dupont,
wapu
project
area,
to
split
the
costs
for

design

permitting
work

four

areas

would
be
a
25
percent
share
at
the
county
and
a
75
percent
share
at
the
city.
That
split
is
based
on
our
respective
geographical
jurisdictional
areas
in
the
entirety
of
the
dupont.

watershed

allocate
270
thousand
dollars;

and
75
cents

the
city
funding
and
we'll
talk
about
that
in

that
funding
will
be

contract,

the
design

services

them

design
permitting

actual
construction
ready
plans.
It
is
for
city
funding
would
be
two
hundred
and
seventy
thousand

hundred

dollars
and
seventy
five
cents
and
we're
proposing
that
to
come
out
of
the
small
project
allocation,
as
we've
discussed
in
the
past
to
keep
this
project
moving
forward.

major
areas
we'll

looking

the
downstream
sections
of
the
basin,

why
those
first
four
have
been
selected
project
area.

is
really
the
orleans
road
area.
It's
basically
orleans

like
the
hazelwood
community,
making
sure
that
the
water
coming
from
that
community
can
get
through
what
is
currently
in
orleans
road
constriction
and
on
into
the
citadel
mall
property
area.
Three
actually
is
the
citadel
mall
property
so
area.
One
and
three
are
very
interconnected.

That's
the
north
and
west
side
of
the
citadel
mall
property
to
help
that
water
be
conveyed
through
the
property
and
down
to
the
eventual
outfall
under
under
526
area.
Four
is
actually
the
out
the
outfall
under
526,
putting
in
some
check
valves
and
improvements
down
there
to
help
that
water
be
able
to
flow
out
without
any
inflow
during
severe
storm
events,
and
then
area
two
is
sort
of
the
other,
the
other
area.

is
the
section
that's
kind
of
over
where
dupont
and
orleans
intersect
with
savannah
highway,
there's
sort
of
a
low,
a
localized
bowl
there
very
flooded
area,
there's
a
very
round
previously
car
dealership
property,
that's
kind

easy
denotation
point
of
that
part
of
the
basin,
so
area
two
is
helping
move
the
water
from
that
section
over
to
area
four,
which
is
the
outfall
under
526.
So
this
is.

basically
all
of
the
downstream
sections
which
would
then
like

follow
up

future
years
with
projects
five,
six,
seven,
eight
and
nine,
which
are
kind
of
the
upstream
half
of
the

basin

keep

water
moving

flooding
across
the
entire
area.

consider
the
potential
for
a
stormwater
small
project
allocation
is
basically
a
cost
share
with
the
town
of
james
island.
The
town
has
a
a
project
proposed
on
highland
street
that
they
have
been
progressing
with.
They
have
acquired
some
drainage,
easement
and
paid.

to
hear
any
more
details
about
it,
but
basically
they're
proposing
to
install
an
18-inch
outfall
pipe
for
the
road
they
are
offering
to
to
pay
the
services
they've
already
done,
which
are
the
easement
acquisition
and
the
design
work
and
are
asking
if
the
city
would
consider
a
cost
share
on
the
construction
side
of
installing
132
feet
of
of
rcp
pipe
and
some
drop
inlets
they're
predicting
that
cost
would
their
design
engineer
at
a
roughly

looking
for
a

cost
split,
which
would
tentatively
put
us
at
about

000,
and
this
is
just
in
for
discussion
to
kind
of
bring
this
up
for
the
committee
and
see
if
there's
any
interest,
it's

we've
done

some
of
the
previous
projects,
with
this
being
kind
of
a
true
cost
split
managed
by
a
different
entity
rather
than
managed
by
the
city.

that
funding.

we

kind
of
a
breakdown

the
different
projects
have
been
requested
versus
where
we
stand
on
on
funding,
but
there
is,
there

technically
still

thousand
dollars
we
just
allocated
about
275
thousand
dollars,
so
we
still
have
the
remaining
sum
there,

sitting
somewhere

over
a

their
design
and
construction
drawings.

don't
know
if
they've
gotten
their
final
permit
approvals
for
that
new
outfall.

they're
trying
to
see
if
they,

they
want
to
move
forward

level

city
be
interested
in
providing
funding
before?

they
start
with
that
level
of
the
final
approval.

share

there's
a

a
long
history
here,
which
I'd
love
to
tell
you
over

off
the
line
meeting,
just
because
it's
typical
of
what
happens
when
an
infill
developer
comes
in
to
an
old,
substantial
neighborhood
that
was
built
on
grade
essentially
years
ago,
and
infield
developer
was
able
to
put
in
four
properties
and
then
determined
that
they
they
didn't
want
to
take
the
full
use
of
their.

They
could
avoid
some
of
the
most
restrictive
stormwater
management,
best
practices
that
they
would
have
had
if
they'd
made
their
if
they
built
out
their
entire
property.
They
literally
gave
up
land
in
order
to
avoid
having
to
put
in
a
storm
water
storm
water
pond.
So
this
is
a
real
sore
point
in
this
old
neighborhood.

town
has
definitely
stepped
up.
They
should,
if
I
were
them,
they
should
have
had
some
sort
of
civil
action.
I
think,
but
they
decided
to
take
over
the
responsibility
and
the
worst,
the
worst
victim
of
the
ongoing
flooding
is
caused
by
the
day
or
you
know
sunny
day.
King
pads
is
a
city
resident
and
they
live
in
the
oldest
house
at
the
end
of
that
neighborhood,
so
that
they
are
definitely
paying
the
price.

The
only
recommendation
I
would
have
is
that
we
basically
motioned
to
ask
staff
to
you

develop
an
moa
with
the
town,
basically
to
forward

desire

cost
split
that
money
and
bring
that
back.
The
moa
back
to
public
works
utilities
and
then,
of
course,
ways
and
means
and
council
for
approval
of
that.
At
that
price
point:

this
is
the
first
of
two
grant
application
items.
The
this
one
is
on
the
public
works
utilities
agenda
for
discussion.
It's
not
on
the
ways
and
means
agendas,
we're
still
finalizing
the
methodology
for
the
cost
split,
but
we
wanted
to
get
the
public
works.
Utilities
committee
involved
in
that
discussion,
see
if
there
were
any
questions
or
comments
prior
to
it,
going
to
ways
and
means.
The
second
item
is
on
ways
and
means
has
a
sooner
application
deadline,
but
these
are
both
for
community
development
block
grants.

That's
from
the
us
department
of
housing
urban
development,
their
hud
funds.
These
are
mitigation
grants
so
they're,
basically
grants
that
are
available
after
a
disaster
that
are
made
eligible
for
agencies
who
basically
were
impacted
by
the
disaster,
to
apply
for
there's
a
pretty
substantial
amount
of
money
available
at
the
state.
We've
had
pretty
extensive,
looks
at
these
two
projects
and
we
think
they're
both
very
strong
applications,
the
the
first
one.
I
think
the
community
is
familiar
with
the
earhart
medical
district
tunnel
extension.

That's
the
we
typically
talk
about
is
the
earhart
shaft,
the
extension
of
the
spring
fishburn
project
to
serve
a
portion
of
the
medical
district.
Obviously,
the
medical
district
provides
services
between
the
va,
musc
and
roper
for
a
substantial
portion
of
the
like
the
low-income
community
that
is
really
targeted
by
these.
These
grants,
and
it's
also
a
project
that
we
have
a
substantial
amount
of
investment
in
is
very
close
to
being
shovel
ready,
which
is
another
interest.
The
actual
application
on
this
one
would
be
for
the
city
to
request
8
million
250
dollars
in
federal
funding.

We
are
finalizing
that
the
expectation,
of
course,
just
to
match
this
out
of
the
drainage
fund
and
the
interim
is
a
commitment
and
we
are
still
the
mayor's
still
been
in
discussion
with
the
hospital
district
members.
The
state
house-
and
we
are
looking
at
some
other
grant
opportunities
to
also
close
the
gap
on
that
match.

grants

couple

different
categories
of
funding.
The
first
one

basically

construction
ready
style
project.

application
is
for
a
different
portion
of
the
funding.
That's
available
for
design
side
work.
The
design
side
work
also
has
the
potential
to
be
chained
into
a
future
release
of
money
from
the
same
kind
of
original
grant
pool
for
construction
funding.

it's
kind
of
a
nice
potential
way
to
to
look
at
developing
a
project
it's
earlier
in
the
process.
The
the
project
that
we're
looking
at
is
basically
the
the
cooper
jackson,
the
east
side
area
of
the
city.
Looking
at
those
range
improvements
that
ecom
is
currently
doing,
the
conceptual
work
for,
and
the
evaluation
of,
potential
improvements
similar
to
what
we
just
didn't,
do
and
then,
basically
taking
the
one
of
the
first
recommendation,
potential
recommendation
projects
and
moving
it
into
a
design
stage
over
there.
This
one
is
for.

This
one
would
be
matched
through
the
cooper
river
bridge,
the
redevelopment
area
tiff,
so
that
funding
has
already
been
allocated
for
drainage
projects
within
the
basin,
and
that
would
be
a
good
way
to
basically
leverage
the
money
we
have
available
for
with
some
additional
federal
money
to
keep
that
project.

These
are
basically
the
indefinite
delivery
contracts
that
the
city
maintains
with
factor
truck
companies
for
pipe
cleaning
and
inspection.
So
we
basically
with
an
indefinite
delivery
contract.
We
have
a
like
a
negotia.
Basically,
a
semi-negotiated
was
a
bid
fee
amount
for
different
types
of
services,
different
sizes
of
pipe
different
amounts
of
sediment
removal
and
then,
as
each
individual
task
comes
up,
this
is
the
contractor.
These
are
the
two
contractors
that
we
use
to
do
that
work.
So
this
is
a
request.

We
had
previously
last
year
changed
the
procurement
rules
at
the
city
to
allow
up
to
five
hundred
thousand
dollars
per
year
on
indefinite
delivery
contract.
So
we're
asking
with
the
renewal
of
these
contracts
to
bring
the
allowance
for
each
of
those
up
to
500
000.
