an
actual
nuisance
Management
program
to
do
relocation
rather
than
you
know,
immediately
killing
the
beaver,
which
is
sort
of
the
the
more
straightforward
approach
and
is
what
is
done
in
a
lot
of
other
more
rural
areas.
Horry
County
actually
has
a
if
anyone's
familiar
with
the
Horry
County's
program.
They
actually
have
a
bounty
where
you
can
bring
in
Beaver
Paws
and
collect
money
as
a
resident.

It
is
not
well
supported
by
most
of
the
environmentally
friendly
groups,
but
it
is
something
that
they
offer.
So
we
are.
We
are
working
through
that
pallet
program,
we're
going
to
see
how
it
works,
see
if
the
beaver
stays
out.
That'll
give
us
a
lot
of
information
about
what
the
costs
are
and
what
the
potential
benefits
are,
because
there
are
one
or
two
other
areas
where
we're
seeing
some
some
actual
challenging
flooding
situations
due
to
Beaver,
Dams
and
kind
of
less
populated
Wetland
areas.

I'm
just
curious
I
got
to
be
frank,
Peter
we're
all
the
same
as
Mr
Mayor
same
age,
I
mean
when
we
were
kids.

remember,
beavers
being
around.

at
Charlestown
landing

Critters.

we

coyotes.

bald
eagle
some

have
otters,

raccoons

boxes
buzzards,

you

seen
a
beaver.

mean
it's
just
that
the

marsh
area
brings
in
a
bunch
of
stuff
but
I
yeah
over
that
part
of
West
Ashley.

just
one
thing:
I
haven't
seen:
we
have

could

Sportsman's
Paradise
over
there,
but
it's
not
not
with
beavers.

beavers

fact,
I
represent
a
neighborhood
up
in
Berkeley
County
that

have
a
beaver
problem
with
their
man-made
lake
up
there
and
they
showed
me

trees
where
they
were
the
Beavers
of,
like
essentially
cut
down
the
trees
through
gnawing
and
I
mean
it's
sort
of
like
these
pointed
little
spikes.

understanding
is
that
they
they
like
armadillos
and
coyotes
as
councilman
shade
mentioned,
there's
some
birds
like
Rosie
at
spoonbills,
like
they're
they're
species
of
animals
that
have
like
moved
into
this
area
that
are
we're
not
around
here
like
Generations
ago.
It's
it's
kind
of
a
fascinating
area.
We
get
manatees
in
the
harbor
too
I,
don't
know
how
many
people
know
that
you
know
you
talk
to
some
of
the
old
guys
that
have
been
fishing
and
shrimping.
You
know
for
years
they
they'll
tell
you
they
never
saw
manatees.

had
flamingos
on
Bull
Island
After,
the
Storm,
so
you
know
animals
migrate
and
take
up
new
habitats
and
you
throw
in
like
sea
level
rise
and
some
of
these
climate
changes
that
we've
seen
they're
real

issues,

relocate

like
come

get

Beaver

County
areas
have
some
challenges
with
beavers
and
like
the

McClellanville
areas
and
it's

a
struggle
and
beavers
are
really
good
at
replacing
their
dams.

questions

jurisdiction

Crews,
we
have

putting
together
some
maintenance
plans

go
talk
with
both
the
golf
course

some
of
the
property
owner
they're,
not
really
popular
associations,
they're
kind

like
neighborhood
Pond
locations,
similar
to
what
continent
Chile
actually
has
in
a
lot
of
them
in
his
district
as
well,
where
there's
sort
of
these
pseudo
private
ponds
scattered
about
sometimes
with
public
easements
on
them.
So
we
are
working
through
process
to
try
to
do
that.

honestly,
that's
one
of
the
next
projects
we
think
has
a
good
chance
of
flood
improvements
in
church.

Creek
is
one
cleaning
a
lot
of
the
older
kind
of
unmaintained
pseudo
public
private
canals
for
storage,

more
storage
and
then
going
into
a
lot
of
those
older
ponds
that
are
also
maybe
or
maybe
have
not
been
maintained
and
trying
to
retrofit
them
not
to
just
clean
them,
but
to
actually
change
the
design
of
them
to
store
more
water,
which
would
then
provide
a
public
benefit
rather
than
just
being
us
maintaining
a
kind
of
a
pseudo
public-private

not
on
the
short
run
other
than
on
the
